Fisheries policy in Bangladesh is still trying to get to grips with the major dilemmas of maximizing benefits from natural resources. During the 20th century Bangladesh adopted one-sided production-oriented policies in the agricultural sector to feed its rapidly growing population. This strategy included increasing fish production, then in decline mainly as a result of environmental degradation brought about by the expansion of agriculture. The solution was to develop aquaculture and later to promote culture-based fisheries and large-scale stocking in the floodplains and beels (lakes) that previously sustained capture fisheries. Although fish production per se in many cases may have increased as a result of this type of intervention, benefits have not been socially and environmentally sustainable. This document reviews and discusses the development of culture-based fisheries and community-based fisheries management in Bangladesh with regard to socio-economic impacts as well as environmental effects and biodiversity loss.

The Symposium was held from with the purpose of raising general awareness about the potential effectiveness of strengthened and coordinated port State measure and to develop national capacity and promote regional coordination so that countries would be better placed to improve the management of offshore fisheries and combat illegal, unreported and unregulated (IUU) fishing in the Indian Ocean and, as a result, meet the requirements of relevant RFMOs. The Symposium addressed a broad range of issues fundamental to the implementation of effective port State measures. Issues and initiatives addressed in the Symposium included the international and regional frameworks for port State measures, the legal tools and mechanisms that might be used to implement such measures, the role of information systems, human resource development and stakeholder actions. The convenors of the Symposium and Workshop expected that they would result in improved capacity for countries to strengthen and coordinate their port State measures with the objective of better managing offshore fisheries and deterring IUU fishing.

This checklist summarizes information on the parasites of Latvia fishes contained in the world literature dating to the end of 2005. Information is presented in the form of parasite-host and host-parasite lists and includes 305 named species of parasites. Also included are many records of parasites not identified to species level. The Parasite-Host List is organized on a taxonomic basis and provides information for each parasite species on the environment (freshwater, brackish, marine), the location (site of infection) in or on its host(s), the species of host(s) infected, the known geographic distribution (by major waterbody) in Latvia, and the published sources for each host and locality record. The common freshwater fish species (particularly those having economic importance, such as the cyprinids, percids, esocids and salmonids) have been particularly well studied, providing a good general picture of their parasite faunas and data having value for use in faunistic analyses. This checklist is part of FAO's continuing effort to address the need of information on the occurrence of diseases and pathogens of aquatic animals. Three previous checklists have summarized the parasites of fish of the Philippines, Bangladesh and Viet Nam.

The Committee expressed concern about the level of fishing capacity which was higher than prior to the 2004 tsunami in some of the areas affected by the disaster and recognized that it called for the design and implementation of sustainable and effective fisheries management arrangements that included a gradually phasing out fishing overcapacity, monitoring, access and livelihood considerations. The Committee reaffirmed its trust in FAO to play a coordinating role in advancing the global aquaculture agenda and highlighted the importance of addressing socio-economic impacts of aquaculture and other issues, such as improving planning and policy development at national and regional levels. The Committee agreed to give greater attention to small-scale fisheries and welcomed the convening of a broad-based international conference focusing specifically on small-scale fisheries.

The twenty-fourth session of the European Inland Fisheries Advisory Commission (EIFAC) was held in Mondsee, Austria, from 14 to 21 June 2006, in concomitance with a Symposium on Hydropower, Flood Control and Water Abstraction: Implications for Fish and Fisheries. The session reviewed EIFAC's activities since 2004 in the fields of fishery biology and management, aquaculture, protection of the aquatic environment, and social and economic issues. All of the local research vessels had carried out acoustic surveys since the 2005 meeting of the Planning group. The analysis of the results of the coordinated parallel survey carried out in the fourth quarter of 2005 had shown that the variability of the allocation of recorded acoustic energy between the local vessels and the R/V DR FRIDTJOF NANSEN had been within acceptable limits. One coordinated survey was also carried out between the R/V ITAF DEME of Senegal and the R/V AL AWAM of Mauritania however no common report had been produced. The importance of doing so in the future was stressed. The countries are still working to find solutions with respect to problems related to noise levels and trawling as well as to ensure adequate funding for vessel operations. A plan to conduct a coordinated regional survey in October-December to continue the time series started with the R/V DR. The second session of the South West Indian Ocean Fisheries Commission was attended by delegates from Comoros, Kenya, Madagascar, the Republic of Maldives, Mauritius, Mozambique, Seychelles, Somalia, the United Republic of Tanzania and Yemen. Representatives of The World Conservation Union (IUCN), the Swedish Board of Fisheries, the South West Indian Ocean Fisheries Project (SWIOFP), the Regional Seas Program of the United Nations Environment Programme (UNEP), the Oceanographic Research Institute (ORI), New Partnership for African Development (NEPAD) also attended the session as observers.The Commission noted the work undertaken since the first session, considered the report of the Scientific Committee, agreed on a set of recommendations, approved the establishment of a Working Group on Fisheries Data and Statistics, and agreed to link with the South West Indian Ocean Fisheries Project (SWIOFP) through a Committee to be established within the Commission. The Commission will hold a regional conference on: sustainable fisheries development and its contribution to the Millennium Development Goals within two years; the key topics of the Conference were decided. The Commission agreed to renew its efforts to engage in ongoing national and regional monitoring, control and surveillance (MCS) activities and assist with a regional directory of MCS personnel. It elected a Bureau composed of Seychelles, Madagascar and Mozambique to steer the Commission intersessionally and at the third session that will take place in Seychelles in 2007.

This meeting was organized as a result of a process, comprising an external evaluation of the Committee on Aquaculture (CAQ) and its Networks, in 2004, and the endorsement by the General Fisheries Commission for the Mediterranean (GFCM) at its thirtieth session (January 2006) of a meeting of experts to identify the needs for a GFCM subsidiary body of CAQ which would deal with the socio-economic and technical aspects of aquaculture in the Mediterranean. The experts defined the terms of reference, priorities and modus operandi of such a subsidiary body.They also requested the fifth session of CAQ: to endorse the establishment of the Coordinating Steering Group on Technical, Economic and Social Aspects of Aquaculture in the Mediterranean (TESAM) and the ad hoc working groups proposed, to present results to the Commission at its forthcoming session, to review and redefine the objectives and terms of reference of the GFCM CAQ in order to reflect more precisely the socio-economic and technical issues that CAQ should handle for the Commission, to explore the possibility of a merger of the Environment and Aquaculture in the Mediterranean Network (EAM) and TESAM, to ensure a lighter cost-effective and efficient structure for CAQ subsidiary bodies, and to instruct the Information System for the Promotion of Aquaculture in the Mediterranean (SIPAM) to start collecting more socloeconomic, technical and research-related data and information to facilitate the work of TESAM. The meeting of experts was informed of the findings and recommendations of the Workshop on European Seabass and Gilthead Seabream Markets, that was held in Rome on 12 May 2006. Many of the recommendations from the workshop were translated into activities to be carried out by the ad hoc Working Group on Marketing as proposed by the Expert Meeting

This paper summarizes the findings of 15 country level studies on the economic and financial performance of marine capture fisheries conducted in 1999 and 2000. The studies validate the findings of surveys carried out between 1995 and 1997 and published in FAO Fisheries Technical Paper No. 377. Most types of vessels covered by the study showed a net profit after deducting the cost of depreciation and interest. These overall positive results were also achieved because of higher prices paid to producers as compared to the previous study period.
