This book examines how Indigenous peoples' rights and Indigenous rights movements represent an important and often overlooked shift in international politics - a shift that powerful states are actively resisting in a multitude of ways. While Indigenous peoples are often dismissed as marginal non-state actors, this book argues that far from insignificant, global Indigenous politics is potentially forging major changes in the international system, as the implementation of Indigenous peoples' rights requires a complete re-thinking and re-ordering of sovereignty, territoriality, liberalism, and human rights. After thirty years of intense effort, the transnational Indigenous rights movement achieved passage of the UN Declaration on the Rights of Indigenous Peoples in September 2007. This book asks: Why did movement need to fight so hard to secure passage of a bare minimum standard on Indigenous rights? Why is it that certain states are so threatened by an emerging international Indigenous rights regime? How does the emerging Indigenous rights regime change the international status quo? The questions are addressed by exploring how Indigenous politics at the global level compels a new direction of thought in IR by challenging some of its fundamental tenets. It is argued that global Indigenous politics is a perspective of IR that, with the recognition of Indigenous peoples' collective rights to land and self-determination, complicates the structure of international politics in new and important ways, challenging both Westphalian notions of state sovereignty and the (neo-)liberal foundations of states and the international human rights consensus. Qualitative case studies of Canadian and New Zealand Indigenous rights, based on original field research, analyse both the potential and the limits of these challenges. This work will be of interest to graduates and scholars in international relations, Indigenous studies, international organizations, IR theory and social movements.
A steel town daughter’s search for truth and beauty in Birmingham, Alabama  “As Birmingham goes, so goes the nation,†Fred Shuttlesworth observed when he invited Martin Luther King Jr. to the city for the transformative protests of 1963. From the height of the Civil Rights Movement through its long aftermath, images of police dogs, fire hoses and four girls murdered when Ku Klux Klan members bombed the Sixteenth Street Baptist Church have served as an uncomfortable racial mirror for the nation. Like many white people who came of age in the Civil Rights Movement’s wake, Julie Buckner Armstrong knew little about this history. Only after moving away and discovering writers like Toni Morrison and Alice Walker did she realize how her hometown and family were part of a larger, ongoing story of struggle and injustice. When Armstrong returned to Birmingham decades later to care for her aging mother, Shuttlesworth’s admonition rang in her mind. By then an accomplished scholar and civil rights educator, Armstrong found herself pondering the lessons Birmingham holds for a twenty-first century America. Those lessons extended far beyond what a 2014 Teaching Tolerance report describes as the common distillation of the Civil Rights Movement into “two names and four words: Martin Luther King Jr, Rosa Parks, and ‘I have a dream.’†Seeking to better understand a more complex local history, its connection to broader stories of oppression and resistance, and her own place in relation to it, Armstrong embarked on a journey to unravel the standard Birmingham narrative to see what she would find. Beginning at the center, with her family’s 1947 arrival to a housing project near the color line, within earshot of what would become known as Dynamite Hill, Armstrong works her way over time and across the map. Weaving in stories of her white working-class family, classmates, and others not traditionally associated with Birmingham’s civil rights history, including members of the city’s LGBTQ community, she forges connections between the familiar and lesser-known. The result is a nuanced portrait of Birmingham--as seen in public housing, at old plantations, in segregated neighborhoods, across contested boundary lines, over mountains, along increasingly polluted waterways, beneath airport runways, on highways cutting through town, and under the gaze of the iconic statue of Vulcan. In her search for truth and beauty in Birmingham, Armstrong draws on the powers of place and storytelling to dig into the cracks, complicating easy narratives of civil rights progress. Among the discoveries she finds in America’s racial mirror is a nation that has failed to recognize itself in the horrific images from Birmingham’s past and to acknowledge the continuing inequalities that make up the Civil Right’s Movement’s unfinished business. Learning from Birmingham reminds us that stories of civil rights, structural oppression, privilege, abuse, race and gender bias, and inequity are difficult and complicated, but their telling, especially from multiple stakeholder perspectives, is absolutely necessary.

The problem of citizenship has long affected Latin America, simultaneously producing inclusion and exclusion, division and unity. Its narrative and practice both reflect and contribute to the region's profound inequalities. However, citizenship is usually studied on the margins of society. Despite substantial public interest in recent mass mobilizations, the middle and upper classes are rarely approached as political agents or citizens. As the region's middle classes continue to grow and new elites develop, their importance can only increase. This interdisciplinary volume addresses this gap, showcasing recent ethnographic research on middle- and upper-class citizenship in contemporary Latin America. It explores how the region's middle and upper classes constitute themselves as citizens through politics and culture, and questions how these processes interact with the construction of difference and commonality, division and unity. Subsequently, this collection highlights how elite citizenships are constructed in dialogue with other identities, how these co-constructions reproduce or challenge inequality, and whether they have the potential to bring about change. With Brexit looming, a major issue facing UK Higher Education is whether the UK will be able to stay in the Erasmus Programme. This book sits at the intersection of three main interrelated themes - EU citizenship, the current state of the university in Europe, and student mobility - as they play out in the context of an EU funded programme established not least to promote European identity, European consciousness and European citizenship. Exploring through interviews with students from many countries, this book weaves together the themes of citizenship creation as a device for building a nation and a polity, the university as a public space in the era of the marketization of higher education, and communicative interaction as the mechanism by which citizenship is created. Ultimately it asks if the building bricks of national citizenship can be transposed to the transnational scale, and assist in creating the transnational, EU citizenship. It finds, surprisingly, that far from encouraging and facilitating the communicative interaction on which the development of EU citizenship was postulated, central features of the Erasmus Programme inadvertently work against this outcome. This book will be of key interest to scholars and students of EU law and European and EU studies, Citizenship Studies, sociology, and more broadly to higher education in general.
This book describes and analyzes the gravest crisis now facing constitutional democracy: the fundamental conflict between liberal and egalitarian values. Particularly stressed in this analysis are such aspects of the crisis as its origins, ideological tensions, and public policy ramifications.
Stephen Porter's Benevolent Empire examines political-refugee aid initiatives and related humanitarian endeavors led by American people and institutions from World War I through the Cold War, opening an important window onto the "short American century." Chronicling both international relief efforts and domestic resettlement programs aimed at dispossessed people from Europe, Latin America, and East Asia, Porter asks how, why, and with what effects American actors took responsibility for millions of victims of war, persecution, and political upheaval during these decades. Diverse forces within the American state and civil society directed these endeavors through public-private governing arrangements, a dynamic yielding both benefits and liabilities. Motivated by a variety of geopolitical, ethical, and cultural reasons, these advocates for humanitarian action typically shared a desire to portray the United States, to the American people and international audiences, as an exceptional, benevolent world power whose objects of concern might potentially include any vulnerable people across the globe. And though reality almost always fell short of that idealized vision, Porter argues that this omnivorous philanthropic energy helped propel and steer the ascendance of the United States to its position of elite global power. The messaging and administration of refugee aid initiatives informed key dimensions of American and international history during this period, including U.S. foreign relations, international humanitarianism and human rights, global migration and citizenship, and American political development and social relations at home. Benevolent Empire is thus simultaneously a history of the United States and the world beyond.

This book is concerned with the social and political aspects of regional groupings, particularly how citizenship education fares in regional contexts. The European Union (EU) has revolutionised its political and economic aims into more encompassing social and political goals. The Association of Southeast Asian Nations (ASEAN), on the other hand, is still moving towards fuller integration in social and economic terms as South East Asian nations seek a greater role on the global stage and particularly in the global economy. Both the EU and ASEAN have drawn up educational frameworks that collectively work to harness educational achievements which in turn work to fulfill social and economic objectives at the regional level. This book portrays citizenship issues affecting the two regions and describes the way citizenship education can reflect and address these issues. What does it mean to be a citizen? In depth research with a stateless population in Bangladesh has revealed that, despite liberal theory's reductive vision, the limits of political community are not set in stone. The Urdu-speaking population in Bangladesh exemplify some of the key problems facing uprooted populations and their experience provides insights into the long term unintended consequences of major historical events. Set in a site of camp and non-camp based displacement, it illustrates the nuances of political identity and lived spaces of statelessness that Western political theory has too long hidden from view. Using Bangladesh as a case study, Statelessness and Citizenship: Camps and the creation of political space argues that the crude binary oppositions of statelessness and citizenship are no longer relevant. Access to and understandings of citizenship are not just jurally but socially, spatially and temporally produced. Unpicking Agamben's distinction between 'political beings' and 'bare life', the book considers experiences of citizenship through the camp as a social form. The camps of Bangladesh do not function as bounded physical or conceptual spaces in which denationalized groups are altogether divorced from the polity. Instead, citizenship is claimed at the level of everyday life, as the moments in which formal status is transgressed. Moreover, once in possession of 'formal status' internal borders within the nation-state render 'rights-bearing citizens' effectively 'stateless', and the experience of 'citizens' is very often equally uneven. While 'statelessness' may function as a cold instrument of exclusion, certainly, it is neither fixed nor static; just as citizenship is neither as stable nor benign as the dichotomy would suggest. Using these insights, the book develops the concept of 'political space' - an analysis of the way history and space inform the identities and political subjectivity available to people. In doing so, it provides an analytic approach of relevance to wider problems of displacement, citizenship and ethnic relations. Shortlisted for this year's BSA Philip Abrams Memorial Prize.
People from the Indian sub-continent have been in Britain since the end of the seventeenth century. The presence of princes and maharajahs is well documented but this book, first published in 1986, was the first account of the ordinary people in Britain. An acknowledged challenge for humanitarian democratic education is its perceived lack of philosophical and theoretical foundation, often resulting in peripheral academic status and reduced prestige. A rich philosophical and theoretical tradition does however exist. This book synthesises crucial concepts from Critical Realism, Critical Social Theory, Critical Discourse Studies, neuro-, psycho-, socio- and cognitive-linguistic research, to provide critical global educators with a Cultural Historical Activity Theory (CHAT) framework for self- and negotiated evaluation. Empirical research spanning six years, involving over 500 international teachers, teacher educators, NGO and DEC administrators and academics, traces the personal and professional development of the critical global educator. Analyses of surveys, focus groups and interviews reveal factors which determine development, translating personal transformative learning to professional transaction and transformational political efficacy. Eight recommendations call for urgent conceptual deconstruction, expansion and redefinition, mainstreaming Global Citizenship Education as Sustainable Development. In an increasingly heteroglossic world, this book argues for relevance, for Critical Discourse Studies, if educators mediating and modelling diverse emergent disciplines are to honestly and effectively engage a learner's consciousness. Economic inequalities have been perhaps the most enduring problem facing African Americans since the civil rights movement, despite the attention they have received from activists. Although the civil rights movement dealt successfully with injustices like disenfranchisement and segregated public accommodations, economic disparities between blacks and whites remain sharp, and the wealth gap between the two groups has widened in the twenty-first century. The Economic Civil Rights Movement is a collection of thirteen original essays that analyze the significance of economic power to the black freedom struggle by exploring how African Americans fought for increased economic autonomy in an attempt to improve the quality of their lives. It covers a wide range of campaigns ranging from the World War II era through the civil rights and black power movements and beyond. The unfinished business of the civil rights movement primarily is economic. This book turns backward toward history to examine the ways African Americans have engaged this continuing challenge.

Senses and Citizenships: Embodying Political Life examines the intersections between sensory phenomena and national and supra-national forms of belonging, introducing the new concept of sensory citizenship. Expanding upon contemporary understandings of the rights and duties of citizens, the volume presents anthropological investigations of the sensory aspects of participation in collectivities such as face-to-face communities, ethnic groups, nations and transnational entities. Rethinking relationships between ideology, aesthetics, affect and bodily experience, the authors reveal the multiple political effects of the senses. Latino Civil Rights in Education: La Lucha Sigue documents the experiences of historical and contemporary advocates in the movement for civil rights in education of Latinos in the United States. These critical narratives and counternarratives discuss identity, inequality, desegregation, policy, public school, bilingual education, higher education, family engagement, and more, comprising an ongoing effort to improve the conditions of schooling for Latino children. Featuring the perspectives and research of Latino educators, sociologists, historians, attorneys, and academics whose lives were guided by this movement, the book holds broad applications in the study and continuation of social justice and activism today.
Theoretically, the right to privacy is an individual's right to space away from the public gaze to make life choices that are best for her or him, regardless of the beliefs of the majority. Yet the right to privacy in the United States has proven problematic for both political theorists and constitutional scholars, as it does not conform to theoretical conceptions of privacy or to existing theories of constitutional development. Mary McThomas provides a new model that helps us to think about both the right to privacy as well as constitutional development. She first divides privacy issues into two categories, and then illustrates how the two categories are treated differently. The first category, proprietary privacy, covers such issues as medical records and wiretapping. The second category, decisional privacy, involves making decisions about intimate matters such as the right to die, same-sex marriage, and abortion. McThomas tracks and assesses higher court cases in conversational privacy, representative of proprietary privacy, and court cases in marital privacy, representative of decisional privacy. She concludes that the most notable difference between the different types of privacy is that decisional privacy has evolved more slowly towards constitutionalization, and so is much more likely to be limited by community standards and social norms. This book brings the theoretical conceptions and the practice of privacy rights together, explaining what has happened in the area up until this point, and offering ways to predict how the courts will handle some of today's most contentious issues.
One out of every seven people in the world today is on the move, voluntarily and involuntarily, within countries and between them. More and more people belong to several communities at once and yet the social contract between state and citizen is still bounded by questions of nationality. Where will the cultural building blocks come from with which we can imagine a different kind of nation, and different kinds of institutions, that better reflect this reality? Debates about children's rights not only concern those things that children have a right to have and to do but also our broader social and political community, and the moral and political status of the child within it. This book examines children's rights and citizenship in the USA, UK and Australia and analyses the policy, law and sociology that govern the transition from childhood to adulthood. By examining existing debates on childhood citizenship, the author pursues the claim that childhood is the most heavily governed period of a liberal individual's life, and argues that childhood is an intensely monitored period that involves a 'politics of becoming adult'. Drawing upon case studies from the USA, the UK and Australia, this concept is used to critically analyse debates and policy concerning children's citizenship, criminality, and sexuality. In doing so, the book seeks to uncover what informs and limits how we think about, talk about, and govern children's rights in liberal societies. An eye-opening look at youth in contemporary Egypt, from the role they play in advancing political change to their everyday struggles In Youth in Egypt, Nadine Sika explores the political world of young people in Egypt, focusing on their experiences under authoritarianism. From the reigns of Gamal Abdel Nasser and Anwar Sadat to that of Abdel Fattah el-Sisi, she offers an on-the-ground perspective through the eyes of multiple generations of young people who lived through consecutive periods of political upheaval and state militarization. She shows us the different opportunities for economic and political participation that exist for them, explaining why young Egyptians may choose to either mobilize against or-surprisingly-in support of the regime. Sika underscores how youth in Egypt have been regarded as both the "hope of the nation" and a "threat to the nation." Youth in Egypt shines a light on the rising generation of young people that represents Egypt's future and also has significant implications for the broader Middle East and North Africa region.
This book brings together scholars from various disciplines to explore current issues and trends in the rethinking of migration and citizenship from the perspective of three major immigrant democracies - Australia, Canada, and the United States. These countries share a history of pronounced immigration and emigration, extensive experience with diasporic and mobile communities, and with integrating culturally diverse populations. They also share an approach to automatic citizenship based on the principle of jus soli (as opposed to the traditionally common jus sanguinis of continental Europe), and a comparatively open attitude towards naturalization. Some of these characteristics are now under pressure due to the "restrictive turn" in citizenship and migration worldwide. This volume explores the significance of political structures, political agents and political culture in shaping processes of inclusion and exclusion in these diverse societies. As an ethnic minority the Nubians of Kenya are struggling for equal citizenship by asserting themselves as indigenous and autochthonous to Kibera, one of Nairobi's most notorious slums. Having settled there after being brought by the British colonial authorities from Sudan as soldiers, this appears a peculiar claim to make. It is a claim that illuminates the hierarchical nature of Kenya's ethnicised citizenship regime and the multi-faceted nature of citizenship itself. This book explores two kinds of citizenship deficits; those experienced by the Nubians in Kenya and, more centrally, those which represent the limits of citizenship theories. The author argues for an understanding of citizenship as made up of multiple component parts: status, rights and membership, which are often disaggregated through time, across geographic spaces and amongst different people. This departure from a unitary language of citizenship allows a novel analysis of the central role of ethnicity in the recognition of political membership and distribution of political goods in Kenya. Such an analysis generates important insights into the risks and possibilities of a relationship between ethnicity and democracy that is of broad, global relevance. |
