To understand fully the process of European integration, it is necessary to consider developments at the sub-national and local level. EU integration scholars have been examining the local level using the concept of multi-level governance (MLG) since the 1990s. While MLG was the first concept to scrutinize the position of local levels of public administration and other actors within the EU polity, it overestimates the degree of influence it ascribes to local levels, particularly as far as the rural is concerned. Focusing on Germany and Finland, with country specific information from all EU member states, this book combines MLG with the concept of structural constructivism, in order to reveal some of the hidden aspects of EU integration. Bringing together these concepts and methodologies and replacing mainstream theories of integration with this new approach, offers a more accurate picture of multi-level interaction in rural policy and of the impacts of European integration at the local level. By examining the Community Initiative LEADER+ and setting this within a discussion of the state and structure of rural development policy, this book looks at the challenges, opportunities and policy options which are available and have been implemented in rural development. It shows that these are often context dependent and that the future of rural development policies, their shape and institutional configuration depend on reforms put in place at all levels of governance. Finally, it argues that the MLG of rural development policy must be built with people who have the know-how and the (local) knowledge to implement development projects and who have made LEADER a success in the past.

In her study of the interactions between tools of urban sustainability governance in key cities, Lisa Pettibone argues that a new factor-sustainability-minded groups-may be critical to building momentum for sustainability. The book presents in-depth case studies of six cities in the USA and Germany: New York, Portland, Seattle, Berlin, Hamburg, and Heidelburg. Drawing on 75 interviews, document analysis, and a bilingual literature review, the book analyzes how sustainability is politically constructed in city strategic plans and sustainability indicators. The volume provides a comprehensive introduction to the principles of sustainability, discusses the key governance instruments relevant to urban sustainability, and delivers new empirical and theoretical material on their role in a sustainability transition. It concludes that despite the national-level differences, cities' experiences in both countries are similar. Political sustainability at the city level differs in several important ways from academic principles of sustainability. Finally, it proposes that sustainability-minded groups may be a key link to connect urban sustainability in practice to theoretical concepts.

Despite extensive efforts to understand the overall effect of urban structure on the current patterns of urban mobility, we are still far from a consensual perspective on this complex matter. To help build agreement on the factors influencing travel behaviour, this book discusses the influence of alternative urban structures on sustainable mobility. Bringing together two existing and complementary methods to study the relationship between urban structure and mobility, the authors compare two case studies with distinct urban structures and travel behaviour (Copenhagen and Oporto). Of particular concern is the influence of urban structure factors, namely land use and transport system factors, and motivational factors related to the social, economic and cultural characteristics of the individual traveller. The research presented in this book highlights the relevance of centrality in travel behaviour and in more sustainable travel choices. Different operational forms of the centrality concept are revealed as important: it is shown that more sustainable travel can be influenced by several urban structure factors and that no particular combination is required as long as a certain level of centrality is provided. Finally, the book concludes that urban structure can, on the one hand, constrain and, on the other hand, influence travel choice.

With the demise of the Old Regionalist project of achieving good regional governance through amalgamation, voluntary collaboration has become the modus operandi of a large number of North American metropolitan regions. Although many researchers have become interested in regional collaboration and its determinants, few have specifically studied its outcomes. This book contributes to filling this gap by critically re-evaluating the fundamental premise of the New Regionalism, which is that regional problems can be solved without regional/higher government. In particular, this research asks: to what extent does regional collaboration have a significant independent influence on the determinants of regional resilience? Using a comparative (Canada-U.S.) mixed-method approach, with detailed case studies of the San Francisco Bay Area, the Greater Montreal and trans-national Niagara-Buffalo regions, the book examines the direct and indirect impacts of inter-local collaboration on policy and policy outcomes at the regional and State/Provincial levels. The book research concentrates on the effects of bottom-up, state-mandated and functional collaboration and the moderating role of regional awareness, higher governmental initiative and civic capital on three outcomes: environmental preservation, socio-economic integration and economic competitiveness. In short, the book seeks to highlight those conditions that favor collaboration and might help avoid the collaborative trap of collaboration for its own sake. In a globalising world, many mature economies share post-growth characteristics such as low economic growth, low fertility, declining and ageing of the population and increasing social stratification. Japan stands at the forefront of such social change in the East Asian region as well as in the Global North. It is in this context of 'post-growth society' that housing issues are examined, using the experiences of Japan at the leading edge of social transition in the region. The post-war housing system was developed during the golden age of economy and welfare, when upward social trajectories such as increasing population, high-speed economic growth with rising real incomes, housing construction driven by high demands, increasing rates of home ownership supported by generous government subsidies generated new housing opportunities and accompanying issues. As we have entered the post-growth phase of socio-economic development, however, it requires a re-examination of such structure, policy and debates. This volume explores what roles housing plays in the reorganisation and reconstruction of economic processes, social policy development, ideology and identity, and intergenerational relations. The volume offers a greater understanding of the characteristics of post-growth society - changing demography, economy and society - in relation to housing. It considers how a definitive shift to the post-growth period has produced new housing issues including risks as well as opportunities. This book investigates the mechanisms that may stimulate or hamper the renewal of the regional industry structure. Recent years have witnessed a strong interest in, and need for, the modernization and upgrading of existing industries and the introduction of new industries. Informed by the evolutionary perspective this book argues that innovations within existing industry paths and the creation of new industries are strongly rooted in the established economic practice. Historically developed skills, existing industrial structure and regional and extra-regional networks form the basis for future regional growth. This volume consists of 11 chapters studying different aspects of regional industrial path development illustrated with cases from Norway, Sweden and Spain. The book also look into the role of policy for regional economic renewal, and argues that economic renewal is fostered by policies that incorporate both actor-based and system-based elements. Designing the Olympics claims that the Olympic Games provide opportunities to reflect on the relationship between design, national identity, and citizenship. The "Olympic design milieu" fans out from the construction of the Olympic city and the creation of emblems, mascots, and ceremonies, to the consumption, interpretation, and appropriation of Olympic artifacts from their conception to their afterlife. Besides products that try to achieve consensus and induce civic pride, the "Olympic design milieu" also includes processes that oppose the Olympics and their enforcement. The book examines the graphic design program for Tokyo 1964, architecture and urban plans for Athens 2004, brand design for London 2012, and practices of subversive appropriation and sociotechnical action in counter-Olympic movements since the 1960s. It explores how the Olympics shape the physical, legal and emotional contours of a host nation and its position in the world; how the Games are contested by a broader social spectrum within and beyond the nation; and how, throughout these encounters, design plays a crucial role. Recognizing the presence of multiple actors, the book investigates the potential of design in promoting equitable political participation in the Olympic context.

Offshore wind farms are being developed on a major scale around the UK coastline as part of the drive to increase renewable energy production. This presents a new departure for the renewables sector. Having fewer physical constraints than on land, they avoid the planning system, which currently ends at low water mark. However, planning authorities and the communities they represent are deeply concerned about the consequences of offshore wind farms along their coastal zones. This book presents an empirical investigation into the attitudes of local planning authorities into the development of offshore wind farms, examining these findings in light of wider debates about the use and management of the seas and the potential contribution of the mechanisms of planning. The book also raises questions about the geographical limits of planning and how to go about establishing a form of spatial planning to cover the marine environment.

With origins in the late 1960s, a 'quiet revolution' in land use planning and control has taken hold across North America. Since the 1970s there has been widespread debate on the potential of information communication technologies on the organization of work and in particular, the implications of and opportunities engendered through telework and the decentralization of the workplace. However, despite the possible spatial, cultural, social and economic implications, much of the telework debate has been informed by anecdotal examples, journalistic reporting and individual forecasts. This book aims to further the debate by analyzing the scale, nature and experience of telework in the countryside. It examines how and by whom, telework is set up, and what policy and social changes are taking place to facilitate it in rural areas. Individual teleworkers and the organizations using them are questioned to assess whether rural teleworking is proving as advantageous in practice as it is thought to be in theory. Its conclusions suggest that teleworking may not yet be the solution to the many rural problems such as unemployment and depopulation and that businesses and local authorities still need to develop their policies and strategies to allow this type of working to reach its potential.

With the expansion of the European Union, the countries of Southeast Europe have finally been brought together within one socio-political entity. The restructuring of these economies following globalization and neoliberalization has meant that this region has become much more open to geopolitical shifts and trends. While the various countries have all entered into the slow process of European integration, the historic fragmentation of this region has led to various conflicts and contradictions in the restructuring and transition of national economies. This volume provides a theoretical and comparative overview which examines the prospects for spatial cohesion in this region. With the need to handle persisting problems and conflicts from the past while coping with new economic and political structures, Southeast Europe proves to be a challenging yet fruitful testing ground for how best to overcome fragmentation and establish a long-term process of social and economic integration.
