This volume describes various scenarios of conflict and cooperation over water resources among stakeholders in a variety of settings. It discusses treaty making over international rivers, bilateral cooperation on river development between South Africa and Lesotho, the political economy of water supply in the Pacific Island region, the establishment of the Mekong River Commission in Southeast Asia, comparative river basin management in the United States and South Korea, and the International Joint Commission formed by Canada and the United States to resolve boundary water conflicts. The book also explores national domestic conflicts over water resources in Bangladesh and China, Cold War hydropolitics in Southern Africa, water management conflicts in the Niger River Basin of West Africa, and water as commodity and source of conflict in Australia.
In the past decade there has been a rapid increase in waterborne outbreaks of disease associated with viral and protozoan agents, normally in drinking waters that were found to be microbially safe using the Coliform Index. For nearly a quarter of a century indicator organisms, in particular the coliform group, have been used to ensure the microbial quality of drinking water. Currently, world wide legislation to protect consumers is based on these outdated and unreliable tests and while there is considerable concern among scientists over their use, the water industry and regulators continue to place near total reliance on the Coliform Index. Dealing with stormwater runoff in urban areas is a problem that is getting bigger and more expensive. As we cover porous surfaces with impervious structures-commercial buildings, parking lots, roads, and houses-finding places for rainwater and snowmelt to soak in becomes harder. Vadose Zone Hydrology describes the elements of the physical processes most often encountered by hydrogeologists and ground-water engineers in their vadose zone projects. It illustrates the application of soil physics to practical problems relevant to the characterization and monitoring of the vadose zone. This book provides a concise synthesis of how toxic chemical pollutants affect physiological processes in teleost fish. This Second Edition of the well-received Water Pollution and Fish Physiology has been completely updated, and chapters have been added on immunology and acid toxicity. The emphasis, as in the first edition, is on understanding mechanisms of sublethal effects on fish and their responses to these environmental stressors. River systems around the world are degraded and are being used unsustainably. Meeting this challenge requires the development of flexible regimes that have the potential to meet essential consumptive needs while restoring environmental flows. This book focuses on how water trading frameworks can be repurposed for environmental water recovery and aims to conceptualise the most appropriate role for law in supporting recovery through these frameworks. The author presents a comprehensive study of the legal frameworks in four jurisdictions: the States of Oregon and Colorado in the western United States; the province of Alberta in Canada; and the Murray-Darling Basin in Australia/Basin State of New South Wales. A close comparative analysis of these four jurisdictions reveals a variety of distinctive regulatory arrangements and collaborations between public and private actors. In all cases, the law has been deployed to steer and coordinate these water governance activities. The book argues that each regime is based on a particular regulatory strategy, with different conceptions of the appropriate roles for, and relationships between, various actors and institutions. Legal frameworks do not have the capacity to rationalise and provide an overarching and absolute solution to the complex environmental and governance issues that arise in the context of environmental water transactions. Rather, the role of law in this context needs to be reconceptualised within the paradigm of regulatory capitalism as establishing and maintaining the limits within which regulatory participants can operate, innovate and collaborate.

In recent times, the print media alone has drawn attention to barium, bacteria, heavy metals, and increasingly organic contaminants, in public water supplies located in Florida, Rhode Island, Texas, Oregon, Illinois, Minnesota, North Carolina, Michigan, and California, to name a few. In an effort to address one of the major issues confronting the future of the nation's drinking water supplies, chemical contamination, the Drinking Water Research Foundation and the American Chemical Society presented the symposium, "Safe Drinking Water: the Impact of Chemicals on a Limited Resource." To add balance to the total presentation, two papers were included that were not part of the symposium. |
