Drawing upon insights from international socialization theory and social psychology, this book examines China's efforts to multipolarize - and hence potentially de-liberalize - the international system from the local perspective of a non-democratic (yet democratizing) nation and then applies these insights to Beijing's current global agency in the context of the Belt and Road Initiative. Specifically, the book scrutinizes Beijing's normative engagement in Kazakhstan, a nation that evolved from an enthusiastic supporter of the West's normative domination of international affairs into an overt critic - after having institutionalized relations with Beijing through the Shanghai Cooperation Organization. Tracing and juxtaposing the respective patterns of Kazakhstan's political identity development before the SCO entered the region and after, this book not only yields unexpected conclusions about the quality of post-Soviet democratization outcomes, but also about Beijing's local and global influence potentiality for the time to come - and its limits. The election of Donald Trump as President of the United States in November 2016 was a political earthquake, one supporters and detractors alike agree has changed the course of history. This book provides a unified account of the connection between justice and the good life. It argues that the virtues of character require institutions, while good institutions enable persons to live together virtuously. Although virtue ethics and political philosophy are rich and sophisticated philosophical traditions, there has been an unfortunate divergence, in theory and practice, between the virtues of character and the virtues of institutions. This book has two primary purposes. First, it reorients political philosophy around the concept of the good life. To do so, the author addresses the problem of political authority from a virtue ethics perspective. He also considers whether a political theory oriented around the good life is compatible with Rawls's notion of reasonable pluralism. Second, the book explains the relationship between the virtues of institutions and the virtues of character. The author shows how institutions support the development and exercise of the virtues of character, while examining specific other-regarding virtues such as justice and friendship. The Authority of Virtue will appeal to scholars and advanced students working in virtue ethics, social and political philosophy, ancient philosophy, and political theory.
Liberal democracy is in trouble. This volume considers the crosscutting causes and manifestations of the current crisis facing the liberal order. Over the last decade, liberal democracy has come under mounting pressure in many unanticipated ways. In response to seemingly endless crisis conditions, governments have turned with alarming frequency to extraordinary emergency powers derogating the rule of law and democratic processes. This book argues that the principles and institutions of political liberalism are necessary conditions for achieving reliable stability amid conditions of pluralism. Only a political system of this sort can bring citizens' moral, religious, and political loyalties into robust agreement. Through an analysis that encompasses normative political theory and American constitutional law, David Golemboski illustrates the implications of this conclusion by examining contemporary legal debates in law and religion. By developing a fresh perspective on how legal frameworks for religious exercise and establishment can ameliorate conflict and enhance the stability of a liberal constitution, this book demonstrates that political systems need not subordinate or sacrifice important liberal priorities in favor of stability. In this book, David Jarrett argues that the influential Lockean thesis of justice in property, which traces back to John Locke, seems to entail much egalitarian property redistribution. Put briefly, Lockeans argue that people justly own: (1) any unowned natural resources they labour on, (2) any resources they receive via voluntary transfer from a legitimate owner, and (3) any resources they legitimately receive in compensation for harm done to their person or legitimately held property. However, a question that has been largely overlooked by Lockeans is how to address the problem of property which did not arise in line with Lockean justice. What do we do about property which derives from feudal and colonial conquest, for example? Drawing on a range of theoretical and historical sources, this book argues that the legal concept of restitution is the most reasonable way to address the problem. If we apply this concept, it appears that much property in the world is held unjustly and should be redistributed in an egalitarian manner. Lockean Property Ethics and Restitution will be of interest to political theorists and philosophers alike.
Neoliberalism has become a dirty word. In political discourse, it stigmatizes a political opponent as a market fundamentalist; in academia, the concept is also mainly wielded by its critics, while those who might be seen as actual neoliberals deny its very existence. Yet the term remains necessary for understanding the varieties of capitalism across space and time. Arguing that neoliberalism is widely misunderstood when reduced to a doctrine of markets and economics alone, this book shows that it has a political dimension that we can reconstruct and critique. Recognizing the heterogeneities within and between both neoliberal theory and practice, The Political Theory of Neoliberalism looks to distinguish between the two as well as to theorize their relationship. By examining the views of state, democracy, science, and politics in the work of six major figures—Eucken, Röpke, Rüstow, Hayek, Friedman, and Buchanan—it offers the first comprehensive account of the varieties of neoliberal political thought. Ordoliberal perspectives, in particular, emerge in a new light. Turning from abstract to concrete, the book also interprets recent neoliberal reforms of the European Union to offer a diagnosis of contemporary capitalism more generally. The latest economic crises hardly brought the neoliberal era to an end. Instead, as Thomas Biebricher shows, we are witnessing an authoritarian liberalism whose reign has only just begun.
In the late nineteenth century Britain was one of the most urbanised societies in the world, yet land reform remained an important element in its politics. This book explores this paradox through an examination of the Liberal Party's increasing interest in the English dimension of the land question. Most historians have dismissed this phenomenon as a product of romantic views about the English countryside and Liberalism's failure to engage with the problems of urban society. In contrast, the author argues that English land reform was important to Liberals because it both expressed their deeply-held hostility to landowners and functioned as a variety of strategies to win electoral support and deal with pressing political issues. Moreover, while Liberals did not always benefit from their association with the land question, it became a matter of crucial significance in 1909-14, when Lloyd George unlocked its potential as an election-winning asset and used it to form a bridge between traditional radicalism and the New Liberalism.Dr IAN PACKER teaches in the School of Modern History at the Queen's University, Belfast.

Loren Lomasky is a leading advocate of a rights-based libertarian approach to political and social issues. This volume collects fifteen of his articles that have appeared since his influential volume Persons, Rights, and the Moral Community (OUP, 1987) alongside one new essay. Reformulating a problem of both constitutionalism and liberalism discussed in the works of Ernst-Wolfgang Boeckenfoerde, Hannah Arendt, and Alexis de Tocqueville, the book examines one generally overlooked manifestation of constitutionalism: the role of the courts in shaping democratic politics and the inter-relationship between citizens and state. International Aid and Democracy Promotion investigates the link between foreign aid and the promotion of democracy, using theory, statistical tests, and illustrative case studies. This book challenges the field of development to recognize that democracy promotion is unlike other development goals. With a goal like economic development, the interests of the recipient and the donor coincide; whereas, with democratization, authoritarian recipients have strong reasons to oppose what donors seek. The different motivations of donors and recipients must be considered if democracy aid is to be effective. The author examines how donors exercise their leverage over aid recipients, and, more importantly, why, using selectorate theory to understand the incentives of both aid donors and recipients. This book offers transdisciplinary scholarship which challenges the agendas of and markers around traditional social scientific fields. It builds on the belief that the study of major issues in the global cultural and political economies benefit from a perspective that rejects the limitations imposed by established boundaries, whether disciplinary, conceptual, symbolic or material. Revisiting the magnetic poles of Karl Polanyi and Friedrich Hayek on the utopian springs of political economy, this book seeks to provide a compass for questioning the market economy of the twenty-first century. For Polanyi, in The Great Transformation, the utopian springs of the dogma of liberalism existed within the extension of the market mechanism to the 'fictitious commodities' of land, labour, and money. There was nothing natural about laissez-faire. The progress of the utopia of a self-regulating market was backed by the state and checked by a double movement, which attempted to subordinate the laws of the market to the substance of human society through principles of self-protection, legislative intervention, and regulation. For Hayek, in The Road to Serfdom, the utopia of freedom was threatened by the abandonment of individualism and classical liberalism. The tyranny of government interventionism led to the loss of freedom, the creation of an oppressive society, and the despotism of dictatorship that led to the serfdom of the individual. Economic planning in the form of socialism and fascism had commonalities that stifled individual freedom. Against the power of the state, the guiding principle of the policy of freedom for the individual was advocated. Taking these different aspects of market economy as its point of departure, this book promises to deliver a set of essays by leading commentators on twenty- first- century political economy debates relevant to the present conjuncture of neoliberalism. The chapters in this book were originally published in a special issue of the journal Globalizations.

This book reveals how the critique of the domination of capitalism inaugurated by the Frankfurt School becomes pluriversal, motivating the historical Critical Theory of Coloniality (CTC) dialogue between the Global South and the Global North. This book continues and revises the ideas of justice as fairness that John Rawls presented in "A Theory of Justice" but changes its philosophical interpretation in a fundamental way. Nishikawa explores how international norms have been adopted in the local context in Myanmar to project a certain international image, while in fact the authorities are exploiting these norms to protect their own interests. In the liberal international world order promoted since the end of the Cold War, democracy, rule of law and human rights have become key components in state and peace-building around the world. Many donor governments and international organisations have promoted them in their aid and assistance. However, the promotion of these international norms is based on a flawed understanding of sovereignty and the world. For this reason, the enforcement of these international norms in Myanmar not only fails to protect vulnerable people but also, in some instances, exacerbates the situation, thereby generating critical insecurity to the most vulnerable people. A vital resource for scholars of Myanmar's politics, as well as a valuable case study for International Relations scholars more broadly.

The Persistence of Victorian Liberalism examines the question of where to locate the ideological break between "classical liberalism" and the underlying principles of the modern Welfare State. While most historians of 19th century Britain argue that such a shift occurred prior to 1900, Haggard challenges the contention that "classical liberalism" had been so undermined by this point that the modern Welfare State was largely inevitable. He considers the public discussion of progress, poverty, charity, socialism, and social reform, and he concludes that the vast majority of the Victorian middle and upper classes remained wedded to the tenets of "classical liberalism" up to the close of the century. In contrast to traditional characterizations, Haggard argues that progress, individualism, and "character" continued to resonate within Victorian society throughout the late Victorian period. Private philanthropy grew increasingly active as a remedy to urban poverty. The London Socialist movement, the New Unionism, the Independent Labour Party, and the New Liberalism, each proponents of "socialistic" reforms, found themselves marginalized politically. The key to the social debates of the day was the concept of the "deserving" versus the "undeserving" poor. Although the "deserving" might expect some private or public aid, the "undeserving" were to be punished for their lack of "character." Until this notion was overturned, the Welfare State would remain outside the realm of practical politics. |
