Hungary in State of Exception seeks to analyze the transboundary exchange of political and economic ideas through the global neoliberal hegemonic struggle. Neoliberalism, as a economic and political ideology, defined the history of Hungary not just in the 21st century, but in the troubled 20th century. Eastern Europe played a crucial role in neoliberalism's rise to control globalized capitalism, and Central and Eastern Europe (CEE) have constantly an incubator of and experimental laboratory for new types of neoliberal capitalism. Reformulating a problem of both constitutionalism and liberalism discussed in the works of Ernst-Wolfgang Boeckenfoerde, Hannah Arendt, and Alexis de Tocqueville, the book examines one generally overlooked manifestation of constitutionalism: the role of the courts in shaping democratic politics and the inter-relationship between citizens and state. Drawing on constitutional history, law, and political theory, David Miles argues that constitutionalism cannot be seen merely as an institutional mechanism to limit government, as it also has a crucial civic dimension upon which the liberal state depends. International Aid and Democracy Promotion investigates the link between foreign aid and the promotion of democracy, using theory, statistical tests, and illustrative case studies. With a goal like economic development, the interests of the recipient and the donor coincide; whereas, with democratization, authoritarian recipients have strong reasons to oppose what donors seek. The different motivations of donors and recipients must be considered if democracy aid is to be effective. The author examines how donors exercise their leverage over aid recipients, and, more importantly, why, using selectorate theory to understand the incentives of both aid donors and recipients. Revisiting the magnetic poles of Karl Polanyi and Friedrich Hayek on the utopian springs of political economy, this book seeks to provide a compass for questioning the market economy of the twenty-first century. For Polanyi, in The Great Transformation, the utopian springs of the dogma of liberalism existed within the extension of the market mechanism to the 'fictitious commodities' of land, labour, and money. There was nothing natural about laissez-faire. The progress of the utopia of a self-regulating market was backed by the state and checked by a double movement, which attempted to subordinate the laws of the market to the substance of human society through principles of self-protection, legislative intervention, and regulation. For Hayek, in The Road to Serfdom, the utopia of freedom was threatened by the abandonment of individualism and classical liberalism. The tyranny of government interventionism led to the loss of freedom, the creation of an oppressive society, and the despotism of dictatorship that led to the serfdom of the individual. Economic planning in the form of socialism and fascism had commonalities that stifled individual freedom. Against the power of the state, the guiding principle of the policy of freedom for the individual was advocated. Taking these different aspects of market economy as its point of departure, this book promises to deliver a set of essays by leading commentators on twenty- first- century political economy debates relevant to the present conjuncture of neoliberalism. The chapters in this book were originally published in a special issue of the journal Globalizations.
This book reveals how the critique of the domination of capitalism inaugurated by the Frankfurt School becomes pluriversal, motivating the historical Critical Theory of Coloniality (CTC) dialogue between the Global South and the Global North. CTC expresses the emergence and historical actuality of a set of intellectual fields aimed at denouncing domination and promoting emancipatory ideas at the borders of colonial capitalism. After decades on the social and political margins, far-right groups and movements are enjoying increasing success, and even claiming a place in mainstream electoral politics in many Western political systems. Research shows that new media like Twitter, YouTube, and community sites likes 4chan and Reddit are increasingly involved with the mobilization of popular support for far-right electoral campaigns, and even organized political violence. These technologies - including other social media, discussion websites, certain online games, chat servers, talk radio, cable news, and print media - are making contemporary far-right ideologies possible in diverse ways, altering methods of recruitment to the extent that they become unrecognizable from far-right movements of the past, and thus, more dangerous. The results of these new technological processes can be seen in the increasing normalization of far-right values within mainstream culture, politics, and media ecosystems within countries from the United States, Britain, Australia, Germany, and Hungary. This book brings together recent academic research exploring how far-right groups use new media to recruit followers to extremist beliefs and mobilize political action. In doing so, the book reveals the complex ways that evolving technologies are used both purposively, subtly, and in some cases incidentally, to recruit and mobilize far-right support.

In the late nineteenth century Britain was one of the most urbanised societies in the world, yet land reform remained an important element in its politics. This book explores this paradox through an examination of the Liberal Party's increasing interest in the English dimension of the land question. Most historians have dismissed this phenomenon as a product of romantic views about the English countryside and Liberalism's failure to engage with the problems of urban society. In contrast, the author argues that English land reform was important to Liberals because it both expressed their deeply-held hostility to landowners and functioned as a variety of strategies to win electoral support and deal with pressing political issues. Moreover, while Liberals did not always benefit from their association with the land question, it became a matter of crucial significance in 1909-14, when Lloyd George unlocked its potential as an election-winning asset and used it to form a bridge between traditional radicalism and the New Liberalism.Dr IAN PACKER teaches in the School of Modern History at the Queen's University, Belfast.
Nishikawa explores how international norms have been adopted in the local context in Myanmar to project a certain international image, while in fact the authorities are exploiting these norms to protect their own interests. In the liberal international world order promoted since the end of the Cold War, democracy, rule of law and human rights have become key components in state and peace-building around the world. Many donor governments and international organisations have promoted them in their aid and assistance. However, the promotion of these international norms is based on a flawed understanding of sovereignty and the world. For this reason, the enforcement of these international norms in Myanmar not only fails to protect vulnerable people but also, in some instances, exacerbates the situation, thereby generating critical insecurity to the most vulnerable people. A vital resource for scholars of Myanmar's politics, as well as a valuable case study for International Relations scholars more broadly.

This volume examines the place of Marxist theory in the history of the journal Educational Philosophy and Theory, primarily through the selection and exploration of typical and significant articles exploring Marxist-related themes in the journal over time. The title, From Radical Marxism to Knowledge Socialism, reflects this historical approach. In the 1960s and 1970s, Marxism was considered to be a radical, extreme 'political' theory, while western liberalism and a free-market economy were largely taken for granted as natural phenomena, in western philosophy of education and in the journal. More recently, educational theorists have begun to explore trends related to the neoliberal age. Paradoxically, such trends include the move toward knowledge socialism, which decenters the normative presuppositions of knowledge capitalism as the latest iteration of western liberalism. Kwon conceptualizes a unique mode of political representation in East Asian society, which derives its moral foundation from Confucian virtue politics. Contemporary East Asian societies understand democracy differently than Western societies do. Even citizens in consolidated democracies such as Taiwan and South Korea have different conceptions of an ideal relationship between a political leader and ordinary citizens, as well as a political leader's accountability and political legitimacy. A political leader's proper conduct, including his or her everyday languages, behaviors, and expressions when facing citizens' sorrow, anger, and resentment, plays a crucial role in evaluating whether he or she has political legitimacy in East Asian society. Kwon analyses how this "affective accountability" forms the basis for political representation in these societies and examines how this can be reconciled with liberal democracy. A vital contribution not only to Confucian political theory, but also to political theory writ large that will be of especial value to political scientists with an interest in East Asian democracy.
This book looks at how the ideas of freedom, property, and order are expressed in modern social contract theories (SCTs). Drawing on the theories of Hobbes, Locke, Rousseau, and Rawls, it studies how notions of freedom promulgated by these SCTs invariably legitimise and defend the private ownership of the means of production. It argues that capitalism's impact on individual dependence and economic inequality still stems from this model, ultimately working in favour of proprietors. The author highlights the problematic nature of SCTs, which work as ideological mechanisms put forward under the guise of formal equality and formal freedom, by focusing on the historical and social context behind them. From a methodological point of view, the author presents a de-ideologization of the contractarian issue and provides insight into the political 'layers' within the discourse of individualism, human nature and morality shaping the outer corners of contractarian theory. An important intervention in the study of SCTs, this volume will be of great interest to scholars and researchers of political and social theory, sociology, political history, and political philosophy.

This book argues that contractarianism is well suited as a political morality and explores the implications of deploying it in this way. It promises to revive contractarianism as a viable political theory, breaking it free from its Rawlsian moorings while taking seriously the long-standing objections to it. It's natural to think that the state owes things to its people: physical security, public health and sanitation services, and a functioning judiciary, for example. But is there a theory-a political morality-that can explain why this is so and who the state's people are? This new contractarianism deploys a reversed state of nature thought experiment as the starting point of political theorizing. From this starting point it develops a political morality: a theory of the common ground of the role moralities attached to the various roles within the state. Contractarianism, so understood, can provide a basis for already popular ideas in political theory-such as political and legal liberalism-and overturn conventional wisdom, for example that the state is obligated to secure justice and that animals should have no legal standing. Contractarianism, Role Obligations, and Political Morality will be of interest to scholars and advanced students working in moral and political philosophy.
The Persistence of Victorian Liberalism examines the question of where to locate the ideological break between "classical liberalism" and the underlying principles of the modern Welfare State. While most historians of 19th century Britain argue that such a shift occurred prior to 1900, Haggard challenges the contention that "classical liberalism" had been so undermined by this point that the modern Welfare State was largely inevitable. He considers the public discussion of progress, poverty, charity, socialism, and social reform, and he concludes that the vast majority of the Victorian middle and upper classes remained wedded to the tenets of "classical liberalism" up to the close of the century. In contrast to traditional characterizations, Haggard argues that progress, individualism, and "character" continued to resonate within Victorian society throughout the late Victorian period. Private philanthropy grew increasingly active as a remedy to urban poverty. The London Socialist movement, the New Unionism, the Independent Labour Party, and the New Liberalism, each proponents of "socialistic" reforms, found themselves marginalized politically. The key to the social debates of the day was the concept of the "deserving" versus the "undeserving" poor. Although the "deserving" might expect some private or public aid, the "undeserving" were to be punished for their lack of "character." Until this notion was overturned, the Welfare State would remain outside the realm of practical politics.
This book argues that the international development sector is in crisis which can be mostly sourced to its side-stepping the dominant development question of our age, the neoliberal growth paradigm. It argues that this crisis can be addressed, at least in part, by the sector's re-engagement with the radical development education process that it helped to foster and sustain for over two decades. The recent safeguarding scandal is symptomatic of a sector that is becoming overly hierarchical, brand conscious and disconnected from its base. This book argues that many of the problems the sector is facing can be sourced to its failings in grappling with the question of neoliberalism and formulating a coherent critique of how market orthodoxy has accelerated poverty in the global North and South. This book recommends re-embracing the radical origins of global learning, situated in the participative methodology and praxis (reflection and action) of Paulo Freire, both as internal capacity-building and external public engagement. The book proposes a new development paradigm, focusing on bottomup, participative approaches to policy-making based on the needs of those NGOs claim to represent - the poor, marginalised and voiceless - rather than constantly following the agenda of donors and governments.
