This book traces the struggles over the institutions of political representation in Central and Eastern Europe, focusing on the factors that have held women back over the post-communist period, as well as on the growing evidence for change throughout the region. Post-communist Europe has long raised two puzzles for scholars of women's representation in politics. First, why have women been under-represented in politics in every country in the region since communism's collapse? Secondly, why are there relatively few cases where women's advocates have been successful in pressing for change? This comparative study of Europe's new democracies argues that these puzzles are best understood as questions about male dominance - that is, about the mechanisms that sustain, or, alternatively, change long-established patterns of male over-representation in politics over time. The author covers six EU member states - Bulgaria, the Czech Republic, Hungary, Poland, Romania and Slovakia - during the period 1990-2016. The book will be of use to students and scholars in the fields of Comparative Politics, Democracy and Democratization, European Studies, Gender Studies, Post-Communist Studies, and Central and Eastern European Studies.
This book tells the story of the Peace Community of San Jose de Apartado, an emblematic grassroots social movement of peasant farmers, who unusually declared themselves 'neutral' to Colombia's internal armed conflict, in the north-west region of Uraba. It reveals two core narratives in the Community's collective identity, which Burnyeat calls the 'radical' and the 'organic' narratives. These refer to the historically-constituted interpretative frameworks according to which they perceive respectively the Colombian state, and their relationship with their natural and social environments. Together, these two narratives form an 'Alternative Community' collective identity, comprising a distinctive conception of grassroots peace-building. This study, centered on the Community's socio-economic cacao-farming project, offers an innovative way of approaching victims' organizations and social movements through critical, post-modern politics and anthropology. It will become essential reading to Latin American ethnographers and historians, and all interested in conflict resolution and transitional justice. This edited volume analyzes mistakes in different areas of international relations including the realms of security, foreign policy, finance, health, development, environmental policy and migration. By starting out from a broad concept of mistakes as "something [considered to have] gone wrong" the edited volume enables comparisons of various kinds of mistakes from a range of analytical perspectives, including objectivist and interpretivist approaches, in order to draw out answers to the following guiding questions: * How does one identify and research a mistake? * Why do mistakes happen? * How are actors made responsible? * When and how do actors learn from mistakes? This book reveals the mechanisms underlying the convergence of car fuel economy regulations in Europe, Japan and the US by drawing upon a constructivist theory of International Relations and law that focuses on business competition and environmental regulations. It offers new understanding of the topic of cars and an issue of climate change, discussing the emerging phenomenon of convergence of fuel economy regulations; addressing the role of business actors in pushing for climate change action; proposing the new model of agency with and beyond states; and providing insightful case studies from Europe, Japan and the US. The opening chapter reviews the automobile industry and global climate change, providing a background for the discussion to follow. Chapter 2, Business Actors and Global Environmental Governance, grounds the discussion in the field of environmental governance. The third chapter is a case study examining the construction and timing of the European Union's climate policies for automobile CO2 emissions, discussing the underlying factors and the actors influencing the policies. The following chapter argues that Japan adopted its stringent fuel economy regulations primarily because of industry competitiveness, motivated by stringent environmental regulations in export markets and encouraged by a tradition of 'co-regulation' and 'corporatism' to enhance the regulations. Chapter 5 asks why the US, the first country to introduce fuel economy regulations, spent two decades in regulatory stagnation, and discusses how recent US fuel economy regulations came to converge with Japanese and European standards. Chapter 6 compares, contrasts and analyzes fuel economy regulations among the three case studies and identifies policy implications for the future climate governance for 2015 and beyond. The final chapter explores applicability of the 'agency with and beyond the state' model to other sectors and to climate governance as a whole.

This book analyses the Spanish parliamentary elites in a comparative perspective within southern Europe. What has been the impact of the Great Recession on the configuration of parliaments and the diversity of legislators? Have new parties delivered better representation of citizens in terms of demographics (gender, age, social class), ideology or political attitudes and beliefs? This original research is based on a 2018 survey on members of two national chambers and 17 regional parliaments. Comparing these data with those of a simultaneous survey carried out on Spanish citizens and with data from previous research a decade ago, the book examines the changes that have occurred in representation during the course of the Great Recession and provides evidence of the growing distance between citizens and parliamentary elites. Additionally, using data from the Comparative Candidates Survey, the book compares the ideological congruence between citizens and their representatives in Spain, Portugal, Italy and Greece.
This book explores the continuity of oligarchic rule in the Americas of the modern period, with a focus on the variable compatibility of oligarchic rule and democratic government. This focus sets the terms for a comparative inquiry that creates a novel perspective on the politics of Latin America and the United States alike. The continuity depends on the formation of a patrimonial State and a porous division between oligarchic interests and the public sphere of democratic politics; but it also depends on a capacity to adapt and change, and these changes are marked by successive and distinctive modes of rule in both Latin America and the United States. The book concludes with a description and comparison of the sequences and political characteristics of these modes of rule and discovers a recent and remarkable convergence of oligarchic rule in the Americas.
This book explores the politics behind "de-liberalization", defined as policy reforms that constrain markets and their underlying mechanisms. By offering a comparative study on the governmental reform strategies and policy choices of Austria, Germany and Switzerland, it demonstrates that de-liberalization processes are a common reform option for governments. Utilizing a novel dataset on liberalization covering policy reform trajectories in 38 industrialized countries between 1973 and 2013, it shows that governments often draw on strategies of de-liberalization in the fields of social, welfare and labor market policy, where they can be used as compensation for the electorate in the context of liberalizing reforms. As such, the book makes an important contribution to the field of political economy by capturing the turning of the tide in scholarly and policy attention, away from liberalization and towards a re-embedding and re-regulation of economic activity.
This volume focuses on the evolution of public policy and the role of agenda setting with regard to policymaking in countries of the Global South. The authors illustrate the emergence of public policy research as an academic discipline, and highlight various aspects of history, governance, politics, and economics as components of public policy theory development. By offering a cross-national perspective, the papers contribute to a better understanding of when, how, and by whom a given policy agenda is designed, which is essential to grasping how policy is implemented. This book explores the unsettling ties between colonialism, transnationalism, and anarchism. Anarchism as prefigurative politics has influenced several generations of activists and has expressed the most profound libertarian desire of Southern Mediterranean societies. The emergence of anarchist and anti-authoritarian movements and collective actions from Morocco to Palestine, Algeria, Tunis, Egypt, Lebanon, Syria and Jordan has changed the focus of our attention in the last decade. How have these anarchist movements been formulated? What characteristics do they share with other libertarian experiences? Why are there hardly any studies on anarchism in the South of the Mediterranean? In turn, the book critically reviews the anti-authoritarian geographies in the South of the Mediterranean and reassesses the postcolonial status of these emancipatory projects. Colonialism, Transnationalism, and Anarchism in the South of the Mediterranean invites us to revisit the necessity of decolonizing anarchism, which is enunciated, in many cases, from a privileged epistemic position reproducing neocolonial power relations.

Many transnational campaigns, and particularly the transnational campaign on violence against women, promote international norms that target the behavior of local non-state actors, while many of these local actors are subscribing to conflicting local norms. What happens when the international and local norms collide? When does transnational activism lead individuals and communities to abandon local norms and embrace international ones? In When Norms Collide, Karisa Cloward presents a theoretical framework for understanding the range of local-level responses to international norm promotion, and applies this framework to the issues of female genital mutilation (FGM) and early marriage. Cloward argues that, conditional on exposure to an international normative message, individuals can decide to change their attitudes, their actual behavior, and the public image they present to international and local audiences. She finds that the impact of transnational activism on individual decision-making substantially depends on the salience of the international and local norms to their respective proponents, as well as on community-level factors such as the density of NGO activity and the availability of an exit option from the local norm. She further finds that there are both social and temporal dimensions to the diffusion of international norms across individuals and through communities. Cloward evaluates the theory by examining changes in the patterns of FGM and early marriage among the Maasai and Samburu in Kenya, using a mixed-method empirical strategy that includes qualitative interviews and an original representative survey with a randomized experimental component.
Americans have contradictory beliefs about how international trade affects the country as whole and specific communities. Yet notwithstanding the heat of political rhetoric, these beliefs are rarely mobilized into political action. Alexandra Guisinger examines this apparent disconnect by examining the bases of Americans' trade preferences in today's post-industrial economy and why do so few politicians attempt to take advantage of these preferences. The changing American economy has made the direct effects of trade less obvious, making the benefits and costs more difficult to determine. In addition, information sources, including the media, have changed in content and influence over time, their influence varies across different groups of individuals, and partly as a result individuals hold countervailing beliefs about the effect of trade on their own and others' economic outcomes. American Opinion on Trade provides a multi-method examination of the sources of attitudes, drawing on survey data and experimental surveys; it also traces how trade issues become intertwined with attitudes toward redistribution as well as gender and race.
