Nation states and minorities resort more and more to violence when safeguarding their political interests. Although the violence in the Middle East has been dominating world politics for some time now, European governments have had their share of ethnic violence to contend with as this volume demonstrates. And as the case studies show, ranging as they do from the Basque Country to Chechnya, from Northern Ireland to Bosnia-Herzegovina, this applies to western Europe as much as to eastern Europe. However, in contrast to other parts of the world, instances where political struggles for power and social inclusion between minorities and majorities lead to full-fledged inter-ethnic warfare are still the exception; in the majority of cases conflicts are successfully de-escalated and even resolved. In a comprehensive conclusion, the volume offers a theoretical framework for the development of strategies to deal with violent ethnic conflict.

This book seeks to refine our understanding of transitional justice and peacebuilding, and long-term security and reintegration challenges after violent conflicts. As recent events following political change during the so-called 'Arab Spring' demonstrate, demands for accountability often follow or attend conflict and political transition. While traditionally much literature and many practitioners highlighted tensions between peacebuilding and justice, recent research and practice demonstrates a turn away from the supposed 'peace vs justice' dilemma. This volume examines the complex relationship between peacebuilding and transitional justice through the lenses of the increased emphasis on victim-centred approaches to justice and the widespread practices of disarmament, demobilization, and reintegration (DDR) of excombatants. While recent volumes have sought to address either DDR or victim-centred approaches to justice, none has sought to make connections between the two, much less to place them in the larger context of the increasing linkages between transitional justice and peacebuilding. This book will be of great interest to students of transitional justice, peacebuilding, human rights, war and conflict studies, security studies and IR.
The EU's self promotion as a 'conflict manager' is embedded in a discourse about its 'shared values' and their foundation in a connection between security, development and democracy. This book provides a collection of essays based on the latest cutting edge research into the EU's active engagement in conflict management. It maps the evolution of EU policy and strategic thinking about its role, and the development of its institutional capacity to manage conflicts. In this volume, Japan's alliance with the US is examined with reference to defence production and technology-sharing. The alliance's post-Cold War relevance is considered, and it is argued that there is a danger of significant tensions arising in the relationship from parallel rather than identical national interests. A widening gap between the respective interests forms a potentially fatal flaw in the relationship. Failure to move beyond bilateralism to multilateral answers threatens to indermine the search for regional peace.

This volume examines and evaluates the impact of international statebuilding interventions on the political economy of post-conflict countries over the past 20 years. Through detailed comparative analysis of key statebuilding policies and case studies, this handbook analyzes how international interventions have shaped political and economic dynamics and structures -- both formal and informal -- and what kind of state, and what kind of state-society relations have been created as a result. The volume aims to offer a more nuanced understanding of the complex impact of statebuilding practices on post-conflict societies, and of the political economy of post-conflict statebuilding. The book systematically examines the impact of statebuilding policies through the analysis of ten statebuilding interventions (ranging from governance conditionalities and assistance to full-fledged international administration), and of three cross-cutting thematic areas: institution-building and representation; economic reform; and the approaches of selected international statebuilding actors (i.e. the UN or the IFIs). Questions examined by the chapters include: * How have statebuilding policies affected the relationship between formal and informal economic and political institutions? * How are international statebuilding policies mediated through local political structures? * How have outside interventions affected the balance between different political groups in a post-conflict country? * To what extent have statebuilding policies led to a change or to the resurfacing of old elites? The history of development is one marked by insecurities, violence, and persistent conflict. It is not surprising, therefore, that development is now thought of as one of the central challenges of world politics. However, its complexities are often overlooked in scholarly analysis and among policy practitioners, who tend to adopt a technocratic approach to the crisis of development and violence. This book brings together a wide range of contributions aimed at investigating different aspects of the history of development and violence, and its implications for contemporary efforts to consolidate the development-security nexus. From environmental concerns, through vigilante citizenship, to the legacies of armed conflicts during and after decolonization, the different chapters reconstruct the contradictory history of development and critically engage contemporary responses and their implications for social and political analyses. In examining violence and insecurity in relation to core organising principles of world politics the contributors engage the problems associated with the nation state and the inter-state system and underlying assumptions of the promises of progress. The book offers a range of perspectives on the contradictions of development, and on how domination, violence and resistance have been conceived. At the same time it exemplifies the relevance of alternative methodological and conceptual approaches to contemporary challenges of development. Analysing the relationship between civil society and the state, this book lays bare the assumptions informing peacebuilding practices and demonstrates through empirical research how such practices have led to new dynamics of conflict. The drive to establish a sustainable liberal peace largely escapes critical examination. When such attention is paid to peacebuilding practices, scholars tend to concentrate either on the military components of the mission or on the liberal economic reforms. This means that the roles of Non-Governmental Organizations (NGOs) and the impact of attempting to nurture Northern forms of civil society is often overlooked. Focusing on the case of Cambodia, this book seeks to examine the assumptions underlying peacebuilding policies in order to highlight the reliance on a particular, linear reading of European / North American history. The author argues that such policies, in fostering a particular form of civil society, have affected patterns of conflict; dictating when and where politics can occur and who is empowered to participate in such practices. Drawing on interviews with NGO representatives and government representatives, this volume will assert that while the expansion of civil society may resolve some sources of conflict, its introduction has also created new dynamics of contestation. This book will be of much interest to students of peacebuilding, conflict resolution, development studies, S.E. Asian politics, and IR in general.
This volume examines how European institutions, the European Union in particular through its policy of conditionality, have shaped the post-conflict reconstruction of the Western Balkans. From state-building to democratization and environmental policies, this book explores whether and in what ways the EU has been successful in consolidating states and democracy in the Balkans. In addition to requiring countries to be ready to join the European Union, the EU has also set new conditions in an effort to become the prime international organization involved in stabilizing the Western Balkans after the wars of the 1990s. Its record has been mixed: the conditions of the EU have often been haphazard and were frequently not followed through. In addition, enlargement towards the Western Balkans has been slow and marred by open questions over the stability of some countries in the region. This volume assesses the EU's struggle to transform the societies through conditionality and whether the offer of EU membership is enough to build stable democracies. This book was published as a special issue of Europe-Asia Studies.
"Diplomatic Interventions" argues that war is a social
construction. In so doing, it unsettles the definition of
intervention, as a coercive interference by one state in the
affairs of another, to examine the range of communicative or
'diplomatic' practices which through their presence modify the
experience of war. The tension between claims that war is pervasive
and that war is a social construct is analysed in relation to a
range of moral, legal, military, economic, cultural, and
therapeutic interventions. The concluding chapter highlights how
the book itself is a critical intervention that requires us look at
again from a new angle at international practice. |
