This deeply researched book offers a comprehensive analysis of the domestic politics and international consequences of Trump's foreign policy. Mel Gurtov provides detailed case studies of policy toward key countries and regions, including China, Russia, North Korea, Europe, and the Middle East. He makes a vigorous argument, centered on human-interest priorities and values, for rejecting a foreign policy of neglect and ineptness when it comes to the major issues of our times: climate change, China's rise, multiple US wars, human rights, authoritarian leadership, and nuclear weapons. Gurtov argues that Trump is a nationalist and illiberal populist whose policy views have been molded chiefly by his business practices, leading to an obsession with "winning," elevation of ego and loyalty over expertise, and preference for threats over diplomacy. Trump holds to a few simple ideas about the US role in the world: too expensive, too subject to other countries and institutions, and too influenced by "globalist" concerns such as democracy, climate crisis, human rights, and the rule of law. Trump will leave a deeply negative mark on the reputation and credibility of the United States, and on its policy-making process. But Gurtov concludes that a liberal successor should be able to reverse the worst features of the Trump era and restore foreign policy to its true purpose: exemplifying America's commitment to humane and democratic governance and cooperative economic relations with allies and economic partners.
This book examines the use of norms by British and Brazilian actors in aid/cooperation in the 21st century, unveiling the politics behind norm circulation. Inspired by a constructivist approach, this research analyses actors’ agency in asymmetric international and domestic environments, in which different norms, dissimilar identities, and opposing interests coexist. Regardless of the discourses and theories surrounding the differentiation between North-South and South-South aid/cooperation, British and Brazilian actors use norms to achieve their own goals at the domestic and international levels. Processes of norm circulation in aid/cooperation have a greater impact at the international level and within the domestic environment of donor/partner countries, than in promoting behavioral changes in recipient countries. However, the content of British and Brazilian norms is different given their historical position in the international architecture and domestic context. The present study sought to unveil the politics behind how actors use aid/cooperation norms in order to achieve their goals in three major instances: 1- the international forums where actors debate the aid/cooperation architecture; 2- the domestic environment of donor/partner countries; and, 3- the domestic level of recipient countries, where international norms are diffused.

Multinational enterprises (MNEs) experienced 'golden days' during the 1990s and 2000s, they expanded globally and were major players in globalization. Today they have become powerful actors in the global economy. CEOs of international businesses are welcomed by heads of state as their counterparts, they are invited by governments to help solve global issues such as climate change and poverty, and they are facing dilemmas comparable to those of other international actors. However, MNEs are facing global legitimacy challenges. They are suspected of tax avoidance, using low wage countries for corporate benefits only, disrespecting privacy regulations, abusing consumer data, violating local community rights, exploiting natural resources, ignoring basic human rights, and employing too many lobbyists targeting national and international political decision-making processes for their own corporate interests. Although many of these challenges are not new, they have resurfaced and become more apparent during the past couple of years, partly due to the economic recession that many developed economies have faced and to the broader awareness of increasing global inequality and the importance of sustainability. How can international business respond? Strategic business diplomacy may be the answer. Business diplomacy involves developing strategies for long-term, positive relationship building with governments, local communities, and interest groups, aiming to establish and sustain legitimacy and to mitigate the risks arising from all non-commercial or exogenous factors in the global business environment. Business diplomacy is different from lobbying or strategic political activity; it implies an (strategic / holistic) approach of an international business to look at itself as an actor in the international diplomatic arena. Representation, communication and negotiation are key in such an approach. One of the consequences is that MNEs are able to operate in and show respect for an international business environment that consists of multiple stakeholders. This demands a strategic perspective and vision on the sector and the business environments in which the company wants to operate, and requires a specific set of instruments, skills and competences.

This book provides a unique view on the Beagle Channel crisis (1977-1984) between Argentina and Chile by examining it in a global political context. The author explores the factors which led from imminent conflict to signing the Treaty of Peace and Friendship in just six years. Regional and international dimensions of the Beagle crisis are given particular attention, including international arbitration, the participation of the Vatican as a third actor, the role of the US, the complicating effects of the Falkland war, and the relations between each party and the UK. The author highlights unequal effects on Argentine and Chilean foreign policies of domestic structures and international conditions. The book seeks to determine the extent to which foreign policy provides opportunities for states to exercise political autonomy, given the powerful constraints imposed by the multiple structures of the international system, and how negotiation behaviour generated the path from conflict to cooperation between Argentina and Chile. The author's focus on foreign policy aids the understanding of processes and decisions within Argentina and Chile during the Beagle crisis while utilising new theoretical approaches in the field of negotiation behaviour in Latin America.
The year 2017 saw a multitude of conferences and exhibitions devoted to the centenary of the Russian Revolutions, both in Russia and in other parts of the world. The commemoration of this event would be incomplete without an exploration of its Northern dimension; in October 2017, the University of Tromso, The Arctic University of Norway hosted the conference The Russian Revolutions of 1917: The Northern Impact and Beyond. Norway and Russia are both northern states, and the two countries have a common border in the High North. Some articles in this volume, based on the conference proceedings, investigate the impact of the Russian Revolution in Norway and Sweden, while others deal with the High North, e.g. the Revolution and Civil War in Northern Russia and the radicalization of the workers' movement of Northern Norway; some are also devoted to representations of the Russian Revolution at exhibitions and on the big screen.
Donald Trump might have been the loudest and most powerful voice maligning the integrity of news media in a generation, but his unrelenting attacks draw from a stew of resentment, wariness, cynicism, and even hatred toward the press that has been simmering for years. At one time, journalism's centrality in reporting and interpreting important events was relatively unquestioned when a limited number of channels and voices produced a consensus-based news environment. The collapse of this environment has sparked a moment of reckoning within and outside journalism, particularly as professional news outlets struggle to remain solvent. Alternative voices compete for attention with and criticize the work and motivations of journalists, even as a growing number of journalists question their core norms and practices. News After Trump considers these struggles over journalism to be about the very relevance of journalism as an institutional form of knowledge production. At the heart of this questioning is a struggle to define what truthful accounts look like and who ought to create them or determine them in a rapidly changing media culture. Through an extensive accounting of Trump's relationship with the press, and drawing on in-depth interviews with journalists and textual analysis of news events, editorials, social media, and trade-press discussions, the book rethinks the relevance of journalism by recognizing the limits of objectivity and the way in which journalism positions certain actors as authority figures while rendering the less socially powerful invisible or flawed. This ethos of detachment has staved off vital questions about how journalism connects to its audiences, how it creates enduring value in people's lives (or not), and how diversity needs to be understood jointly at the level of production, reporting, and audience in order to rebuild trust.
The story of how a much-contested legal category-statelessness-transformed the international legal order and redefined the relationship between states and their citizens. Two world wars left millions stranded in Europe. The collapse of empires and the rise of independent states in the twentieth century produced an unprecedented number of people without national belonging and with nowhere to go. Mira Siegelberg's innovative history weaves together ideas about law and politics, rights and citizenship, with the intimate plight of stateless persons, to explore how and why the problem of statelessness compelled a new understanding of the international order in the twentieth century and beyond. In the years following the First World War, the legal category of statelessness generated novel visions of cosmopolitan political and legal organization and challenged efforts to limit the boundaries of national membership and international authority. Yet, as Siegelberg shows, the emergence of mass statelessness ultimately gave rise to the rights regime created after World War II, which empowered the territorial state as the fundamental source of protection and rights, against alternative political configurations. Today we live with the results: more than twelve million people are stateless and millions more belong to categories of recent invention, including refugees and asylum seekers. By uncovering the ideological origins of the international agreements that define categories of citizenship and non-citizenship, Statelessness better equips us to confront current dilemmas of political organization and authority at the global level.
American Alliance Policy in the Middle East provides a stimulating, new look at a U.S. Cold War foreign policy gripped by anticommunist paranoia. Through case studies of America's relationships with Iran, Israel, and Saudi Arabia, John P. Miglietta reveals how an overriding fear of global communism led to the overcommitment of U.S. security resources to the region. The perceived need to preserve Middle East stability rendered U.S. policy ineffectual and unresponsive to changing local conditions, drastically altering the patron-client paradigm to the detriment of American strategic interests. This superb analysis of American foreign policymaking illustrates how Cold War anticommunist ideology prevented the evolution of traditional military alliances into broader-based relationships and perpetuated authoritarian regimes that mired the Middle East in a cycle of poverty and despotism.
In An American Brothel, Amanda Boczar considers sexual encounters between American servicemen and civilians throughout the Vietnam War, and she places those fraught and sometimes violent meetings in the context of the US military and diplomatic campaigns. In 1966, US Senator J. William Fulbright declared that "Saigon has become an American brothel." Concerned that, as US military involvement in Vietnam increased so, too, had prostitution, black market economies, and a drug trade fueled by American dollars, Fulbright decried an arrogance of power on the part of Americans and the corrosive effects unchecked immorality could have on Vietnam as well as on the war effort. The symbol, at home and abroad, of the sweeping social and cultural changes was often the so-called South Vietnamese bar girl. As the war progressed, peaking in 1968 with more than half a million troops engaged, the behavior of soldiers off the battlefield started to impact affect the conflict more broadly. Beyond the brothel, shocking revelations of rapes and the increase in marriage applications complicated how the South Vietnamese and American allies cooperated and managed social behavior. Strictures on how soldiers conducted themselves during rest and relaxation time away from battle further eroded morale of disaffected servicemen. The South Vietnamese were loath to loosen moral restrictions and feared deleterious influence of a permissive wWestern culture on their society. From the consensual to the coerced, sexual encounters shaped the Vietnam War. Boczar shows that these encounters-sometimes facilitated and sometimes banned by the US military command-restructured the South Vietnamese economy, captivated international attention, dictated military policies, and hung over diplomatic relations during and after the war.
This edited collection draws upon interdisciplinary research to explore new dimensions in the politics of image and aid. While development communication and public diplomacy are established research fields, there is little scholarship that seeks to understand how the two areas relate to one another. This book examines diplomatic role of Okoi Arikpo during Biafran War in Nigeria. It examines his diplomatic engagements and how they shaped the international politics of the fighting. Okoi Arikpo was Nigeria's longest serving Minister of Foreign Affairs, saddled with the country's chief diplomatic responsibilities from 1967 and 1975. Okoi Arikpo played the role of Federal emissary on foreign relations in the Biafran Crisis as well. The Foreign Ministry's role in the foreign policy decision-making system was also due to the sort of leadership that Arikpo was able to provide.
The creation of the European External Action Service (EEAS), the EU's new diplomatic body, was accompanied by high expectations for improving the way Europe would deal with foreign policy. However, observers of its first years of operation have come to the opposite conclusion. This book explains why the EEAS, despite being hailed as a milestone in integration in Europe's foreign policy, has fallen short of the mark. It does so by enlisting American institutionalist approaches to European questions of institutional creation, bureaucratic organisations and change. The book examines the peculiar shape the EEAS's organisation has taken, what political factors determined that shape and design and how it has operated. Finally, it looks at the autonomous operation of the EEAS from a bureaucratic theory perspective, concluding that this is the best way to understand its course. In May 1945, as World War II drew to a close in Europe, some 30,000 Russian Cossacks surrendered to British forces in Austria, believing they would be spared repatriation to the Soviet Union. The fate of those among them who were Soviet citizens had been sealed by the Yalta Agreement, signed by the Allied leaders a few months earlier. Ever since, mystery has surrounded Britain's decision to include among those returned to Stalin a substantial number of White Russians, who had fled their country after the Russian Revolution of 1917 and found refuge in various European countries. They had never been Soviet citizens, and should not have been handed over. Some were prominent tsarist generals, on whose handover the Soviets were particularly insistent. General Charles Keightley, the responsible British officer, concealed the presence of White Russians from his superiors, who had issued repeated orders stipulating that only Soviet nationals should be handed over, and even then only if they did not resist. Through a succession underhanded moves, Keightley secretly delivered up the leading Cossack commanders to the Soviets, while force of unparalleled brutality was employed to hand over thousands of Cossack men, women, and children to a ghastly fate. Particularly sinister was the role of the future British Prime Minister Harold Macmillan, whose own machinations are scrutinized here. Following the publication of Count Nikolai Tolstoy's last book on the subject in 1986, the British government closed ranks, and three years later an English court issued a GBP1,500,000 judgment against him for allegedly libeling the British chief of staff who issued the fatal orders. Since then, however, Count Tolstoy has gradually acquired a devastating body of heretofore unrevealed evidence filling the remaining gaps in this tragic history. Much of this material derives from long-sealed Soviet archives, to which Tolstoy received access by a special decree from the late Russian President Boris Yeltsin. What really happened during these murky events is now revealed for the first time. |
