Water Crises and Governance critically examines the relationship between water crises and governance in the face of challenges to provide water for growing human demand and environmental needs. Water crises threaten the assumptions and accepted management practices of water users, managers and policymakers. In developed and developing world contexts from North America and Australasia, to Latin America, Africa and China, existing institutions and governance arrangements have unintentionally provoked water crises while shaping diverse, often innovative responses to management dilemmas. This volume brings together original field-based studies by social scientists investigating water crises and their implications for governance. Contributors to this collection find that water crises degrade environments, place untenable burdens on stakeholders, and produce or exacerbate social conflict, undermining ecological and social conditions that sustain effective collaboration. At the same time, water crises can promote institutional change that "resets" governance, promoting unusual and creative responses appropriate for local contexts. The studies in this volume provide evidence that, while water crises pose serious threats to environments and societies, they also provide opportunities to learn from experience and recraft water governance with coherent visions of more ecologically and socially sustainable futures. This book seeks to enrich the growing literature on mine legacies by examining a case study of a small abandoned mine in Latin America. Using a combination of Rapid Rural Appraisal and secondary source analysis, this study assessed some of the most damaging legacies of the San Sebastian mine in eastern El Salvador, compared the country's mine closure legislation against world's best practice standards and provided strategies for awareness, prevention and remediation. The most damaging legacy to the environment is that of Acid Mine Drainage (AMD) contamination of the local river. The impact of AMD is felt well beyond the mining district and the costs of prevention and remediation were found to be significant. Apart from environmental legacies, the mine also left a number of socio-economic legacies including: limited access to non-polluted water that results in San Sebastian residents devoting a high proportion of their income in obtaining water, lost opportunities due to the cessation of mining, uncertain land tenure situation and increasing growth of ASGM activities that exacerbate already existing environmental pollution due to use of mercury. The study also found that the state's capacity to ensure compliance with the law is very weak and that in many important respects the country's current legal framework does not meet world's best practice when it comes to mine closure requirements. The findings are important because they demonstrate that the lack of closure planning can lead to private operators socializing the costs of pollution. The study also shows that the lack of state capacity may result in extractive projects becoming socio-economic liabilities in the long term.

In the contemporary West, pressures to more effectively reallocate water to meet growing urban and environmental demands are increasing as environmental awareness grows and climate change threatens existing water supplies.
The legacy of Owens Valley raises concerns about how reallocation can occur. Although it took place over seventy years ago, the water transfer from Owens Valley to Los Angeles still plays an important role in perceptions of how water markets work. The memory of Owens Valley transfer is one of theft and environmental destruction at the hands of Los Angeles. In reassessing the infamous transfer, one could say that there was no "theft." Owens Valley landowners fared well in their land and water sales, earning more than if they had stayed in agriculture. In another sense, however, "theft" did occur. The water was not literally stolen, but there was a sharp imbalance in gains from the trade--with most of the benefits going to Los Angeles. Owens Valley, then, demonstrates the importance of distributional issues in water trades when the stakes are large.

This book deals with the water policy and management in Canada. It discusses various problems and risks in the fresh and drinking water supply in the second largest country in the world. Mohammed Dore argues that water is underpriced and used wastefully in Canada. In selected case studies, he illustrates the major threats from human activity to Canadian freshwaters and drinking water resources, including manufacturing, mining, oil sands production, animal farming and agricultural use. Selected case studies include reviews of even dramatic incidences, e.g. the Walkerton tragedy of 2000, when 7 people were killed and 200 went onto permanent dialysis treatment because of water contamination with harmful pathogens. The book warns that wastewater treatment standards are often not sufficient, so that many drinking water resources are in peril of wastewater contamination. As most of the water resources are provincial responsibility, the book discusses the water management policies in the different provinces separately. This book evaluates the history, the present and the future of water markets on 5 continents, beginning with the institutional underpinnings of water markets and factors influencing transaction costs. The book examines markets in seven countries and three different U.S. states, ranging from village-level water markets in Oman to basin wide formal water markets in Australia's Murray-Darling River basin. Introductory chapters on the background of water markets and on transaction costs and policy design are followed by chapter length discussion of water markets as an adaptive response to climate change and of supply reliability in a changing climate. Case studies describe a variety of facets of the design and function of markets around the world: California, Chile, Spain, Oman, Australia, Canada, India and China. In analyzing these real-world examples of markets, the contributors explore water rights and trading of rights between agricultural and urban sectors and the principles and function of option markets.
