This book is an ethnographic study of the multi-linear process of racial knowledge formation among a relatively invisible population in the Chinese American community in Chicago, namely the working class. Shanshan Lan defines "Chinese immigrant workers" as Chinese immigrants with limited English language skills who work primarily at low-skill, blue-collar service jobs at the extreme margins of U.S. economy. The book moves away from the enclave paradigm by situating the Chinese immigrant experience within the larger context of transnational labor migration and the multiracial transformation of urban U.S. landscape. Through thick ethnographic descriptions, Lan explores Chinese immigrant workers' daily struggles to cope with the disjuncture between race as an American ideological construct and race as a lived experience. The book argues that Chinese immigrant workers' racial learning is not always a matter of personal choice, but is conditioned by structural factors such as the limitation of the Black and white racial binary, the transnational circulation of U.S. racial ideology, the negative influence of prevalent U.S. rhetoric such as multiculturalism and colorblindness, and class differentiations within the Chinese American community.

Unemployment is one of the most politically explosive issues in China and has gained further prominence as a result of the present global financial crisis. The novelty, urgency, and complexity of Chinese unemployment have compelled the government to experiment with policy initiatives that originate in the West, initiatives such as training programmes, career and psychological counselling, a web-based national labour-market information network, and labour-market insurance, and also other employment-related initiatives such as using community (shequ) organizations as the base for new mechanisms of governance and informal job generation. This book examines these initiatives which represent China's attempt to institutionalize, professionalize and humanize its approach to governance, drawing heavily on international norms and standards in employment regulation. Based on extensive original research including semi-structured interviews, the book argues that although the Chinese government is not a liberal democracy, it is increasingly using liberal techniques to govern. The book discusses the ways in which the government combines the new techniques with old campaign-style policy techniques, which not only makes the state's power visible, but also allows it to claim credit for managing unemployment.

Workers providing social and health care services lie at the heart of migration patterns underpinning current gobalization processes. Using a 'global care chains' perspective the author describes and analyses the experiences of migrant care workers, maps the extent, forms and governance of care services internationalisation and considers the policy implications in developed and developing countries. This book examines the way in which professional work - specifically accountancy - has been affected by the changes within the global economy over the last twenty years. It examines the commercialisation of accountancy, finding it directly related to the shift by capital away from the consensus it had entered into with labour during the post-war boom. The book argues that this transformation polarised the class structure of the advanced economies and seeks to explain the impact this transformation has had on the socialisation and promotional processes currently experienced by one group of professionals who have benefited from this change. In doing so, it puts forward a coherent explanation for the loss of auditor independnece and hence to the increase in auditing failures. The book also argues that what accountancy has experienced may increasingly emerge in other professions including medicine, law and teaching, as governments seek to expose them to market forces.

With the onset of a more conservative political climate in the 1980s, social and especially labour history saw a decline in the popularity that they had enjoyed throughout the 1960s and 1970s. This led to much debate on its future and function within the historical discipline as a whole. Some critics declared it dead altogether. Others have proposed a change of direction and a more or less exclusive focus on images and texts. The most constructive proposals have suggested that labour history in the past concentrated too much on class and that other identities of working people should be taken into account to a larger extent than they had been previously, such as gender, religion, and ethnicity. Although class as a social category is still as valid as it has been before, the questions now to be asked are to what extent non-class identities shape working people's lives and mentalities and how these are linked with the class system. In this volume some of the leading European historians of labour and the working classes address these questions. Two non-European scholars comment on their findings from an Indian, resp. American, point of view. The volume is rounded off by a most useful bibliography of recent studies in European labour history, class, gender, religion, and ethnicity.

Heritage, Labour and the Working Classes is both a celebration and commemoration of working class culture. It contains sometimes inspiring accounts of working class communities and people telling their own stories, and weaves together examples of tangible and intangible heritage, place, history, memory, music and literature.

Rather than being framed in a 'social inclusion' framework, which sees working class culture as a deficit, this book addresses the question "What is labour and working class heritage, how does it differ or stand in opposition to dominant ways of understanding heritage and history, and in what ways is it used as a contemporary resource?" It also explores how heritage is used in working class communities and by labour organizations, and considers what meanings and significance this heritage may have, while also identifying how and why communities and their heritage have been excluded. The thirteen critical and well-documented chapters of Women, Work and Activism examine women's labor struggle from late nineteenth-century Portuguese mutual societies to Yugoslav peasant women's work in the 1930s, and from the Catalan labor movement under the Franco dictatorship to workplace democracy in the United States. The authors portray women's labor activism in a wide variety of contexts. This includes spontaneous resistance to masculinist trade unionism, the feminist engagement of women workers, the activism of communist wives of workers, and female long-distance migration, among others. The chapters address the gendered involvement of working people in multiple and often precarious and unstable labor relations and in unpaid labor, as well as the role of the state and other institutions in shaping the history of women's labor. The book is an innovative contribution to both the new labor history and feminist history. It fully integrates the conceptual advances made by gender historians in the study of labor activism, driving home critiques of Eurocentric historiographies of labor to Europe while simultaneously contributing to an inclusive history of women's labor-related activism wherever to be found. Examining women's activism in male-dominated movements and institutions, and in women's networks and organizations, the authors make a case for a new direction in gender history.

The Selected Papers in this volume, written over a period of some 20 years, represent just a small part of Marco Biagi's scientific writings, and are reprinted here with a view to showing the range, depth and originality of his research work. While many of his papers dealing with labour relations issues in the Italian context were published in Italian, Marco's long association with Johns Hopkins University and Dickinson College, along with his close links with the leading scholars in comparative labour law and industrial relations not just in the member states of the European Union, but also in many other countries, including Japan, were of fundamental importance for his work, and as a result he chose to publish many of his most thought-provoking papers in English. What emerges from a reading of these papers is the integrity and consistency of his thinking: themes that appear in his early work, such as industrial democracy, employee participation, training for flexibility, the role of small and medium-sized enterprises, and innovative strategies for creating new jobs and improving the quality of work, are further developed in the later years. He always wrote with a sharp eye on changes in the labour market arising from economic, social and political developments, such as most recently the introduction of the single currency, and always with a view to extending the benefits of employment opportunities beyond the existing limits. Alexander Monto looks at how labor migration flows from Mexico to the United States are directed and structured, and what changes they bring in the sending and receiving communities. He places cyclical migration in the context of historical and economic developments in Mexico and the United States, and he concludes that the circulatory movement is an element in the well-established world economic system that has endured for a hundred years. Monto focuses on one Mexican town with high migrancy and on one of its migrants' main destinations, Salinas, California. He describes the network linking the two communities, which migrants use to maximize employment, minimize expenses, and return with the proceeds to Mexico, where they will be able to buy more. Monto finds that although macrosocial factors create the economic polarization that propels migration, the migrants are not merely pawns being pushed and pulled; instead, they use circulatory migration as one of several options selected according to their role in their domestic group and the group's particular needs. He concludes that this labor circulation is not a transitional phase bound to disappear when Mexico's workforce is converted to wage laborers, but a permanent, institutionalized component of Mexico's periphery-core relationship to the United States. In the next few years, predicts Monto, the proposed North American Free Trade Agreement, together with agricultural consolidation already underway in Mexico, will probably augment rather than reduce migration.

This book addresses the persistence of the optical media piracy trade in the Philippines and Vietnam. It goes beyond arguments of defective law enforcement and copyright legal systems by applying sociological perspectives to examine the socio-economic forces behind the advent of piracy in the region. Using documentary and ethnographic data, in addition to resistance and ecological theories in sociology of law and technology as the overall theoretical framework, the book investigates factors that contribute to this phenomenon and factors that impede the full formalization of the optical media trade in the two countries. These factors include the government's attitude towards the informal sector and strong resistance to tougher IPR protection, unstable and sometimes conflicting policies on technologies, burdensome business registration process and weak enforcement of business regulations, bureaucratic corruption and loopholes in law enforcement system as well as trade ties with China. In addition to that, the book highlights the social background of the actors behind the illegal business of counterfeit CDs and DVDs, thereby explaining the reasons they continue to persist in this type of trade. It invites policymakers, law enforcers, advocates of anti-piracy groups, and the general public to use a more holistic lens in understanding the persistence of copyright piracy in developing countries, shifting the blame from the moral defect of the traders to the current problematic copyright policy and enforcement structure, and the difficulty of crafting effective anti-piracy measures in a constantly evolving and advancing technological environment.

Robin Haines has analysed the origins, occupations, literacy, and mobilization of emigrants recruited in the UK on behalf of colonial legislatures. Her exploration of strict selection procedures shows that the symbiosis between the clergy, empire-minded philanthropic societies, and parishes, which combined to fund the emigrants' considerable pre-departure expenses, increased the opportunities for underemployed rural and domestic workers during an era of farm rationalization and industrial restructuring. Although poor, hybrid state and private funding enabled them to relocate to Australia where their skills were in demand.

There are an increasing number of studies devoted to an examination of New Labour's social policies. However, thus far there has been little in the way of substantive discussion of opposition to and conflict around key elements of New Labour's agenda for the welfare state and public sector, from those who are involved in the frontline implementation and delivery of welfare policies. Since the mid to late 1990s, there have been continual and recurring episodes of industrial action of various kinds involving social workers, teachers, lecturers, nurses, hospital ancillary staff, nursery nurses, home helps and local authority librarians among others. Welfare delivery has become a central point of industrial relations disputes in the UK today. This book provides the first critically informed discussion of work and workers in the UK welfare sector under New Labour. It examines the changing nature of work and explores the context of industrial relations across the welfare industry. While the main focus is on the workforce in state welfare, this is set within the context of recent and current shifts in the mixed economy of welfare between state, private and third sector organisations.

The authors use regulation to explain the antecedents to current welfare developments in Britain. They show how first a Conservative and more recently "New Labour" governments have used in-work benefits so that today they have become the preferred instrument of intervention in the labor market for setting wages. The authors discuss the ways in which these measures address issues of child poverty and the adequacy of incomes, and how far they are disciplining devices to encourage a new moral order.

The process of globalization has had an impact on the lives of women in developing countries in the past decade. They have been drawn into insecure flexible employment working for the world market. The feminization of the labour market has increased the burdens on women, and the inability of men to access full-time well-remunerated employment has exacerbated the process of male migration and has left many families headed by women. At the same time the reduction in state services and welfare has increased the burdens placed on women. Nevertheless the consequences of globalization have been different for different women in different places. In some circumstances it has created opportunities for greater empowerment, whilst in others it has stimulated a reaction and increased the subordination of women. This text explores the experiences of women in diverse local contexts within different cultures and faiths, drawing on case studies from Asia, Africa and Latin America.

What is a veteran teacher, and how do veteran teachers contribute to schools and education? This international volume contributes to our understanding of veteran teachers with new conceptual studies and empirical research from different countries around the world. It is explores what we mean by a ?veteran teacher?; the factors that encourage teachers to remain in the profession; the characteristics of a successful veteran teacher; and the values with which veteran teachers associate themselves.

Rather than supporting stereotypes about teachers at different stages in their professional lives, this book both scrutinises prevalent stereotypes and explores the great variety of veteranship in teaching, in different cultures and different subject matter domains. Teacher retention is an increasingly difficult issue and there are severe problems of high staff turnover and attrition in many countries - so recognition of the qualities of more experienced teachers is timely, as well as valuing the potential contributions of veteran teachers in schools. The book also addresses broader issues about teachers? lives and identities, the vulnerability of different groups of teachers to the effects of change and reform, and the various forms of teacher knowledge and teacher development.

This book shows how the Brazilian new unionism has changed the system of labor relations and assertion of workers' citizenship. By analyzing the current state of labor relations in Brazil and the role of the new unionism on the superseding of the corporate institutions inherited from the 1930s, it provides useful information and insights into Brazilian industrial relations and perspectives for change. Finally, by applying regression analysis to data collected in a survey with workers in Recife, a poor northeastern region, the author shows how the proposals advanced by the new unionism have successfully developed a new political culture he terms the "political culture of active citizenship."
