Despite labour shortages and rapidly shrinking working-age populations, Japan, South Korea, and Taiwan shared restrictive immigration policies and exclusionary practices toward immigrants until the early 2000s. While Taiwan maintained this trajectory, Japan took incremental steps to expand immigrant services at the grassroots level, and South Korea enacted sweeping immigration reforms. How did convergent policies generate these divergent patterns of immigrant incorporation? Departing from the dominant scholarship that focuses on culture, domestic political elites, and international norms, this book shows the important role of civil society actors - including immigrants themselves - in giving voice to immigrant interests, mobilizing immigrant actors, and shaping public debate and policy on immigration. Based on more than 150 in-depth interviews and focus groups with over twenty immigrant communities, Immigrant Incorporation in East Asian Democracies examines how the civic legacies of past struggles for democracy shape current movements for immigrant rights and recognition.

Despite its image as an epicenter of progressive social policy, New York City continues to have one of the nation's most segregated school systems. Tracing the quest for integration in education from the mid-1950s to the present, The Battle Nearer to Home follows the tireless efforts by educational activists to dismantle the deep racial and socioeconomic inequalities that segregation reinforces. The fight for integration has shifted significantly over time, not least in terms of the way "integration" is conceived, from transfers of students and redrawing school attendance zones, to more recent demands of community control of segregated schools. In all cases, the Board eventually pulled the plug in the face of resistance from more powerful stakeholders, and, starting in the 1970s, integration receded as a possible solution to educational inequality. In excavating the history of New York City school integration politics, in the halls of power and on the ground, Christopher Bonastia unearths the enduring white resistance to integration and the severe costs paid by Black and Latino students. This last decade has seen activists renew the fight for integration, but the war is still far from won.

This text brings together a collection of empirical studies focusing on the relationships which minority ethnic audiences have with and to media texts, both mainstream and minority. The media which comprise the focus for the essays include television, film, advertising, magazines and the press. The field of media studies has moved beyond the model of media consumer as passive recipient towards individuals and groups who are altogether more engaged, responsive and critical. But studies of the interactive media consumer often fail to consider the specific characteristics of "race" and ethnicity which come into play for minority ethnic audiences, and this book aims to add to the limited knowledge of the ways in which ethnic markers intervene in textual understanding and contestation.

This book develops the concept of racialisation. It argues that a full understanding of racialized discourse must pay attention to both the particular local circumstances in which they appear, and well-established themes which have unfolded over time. An important aspect of the study is the examination of other discourses with which racialized ideas have co-joined, reflecting the way in which notions of 'race' are socially constructed. The final part of the book returns to debates of the 1980's and argues that the racialisation of unrest in that decade was closely intertwined with conservative perspectives which sought to deny socio-economic causes in favour of explanations based upon the supposed cultural or personal proclivities of those involved.

Contributing to existing literature on ethnic studies in China, this book is a study of minority subjective experiences in China, using Uyghur Muslims as a case study. By examining Uyghur conceptions of family and society, it investigates whether or not ethnic minorities are culturally capable of understanding and internalizing global norms on equality, community, citizenship, trust, justice and wellbeing. Specifically, it empirically examines Uyghur perceptions of issues such as spousal relations, parenting, community engagement and life satisfaction. Using data gathered from fieldwork in UErumchi, the author is able to show that there is in fact a high degree of Uyghur conformity to global norms on family and society. In the contemporary context of an Islamic revival and a recent resurgence of Uyghur nationalism, the evidence presented in this book is particularly important to the understanding of the Uyghur ethnic group and other minorities in the region. This book uses the discourse of religious liberty, often expressed as one favoring a separation between church and state, to explore racial differences during an era of American empire building (1750-1900). Discussions of religious liberty in America during this time often revolved around the fitness of certain ethnic or racial groups to properly exercise their freedom of conscience. Significant fear existed that groups outside the Anglo-Protestant mainstream might somehow undermine the American experiment in ordered republican liberty. Hence, repeated calls could be heard for varying forms of assimilation to normative Protestant ideals about religious expression. Though Americans pride themselves on their secular society, it is worth interrogating the exclusive and even violent genealogy of such secular values. When doing so, it is important to understand the racial limitations of the discourse of religious freedom for various aspects of American political culture. The following account of the history of religious liberty seeks to destabilize the widespread assumption that the dominant American culture inevitably trends toward greater freedom in the realm of personal expression.

Non-territorial autonomy is an unusual method of government based on the notion of the devolution of power to entities within the state which exercise jurisdiction over a population defined by personal features (such as opting for a particular ethnic nationality) rather than by geographical location (such as the region in which they live). Developed theoretically by Karl Renner in the early twentieth century as a mechanism for responding to demands for self-government from dispersed minorities within the Austro-Hungarian empire, it had earlier roots in the Ottoman empire, and later formed the basis for constitutional experiments in Estonia, in Belgium, and in states with sizeable but dispersed minorities. More recently, efforts have been made to apply it in respect of indigenous communities. This approach to the management of ethnic conflict has attracted a small literature, but there is no comprehensive overview of its application. The intention of this volume is to fill this gap, for the first time offering a comparative assessment of the significance of this political institutional device. This book describes racist rule in Hawai'i during the first half of the twentieth century and how statehood made possible a fundamental transformation. Based on a multicultural ethos, top political power shifted from Whites to Japanese and later to other racial groups. Racism was eliminated in the economy, environmental policies were modified, government operations became more multicultural, and the desires of Native Hawaiians to recover what had been lost from the days of the Kingdom of Hawai'i were placed on legal and political agendas. Even before statehood, Hawai'i's example of school integration gave birth to the movement resulting in Brown v Board of Education. Afterward, the Aloha State was the first to adopt many reforms: unrestricted abortion, universal health care insurance, an Equal Rights Amendment, a State Ombudsman, neighborhood boards, classifying Whites as a "minority" in affirmative action, banning strip searches of females, and dozens of other innovative reforms that have been adopted elsewhere. Hawai'i remains the only state that is officially bilingual, has required mediation before foreclosures, celebrates an Islam Day, prohibits discrimination based on credit history and breastfeeding, bans smoking until the age of 21, disallows plastic bags, has declared an end to the use of fossil fuels by 2045, and has adopted many other measures that lead the world. This book explains how developments in the Aloha State, which have provided leadership to the United States, may be copied elsewhere, primarily based on the technique of reverse cultural engineering, which is the unrecognized basis for legal systems around the world.

Investigating the connections between multiculturalism, minorities, citizenship, and democracy in North Africa, this book argues that multiculturalism in this region- and in the Arab world at large - has reached a significant level in terms of scale and importance. In the rest of the world, there has been a trend - albeit a contested one - toward a greater recognition of minority rights. The Arab world however, particularly North Africa, seems to be an exception to this trend, as Arab states continue to promote highly unitary and homogenizing ideas of nationhood and state unity, whilst discouraging, or even forbidding, minority political mobilization. The central theoretical premise of this book is that North Africa is a multicultural region, where culture is inherently linked to politics, religion, gender, and society, and a place where democracy is gradually taking root despite many political and economic hurdles. Visitors to Thailand's urban and beach-sided tourist hotspots notice the presence of colourful and predominantly female vendors offering self-made and mass-manufactured products. A high percentage of these vendors are members of the highland ethnic minority group of Akha who have become micro-entrepreneurs or self-employed street vendors. The work and everyday life experiences of these ethnic minority migrants are situated at the intersections of tourism, migration, and the informal sector. This book investigates the social, economic, and political embeddedness of street vendors in urban tourist contexts in Thailand. Based on extensive field research, it presents a detailed analysis of urban-directed mobility patterns and revealing strategies and dilemmas in the urban souvenir business. Focusing on the development of urban ethnic minority souvenir stalls run mostly by people belonging to the highland group of Akha, the author explains the spatial expansion of ethnic businesses and assesses the economic and political obstacles micro-entrepreneurs are confronted with. The book offers an understanding of the everyday practices and social relations of and between unequally powerful actors related to ethnic minority tourism in urban contexts, and systematically integrates individual and collective action into socio-economic and politico-institutional contexts. Multiculturalism in Western countries continues to grow, but responsiveness to it with culturally sensitive research, policy and practice has been slower to develop. This lag could be accused of enabling institutional racism - that is, culturally insensitive practices and policies can cause or perpetuate harm to non-mainstream children and families, the very thing that child protection systems are set up to address. Thus, it is critical that the field has a resource that clearly and comprehensively outlines the characteristics of cultural competency in the child protection system when working with ethnic minorities and across both mainstream and non-mainstream cultures, so as to equally protect the safety of all children. Racism and Discourse in Latin America investigates how public discourse is involved in the daily reproduction of racism in Latin America. This book, first published in 1978, examines the debate over immigration into Britain and raises the important point that the existence in the country of immigrant and minority groups is nothing new. Britain has, in fact, attracted newcomers throughout most of its history and it is to remedy the deficiency of research and knowledge about these early immigration processes that the present volume has been put together. Composed of a number of essays written from different perspectives by specialists in different areas, it attempts overall to provide a tightly integrated review of the major research areas, themes and problems involved in immigration studies.

This is an analysis of 166 original and previously unpublished documents dating from the very first mention of a Gypsy in 1401 up to the year 1765. These documents range from royal decrees thru lawsuits to entries in municipal records. Some were written in Polish but many are in Latin, German or Ruthenian. They tell the story of not only the Gypsies living in Poland, but also of those who now live in Belarus, Lithuania, Latvia and Ukraine. Though Poland has not traditionally had a large Roma population, the author leads the reader through an eventful history of a people living on the margins of contemporary Europe. The historic documents illustrate a marked contrast to present stereotypes and popular media images and shows how the position of Roma/Gypsies shifted gradually from respected, wealthy and partly settled citizens of the early modern times, towards criminalized vagrants of the 18th century. This is a careful interpretation and re-interpretation of documents pertaining to the Roma's past that will provide an enlightening historical perspective towards the re-evaluation and self-definition of the Romani people in contemporary Europe.

Some came from former British colonies in the wake of newfound independence; others arrived seeking prosperity and an English education for their children. Now, in the 2020s, their descendants have unleashed a tidal wave of creativity and cultural production stretching from Lambeth to Lagos, Islington to the Ivory Coast. Daniel Kaluuya and Skepta; John Boyega and Little Simz; Edward Enninful and Bukayo Saka - everywhere you look, across the fields of sport, business, fashion, the arts and beyond, there are the descendants of Black African families that were governed by many of the same immutable, shared traditions. In this book Jimi Famurewa, a British-Nigerian journalist, journeys into the hidden yet vibrant world of African London. Seeking to understand the ties that bind Black African Londoners together and link them with their home countries, he visits their places of worship, roams around markets and restaurants, attends a traditional Nigerian engagement ceremony, shadows them on their morning journeys to far-flung grammar schools and listens to stories from shopkeepers and activists, artists and politicians. But this isn't just the story of energetic, ambitious Londoners. Jimi also uncovers a darker side, of racial discrimination between White and Black communities and, between Black Africans and Afro-Caribbeans. He investigates the troublesome practice of 'farming' in which young Black Nigerians were sent to live with White British foster parents, examines historic interaction with the police, and reveals the friction between traditional Black African customs and the stresses of modern life in diaspora. With Islamophobia on the rise in the US since 9/11, Muslims remain the most misunderstood people in American society. Taking as its point of departure the question of the compatibility of Islam and democracy, this book examines Muslims' sense of belonging in American society. Based on extensive interview data across seven states in the US, the author explores the question of what it means to be American or un-American amongst Muslims, offering insights into common views of community, culture, and wider society. Through a combination of interviewees' responses and discourse analysis of print media, Muslim Americans also raises the question of whether media coverage of the issue might itself be considered 'un-American'. An empirically grounded study of race and faith-based relations, this book undertakes a rigorous questioning of what it means to be American in the contemporary US. The Music of Multicultural America explores the intersection of performance, identity, and community in a wide range of musical expressions.
