It was a time of civil war and economic shift from an agrarian to an industrial society for the 1,390 speakers of state houses of representatives profiled in this unique biographical dictionary. The political climate and characteristics of the politicians as a group are surveyed in introductory material. This is followed by biographical entries which include a list of sources. The cumulated bibliography, arranged by state, is valuable. . . . There is no other such directory.

"Library Journal"

On the whole it is a useful compilation, providing a starting point for research into the lives of a cross-section of legislators in this period. . . . A necessary purchase for research libraries; recommended to all academic libraries with strong collections in state history. "Choice"

During the years 1850-1910, the United States evolved from an agrarian to an industrial political economy. By the end of the century, industrialization has shifted the entire political system toward national government power, beginning a trend that continues today.

An understanding of the importance of state government and, in particular, of the lower houses of the legislatures at this time is crucial to an understanding of how American politics was transformed in the second half of the nineteenth century. This study compares the speakers of these influential nineteenth-century American political bodies and focuses on the legislative issues of the period. The largest collection of biographical data of its kind to date, the book profiles the 1,390 speakers in the period from 1850 to 1910. The collective career analysis of the individuals covered provides an unprecedented exploration of the socioeconomic issues, the governmental processes, and the political behavior of the times to allow a more thorough understanding of the transition from an agrarian to an industrial state. This comprehensive study of state political power will provide fresh insight into the American legislative system of the latter half of the nineteenth century and will be of special value to scholars of American political history and political science.

Rewriting the United States Constitution - An Examination of Proposals from Reconstruction to the Present (Hardcover): John R.... Rewriting the United States Constitution - An Examination of Proposals from Reconstruction to the Present (Hardcover)
John R. Vile
R2,805 R2,539 Discovery Miles 25 390 Save R266 (9%) Ships in 10 - 15 working days

Since the Reconstruction period, there have been over forty proposals to rewrite the U.S. Constitution. John Vile's unique historical study analyzes all of these proposals within the framework of the constitutional amending process. In each case Vile examines the substance of the proposal, its goals and methods, the response to the proposal, and its overall influence--concluding that the Constitution in its current form faces no immediate threats. He finds no convincing cases for a new Constitution and believes that most perceived defects can be remedied with less drastic measures. The study illuminates issues of constitutional change, stressing the importance of understanding alternative forms of government and the basis for their support. While immediate change is not likely, constitutional change will ultimately come, and when it does, earlier criticisms and suggestions may help to set the agenda. Proposals for change are critiques which help to identify strengths and weaknesses in the current system. In addition, examinations of past proposals reveal how people view the Constitution during crises. This work will be particularly useful for political scientists, historians, lawyers, and individuals interested in, or involved with, efforts for constitutional change.

R2,640 Discovery Miles 26 400 Ships in 18 - 22 working days

The 1990s promise to be a period of rapid political change, as old political boundaries dissolve and new political forces emerge. These changes throw into question our understanding of capitalism and socialism, of the character of the nation state and of the relationship between the economy and the state. However, these changes are only the culmination of developments which have been unfolding over the past two decades. The papers collected in this volume were originally written to look behind day-to-day events so as to understand the deeper roots of the crisis of the state in the 1970s. While subsequent developments have brought out the superficiality of many earlier analyses of the capitalist state, they have confirmed the incisiveness and wider relevance of the approach to the state developed in the course of the debates within the Conference of Socialist Economists, on which this volume primarily draws. The book includes a comprehensive introductory survey, which sets the contributions collected here within the context of the wider debate. The book should be of interest to all those concerned with understanding contemporary political developments, as well as providing essential

This multidisciplinary book examines the diverse ways in which environmental disasters with compounding impacts are being governed as they traverse sovereign territories across rapidly urbanising societies in Asia and the Pacific. Combining theoretical advances with contextually rich studies, the book examines efforts to tackle the complexities of cross-border environmental governance. In an urban age in which disasters are not easily contained within neatly delineated jurisdictions, both in terms of their interconnected causalities and their cascading effects, governance structures and mechanisms are faced with major challenges related to cooperation, collaboration and information sharing. This book helps bridge the gap between theory and practice by offering fresh insights and contrasting explanations for variations in transboundary disaster governance regimes among urbanising populations in the Asia-Pacific.

The Elusive Promise of NGOs in Africa - Lessons from Uganda (Hardcover): S. Dicklitch The Elusive Promise of NGOs in Africa - Lessons from Uganda (Hardcover)

This work challenges the dominant discourse of neo-liberalism which places NGOs and civil society at the forefront of democratization and development in Africa. Based on nine months field research in Uganda, the study draws on evidence from the successfully liberalizing country and shows how NGO potential for democratization and development has been subverted by state directives, structural conditions and historical conditions, as well as the internal limitiations of NGOs.

R6,151 Discovery Miles 61 510 Ships in 10 - 15 working days

By describing and analysing the process which precedes decision-making in the Council of Ministers, an insider's view is presented in this book of the process of decision-making in the European Union. The main subject is the Permanent Representatives Committee, comprising Ambassadors of the Member States to the European Union, the Permanent Representatives. Coreper has the general responsibility for preparing the work of the Council.

The book is based on a legal thesis, which was published in Dutch at the end of 1993. For the English version the text has been revised and, where necessary, updated. The content, which is largely derived from practical experience, should provide a clearer picture of the current state of affairs of European integration in general, and the functioning of the European institutions in particular. To this extent the book serves the political objective of creating transparency in the decision-making of the European Union.

Audience:

All those working in the public services, international organizations, universities, liberal professions and economic life whose everyday work brings them into contact with aspects of the European Union and its institutions.

This is a comparative study of nationalism and nation-building in Quebec, Catalonia and Scotland. All are historic nations within larger states. Nationalism is presented as a mechanism for dealing with the place of the territorial society in the new order. It is no longer concerned with the creation of a traditional nation state, but with maximizing autonomy in a world where the nation state has lost its old powers and status.

The fall of the Soviet Union was one of the most dramatic events of this century. It was also one of the most surprising. Perhaps because many Sovietologists neglected its status as an empire, most Americans were taken completely by surprise when the USSR began its precipitous collapse under Mikhail Gorbachev. This book subjects the Soviet Union as an empire to systematic scrutiny, using tools and methods at the disposal of modern political science. Foreign policy specialists, defense experts, and Russian area analysts will find this book essential. The book is also recommended for undergraduate and graduate courses in Russian and Soviet history and the study of empires.

France and European Integration - Toward a Transnational Polity? (Hardcover, New): Michel R. Gueldry France and European Integration - Toward a Transnational Polity? (Hardcover, New)
Michel R. Gueldry

Gueldry analyzes the substantive transformations brought upon the French state by European integration through an incremental and cumulative process generally described as Europeanization. This restructuring is characterized by the erosion of traditional political and economic parameters, the emergence of new means and models of public action, and a general paradigmatic redefinition, including a search for renewed political legitimacy by French elite.

Covering the period from 1957 to the present, Gueldry examines how regional integration affects French governmental structures, public policies, political processes, and culture. He emphasizes the post-Single European Act (February 1986) period because of the accelerating momentum of the integration process after this milestone treaty. Students, scholars, and policy makers involved with EU history, institutions, and policies will be particularly interested in the work.

National Security Law and the Power of the Purse (Hardcover, New): William C. Banks, Peter Raven-Hansen National Security Law and the Power of the Purse (Hardcover, New)
William C. Banks, Peter Raven-Hansen
R3,022 Discovery Miles 30 220 Ships in 10 - 15 working days

The ideal model of national security decision making, whereby the legislative branch authorizes action to protect national security and the executive branch takes it, has broken down due to the speed and unpredictability of foreign crises and the president's monopoly on foreign intelligence. In response, Congress has ceded the initiative to the president, and then utilized the power of the purse to ratify or restrict what the president has done. This power, by necessity and preference, has become the central congressional tool for participating in national security policy. Inevitably attacks on policy are transformed into attacks on the making and effects of appropriations. In National Security Law and the Power of the Purse, William C. Banks and Peter Raven-Hansen offer a compelling discussion of the constitutional and statutory questions raised by these attacks and in the process suggest answers to these recurring questions. They look at the early history of the power of the purse in national security affairs to illustrate that appropriations for national security have historically played a special substantive role in controlling executive uses of the war power. The authors use this history as a basis for exploring the mechanics and scope of the power of the purse in contemporary national security, presenting Vietnam War appropriations and the Boland Amendments as case studies. National Security Law and the Power of the Purse offers a sophisticated and provocative primer on the power of the purse in national security law. It is essential reading for scholars and students of law and government, public administration, and national security and foreign affairs.

Most people believe that criminal justice in Colombia is rife with impunity and corruption. Elvira María Restrepo delves beneath such beliefs to reveal a system driven at a fundamental level by fear and distrust from outside the system itself. With the present difficulties in the country tantamount to a state of irregular war, the judiciary is in crisis. It has to contribute to the construction of peace and the reconstruction of trust, or perish.

Change in Eastern Europe (Hardcover, New): Robert Weiner Change in Eastern Europe (Hardcover, New)
Robert Weiner

The Revolutions of 1989 were a surprise to Kremlinologists because their models of change overestimated the staying power of ruling communist elites; at the same time civil society was able to form alternative political cultures which undermined the legitimacy of the socialist order. The Revolutions were the result of a prolonged systemic crisis of communism, combined with the unwillingness of Gorbachev to use force to maintain the Eastern European rulers in power. Civil society lost its fear of the repressive apparatus of the communist system as the ruling elites became increasingly disunited as to how to best respond to the crisis. After the Revolutions, other surprises were in store as the transition unfolded and the process of democratic consolidation encountered unanticipated obstacles.

Weiner details these issues in one of the most up-to-date examinations of change in East Europe. After reviewing the history of the region and the imposition of communism, he analyzes the collapse of communism and the efforts to create stable alternatives country-by-country. In addition, he examines models of change and the foreign policies of the region. An indispensable guide to the area that will be of value to political scientists and others concerned with contemporary Eastern Europe.

In Western, developing, and totalitarian countries alike, the armed forces are powerful political organizations that play key roles in domestic politics. Yet, the literature on civilian-military relations provides few comparative examinations of the military's political role. In 27 chapters devoted to representative countries, this handbook looks at the varying roles the military plays around the world. Political role is defined as substantial and purposeful involvement in the making and allocating of wealth and social and political values. Using this definition, each chapter traces the historical background of civil-military relations in the country, identifies and analyzes the processes the military uses to exert political influence, evaluates the success and results of the military's political role, and projects future developments.

As with any dynamic, organic body, the armed services in various countries change quickly and sometimes upredictably. The purpose of this book is beyond merely reporting whether a particular military is in the barracks as the 20th century draws to a close. Rather, the book offers analyses on the role that militaries have played in their societies, the historical forces that have shaped those roles, the socioeconomic constraints on them in the past, present, and anticipated in the future, and the current positions that armed forces have occupied in the last decade of the century.

Michael Burgess
R3,614 Discovery Miles 36 140 Ships in 10 - 15 working days

In Search of the Federal Spirit examines federal theory in the context of the new federal models that have sprung into existence since the end of the Cold War. It utilises the federal spirit as a conceptual lens through which to explore the revival of federalism in the post-Cold War era - especially in the 1990s - and it seeks to place the emergence of these new models in the theoretical context of federal state formation. By examining the approaches of five major contributors to the nature and meaning of federalism - Kenneth Wheare, William Livingston, William Riker, Carl Friedrich, and Daniel Elazar - the book identifies several different expressions of the federal spirit that together constitute its basic political values and principles rooted in liberal democracy. The book explains how and why the federal spirit can survive and prosper only in conditions of liberal democracy which allow these federal values and principles to be freely expressed. In this way the book will connect the five distinctive approaches to understanding federalism and their peculiar interpretation of the federal spirit to the emergence of the new models. This chain of reasoning leads us to look not only at federal state formation based upon formal federal constitutions but also to include the evolution of federal political systems that are an integral part of the post-Cold War revival of federalism. The new federal models are the Russian Federation, Belgium, the European Union, Ethiopia, Bosnia-Herzegovina, Nigeria, Venezuela, and Iraq while Spain, Italy, South Africa, Argentina, and the United Kingdom have each fashioned their own form of federal system in practice. The logic of the argument based upon the federal spirit leads not only to a revisionist framework of analysis to explain the key conditions of future federal state formation but it also prompts a major reconsideration of the conventional conceptual framework of analysis in federalism and the proposal of a new classification of "federal democracies". Confirmation of the firm links between federalism and liberal democracy is further underlined by a detailed examination of the conceptual relationships between civil society, political culture, and liberal democratic constitutionalism. The federal spirit is shown to be multidimensional in its properties and the book concludes with three cases studies of Ethiopia, Bosnia-Herzegovina, and Iraq that establish federalism as essentially a way of thinking - a mindset - about creating political stability in deeply divided societies by creating federations.

The Process of Politics in Europe - The Rise of European Elites and Supranational Institutions (Hardcover): Katja Seidel The Process of Politics in Europe - The Rise of European Elites and Supranational Institutions (Hardcover)
Katja Seidel
R4,629 Discovery Miles 46 290 Ships in 10 - 15 working days

With the launch of the European integration process after World War II, a new type of administration emerged which was neither an international organisation nor a national administration. Drawing on extensive archival records and oral history interviews, this book is the first comprehensive study of the High Authority of the European Coal and Steel Community (ECSC) and the Commission of the European Economic Community (EEC), and their personnel, the European civil servants. This administrative elite was to have a vital influence on the European integration process, devising and administering key European policies such as the Common Agricultural Policy. Katja Seidel combines administrative and biographical history and provides significant insights into the origins of Europe's supranational institutions and the administrative cultures that developed in them. She effectively shows how European administrative elites and supranational administrations are vital to understanding the process of politics in Europe. This book will be invaluable for scholars of politics, history and the development of European integration.

Dilemmas of European Integration - The Ambiguities and Pitfalls of Integration by Stealth (Hardcover, New): Giandomenico Majone Dilemmas of European Integration - The Ambiguities and Pitfalls of Integration by Stealth (Hardcover, New)
Giandomenico Majone
R3,603 Discovery Miles 36 030 Ships in 10 - 15 working days

If one lesson emerges clearly from fifty years of European integration it is that political aims should be pursued by overtly political means, and not by roundabout economic or legal strategies. The functionalist strategy of promoting spillovers from one economic sector to another has failed to achieve a steady progress towards a federal union, as Jean Monnet and other functionalists had hoped. On the other hand, the unanticipated results of 'integration through law' have included over-regulation and an institutional framework which is too rigid to allow significant policy and institutional innovations. Thus, integration by stealth has produced sub-optimal policies and a steady loss of legitimacy by the supranational institutions. Both the functionalist approach and the classic Community Method are becoming obsolete. This major new statement from a leading European scholar provides the most thorough analysis currently available of the pitfalls and ambiguities of 50 years of European integration, without losing sight of its benefits. Majone provides a clear demonstration of how a number of European policies - including environmental protection - lack a logically defensible rationale, while showing how, in other cases, objectives may be better achieved by re-nationalizing the policy in question. He also shows how, in an information-rich environment, co-ordination by mutual adjustment becomes possible, meaning that member states are no longer as dependent on central institutions as in the past. He explains how the challenge for future research is to investigate methods-other than delegation to supranational institutions-by which member states can credibly commit themselves to collective action. Dilemmas of European Integration concludes by explaining exactly why the model of a United States of Europe is bound to fail-not just due to lack of popular support, but because it finds itself unable to deliver the public goods which Europeans expect to receive from a full fledged government. Although failing as a would-be federation, the present Union could become an effective confederation, built on the solid foundation of market integration. The new Constitutional Treaty, Majone argues, seems to point in this direction.

In an era of unprecedented budget problems, can Congress establish legislative procedures to facilitate making politically difficult budget decisions? If we keep fixing the process, why are the policies and politics so fouled up? This book provides an extensive answer to these questions. Focusing exclusively on the House of Representatives, the author assesses whether current congressional budget procedures, namely the 302 process and reconciliation, have been created, designed, and maintained to achieve greater budget restraint. He defines the critical concept of procedural budget restraint as a procedural outcome in which spending decisions are less than what would have occurred in the absence of the procedure.

Solimine and Walker provide a comprehensive examination of all the major issues revolving around judicial federalism- the sharing of judicial power between the 50 states and the federal government. They make the case that the existence and operation of this system is healthy for the development of law and the protection of liberty.

This theme is developed through a discussion of the major issues in the literature of judicial federalism: federalism and rights, the parity of the state and federal courts, the civil litigation system, state court interpretations of their own constitutions, and the relationship of ideology to judicial federalism. Recognizing that there are and always have been serious shortcomings in this system, the author points out that these problem areas can be remedied; the start of this remedial process necessitates a respect for the judicial institutions of the state. Solimine and Walker envision the beginning of a dialogue among practitioners, academics, and concerned citizens on how best to improve the current system in order to halt the threats to diversity posed by increasing federal domination of the judicial system.
