In August of 2005, Hurricane Katrina hit the Gulf Coast of the United States, directly affecting 1.5 million people. Only one year earlier, an Indian Ocean tsunami struck Indonesia, destroying or damaging more than 370,000 homes. As forces of nature, hurricanes, tsunamis, earthquakes and floods are not limited to occurrences in any one community or any one country. In Law and Recovery from Disaster: Hurricane Katrina, attention is focused on the ability of law and legal institutions to not only survive such disasters but to effectively facilitate recovery. Using Hurricane Katrina as a lens, contributors address a wide range of issues of interest to people concerned about property law, disaster preparedness, housing, insurance, small business recovery, land use planning and the needs of people with disabilities. While Hurricane Katrina is the focal point for discussion, the lessons learned are readily applicable to a variety of disaster situations in a wide range of global settings.
With this book the international academic discourse on mobility is taken a step further, through the intertwined perspectives of different social sciences, engineering and the humanities. The Ethics of Mobilities departs from the recent interest in social surveillance, raised by the use of technology for the surveillance and control of mobility as well as for transport. It widens this theme to encompass a broad scale of issues, ranging from freedom and escape to social exclusion and control, thus raising important questions of ethics, identity and religion; questions that are dealt with by a diverse, yet structured range of chapters, arranged around the themes of ethics and religion, and freedom and control. Through their variety and diversity of perspectives, the chapters of this book offer a substantial interdisciplinary contribution to the socially and environmentally relevant discussion about what a technically and economically accelerating mobility does to life and how it might be transformed to sustain a more life-enhancing future. Ethics of Mobilities will excite not only international interest, but will also appeal to scholars across a wide range of disciplines, in fields as diverse as theology and engineering.
This book is an account of how the Milan Provincial Administration and a team of researchers from Milan Polytechnic worked together to develop a new 'Strategic Plan' for Milan's urban region. Informed by innovative conceptions of both how to understand cities in the contemporary world, and engage in strategic planning work, this experience has already attracted considerable international attention. The authors now consolidate their contribution into a comprehensive account which continually relates theory and practice Examining the Milan Plan in detail, the book explains the profound transformations which put great pressure on the traditional descriptive tools so planners must engage in the production of new ones. It also proposes that these transformations affect the way in which urban policies and planning processes are designed. The project offers insights into - and new directions for - planning theory more generally, while at the same time testing this powerful and innovative research hypothesis in an important European city empirical study. In detailing the results of this project, this book proposes useful ground-breaking approaches to planning for similar urban regions.
Between 1935 and 1959, the architecture of childhood was at the centre of architectural discourse in a way that is unique in architectural history. Some of the seminal projects of the period, such as the Secondary Modern School at Hunstanton by Peter and Alison Smithson, Le Corbusier's Unite d'Habitation at Marseilles, or Aldo van Eyck's playgrounds and orphanage, were designed for children; At CIAM, architects utilized photographs of children to present their visions for reconstruction. The unprecedented visibility of the child to architectural discourse during the period of reconstruction is the starting point for this interdisciplinary study of modern architecture under welfare state patronage. Focusing mainly on England, this book examines a series of innovative buildings and environments developed for children, such as the adventure playground, the Hertfordshire school, the reformed children hospital, Brutalist housing estates, and New Towns. It studies the methods employed by architects, child experts and policy makers to survey, assess and administer the physiological, emotional and developmental needs of the 'user', the child. It identifies the new aesthetic and spatial order permeating the environments of childhood, based on endowing children with the agency and autonomy to create a self-regulating social order out of their own free will, while rendering their interiority and sociability observable and governable. By inserting the architectural object within a broader social and political context, The Architectures of Childhood situates post-war architecture within the welfare state's project of governing the self, which most intensively targeted the citizen in the making, the children. Yet the emphasis on the utilization of architecture as an instrument of power does not reduce it into a mere document of social policy, as the author uncovers the surplus of meaning and richness of experience invested in these environments at the historical mom
The relationship between culture and urbanism has been the focus of much discussion and debate in recent years. While globalisation tends towards a homogeneity, successful 'global cities' have a strong individual - and particularly cultural - identity. The economic value of the culture of cities lies not only in the arts taking place there but also in the city's fabric, its architecture, and in its cultural heritage. This volume brings together a team of leading specialists to examine the policies of image and city marketing which have developed over the past 15 years and whether these are a continuity of earlier strategies. In the years prior to the fall of the Berlin Wall, the leaders of the German Democratic Republic planned to construct a city center that was simultaneously modern and historical, consisting of both redesign of old buildings and new architectural developments. Drawing from recently released archival sources and interviews with former key government officials, decision-makers and architects, this book sheds light not only on this unique programme in postmodern design, but also on the debates which were taking place with the Socialist government.
All too often, mobility is evoked as a preferred indicator in explanations of space-time compression and its impact. However, in failing to clearly distinguish speed potentials from their use, such analyses veer towards technological determinism, or else towards the normative domain. In order to avoid this trap, the motivations underlying mobility must be explored. This groundbreaking examination is carried out through a discussion of the following general question: to what extent can the speed potentials generated by technological transportation systems be considered as vectors of social change? It also provides an opportunity to study in greater depth the little-known field of the sociology of mobility. Following an examination of the existing controversies surrounding social fluidification, it proposes to rethink mobility using the new concept of motility. Current contributions to and research results in this new area are included and the book indicates possible new research directions, opening the way to a new form of general sociology.
The Illegal City explores the relationship between space, law and gendered subjectivity through a close look at an 'illegal' squatter settlement in Delhi. Since 2000, a series of judicial rulings in India have criminalised squatters as 'illegal' citizens, 'encroachers' and 'pickpockets' of urban land, and have led to a spate of slum demolitions across the country. This book argues that in this context, it has become vital to distinguish between illegality and informality since it is those 'illegal' slums which are at the receiving end of a 'force of law', where law is violently encountered within everyday spaces. This book uses a gendered intersectional lens to explore how a 'violence of law' shapes how 'public' subjectivities of gender, class, religion and caste are encountered and negotiated within the 'private' spaces of home, family and neighbourhood. This book suggests that resettlement is not a condition that squatters desire; rather something that is seen as the only way out of the 'illegal' city. The wait for resettlement is a temporal space of anxiety and uncertainty, where particular kinds of politics around law, space and gender takes shape, which transform squatters' relations with the state, urban development, civil society, and with each other. Through their everyday struggles around water, sanitation, social and political organisation and the transformation of their homes and families, this book shows that the desire for the 'legal city' is also the irony and utopia of home, which will remain an incomplete gendered project - both for the state and for squatters.
Travel, Space, Architecture defines a new theoretical territory in architectural and urban scholarship that frames the processes of spatial production through the notion of travel. By aligning architectural thinking with current critical theory debates, this book explores whether dissociating culture from place and identity, and detaching the idea of architecture from both, can reframe our understanding of spatial and architectural practices. The book presents seventeen key case studies from a diverse range of perspectives including historical, theoretical, and praxis-based, and range from interrogations of architectural travel and notions of belonging and nationhood to challenging established geopolitical hierarchies.
First published in 1983, this book attempts to unify two bodies of theory which had become severely disjointed. Theories of the planning process had become detached from those of the urban and regional processes which are the subject of planning intervention. The author argues that major weaknesses of planning intervention in cities and regions have resulted from this split, and shows how it is possible to develop an integrated theory of the relationship between planning and spatial development. The mechanism which helps to unify the two fields is the division of labour. This poses problems for the planning system as its spatial requirements change but it depends upon the state planning framework in order to overcome those obstacles - hindering its capacity for spatial reorganisation. This book offers a thorough analysis of these obstacles and requirements by references to contemporaneous theoretical advances in the study of the development process, the state (especially at sub-national level), and the labour market. It is argued that the way capital makes use of urban and regional space can be explained by using the theoretical framework which is developed and, on this basis, point to certain innovative ways in which the processes underlying urban and regional de-industrialisation may be countered.
Food insecurity in the US is a critical issue that is experienced by approximately 15% of the population each year. Hunger is not caused by an inability to produce enough food for the population, but is instead a manifestation of federal agricultural policies that support the overproduction of commodity crops and neoliberal social policies that seek to lower the amount of benefits dispersed to those in need. This book focuses on how four different food-based community programs address both the physical sensation of hunger as well as the political and economic disempowerment that work against the ability of people experiencing food insecurity to mobilize as a political force. Confronting Hunger in the USA argues that most food programs do more to create community among their volunteers than among program participants and tend to reinforce neoliberal understandings of citizenship. Community food programs reach out to the most vulnerable members of society in caring and gentle ways and often use the language of alternative economies to articulate a different relationship between the individual and the state. However, the projects in this study act as individual pieces of the state's insufficient social safety net and are only beginning to articulate a new relationship between food and society.
Why does the way we think about urban children and urban nature matter? This volume explores how dichotomies between nature/culture, rural/urban, and child/adult have structured our understandings about the place of children and nature in the city. By placing children and youth at the center of re-theorising the city as a socio-natural space, the book illustrates how children and youth's relations to and with nature can change adultist perspectives and help create more ecologically and socially just cities. As a key contribution to children's studies, the book engages and enlivens debates in urban political ecology and urban theory, which have not yet treated age as an important axis of difference. With examples from ten localities, the chapters in this volume ask how we can subvert both romanticized and modernist conceptualizations of nature and childhood that conflate innocence and purity with children and nature; the volume asks what happens when we re-invent urban natures with children's needs and perspectives in mind.

This book investigates why and how cycle and walking paths can help to promote the regeneration of marginalized areas facing depopulation and economic decline. In addition, it offers a broad overview of recent scientific research into slow tourism and marginality/spatial inequality and explores the linkages between these topics. Key issues are addressed by experts from various disciplinary backgrounds, and potential measures are proposed for the integration of slow tourism into strategies for regional development. Particular attention is devoted to the VENTO project, which involves the creation of a 700-km-long cycle route from Venice to Turin that passes through various rural and marginalized areas of northern Italy. Smart Evaluation and Integrated Design in Regional Development puts forward an alternative approach to evaluation in spatial planning - one that focuses on 'territory' and 'landscape'. The book introduces an innovative evaluation approach, namely Territorial Integrated Evaluation (TIE), a meta-evaluation methodology for designing regional development scenarios. A research team from the Politecnico di Torino applied this methodology experimentally to the practices of spatial planning in Trentino in order to aid the Province in a process of institutional innovation that is still going on today. TIE defines territorial scenarios serving the need for regional economic development as well as the conservation of nature and landscape. A cross-border region, Trentino has a special need to harmonize economic development with the exceptional and internationally renowned value of its landscape which includes the Dolomites, a UNESCO World Heritage Site. Therefore TIE set out to design regional development scenarios that integrated various topics - retail, tourism, infrastructures, nature and landscape. By testing out TIE in practice in this extraordinarily dynamic institutional context, the book makes a significant contribution to the discussion about newly emerging approaches to spatial planning that involve multidisciplinary vision, new paradigms in regional development, and institutional learning and capability in decision-making.
Pointing the way to the future of research and development in relation to cycling as a mode of transport, this book investigates some of the significant recent developments in the technology, provision for, and take up of cycling in various parts of the world. Tensions at the heart of the nature of cycling remain: on the one hand cycling is frequently viewed as being a risky activity, while on the other hand it is seen as being a way of allowing populations to live healthier lives. Reviewing this dichotomy, the authors in this book consider the ways that cycling is planned and promoted. This is done partly in relation to these issues of risk and health, but also from the broader perspective of behavioural response to the changing nature of cycling. A section on methodologies is also included which outlines the current state-of-the art and points a way to future research.
Bringing together ten utopian works that mark important points in the history and an evolution in social and political philosophies, this book not only reflects on the texts and their political philosophy and implications, but also, their architecture and how that architecture informs the political philosophy or social agenda that the author intended. Each of the ten authors expressed their theory through concepts of community and utopian architecture, but each featured an architectural solution at the centre of their social and political philosophy, as none of the cities were ever built, they have remained as utopian literature. Some of the works examined are very well-known, such as Tommaso Campanella's Civitas Solis, while others such as Joseph Michael Gandy's Designs for Cottages, are relatively obscure. However, even with the best known works, this volume offers new insights by focusing on the architecture of the cities and how that architecture represents the author's political philosophy. It reconstructs the cities through a 3-D computer program, ArchiCAD, using Artlantis to render. Plans, sections, elevations and perspectives are presented for each of the cities. The ten cities are: Filarete - Sforzina; Albrecht DA1/4rer - Fortified Utopia; Tommaso Campanella - The City of the Sun; Johann Valentin Andreae - Christianopolis; Joseph Michael Gandy - An Agricultural Village; Robert Owen - Villages of Unity and Cooperation; James Silk Buckingham - Victoria; Robert Pemberton - Queen Victoria Town; King Camp Gillette - Metropolis; and Bradford Peck - The World a Department Store. Each chapter considers the work in conjunction with contemporary thought, the political philosophy and the reconstruction of the city. Although these ten cities represent over 500 years of utopian and political thought, they are an interlinked thread that had been drawn from literature of the past and informed by contemporary thought and society. The book is structured in two parts:
Critical Regionalism is a notion which gained popularity in architectural debate as a synthesis of universal, 'modern' elements and individualistic elements derived from local cultures. This book shifts the focus from Critical Regionalism towards a broader concept of 'Transcultural Architecture' and defines Critical Regionalism as a subgroup of the latter. One of the benefits that this change of perspective brings about is that a large part of the political agenda of Critical Regionalism, which consists of resisting attitudes forged by typically Western experiences, is 'softened' and negotiated according to premises provided by local circumstances. A further benefit is that several responses dependent on factors that initial definitions of Critical Regionalism never took into account can now be considered. At the book's centre is an analysis of Reima and Raili PietilA's Sief Palace Area project in Kuwait. Further cases of modern architecture in China, Korea, and Saudi Arabia show that the critique, which holds that Critical Regionalism is a typical 'western' exercise, is not sound in all circumstances. The book argues that there are different Critical Regionalisms and not all of them impose Western paradigms on non-Western cultures. Non-Western regionalists can also successfully participate in the Western enlightened discourse, even when they do not directly and consciously act against Western models. Furthermore, the book proposes that a certain 'architectural rationality' can be contained in architecture itself - not imposed by outside parameters like aesthetics, comfort, or even tradition, but flowing out of a social game of which architecture is a part. The key concept is that of the 'form of life', as developed by Ludwig Wittgenstein, whose thoughts are here linked to Critical Regionalism. Kenneth Frampton argues that Critical Regionalism offers something well beyond comfort and accommodation. What he has in mind are ethical prescripts closely linked to a
China's rise as an economic superpower has been inescapable. Statistical hyperbole has been accompanied by a plethora of highly publicized architectural forms that brand the regeneration of its increasingly globalized urban centres. Despite the sizeable body of literature that has accompanied China's modernization, the essence and trajectory of its contemporary cityscape remains difficult to grasp. This volume addresses a less explored aspect of China's urban rejuvenation - the prominence of the shopping mall as a keystone of its public spaces. Here, the presence of the built form most representative of Western capitalism's excess is one that makes explicit the tensions between China's Communist state and its ascent within the 'free' market. This book examines how these interrelationships are manifested in the culturally hybrid built form of the shopping mall and its role in contesting the 'public' space of the modern Chinese city. By viewing these interrelationships as collisions of global and local narratives, a more nuanced understanding of the shopping mall typology is explored. Much architectural criticism has failed to address the levels of meaning implicit within the shopping mall, yet it is a building type whose public popularity has guaranteed its endurance. Consequently, if architecture is to remain a relevant social art, a more holistic understanding of this phenomenon will be indispensable to the process of adapting to globalizing forces. This examination of Chinese shopping malls offers a timely and relevant case study of what is happening in all our cities today.
First emerging at the beginning of the twentieth century, architectural reconstruction has increasingly become an instrument to visually revive a long bygone past. This book deals with the phenomenon of meticulous reconstruction in architecture. It argues that the politics of reconstruction go far beyond aesthetic considerations. Taking architecture as a major source of history and regional identity, the impact of large-scale reconstruction is deeply intertwined with political and social factors. Furthermore, memories and associations correlated with lost buildings of a bygone era are heavily influenced by their re-appearance, something which often contradicts historical events. Reconstruction has become an established way of building and dealing with the past, yet so far, there is no comprehensive scientific study on it. By bringing together eight case studies from Eastern Europe, France, Spain, China, Japan, Israel and Brazil, it provides valuable insights into this topic. The chapters analyse the political background of the reconstructions and identify the protagonists. In doing so, this volume adds to our understanding of the impact of reconstruction to memory and oblivion, as well as the critical power of reconstruction regarding contemporary architecture and urbanism.
Image, Text, Architecture brings a radical and detailed analysis of the modern and contemporary architectural media, addressing issues of architectural criticism, architectural photography and the role of journal editors. It covers examples as diverse as an article by British artist Paul Nash in The Architectural Review, 1940, an early project by French architects Lacaton & Vassal published in the journal 2G, 2001, and recent photography by Hisao Suzuki for the Spanish journal El Croquis. At the intersection of image and text the book also reveals the role of the utopian impulse within the architectural media, drawing on theories of utopian discourse from the work of the French semiotician and art theorist Louis Marin, and the American Marxist critic Fredric Jameson. Through this it builds a fresh theoretical approach to journal studies, revealing a hitherto unexplored dimension of "latent" or "unconscious" discourse within the media portrait of architecture. The purpose of this enquiry is to highlight moments where a different type of critical voice emerges on the architectural journal page, indicating the possibility of a more progressive engagement with the media as a platform for critical and speculative thinking about architecture, and to rethink the journals' role within architectural history. |
