This book explores the challenges of combating terrorism from a policing perspective using the example of the Royal Ulster Constabulary GC (RUC) in Northern Ireland. The RUC was in the frontline of counter-terrorism work for thirty years of conflict during which time it also provided a normal policing service to the public. However, combating a protracted and vicious terrorist campaign exacted a heaving price on the force. Importantly, the book addresses a seriously under-researched theme in terrorism studies, namely, the impact of terrorism on members of the security forces. Accordingly, the book examines how officers have been affected by the conflict as terrorists adopted a strategy which targeted them both on and off duty. This resulted in a high percentage of officers being killed whilst off duty - sometimes in the company of their wives and children. The experience of officers' wives is also documented thus highlighting the familial impact of terrorism. Generally speaking, the victims of terrorist attacks have received scant scholarly attention which has resulted in victims' experiences being little understood. This piece of work casts a specific and unique light on the nature of victimhood as it has been experienced by members of this branch of the security forces in Northern Ireland.
This book examines the challenges foreign fighter returnees from Syria and Iraq pose to Western countries. A number of returnees have demonstrated that they are willing to use violence against their home countries, and some have already staged terrorist attacks on Western soil on apparent orders from ISIS. Through the historical context of previous waves of mobilizations of Islamist foreign fighters, the author tracks the experiences of returnees from previous conflicts and discusses the major security challenges associated with them. The book analyzes the major approaches implemented by Western countries in response to foreign fighter returnees, discusses the prosecution of returnees, and evaluates the corresponding challenges of prison radicalization.
This volume on ""Education towards a Culture of Peace"" is a timely undertaking, since the United Nations has proclaimed the years 2001-2010 as the ""International Decade for a Culture of Peace and Non-Violence for the Children of the World."" A culture of peace as defined by the UN is ""a set of values, attitudes, modes of behaviour and ways of life that reject violence and prevent conflicts by tackling their root causes to solve problems through dialogue and negotiation among individuals, groups and nations"". (UN Resolutions A/RES/52/13 1998: Culture of Peace and A/RES/53/243, 1999: Declaration and Programme of Action on a Culture of Peace). Most of the chapters in this book are based on lectures that were presented at the International Conference, ""Education towards a Culture of Peace"". "Why haven't we been successful in finding sustainable solutions?" is a question that this book attempts to address. This book questions the appropriateness of current approaches to international conflict mediation/peacebuilding and whether today's practitioners have the necessary patience, passion, and training to manage twenty?first?century conflicts. This book also examines whether the current approaches to the mediation of international conflict and peacebuilding, as well as the education in these fields, effectively consider the influence of the post?Cold War environment and whether they address sub?national conflicts caused by the continually increasing social inequality within societies, among parties with different cultural, religious, racial, ethnic, and linguistic backgrounds. The narratives of the lived experiences of this book's contributors are used to illustrate the challenges associated with achieving sustained global peace in the twenty?first century. Using the author's conversations with the contributors to the book, as well as educators, this book suggests that a universally adopted answer to the book's underlying question has not yet been established. Therefore, the objective of this book is to start a public conversation about reforming the current education and practices used in the mediation of international conflicts and peacebuilding. The author hopes that these reforms will enable practitioners in integrating the message of the youth uprisings across the globe in finding sustainable resolutions to social inequality-based conflicts within their societies and among countries across the globe. This book studies recent attempts to restructure maritime security sectors through capacity building. It innovates both theoretically and empirically. It proposes a new framework for understanding maritime capacity building, drawing on work in peacebuilding and security sector reform. The framework is then applied across empirical case studies from the Western Indian Ocean (WIO) region written by scholars from the Global South. The WIO region is a paradigmatic case to study maritime security and capacity building in action. Countries in the region face the full gamut of maritime security challenges, while their indigenous capacities to deal with these are often weak. In consequence, the region functions as an engine of innovation for maritime capacity building more widely. The lessons and best practices from the region have importance consequences for addressing maritime security across the globe.
The end of World War II resulted in the realization that any war leaves devastating effects in its wake, which may take years to resolve. This book explores the meaning of peace according to (some of) the people who make it. Based on some 200 interviews, it empirically studies the visions of peace that professional peaceworkers from the Netherlands, Lebanon and Mindanao (Philippines) are working on. As such, it seeks to add a strong empirical element to the debate on liberal peacebuilding. The main argument of the book is that amongst practitioners, there is no liberal peace consensus at all. Rather, peace professionals work on a distinct set of peaces, that differ along four dimensions. In five case study chapters, the operational visions of peace held by Dutch military officers, diplomats and civil society peace workers, as well as civil society peace workers from Lebanon and the Philippines are explored and compared to each other. Differences are observed along both geographical and professional lines, but also within each group.
War crimes have devastating effects on victims and perpetrators and endanger broader political and military goals. The protection of civilians, one of the most fundamental norms in the laws of war, appears to have weakened despite almost universal international agreement. Using insights from organizational theory, this book seeks to understand the process between military socialization and unit participation in war crimes. How do militaries train their soldiers in the laws of war? How do they enforce compliance with these laws? Drawing on evidence from the Korean War, the Malayan Emergency, and the Canadian peacekeeping mission in Somalia, the author discovers that military efforts to train soldiers about the laws of war are poor and leadership often sent mixed signals about the importance of compliance. However, units that developed subcultures that embraced these laws and had strong leadership were more likely to comply than those with weak discipline or countercultural norms.
This book describes the common pitfalls of U.S. military interventions in efforts at stabilization, which supports post-conflict societies by establishing stable governance, rule of law, a safe and secure environment, economic development and social well-being for all members of the population. These efforts are often unsuccessful and can even cause harm when mission teams do not understand both the populations with whom they are engaging and policymakers. This book offers new insights and original empirical research on private military and security companies (PMSCs), including China's negotiation approach to governance, an account of Nigeria's first engagement with regulatory cooperation under the threat of Boko Haram, and a study of PMSCs in Ebola-hit Western Africa. The author engages with concepts and theories from IR, Political Economy, and African studies-like regime, forum shopping, and extraversion-to describe what shapes state choices in national and international fora. This edited collection explores how East Asia's painful history continues to haunt the relationships between its countries and peoples. Through a largely social-psychological and constructivist lens, the authors examine the ways in which historical memory and unmet identity needs generates mutual suspicion, xenophobic nationalism and tensions in the bilateral and trilateral relationships within the region. This text not only addresses some of the domestic drivers of Japanese, Chinese and South Korean foreign policy - and the implications of increasingly autocratic rule in all three countries - but also analyses the way in which new security mechanisms and processes advancing trust, confidence and reconciliation can replace those generating mistrust, antagonism and insecurity.
Warfare in the 21st century is far different than warfare throughout the 19th and 20th centuries. Conventional warfare was about kinetic force and bending an adversary by might and strength. Skills valued were those related to mastery of weapons and placing ordnance on target. Courage and valor were defined by conflict, militaries were distinct from the population, and occupation was an enduring stage of war. Contemporary warfare, besides continuing to be an exercise in military strength, is composed of missions that depend on skills to forge interpersonal relationships and build sustainable partnerships with a host of actors that once had no voice or role in conflict's duration or conclusion. Today, final victory does not conclude directly from conflict, in fact victory may be subsumed into the larger and more consuming equation of international stability. Twenty-first century warfare is about counterinsurgency and counter-terrorism through an array of strategies that foster collusion and collaboration not acquiescence.Cross-cultural competence (3C) is a suite of competencies and enablers that have been identified as critical to instill in expeditionary military and civilian personnel in the Department of Defense (DoD). Defined as a set of knowledge, skills, abilities and attitudes (KSAAs), 3C promotes effective interaction across cultural divides through exchanging ideas and meaning across cultures, facilitating effective cross-cultural interactions to develop and sustain relationships and providing a means to discern meaning from foreign and culturally different behavior. 3C permeates DoD policy, doctrine, strategy and operations and is now being institutionalized in DoD military and civilian education and training. Cross-Cultural Competence for a Twenty-First-Century Military: Culture, the Flipside of COIN is a volume edited by two acknowledged experts on 3C in military learning, policy and research and explores the value and necessity of 3C to developing 21st Century warfighters. This book discusses history of mental construction of the border between India and Bangladesh. It investigates how and when a border was constructed between the people, and discusses how the mental construction preceded the physical construction. It also examines the perils faced by those forced to leave their homes as a result of the partition of India in 1947. Globally throughout history, the absence of borders made the movement of people from one place to another easier. The construction of borders and sovereign de-limitation of territory restricted or even prevented seamless migration. The situation becomes more complex near borders that were previously open to the movement of people. One such border is between India and Bangladesh, where, in August 1947, suddenly people were told that the places they used to visit on a daily basis were now a part of a different sovereign country. This book argues that borders construct the identity of an individual or a group. Those who cross to the other side of border, for whatever reason, are identified and categorized by the state and the people. Sometimes these migrants face violence from the locals because they are considered a threat to the local working class. The book also explains how, after the liberation of Bangladesh in 1971, everyday encounter between people from India and Bangladesh have further embedded a feeling of us versus them. In 2015, India and Bangladesh agreed to implement the India-Bangladesh Land Boundary Agreement (LBA). This book assesses whether the implementation of this agreement will have impacts on border-related problems like mobility, migration, and tensions. It is a valuable resource for policymakers, journalists, researchers and students.
