The last two decades of the twentieth century saw the most fundamental changes in British social policy since the creation of the welfare state in the 1940s. From Margaret Thatcher's radical reassessment of the role of the state to Tony Blair's 'Third Way', the voluntary sector has been at the heart of these changes. As an inchoate middle class emerged in Puerto Rico in the early nineteenth century, its members sought to control not only public space, but also the people, activities, and even attitudes that filled it. Their instruments were the San Juan town council and the Casa de Beneficencia, a state-run charitable establishment charged with responsibility for the poor. In this book, Teresita Martinez-Vergne explores how municipal officials and the Casa de Beneficencia shaped the discourse on public and private space and thereby marginalized the worthy poor and vagrants, "liberated" Africans, indigent and unruly women, and destitute children. Drawing on extensive and innovative archival research, she shows that the men who comprised the San Juan ayuntamiento and the board of charity regulated the public discourse on topics such as education, religious orthodoxy, hygiene, and family life, thereby establishing norms for "correct" social behavior and chastising the "deviant" lifestyles of the working poor. This research clarifies the ways in which San Juan's middle class defined itself in the midst of rapid social and economic change. It also offers new insights into notions of citizenship and the process of nation-building in the Caribbean.
Nongovernmental organizations (NGOs) are important to the Bank because of the skills and resources they bring to emergency relief and development activities. In addition, they foster participation in the development process. The strength of the World Bank's collaboration with NGOs has grown since the late 1980s. In recognition of the added value that NGOs bring to Bank-supported projects, there have been intense efforts to include them. However, this report identifies a gap between promise and performance. The report concludes that the Bank's guidelines on working with NGOs are sound but that existing guidelines need to be used more effectively. Although women's charitable bazaars have contributed millions of dollars to important causes and institutions, they have long been thought of-by both historians and the public-as trivial events. Beverly Gordon corrects this view in Bazaars and Fair Ladies, the first history of women's fundraising fairs in the United States. Tracing their development from the early 1800s to the present day, Gordon show how women's fairs have reflected and influenced American culture, including styles of display and presentation, forms of public entertainment, attitudes about consumption and commodities, and perceptions of other cultures and of the past. Gordon surveys the fundraising fair phenomenon through its various names and incarnations, including ladies' sales, ladies' fairs, fancy fairs, fetes, festivals, carnivals, boutiques, and church or charity bazaars, and the many causes these events have benefitted, such as abolition, suffrage, and war relief. As the constitutional importance of the monarchy has declined, the British royal family has forged a new and popular role for itself as patron, promoter, and fund-raiser for the underprivileged and the deserving. She goes on to claim that sectarianism dominated women's philanthropic activity, and also analyses the work of women in areas of moral concern, such as prostitution and prison work. The book concludes that the most progressive developments in the care of the poor were brought about by non-conformist women, and a number of women involved in reformist organisations were later to become pioneers in the cause of suffrage. This study makes an important contribution both to Irish history and to our knowledge of women's lives and experiences in the nineteenth century.

This book is a concise, interpretive account of the life of Clara Barton from her childhood in Massachusetts through her feats of heroism during the Civil War, her founding of the American Red Cross, which she led for 20 years, and her bitterly contested ejection from office which clouded her last decade. Clara Barton (1821-1912) led a life "in the service of humanity." Undoubtedly heroic and undoubtedly generous in her impulse to aid others, she nonetheless remained a self-centered individual who could brook neither criticism nor ingratitude. Her life story is told here with sympathy and understanding without sacrificing candor or honesty.
Through its examination of a city marginal to the Italian tradition of communes and city-states during the post-Renaissance period, the book offers an extended reassessment of what has been regarded as the typical Italian model of welfare. Acts of charity have often been interpreted either within a functionalist framework or merely as responses to the needs of the poor by reference to the elusive field of changing mentalites. This book seeks instead to illuminate the reasons for individuals' involvement in charity. Analysis of the relationships of power, and conflict within the actors' personal and political milieux, reveals that tensions within the social elites were a crucial factor in motivating charitable giving and even in shaping perceptions of the deserving poor. Special attention is paid to the symbolic and direct aims of charity, rather than to its explicit interventions. This focus on subjectivity also throws new light on the link between gender and charitable activity. |
