From the mid-19th century to the early Cold War, the United States has a long history with China, and that interaction has not always been positive or productive. This brief history of foreign intervention in China, viewed through the experiences of the United States Marines, examines how the occupying powers dealt with a fellow sovereign nation. In many cases this involved the partition or outright absorption of Chinese territory through naked aggression. Clark contends that, considering the past two centuries, the Chinese have good reason to distrust all foreigners, and he urges the pursuit of a badly needed rapprochement.

This is, however, also the story of the evolution of the Marine Corps as a separate service. Although an occupying force, the Marines did make considerable efforts to earn the friendship of the Chinese people. Always on the brink of extinction due to budgetary cuts and the enmity of the army and navy, the Marines managed to perform an onerous and difficult duty in a foreign land. With a resurgent China constantly testing the United States, a fellow Pacific Rim nation, every policymaker should be well aware of the often difficult history that we share and the mistakes that have been made in the past.

The State of Israel is the only Western state where the majority of lands are still owned by the State and by a public body related to it (The Jewish National Fund). At the root lies the divine command stating that the Land of Israel belongs to God and therefore should not be traded in perpetuity (Leviticus 25). This principle has been applied to almost all of the State lands, and was established in a Basic Law. Since the 1980s there were many pressures in Israel to privatize at least part of the State's and JNF's lands, due to the general privatization process of Israel's economy, the deepening globalization process, and the transformation of Israel to an individualistic society. However, only a small portion of the lands were privatized, constituting 4% of the area of Israel. The book is based wholly on primary sources. It describes and analyzes the history of the ideological, social and legal processes that took place and their development since the beginning of the 20th century until today - processes that brought about the unique phenomenon of the State of Israel as an advanced capitalistic state whose lands are mostly state-owned.

Modern Asian economic history has often been written in terms of Western impact and Asia's response to it. This volume argues that the growth of intra-regional trade, migration, and capital and money flows was a crucial factor that determined the course of East Asian economic development. Twelve chapters are organized around three main themes. First, economic interactions between Japan and China were important in shaping the pattern of regional industrialization. Neither Japan nor China imported technology and organizations, and attempted to "catch up" with the West alone. Japan's industrialization took place, taking advantage of the Chinese merchant networks in Asia, while the Chinese competition was a critical factor in the Japanese technological and organizational "upgrading" in the interwar period. Second, the pattern of China's integration into the international economy was shaped by the growth of intra-Asian trade, migration, and capital flows and remittances. While the Western impact was largely confined to the littoral region of China, intra-Asian trade was more directly connected with China's internal market. Both the fall of the imperial monetary system and the rise of economic nationalism in the early twentieth century reflected increasing contacts with the Asian international economy. Third, a study of intra-Asian trade and migration helps us understand the nature of colonialism and the international climate of imperialism. In spite of the adverse political environment, East Asian merchant and migration networks exploited economic opportunities, taking advantage of colonial institutional arrangements and even political conflicts. They made a contribution to national and regional economic development in the politically more favourable environment after the Second World War, by providing the valuable expertise and entrepreneurship they had accumulated prewar. The character of the international order of Asia, governed by Western powers, especially Britain, but shared also by Japan for most of the period, was "imperialism of free trade", although it eventually collapsed by the late 1930s.

In this study of the life and work of Saint-Nazaire's shipbuilding workers in the 30 years before World War I, Schuster shows that the consequences of industrial production for workers differed sharply according to their resources and experiences. She details the competing identities and divergent values maintained by shipbuilding workers, demonstrating that they were fostered by the interaction between state programs, industrial production, and the traditions pursued in the local realm. Third Republic economic policies for shipbuilding promoted unemployment and worker dependence on state officials over union leaders, and the uneven application of capitalist methods of production meant multiple workplace experiences that further undercut association.

A workforce composed of industrial workers and agricultural producers brought markedly different priorities to the workplace. Urban-dwelling industrial workers proved dependent on shipbuilding, while workers commuting from La Grande Bri DEGREESDere, a nearby marshland, were property-owning producers, mostly peat-cutters, with traditions of self-government and a commanding community identity. They turned to ship production precisely to maintain rural settlement and agricultural production. These divergent values and responses to industrial work, in conjunction with multiple barriers to association, generated separate and even contrary labor concerns and protests.

In 1898, when war with Spain seemed inevitable, Andrew Summers Rowan, an American army lieutenant from West Virginia, was sent on a secret mission to Cuba. He was to meet with General Calixto Garcia, a leader of the Cuban rebels, in order to gather information for a U.S. invasion. This book offers a new interpretation of the origins of Russian Marxism, placing it firmly within the folds of the western European socialist movement. Moira Donald argues that the chief theoretician of German Marxism, Karl Kautsky, was a primary influence on Lenin and the Russian Social Democratic Party, and that only the revolution of 1917 severed the Bolsheviks from mainstream orthodox Marxism. Donald contends that Lenin's thought was neither original nor especially significant in the development of Marxism, but that his ability lay in adapting his ideas to fit his revolutionary strategy. She places Lenin's writings in their historical context, showing that they were written as individual pieces, each with a specific aim and often directed within the Party. Lenin was a tactician rather than a thinker, says Donald, and even those areas of his thought that seem most original - the party, the role of the intelligentsia, and imperialism - reveal his significant debt to Kautsky. According to Donald, Lenin was not the only Russian Marxist to borrow ideas from Kautsky: Trotsky's theory of permanent revolution, which was to prove crucial when it was taken up by the Bolsheviks in 1917, was also influenced by Kautsky's thought. Kautsky's relationship with the Russian Social Democratic Party has been widely underestimated because of the later split between them. Using a wide range of published and unpublished sources, Donald reveals how important Kautsky's role was in formulating the ideology of the Bolsheviks - the only effective revolutionary party in the socialist movement. Examining the press as a cultural production of the Italian immigrant community, this book investigates how this immigrant press constructed race, class, and identity from 1886 through 1920. Their frequent coverage of racially charged events of the time, as well as other topics such as capitalism and religion, reveals how these papers constructed a racial identity as Italian, American, and white.

The Anglo-Irish Union of 1800 which established the United Kingdom of Great Britain and Ireland made British ministers in London more directly responsible for Irish affairs than had previously been the case. The Act did not, however, provide for full integration, and left in existence a separate administration in Dublin under a Viceroy and a Chief Secretary. This created tensions that were never resolved. The relationship that ensued has generally been interpreted in terms of 'colonialism' or 'post-colonialism', concepts not without their problems in relation to a country so geographically close to Britain and, indeed, so closely connected constitutionally. Governing Hibernia seeks to examine the Union relationship from a new and different perspective. In particular it argues that London's policies towards Ireland in the period between the Union and the Anglo-Irish Treaty of 1921 oscillated sharply. At times, the policies were based on a view of an Ireland so distant, different, and violent that (regardless of promises made in 1800) its government demanded peculiarly Hibernian policies of a coercive kind (c. 1800-1830); at others, they were based on the premise that stability was best achieved by a broadly assimilationist approach - in effect attempting to make Ireland more like Britain (c. 1830-1868); and finally they made a return to policies of differentiation though in less coercive ways than had been the case in the decades immediately after the Union (c. 1868-1921). The outcome of this last policy of differentiation was a disposition, ultimately common to both of the main British political parties, to grant greater measures of devolution and ultimately independence, a development finally rendered viable by the implementation of Irish partition in 1921/2.

Jewish Souls, Bureaucratic Minds examines the phenomenon of Jewish bureaucracy in the Russian empire-its institutions, personnel, and policies-from 1850 to 1917. In particular, it focuses on the institution of expert Jews, mid-level Jewish bureaucrats who served the Russian state both in the Pale of Settlement and in the central offices of the Ministry of Internal Affairs in St. Petersburg. The main contribution of expert Jews was in the sphere of policymaking and implementation. Unlike the traditional intercession of shtadlanim (Jewish lobbyists) in the high courts of power, expert Jews employed highly routinized bureaucratic procedures, including daily communications with both provincial and central bureaucracies. Vassili Schedrin illustrates how, at the local level, expert Jews advised the state, negotiated power, influenced decisionmaking, and shaped Russian state policy toward the Jews. Schedrin sheds light on the complex interactions between the Russian state, modern Jewish elites, and Jewish communities.
