Bereits die Pioniere der Zeitungskunde erkannten einen organisatorischen Zusammenhang der Zeitungsredaktion - konzentrierten sich allerdings auf das Individuum, den Journalisten, und verfolgten damit einen streng normativ-ontologischen Ansatz. Diese Sichtweise wurde zunachst von der Gatekeeper-Forschung ubernommen, bald jedoch revidiert. Der dritte Ansatz dieser Forschungsrichtung, die Kybernetik, wandte sich endgultig vom Individuum ab. Fortan dominierte die organisatorische Redaktionsforschung. Als besonders ergiebig fur diese Forschung stellte sich die Systemtheorie heraus. Das Individuum wird hier lediglich auf seine Mitglieds- und Arbeitsrolle beschrankt. Ein Konsens, wie das System beschaffen ist, welche Funktionen es erfullt und mit welchen Leitdifferenzen es arbeitet, wurde bislang nicht gefunden. Doch neuere Ansatze geben Hoffnung: Das Individuum findet wieder Eingang in die Forschung.

Theoretisch konnte ein solches Super-Monopol nach einer geplanten Novelle des Kartellrechtes entstehen. Das geltende Gesetz aus dem Jahre 1976 sollte vor allen Dingen die kleineren Verlage vor einer Ubernahme durch grosse Konzerne schutzen. Wo aber die aussere Vielfalt in Gefahr ist, gewinnt die innere Pressefreiheit, also die redaktionelle Unabhangigkeit und Mitsprache, als Thema wieder an Bedeutung. Zwar hat das Modell des politisch motivierten Verlegers, wie ihn der Zeitungswissenschaftler Otto Groth noch beschrieb, weitgehend ausgedient. Doch an dessen Stelle ist eine ausgepragte okonomische Orientierung der Verlagschefs getreten. Und das macht die Gefahren fur die publizistische Unabhangigkeit der Redaktion nicht geringer. Denn im Gegensatz zu der ausseren Pressefreiheit, die durch Artikel 5 des Grundgesetzes gegen Eingriffe des Staates geschutzt ist, geniesst die innere Pressefreiheit kaum juristischen Schutz; im Gegenteil laufen bestimmte rechtliche Rahmenbedingungen - wie etwa der so genannte Tendenzschutz, der die Arbeitnehmervertreter in Medienbetrieben von wichtigen Mitbestimmungsrechten auschliesst - den Bemuhungen um redaktionelle Autonomie zuwider. Es gab - vor allem in den 70er Jahren - immer wieder Bestrebungen seitens der journalistischen Berufsverbande und auch innerhalb einzelner politischer Parteien, die innere Pressefreiheit juristisch zu schutzen. Die Politiker aber stellten ihre Uberlegungen angesichts des Machteinflusses der Verleger stets rasch wieder zuruck und verwiesen auf die Tarifparteien.
