The second half of this century will remain as the era of proliferation of electronic computers. They did exist before, but they were mechanical. During next century they may perform other mutations to become optical or molecular or even biological. Actually, all these aspects are only fancy dresses put on mathematical machines. This was always recognized to be true in the domain of software, where "machine" or "high level" languages are more or less rigourous, but immaterial, variations of the universaly accepted mathematical language aimed at specifying elementary operations, functions, algorithms and processes. But even a mathematical machine needs a physical support, and this is what hardware is all about. The invention of hardware description languages (HDL's) in the early 60's, was an attempt to stay longer at an abstract level in the design process and to push the stage of physical implementation up to the moment when no more technology independant decisions can be taken. It was also an answer to the continuous, exponential growth of complexity of systems to be designed. This problem is common to hardware and software and may explain why the syntax of hardware description languages has followed, with a reasonable delay of ten years, the evolution of the programming languages: at the end of the 60's they were" Algol like" , a decade later "Pascal like" and now they are "C or ADA-like". They have also integrated the new concepts of advanced software specification languages.

How can we promote people-centered governance in Africa? Cell phones/ information and communications technology (ICT) are shown to be linked to neoliberal understandings of more democratic governance structures, defined by the Worldwide Governance Indicators as: the rule of law, corruption-control, regulation quality, government effectiveness, political stability/no violence, and voice and accountability. However, these indicators fall short: they do note emphasize gender equity or pro-poor policies. Writing from an African feminist scholar-activist perspective, Assata Zerai emphasizes the voices of women in two ways: (1) she examines how women's access to ICT makes a difference to the success of people-centered governance structures; and (2) she demonstrates how African women's scholarship, too often marginalized, must be used to expand and redefine the goals and indicators of democratice governance in African countries. Challenging the status quo that praises the contributions of cell phones to the diffusion of knowledge and resultant better governance in Africa, this book is an important read for scholars of politics and technology, gender and politics, and African Studies.

SIIE is an international forum of Spanish-speaking, Portuguese-speaking and English-speaking researchers devoted to investigate and implement the use of computers in education. In 1999 the Symposium was held in Aveiro, Portugal. In the year 2000 it was celebrated in Puertollano, Spain. Other meetings preceded this Symposium, namely, the "Simposio de Investigacao e Desenvolvimento de Software Educativo" held in Lisbon, Coimbra and Evora, two Congresses held in Spain and organised by ADIE: Encuentro de Informatica Educativa, in Madrid and the so successful ConieD'99 held in Puertollano in 1999. A collection of Conied'99 papers is also published in this collection with the title "Computers in Education in the 21st Century" (2000). ADIE (Association for the Development of Computers in Education) undertook the organisation of the congresses and symposiums on Computers in Education. It is an association which organises meetings for researchers in Spain, Portugal and Latin America. ADIE publishes "Revista de Ensenanza y Tecnologia" in Latin America quarterly."
Vulnerability Assessment of Physical Protection Systems will
describe the entire vulnerability assessment (VA) process, from the
start of planning through final analysis and out brief to senior
management. The text will draw heavily on the principles introduced
in the author's best-selling Design and Evaluation of Physical
Protection Systems and allow readers to apply those principles and
conduct a VA that is aligned with system objectives and achievable
with existing budget and personnel resources. The book will address
the full spectrum of a VA, including negotiating tasks with the
customer, project management and planning of the VA, team
membership, step-by-step details for performing the VA, data
collection and analysis, important notes on how to use the VA to
suggest design improvements and generate multiple design options.
The text will end with a discussion of how to out brief the results
to senior management in order to gain their support and demonstrate
the return on investment of their security dollar. Several new
tools will be introduced to help readers organize and use the
information at their sites and allow them to mix the physical
protection system with other risk management measures to reduce
risk to an acceptable level at an affordable cost and with the
least operational impact.
This book explores the mobile ethnography of Dar es Salaam, where consultants and politicians have planned and implemented a bus rapid transit (BRT) system for two decades. It analyses the dual processes of assembling BRT in the Tanzanian metropolis and establishing BRT as a policy model of and for the Global South. The book elucidates how policy models are constructed and circulated around the globe and depicts the processes by which they are translated between, and materialise within, specific contexts. It presents the case of BRT to demonstrate how technocrats shape these processes through persuasive work aimed at disseminating and stabilising this transport model, and how local actors influence its adaptation in Dar es Salaam. The book adopts a 'double mobility' approach to show how this ethnography follows travelling consultants, circulating policies and moving buses to explore the fluidity of the BRT model. Linking key debates in policy mobility studies and Science and Technology Studies, enriched with postcolonial perspectives and geographies of transport and infrastructure, it offers new insights into the technopolitics of planning and implementing infrastructure systems. This book will appeal to academics and students of human geography, transport studies, science and technology studies, and African and development studies interested in the technopolitics of transport planning.
This book describes a new type of computer aided VLSI design tool, called a VLSI System Planning, that is meant to aid designers dur ing the early, or conceptual, state of design. During this stage of design, the objective is to define a general design plan, or approach, that is likely to result in an efficient implementation satisfying the initial specifications, or to determine that the initial specifications are not realizable. A design plan is a collection of high level design decisions. As an example, the conceptual design of digital filters involves choosing the type of algorithm to implement (e. g. , finite impulse response or infinite impulse response), the type of polyno mial approximation (e. g. , Equiripple or Chebyshev), the fabrication technology (e. g. , CMOS or BiCMOS), and so on. Once a particu lar design plan is chosen, the detailed design phase can begin. It is during this phase that various synthesis, simulation, layout, and test activities occur to refine the conceptual design, gradually filling more detail until the design is finally realized. The principal advantage of VLSI System Planning is that the increasingly expensive resources of the detailed design process are more efficiently managed. Costly redesigns are minimized because the detailed design process is guided by a more credible, consistent, and correct design plan.

Public trust in the institutions that mediate civic life-from governing bodies to newsrooms-is low. In facing this challenge, many organizations assume that ensuring greater efficiency will build trust. As a result, these organizations are quick to adopt new technologies to enhance what they do, whether it's a new app or dashboard. However, efficiency, or charting a path to a goal with the least amount of friction, is not itself always built on a foundation of trust. Meaningful Inefficiencies is about the practices undertaken by civic designers that challenge the normative applications of "smart technologies" in order to build or repair trust with publics. Based on over sixty interviews with change makers in public serving organizations throughout the United States, as well as detailed case studies, this book provides a practical and deeply philosophical picture of civic life in transition. The designers in this book are not professional designers, but practitioners embedded within organizations who have adopted an approach to public engagement Eric Gordon and Gabriel Mugar call "meaningful inefficiencies," or the deliberate design of less efficient over more efficient means of achieving some ends. This book illustrates how civic designers are creating meaningful inefficiencies within public serving organizations. It also encourages a rethinking of how innovation within these organizations is understood, applied, and sought after. Different than market innovation, civic innovation is not just about invention and novelty; it is concerned with building communities around novelty, and cultivating deep and persistent trust. At its core, Meaningful Inefficiencies underlines that good civic innovation will never just involve one single public good, but must instead negotiate a plurality of publics. Zygmunt Zawirski (1882-1948), an eminent and original Polish philosopher, belonged to the Lwow-Warsaw School (LWS) which left an indelible trace in logic, semiotics and philosophy of science. LWS was founded in 1895 by K. Twardowski, a disciple of Brentano, in the spirit of clarity, realism and analytic philosophy. LWS was more than 25 years older than the Vienna Circle (VC). This belies, inter alia, the not infrequently repeated statement that LWS was one of the many centres initiated by VC. The achievements of LWS in logic are well recognized, while those relating to philosophy of science are almost unknown. It is in order to fill this gap that some fragments of Zawirski's papers are presented, dealing mainly with causality, determinism, indeterminism and philosophical implications of relativity and quantum mechanics. His magnum opus "L'Evolution de la Notion du Temps" (Eugenio Rignano Prize, 1933) is devoted to time. Zawirski took into account all the issues which are at present widely discussed. The real value of these achievements can be understood better today than by his contemporaries. This text is suitable for all those interested in philosophy of science and philosophy, and history of ideas.
Silicon technology now allows us to build chips consisting of tens of millions of transistors. This technology not only promises new levels of system integration onto a single chip, but also presents significant challenges to the chip designer. As a result, many ASIC developers and silicon vendors are re-examining their design methodologies, searching for ways to make effective use of the huge numbers of gates now available. These designers see current design tools and methodologies as inadequate for developing million-gate ASICs from scratch. There is considerable pressure to keep design team size and design schedules constant even as design complexities grow. Tools are not providing the productivity gains required to keep pace with the increasing gate counts available from deep submicron technology. Design reuse - the use of pre-designed and pre-verified cores - is the most promising opportunity to bridge the gap between available gate-count and designer productivity. Reuse Methodology Manual for System-On-A-Chip Designs, Second Edition outlines an effective methodology for creating reusable designs for use in a System-on-a-Chip (Soe design methodology. Silicon and tool technologies move so quickly that no single methodology can provide a permanent solution to this highly dynamic problem. Instead, this manual is an attempt to capture and incrementally improve on current best practices in the industry, and to give a coherent, integrated view of the design process. An open process of restandardization, conducted by the IEEE, has led to the definitions of the new VHDL standard. The changes make VHDL safer, more portable, and more powerful. VHDL also becomes bigger and more complete. The canonical simulator of VHDL is enriched by new mechanisms, the predefined environment is more complete, and the syntax is more regular and flexible. Discrepancies and known bugs of VHDL'87 have been fixed. However, the new VHDL'92 is compatible with VHDL'87, with some minor exceptions. This book presents the new VHDL'92 for the VHDL designer. New features are explained and classified. Examples are provided, each new feature is given a rationale and its impact on design methodology, and performance is analyzed. Where appropriate, pitfalls and traps are explained. The VHDL designer should quickly be able to find the feature needed to evaluate the benefits it brings, to modify previous VHDL'87 code to make it more efficient, more portable, and more flexible. This text should be a useful update for all VHDL designers and managers involved in electronic design.
Over the last few decades, space exploration has revolutionised our
