"Re-energizing Citizenship" examines the dual character of civil society. The malaise in civil society is seen as a key to understanding anti-social behaviour, the weaknesses of regeneration schemes and the divisions and antagonisms of our societies. Yet the resources and skills hidden away in civil society, if they could be unlocked, are seen as the key to effective intervention. The book provides a critical examination of attempts to re-energize citizenship in a range of contexts and offers insights into what works.

Most of the expansive literature on social citizenship follows its leading thinker, T. H. Marshall, and talks only about the British state - moreover, often referring only to England. But social citizenship rights require taxation, spending, effective public services and politics committed to them. They can only be as strong as politics makes them. And that means that the distinctive territorial politics of the UK are reshaping citizenship rights as they reshape policies, obligations, and finance across the UK. This timely book explores how changing territorial politics are impacting on social citizenship rights across the UK. The contributors contend that whilst territorial politics have always been major influences in the meaning and scope of social citizenship rights, devolved politics are now increasingly producing different social citizenship rights in different parts of the UK. And they are doing it in ways that few scholars or policymakers expect or can trace.Drawing on extensive research over the last 10 years, this book brings together leading scholars of devolution and citizenship to chart the connection between the politics of devolution and the meaning of social citizenship in the UK. The first part of this book connects the large, and largely distinct, literatures on citizenship, devolution, and the welfare state. The empirical second part identifies the different issues that will shape the future territorial politics of citizenship in the UK: intergovernmental relations and finance; policy divergence; bureaucratic politics; public opinion; and, the European Union. This book deals with the forgotten history of the civil rights movement. The American Left played a significant part in the origins of that movement, whose history has traditionally been focused on the later 1940's and early 1950's. This approach needs serious re-thinking in light of what took place in the later 1930's with the organization and activity of groups like the Southern Negro Youth Congress that brought both African-American and white workers and students together in the fight for economic and social justice. Thanks to the post-World War II Red Scare such groups as well as Left African-American leaders like Esther and James Jackson have been overlooked or excised from an exciting, controversial, and important story. With all due credit to the churches which played such a pivotal role in finally winning Blacks their civil rights, the early history involving the Left, workers of both races, and the labor unions must be assimilated into America's memory, for there were important continuities between what they did and the later church-based struggle. There are few movements more firmly associated with civil disobedience than the Civil Rights Movement. In the mainstream imagination, civil rights activists eschewed coercion, appealed to the majority's principles, and submitted willingly to legal punishment in order to demand necessary legislative reforms and facilitate the realization of core constitutional and democratic principles. Their fidelity to the spirit of the law, commitment to civility, and allegiance to American democracy set the normative standard for liberal philosophies of civil disobedience. This narrative offers the civil disobedience of the Civil Rights Movement as a moral exemplar: a blueprint for activists who seek transformative change and racial justice within the bounds of democracy. Yet in this book, Erin R. Pineda shows how it more often functions as a disciplining example-a means of scolding activists and quieting dissent. As Pineda argues, the familiar account of Civil Rights disobedience not only misremembers history; it also distorts our political judgments about how civil disobedience might fit into democratic politics. Seeing Like an Activist charts the emergence of this influential account of civil disobedience in the Civil Rights Movement, and demonstrates its reliance on a narrative about black protest that is itself entangled with white supremacy. Liberal political theorists whose work informed decades of scholarship saw civil disobedience "like a white state": taking for granted the legitimacy of the constitutional order, assuming as primary the ends of constitutional integrity and stability, centering the white citizen as the normative ideal, and figuring the problem of racial injustice as limited, exceptional, and all-but-already solved. Instead, this book "sees" civil disobedience from the perspective of an activist, showing the consequences for ideas about how civil disobedience ought to unfold in the present. Building on historical and archival evidence, Pineda shows how civil rights activists, in concert with anticolonial movements across the globe, turned to civil disobedience as a practice of decolonization in order to emancipate themselves and others, and in the process transform the racial order. Pineda recovers this powerful alternative account by adopting a different theoretical approach-one which sees activists as themselves engaged in the creative work of political theorizing.

Theories of citizenship from the West pre-eminently those by T.H. Marshall provide only a limited insight into East Asian political history.

The Marshallian trajectory juridical, political and social rights was not repeated in Asia and the late nineteenth-century debate about liberalism and citizenship among intellectuals in Japan and China was eventually stifled by war, colonialism and authoritarian governments (both nationalist and communist). Subsequent attempts to import western-style democratic values and citizenship were to a large extent failures. Social rights have rarely been systematically incorporated into the political ideology and administrative framework of ruling governments. In reality, the predominant concern of both the state elite and the ordinary citizens was economic development and a modicum of material well-being rather than civil liberties. The developmental state and its politics take precedence in the everyday political process of most East Asian societies.

These essays provide a systematic and comparative account of the tensions between rapid economic growth and citizenship, and the ways in which those tensions are played out in civil society.

There may be 20 million refugees around the world today. For many, their search for freedom ends in camps in countries of first asylum. There they wait for offers of permanent resettlement in the West. This book explores how two countries traditionally noted for their humanitarian treatment of refugees have responded to the refugee crisis of the 1980s and 90s, how they have recast their admission criteria, developed reception policies and constructed resettlement programmes.

Over the last two decades, the process of European integration has become interwoven with the theme of citizenship and the debate on the democratic quality of the EU and of its institutions has become more salient. What are the views about Europe which emerge when we interrogate the national elites of the four large South European countries, Greece, Italy, Portugal, Spain and what is their vision of a supra-national citizenship in its different facets? Are these views sufficiently homogeneous and do they distinguish themselves from those of the rest of the European Union to the point of enabling us to talk about a "distinctive region of Europe"? Which interpretation(s) of European citizenship emerges from a systematic exploration of these opinions?

Using a set of survey and textual data collected in the framework of the IntUne project, the authors attempt to provide some original answers to these questions.

When a person is not recognised as a citizen anywhere, they are typically referred to as ‘stateless’. This can give rise to challenges both for individuals and for the institutions that try to govern them. Statelessness, governance, and the problem of citizenship breaks from tradition by relocating the ‘problem’ to be addressed from one of statelessness to one of citizenship. It problematises the governance of citizenship – and the use of citizenship as a governance tool – and traces the ‘problem of citizenship’ from global and regional governance mechanisms to national and even individual levels. With contributions from activists, affected persons, artists, lawyers, academics, and national and international policy experts, this volume rejects the idea that statelessness and stateless persons are a problem. Ensuring the protection of human rights in Europe has become a highly complex exercise. Klaus F. Zimmermann Migration has become a topic of substantial interest in Europe in recent years. Part of this interest is driven by the important political changes in East Europe and the potential threat of large East-West migration waves. However, due to the large differences in economic development a substantial migration pressure is also expected from the South of Europe as of other parts of the world. The global migration potential towards the higher developed areas has reached about 80 to 100 million people. Thereof, about 60 million would like to move permanently, 20 million temporarily and about 15 million are refugees and asylum seekers and approximately 30 million are iIIegals. The book consists of eight papers which are allocated to five parts: Theoretical Models (Part I), Performance of Migrants (Part 11), Migration Within Developing Countries (Part IV) and Immigration Policy (Part V)' Each paper begins with a brief summary of its content.
