The 2001 anthrax incident in the United States inspired a worldwide increase in bioterror readiness among public health and law enforcement professionals. Resources are being allocated to a variety of potential threats, from the reintroduction of smallpox to the possibility of new genetically-engineered pathogens. Despite the potentially devastating consequences, it remains remarkably difficult to quantify risk. Risk assessment is crucial to the appropriate allocation of resources for research and preparedness.This book includes articles from leading experts in the various disciplines associated with risk assessment and risk communication associated with bioterrorism. These papers are based on presentations at a NATO Advanced Research Workshop in Israel in June 2005, which adressed these issues.

Peace, Security, and Conflict Prevention: SIPRI-UNESCO Handbook is a comprehensive, concise volume on security and conflict prevention in the post-cold war period 1992-96. It is drawn from the results of SIPRI's research and includes chapters on major armed conflicts; armed conflict prevention, management and resolution; world military expenditure, arms production and the arms trade; nuclear, chemical, and biological weapons; the arms control and agreements currently in force and under negotiation; the United Nations Organization; and special studies of regional and subregional security in Europe and Asia. A detailed chronology lists the major events of 1992-96 related to peace, security, and conflict prevention. The book also includes a useful glossary of terms and acronyms used in the security literature and gives the membership of international organizations concerned with security issues.
This volume is based on a multidisciplinary approach towards biological and chemical threats that can, and have been previously used in bioterrorism attacks around the globe. Current knowledge and evidence-based principles from the fields of synthetic biology, microbiology, plant biology, chemistry, food science, forensics, tactics, infective medicine, psychology and others are compiled to address numerous aspects and the complexity of bioterrorism attacks. The main focus is on biological threats, especially in the context of synthetic biology and its emerging findings that can be observed as possible threat and tool. The book examines microorganisms and their possible use in forensics, i.e. as possible detection tool that could enable fast and precise detection of possible treats. A number of plant derived components are also discussed as possible agents in bioterrorism attacks, and in relation to infectious disease pathology. Another integral part is food safety, especially in terms of large food supply chains, like airline caterings, institutionalized kitchens etc. Food can be observed as a possible mean of delivery of various agents (biological and chemical) for bioterrorism attacks. Steps on how to recognize specific critical points in a food supply chain, along with proposed corrective activities are discussed. Examples from around the globe, along with the methodological approach on how to differentiate bioterrorism attacks from other epidemics are provided. However, epidemics are also discussed in the context of migrations, with the special emphasis on the current refugee migrations that affect not only Europe, but also the United States. The book will be of interest to experts from various fields of science as well as professionals working in the field. The book encompasses examples and tools developed for easier, more specific, and faster detection of possible bioterrorism treats, along with proposed actions for some aspects of a bioterrorism attack.
This book is open access under a CC BY-NC 2.5 license. On April 22, 1915, the German military released 150 tons of chlorine gas at Ypres, Belgium. Carried by a long-awaited wind, the chlorine cloud passed within a few minutes through the British and French trenches, leaving behind at least 1,000 dead and 4,000 injured. This chemical attack, which amounted to the first use of a weapon of mass destruction, marks a turning point in world history. The preparation as well as the execution of the gas attack was orchestrated by Fritz Haber, the director of the Kaiser Wilhelm Institute for Physical Chemistry and Electrochemistry in Berlin-Dahlem. During World War I, Haber transformed his research institute into a center for the development of chemical weapons (and of the means of protection against them). Bretislav Friedrich and Martin Wolf (Fritz Haber Institute of the Max Planck Society, the successor institution of Haber's institute) together with Dieter Hoffmann, Jurgen Renn, and Florian Schmaltz (Max Planck Institute for the History of Science) organized an international symposium to commemorate the centenary of the infamous chemical attack. The symposium examined crucial facets of chemical warfare from the first research on and deployment of chemical weapons in WWI to the development and use of chemical warfare during the century hence. The focus was on scientific, ethical, legal, and political issues of chemical weapons research and deployment - including the issue of dual use - as well as the ongoing effort to control the possession of chemical weapons and to ultimately achieve their elimination. The volume consists of papers presented at the symposium and supplemented by additional articles that together cover key aspects of chemical warfare from 22 April 1915 until the summer of 2015.
This book presents a detailed history of chemical warfare development during the First World War and discusses design approaches to gas masks and the performance of new filter materials that decontaminate chemical warfare agents (CWA) when applied in the vapor phase. It describes multifunctional nanocomposites containing zinc and zirconium (hydr)oxides, graphite oxide and silver or gold nanoparticles as reactive adsorbents for the degradation of the CWAs vapors. In addition it examines in detail the surface properties that are most important in the mineralization performance.
This is a sequel to Strengthening the Biological Weapons Convention by Confidence-Building Measures edited by E. Geissler (OUP/SIPRI 1989). During work on that book, it was felt that there was a need for more concrete discussion of how to provide the Biological Weapons Convention (BWC) with useful verification measures. Since the verification aspects of the Chemical Weapons Convention (CWC) will complement the BWC, and vice versa, it is often argued that the CWC must be finalized before concrete verification measures for the BWC can be addressed. However, it is already rather clear what measures will be in effect under the CWC, and this information can be utilized to provide input to the preliminary technical work on verification measures for the BWC. This publication will identify and develop suggestions for verification measures for the BWC, and their possible dual function for verification and confidence-building will also be explored in contributions by ten leading experts in the field.
The history of biological weapons (BW), chemical weapons (CW), and nuclear weapons is complicated. It can be disturbing, tragic, and occasionally encouraging. It is rarely amusing, although the names selected for certain weapons suggest a casualness toward the consequences of their use: Atomic Annie, Blue Peacock, Dew of Death, Fat Man, Flying cow, George, Gilda, Helen of Bikini, Hurricane, Katie, Little Boy, Lulu, Mike, Red Beard, Sewer Pipe, Squirt. Use of BW and CW in warfare has produced mixed results in terms of effecting the outcome of a battle or campaign; despite this mixed record, both weapon types have attracted intense interest and strong advocacy for further use. The sole experience with use of nuclear weapons in warfare is viewed as hastening surrender by Japan, created competition among nations to develop more such weapons, and influenced efforts to ban any use or even stockpiling of such weapons. Each of these three weapon types has its own peculiar history, as recounted in this dictionary. This second edition of Historical Dictionary of Nuclear, Biological and Chemical Warfare contains a chronology, an introduction, and an extensive bibliography. The dictionary section has over 700 cross-referenced entries on terms related to NBC warfare, ranging from basic descriptions of substances used to details on incidents and episodes where NBC weapons were used, historical events, persons important to NBC warfare, countries where such weapons have been developed or used, and international treaties and treaty-related organizations.
This book addresses the technical, organizational and political aspects of the national implementation measures of the projected Chemical Weapons Convention (CWC). It is essential that individual potential states parties now undertake studies to present a detailed picture of the implications of their obligations under a CWC. Experts from several countries in the field of disarmament and from the chemical industry examine and review experiences gained from different areas of arms control and disarmament regulations, national legislation and regulations relevant to the operation of the National Authority in the framework of the projected Convention. The study presents a range of options and is aimed at helping states parties in the development of procedures required by the National Authority. A detailed analysis of their obligations as outlined in the current draft text of the Convention is also presented. This study attempts to stimulate the potential states parties to start a review of their own specific national implementation obligations. The book includes a bibliography, tables, and relevant documents.
The participants of the Second Review Conference of the parties to the Biological Weapons Convention agreed on instituting voluntary confidence-building measures (CBMs) to strengthen the Convention. For this book SIPRI has gathered together experts in the fields of disarmament, epidemiology, molecular genetics, and virology. They evaluate the extent to which these CBMs contribute to preventing or reducing the occurrence of ambiguities, doubts, and suspicions which might be raised about compliance with the BW convention, and how CBMs contribute to improving international co-operation in the field of peaceful biological activities.

This book investigates the way that the molecular sciences are shaping contemporary security practices in relation to the governance of biological threats. In response to biological threats, such as pandemics and bioterrorism, governments around the world have developed a range of new security technologies, called medical countermeasures, to protect their populations. This book argues that the molecular sciences' influence has been so great that security practices have been molecularised. Focusing on the actions of international organisations and governments in the past two decades, this book identifies two contrasting conceptions of the nature or inherent workings of molecular life as driving this turn. On the one hand, political notions of insecurity have been shaped by the contingent or random nature of molecular life. On the other, the identification of molecular life's constant biological dynamics supports and makes possible the development and stockpiling of effective medical countermeasures. This study is one of the few to take seriously the conceptual implications that the detailed empirical workings of biotechnology have on security practices today. This book will be of much interest to students of security studies, bio-politics, life sciences, global governance, and International Relations in general.

Without sensationalizing or providing the technical details that would result in a terrorist's handbook, the volume reflects the concerns expressed by experts from 12 states (including many from Slavic regions adjoining or aspiring to membership of the European Union). A range of vulnerabilities are highlighted that are usually neglected. Assessments that focus on the horrifying potential of bioterrorism directly targeting people are commonplace. This book is exceptional because indirect impacts on human health and welfare through challenge to the security of food supplies are the focus. These urgently need to be recognised and made subjects of planned investment to counter the threat. Examples of past state-sponsored and independent actions are discussed. Chemical Warfare during the Vietnam War documents the use of antipersonnel chemical weapons throughout the Vietnam War, and explores their effectiveness under the wide variety of circumstances in which they were employed. This book analyses the Syria crisis and the role of chemical weapons in relation to US foreign policy. The Syrian government's use of such weapons and their subsequent elimination has dominated the US response to the conflict, where these are viewed as particularly horrific arms - a repulsion known as the chemical taboo. On the surface, this would seem to be an appropriate reaction: these are nasty weapons and eradicating them would ostensibly comprise a 'good' move. But this book reveals two new aspects of the taboo that challenge this prevailing view. First, actors use the taboo strategically to advance their own self-interested policy objectives. Second, that applying the taboo to Syria has actually exacerbated the crisis. As such, this book not only provides a timely analysis of Syria, but also a major and original rethink of the chemical taboo, as well as international norms more widely. -- .
