This volume reviews the background of mandated teacher performance assessment with an emphasis on policy, privatization, and professionalization. The authors discuss the potential impact of mandated teacher performance assessments on teacher education in the content areas of mathematics, English, and social studies. Originally published in 1944, this book presents the case for keeping examinations as part of the British school system. We live in a world that is transitioning from focus on early childhood education within individual countries into a global perspective that considers how early childhood education is conducted in many diverse cultures and environments. The challenge on a global basis is how to develop programs in countries and environments that are different from a specifically western perspective. Economic, geographic, and cultural influences infuse early childhood programs around the world. In 1999, a group of educators representing 36 countries developed guidelines for establishing minimum standards for preschool programs. A purpose for developing the guidelines was to provide guidance for countries that wished to evaluate and improve their own programs. A second purpose was to help developing countries initiating preschools to have relevant information about quality programs. The later development of an assessment tool based on the Global Guidelines served as a vehicle to use the guidelines to assess a single program or multiple programs. The continuing work with these guidelines in many countries throughout the world since 2000 has resulted in the collection of information that reveals the uniqueness of programs in different countries.
This book provides an introduction to test equating, scaling and linking, including those concepts and practical issues that are critical for developers and all other testing professionals. In addition to statistical procedures, successful equating, scaling and linking involves many aspects of testing, including procedures to develop tests, to administer and score tests and to interpret scores earned on tests. Test equating methods are used with many standardized tests in education and psychology to ensure that scores from multiple test forms can be used interchangeably. Test scaling is the process of developing score scales that are used when scores on standardized tests are reported. In test linking, scores from two or more tests are related to one another. Linking has received much recent attention, due largely to investigations of linking similarly named tests from different test publishers or tests constructed for different purposes. In recent years, researchers from the education, psychology and statistics communities have contributed to the rapidly growing statistical and psychometric methodologies used in test equating, scaling and linking. In addition to the literature covered in previous editions, this new edition presents coverage of significant recent research. In today's rapidly changing and information-rich world, students are not acquiring adequate knowledge and skills to prepare them for careers in mathematics, science, and technology with the traditional approach to assessment and instruction. International statistical comparisons of nations have become commonplace in the contemporary landscape of education policy and social science. This book explores current thinking about the role of corrective feedback in language learning and teaching. Corrective feedback is a topic that is of relevance to both theories of second language learning and language pedagogy. Younghee Sheen, an Assistant Professor of Applied Linguistics at the American University in Washington D.C., offers a new perspective by reviewing a wide body of research on both oral and written corrective feedback and its contribution to second language acquisition. Ability to use information and communication technologies (ICT) is an imperative for effective participation in today's digital age. Schools worldwide are responding to the need to provide young people with that ability. But how effective are they in this regard? The IEA International Computer and Information Literacy Study (ICILS) responded to this question by studying the extent to which young people have developed computer and information literacy (CIL), which is defined as the ability to use computers to investigate, create and communicate with others at home, school, the workplace and in society. The study was conducted under the auspices of the International Association for the Evaluation of Educational Achievement (IEA) and builds on a series of earlier IEA studies focusing on ICT in education. Data were gathered from almost 60,000 Grade 8 students in more than 3,300 schools from 21 education systems. This information was augmented by data from almost 35,000 teachers in those schools and by contextual data collected from school ICT-coordinators, school principals and the ICILS national research centers. The IEA ICILS team systematically investigated differences among the participating countries in students' CIL outcomes, how participating countries were providing CIL-related education and how confident teachers were in using ICT in their pedagogical practice. The team also explored differences within and across countries with respect to relationships between CIL education outcomes and student characteristics and school contexts. In general, the study findings presented in this international report challenge the notion of young people as "digital natives" with a self-developed capacity to use digital technology. The large variations in CIL proficiency within and across the ICILS countries suggest it is naive to expect young people to develop CIL in the absence of coherent learning programs. Findings also indicate that system- and school-level planning needs to focus on increasing teacher expertise in using ICT for pedagogical purposes if such programs are to have the desired effect. The report furthermore presents an empirically derived scale and description of CIL learning that educational stakeholders can reference when deliberating about CIL education and use to monitor change in CIL over time.

It occurs at all levels of education systems, from the individual student evaluations carried out by class room teachers, to evaluations of schools and districts, to district-wide program evaluations, to national assessments, to cross-national comparisons of student achievement. As in any area of scholarship and practice, the field is constantly evolving, as a result of advances in theory, methodology, and technology; increasing globalization; emerging needs and pressures; and cross-fertilization from other disciplines. The beginning of a new century would seem an appropriate time to provide a portrait of the current state of the theory and practice of educational evaluation across the globe. Developing educational software requires thinking, problematizing, representing, modeling, implementing and analyzing pedagogical objectives and issues, as well as conceptual models and software architectures. Computer scientists face the difficulty of understanding the particular issues and phenomena to be taken into account in educational software projects and of avoiding a naive technocentered perspective. On the other hand, actors with backgrounds in human or social sciences face the difficulty of understanding software design and implementation issues, and how computer scientists engage in these tasks. Tchounikine argues that these difficulties cannot be solved by building a kind of "general theory" or "general engineering methodology" to be adopted by all actors for all projects: educational software projects may correspond to very different realities, and may be conducted within very different perspectives and with very different matters of concern. Thus the issue of understanding each others' perspectives and elaborating some common ground is to be considered in context, within the considered project or perspective. To this end, he provides the reader with a framework and means for actively taking into account the relationships between pedagogical settings and software, and for working together in a multidisciplinary way to develop educational software. His book is for actors engaged in research or development projects which require inventing, designing, adapting, implementing or analyzing educational software. The core audience is Master's and PhD students, researchers and engineers from computer science or human and social sciences (e.g., education, psychology, pedagogy, philosophy, communications or sociology) interested in the issues raised by educational software design and analysis and in the variety of perspectives that may be adopted.
This is a work on "hostile" data and the conditions under which they are accepted and rejected. What is the place of data in politics and organization? Why are politicians and administrators so often hostile to research data, or why do they tend to perceive data as hostile to them? How can data become relevant to policy? These questions are the focus of this book. In answer I try to show how political and administrative institutions cope with "hostile" data; how they seek to maintain closedness to disconfirming data, and how they are led, in a free society, to change their policies despite the epistemological bias in favor of the already known and the initial inclination to resist change. At the same time, I demonstrate that data producers must learn that while their research findings may be subjected to science's own standards of verifiability, such data must also meet standards of contestability by the various interests involved in political and administrative decisions. The production and "appropriate" publication of a research report may at best buy one an admission ticket to participate in political and administrative contests, but not the power nor the justification to determine the outcomes of the contest. I begin with two hypotheses: Hypothesis 1: Politicians or administrators reject data that do not coincide with behavior they are unwilling to change. Hypothesis II: Politicians or administrators change behavior that does not coincide with data they are unwilling to reject.
Over the last 20 years there have been a large number of technical advances and changes in the field of educational and psychological testing. According to Anne Anastasi, The decade of the 1980's has been a period of unusual advances in, psychological testing. Technological progress, theoretical sophistication, and increasing pro fessional responsibility are all evident in the fast-moving events in this field (A. Anastasi, Psychological Testing, Sixth Edition. New York: Macmillan, 1988). On the psychometric front, advances in topics such as item response theory, criterion-referenced measurement, generalizability theory, . analy sis of covariance structures, and validity generalization are reshaping the ways that ability and achievement tests are constructed and evaluated, and that test scores are interpreted. But \Jsychometric advances, as substantial and important as they have been, are only a fraction of the major changes in the field of testing. Today, for example, the computer is radically chang ing the ways in which tests are constructed, administered, and scored. Computers are being used to administer tests "adaptively." That is, the sequence of questions an examinee is administered depends upon his or her performance on earlier administered items in the test. Tests are "adapted" to the ability levels of the examinees who are being assessed. One result is shorter tests with little or no loss in measurement precision. Computers are also being used to store or bank test items. Later, items of interest can be selected, and the computer is used to print copies of the test."
While both committed to providing effective programs and services that help students succeed in college and beyond, and aware of the increasing demands from internal and external stakeholders that every dollar spent benefits students and contributes to the mission of higher education, student affairs professionals have had little guidance about how to create and sustain the culture of assessment to achieve these goals.
