Based on the work of the STELLA (Sustainable Transport in Europe and Links and Liaisons with America) Focus Group 3, this volume brings together leading transport academics to discuss society behaviour and public/private transport. Theoretical and empirical research from across North America and Europe form the basis of this book, which is composed of twelve chapters that fall into four logical sections. Chapters in the first section provide a contextual overview and survey trends in mobility behaviour and prospects of sustainable transport in the two continents. Chapters in the second section provide comparative assessments of difficulties posed by contemporary transport systems for three particular user groups (low-income, female, and elderly), interventions indicated, and research needed. The third set of chapters survey recent developments in behavioural modelling that lend themselves to the study of the constellation of issues concerning STELLA Focus Group 3. The remaining chapters of the book address critical issues of equity and policy implementation.

Kuala Lumpur, the capital city of Malaysia, is a former colony of the British Empire which today prides itself in being a multicultural society par excellence. However, the Islamisation of the urban landscape, which is at the core of Malaysia's decolonisation projects, has marginalised the Chinese urban spaces which were once at the heart of Kuala Lumpur. Engaging with complex colonial and postcolonial aspects of the city, from the British colonial era in the 1880s to the modernisation period in the 1990s, this book demonstrates how Kuala Lumpur's urban landscape is overwritten by a racial agenda through the promotion of Malaysian Architecture, including the world-famous mega-projects of the Petronas Twin Towers and the new administrative capital of Putrajaya. Drawing on a wide range of Chinese community archives, interviews and resources, the book illustrates how Kuala Lumpur's Chinese spaces have been subjugated. This includes original case studies showing how the Chinese re-appropriated the Kuala Lumpur old city centre of Chinatown and Chinese cemeteries as a way of contesting state's hegemonic national identity and ideology. This book is arguably the first academic book to examine the relationship of Malaysia's large Chinese minority with the politics of architecture and urbanism in Kuala Lumpur. It is also one of the few academic books to situate the Chinese diaspora spaces at the centre of the construction of city and nation. By including the spatial contestation of those from the margins and their resistance against the state ideology, this book proposes a recuperative urban and architectural history, seeking to revalidate the marginalised spaces of minority community and re-script them into the narrative of the postcolonial nation-state.

Reflecting on two decades of 'competitiveness-oriented' urban policies in Europe, this book investigates the current challenges cities face to sustain their economic position and how this can be balanced with social progress and environmental improvements. Complementing previous surveys on local and urban development and competitiveness-based strategies, this volume provides longer term views on the evolution of such policies at the city level, from the personal perspective of city officials in eight European cities. More concretely, it looks at how the urban dimension in EU policies have evolved over time, the kinds of urban policy supported by the EU over the last two decades and how cities have been involved with this process. The book investigates the portfolios of competitiveness-oriented policies which have been developed by European cities and how they see the link between urban/spatial development policies and sustainable competitiveness. Finally the book fleshes out a number of challenges and initiatives taken by the eight European cities and their governments in the face of current challenges in order to pave the way towards more competitive and sustainable urban economies.

The expansion of the European Union in 2004 has had significant consequences for both existing and new members of the Union. New member states are assimilating into a new institutional and policy framework, while the changing geography of Europe provides a different context for policy development in pre-2004 member states. One of the more important fields in which these changes are impacting is regional development. The admission of the new countries changes patterns of economic and social disparities across the territory of the European Union, which in turn demands that existing approaches to regional development are reconsidered. An approach which has proved to be one of the most innovative is spatial planning. This book brings together a team of academics and policy makers from across the new Europe involved in regional development and spatial planning. Providing insights into different approaches, it offers a valuable opportunity to compare experiences across European borders.

Cities in both North and South America are confronting tremendous challenges in urban growth and management as they enter the new century. The provision of infrastructure for urban developments is increasingly becoming a highly contentious and important issue in planning negotiations. By drawing together a range of case studies from North America, Australia and Europe, this book compares how a number of planning systems deal with this issue. There is a general trend by planning agencies towards the securing of infrastructure from the private sector. This necessitates a negotiation process between planning agencies, developers and infrastructure providers and this volume shows how this process varies according to the political context, the nature of the planning system and the existence of other frameworks such as Environmental Impact Assessment. By doing so, the collection presents an original perspective on both the negotiation process in planning and on how infrastructure should be provided.

Between the two World Wars, there was an unprecedented need for new houses in Britain which resulted in a building boom. While only a small percentage of this building took the form of Modernism, there was still a significant number of semis and terraces built for the workers and middle-class families in the 1920s and 1930s built in this style. This book examines these modest Modernist houses within the broader context of the Modern Movement in Europe, as well as the inter-war building boom in suburban Britain. Illustrated with line drawings and photographs of more than 30 examples from around the country, and based on little-known contemporary material such as catalogues, advertisements, radio broadcasts and letters, it shows how these houses speak of a time of political, social and artistic unrest, and a world where the avant-garde architects sought to capture the spirit of modern technology in their designs for the average home owner. While the Modernist houses never became popular with the general public, the fact that so many are still standing and now sought after by twenty-first century families speak for their endurance and special appeal.

Previously perceived as a local, technical issue for governments, waste management is now also a global, socio-political process involving complex patterns of multi-level governance. Yet these geographical complexities have not previously been considered in any detail. This book examines the neglected geographies of waste management, in particular, the integral processes of trans-localization and politicization that are emerging in waste networks. Illustrated by in-depth case studies from New Zealand and Ireland, it critically analyzes the interaction between political scales of governing waste, from the local to the supra-national level. It also looks at the impact of wider systems of governance, civil society and the private sector on waste management policy and practices. In doing so, the book provides a better understanding of waste governance and recommendations for better management of the waste sector in the future.

With the exponential rise in leisure mobility, tourism has increasingly become of great economic significance. Buffalo, in New York state, is 'ineffable': a typical city in transition between its past and future. It is a classic example of one of many 'shrinking cities' in North America and elsewhere which once prospered because of heavy industrialization, but which now have to deal with various degrees of urban decay. Bringing together a range of scholars from the humanities, the social sciences, art and architecture, this volume looks at both the literal city image and urban representation generated by photographs, video, historical and contemporary narratives, and grass-root initiatives. It investigates the notion of agency of media in the city and, in return, what the city's agency is. This agency matters particularly as it is both transforming - shrinking, fading, being redefined - and being shaped through its visual and spatial mediation. While illustrated by Buffalo in particular, the book examines a broader phenomenon: the identity of those cities that were built and blossomed during the late 19th and early 20th century and are now in different stages of decline and disintegration. However, while such cities are all confronted with complex issues of economic instability, social and racial segregation, urban sprawl and shrinking processes both in the inner city and more and more in their ex-urban belts, they are too often described through dramatically simplifying visual and linguistic tropes. In Buffalo such tropes refer dialectically either to the city's past glory or its presumed current cultural, political and economical stasis and decline. This book takes such tired, and familiar tropes and questions them.

Bringing together comparative case studies from Belfast, Beirut, Amsterdam and Berlin, this book examines the role of the urban environment in social polarisation processes. In doing so, it provides a timely and refreshingly innovative voice in the confusing babble on (counter-)terrorism, urban conflict and community cohesion. Despite their socio-political differences, these cities are telling cases of how the location and shape of very mundane objects such as rubbish bins, bridges, clothes' stores, shopping malls and cafes - in addition to the obvious fences, walls and barbed wire - are often subject to heated controversies and influence the way urban conflict is 'lived' and practised. Within a Science and Technology Studies (STS) theoretical framework, the authors provide a systematic analysis of these four cities and provide many concrete and richly illustrated examples of 'material agency' without losing sight of their specific historical, political, geographical and social conditions. The STS angle permits some surprising, yet extremely convincing, conclusions which are of use not only for a range of practitioners but also to scholars interested in the social shaping processes and the consequences of urban artefacts. The authors argue that, although architecture and urban design is clearly not the sole cause of conflict and polarisation, neither is it completely innocent. Conversely, it cannot be the silver bullet to solve related problems and to create community cohesion. However, the materiality of our cities must not be ignored; in fact, it can and should be 'enrolled' in our efforts. The book contains detailed descriptions of such positive cases as inspiration for practitioners as diverse as policy makers, architects, urban designers, planners, community workers, consultants or police officers.

This book provides concrete examples of the ways in which shifting academic debates, policy and political approaches have impacted on a specific place over the past 30 years. It offers a critical analysis of the history, politics and social geography of the high profile London Borough of Haringey, in the decades prior to the 2011 Tottenham riots. The Haringey case study acts as a lens through which to explore the evolution of theoretical and policy debates about the relationship between local institutions and the communities they serve. Focusing on the policy areas of planning and regeneration, it considers the local implementation and outcome of central government strategies that have sought to achieve such accountability and responsiveness through community participation strategies. It examines how the local authority responded to central government aspirations for greater community involvement in planning, in the 1970s, and regeneration, from the late 1980s onwards, before looking in detail at the implementation of New Labour neighbourhood renewal and local governance policy in the borough. In doing so, the book provides a longitudinal case study on how various central government community empowerment agendas have played out at a local level. It offers important lessons and indicates how they might work more effectively in future.

Approaches to urban regeneration have changed dramatically throughout Europe and the USA over recent decades, drawing on notions of public-private partnership, growth coalitions and local spatial alliances. In this engaging book John McCarthy provides critical consideration of such theories in terms of their application to practice. He shows how these notions are used to explain the nature and underlying processes of urban development and to further objectives for urban regeneration. Based on the author's first hand field research, this book addresses the twin processes of urbanization and globalization as they affect the contemporary Caribbean region. One of the key aims of the book is to focus attention on the fact that contrary to popular perceptions, the Caribbean is highly urbanized. Indeed statistics show that the region is more highly urbanized than the world taken as a whole. In addition, the fact that the Caribbean region has always been affected by processes of globalization, in respect of its economy, polity and society, is central to the text. The chapters cover pressing topics such as urban change and the evolution of mini-metropolitan regions, the importance of the mercantile and plantopolis frameworks, tourism, post modernity and the urban nexus, economic change and the dual processes of global convergence and divergence, and the nature of the relationships existing between the state, the informal sector, housing and environmental conditions. In reality, it is shown that the development of tourism and enclave manufacturing is leading to new forms of urban concentration, and not spatial dispersal.

The peri-urban interface in poor countries is frequently an area of great dynamism and a focus of competition for basic resources. In Nigeria, peri-urban livelihood strategies have become an increasingly important survival mechanism in the context of rapid urban growth. This book uses an innovative combination of methodologies from both the natural and social sciences to examine recent developments in and around the city of Kano in northern Nigeria, and in doing so, provides insights into the sustainability of these livelihood strategies. Identifying some of the most significant forces that are currently shaping the process of peri-urban change, it argues that, despite the adoption of creative and ingenious strategies by many farmers, urban growth is having a considerable effect on the livelihood resilience of individuals, households and communities. The findings presented in this book have much wider relevance and are transferable to other burgeoning Third World cities where increased pressures on urban hinterlands have intensified contests amongst various actors, made access to resources much more difficult and made traditional smallholder mechanisms of adaptation and resilience increasingly challenging.

Through the analysis of several commemorative acts in space, matter and image, namely museums and memorials, this book reflects on the ways in which architecture as a discipline, a practice and a discourse represents the Holocaust. In doing so, it problematises how one presents an extreme historical case in a contemporary context and integrates the historical into actuality. By examining several cases, the book defines the issues faced by various architects who dealt with this topic and discusses their separate and distinctive approaches. In each case, it analyses the ways in which the cultural and political contexts of commemoration led to a different interpretation of the condition. Focusing on the Ghetto Fighters' House, the world's first Holocaust museum; Yad Vashem, Israel's national Holocaust memorial in Jerusalem; the US Holocaust Memorial Museum in Washington; and the Holocaust Memorial in Berlin, the book discusses how the representation of history by architecture creates a dialectic process in which architecture mediates the past to the present, while at the same time creating a present saturated with historical contexts. It shows how, together, they are incorporated into one another and create a new reality: past and present intertwined.

Governments in Western Europe and North America have placed job creation initiatives at the heart of their policy for revitalizing deprived neighbourhoods. However, relying on this alone is problematic and these governments are becoming increasingly interested in finding ways of enabling communities to help themselves. Drawing upon original, in-depth studies of self-help activities in both deprived and affluent neighbourhoods in UK cities, this book examines why the populations of deprived neighbourhoods are more likely to be excluded not only from the labour market but also from adopting self-help practices in response to their situation. It also identifies the barriers which discourage participation in self-help projects. A combination of policies are advocated, bringing together innovative bottom-up initiatives such as LETS, time currencies and Employee Mutuals, with top-down policies such as Active Citizens' Credits. This book instead suggests a fresh and positive approach towards revitalizing deprived neighbourhoods based on seeking the full-engagement, rather than merely the full-employment, of deprived populations.

The idea that buildings could be used to reform human behaviour and improve society was fundamental to the 'modernist' architecture and planning of people like Walter Gropius, Le Corbusier and Jose Luis Sert in the first half of the 20th century. Their proposals for functional zoning, multi-level transport, high-rise living, and machine-inspired aesthetics came under attack from the 1950s onwards, and many alternative approaches to architecture and planning emerged. It was thought that the environmental determinist strand of the discourse was killed off at this time as well. This book argues that it was not, but on the contrary, that it has deepened and diversified. Many of the most prominent architect-planners continue to design with a view to improving the behaviour of individual people and of society at large. By looking at - and interviewing - major figures and movements of recent years in Britain, Europe and America, including Leon Krier, Peter Eisenman, Andres Duany, Jane Jacobs, Robert Venturi and Denise Scott Brown, it demonstrates the myriad ways that architect-planners seek to shape human behaviour through buildings. In doing so, the book raises awareness of this strand within the discourse and examines its different purposes and manifestations. It questions whether it is an ineradicable and beneficial part of architecture and planning, or a regrettable throwback to a more authoritarian phase, discusses why is it seldom acknowledged directly and whether it could be handled more responsibly and with greater understanding. Richards does not provide any simple solutions but in conclusion, is critical of architect-planners who abuse the rhetoric of social reform simply to leverage their attempts to secure building commissions, while being more sympathetic towards those who appear to have a sincere desire to improve society through their buildings.
