The assassination in Istanbul in 2007 of the author Hrant Dink, the high-profile advocate of Turkish-Armenian reconciliation, reignited the debate in Turkey on the annihilation of the Ottoman Armenians. Many Turks subsequently reawakened to their Armenian heritage, in the process reflecting on how their grandparents were forcibly Islamised and Turkified, and the suffering they endured to keep their stories secret. There was public debate about Armenian property confiscated by the Turkish state and books were published about the extermination of the minorities. The silence had been broken. This book offers a novel and productive explanation of why 'ordinary' people can be moved to engage in destructive mass violence (or terrorism and the abuse of rights), often in large numbers and in unexpected ways. Its argument is that narratives of insecurity (powerful horror stories people tell and believe about their world and others) can easily make extreme acts appear acceptable, even necessary and heroic. As in action or horror movies, the script dictates how the 'hero' acts. The book provides theoretical justifications for this analysis, building on earlier studies but going beyond them in what amount to a breakthrough in mapping the context of mass violence. Most books on genocide consider it primarily as a twentieth-century phenomenon. In The Rise of the West and the Coming of Genocide, Levene argues that this approach fails to grasp its true origins. Genocide developed out of modernity and the striving for the nation-state, both essentially Western experiences. It was European expansion into all hemispheres between the fifteenth and nineteenth centuries that provided the main stimulus to its pre-1914 manifestations. One critical outcome, on the cusp of modernity, was the French revolutionary destruction of the Vendee. Genocide is one of the most heinous abuses of human rights imaginable, yet reaction to it by European governments in the post-Cold War world has been criticised for not matching the severity of the crime. European governments rarely agree on whether to call a situation genocide, and their responses to purported genocides have often been limited to delivering humanitarian aid to victims and supporting prosecution of perpetrators in international criminal tribunals.
