John Selden 1584-1654] argued that England's jurisdiction extends, in fact, to all waters surrounding the isles. His use of common-law principles to rebut Grotius's philosophical argument is quite impressive. In 1994, the Congress enacted the Jacob Wetterling Crimes Against Children and Sexually Violent Offender Registration Act (the Wetterling Act)1 requiring certain sex offender registrations and notifications to State and local law enforcement officials in the State where the sex offender resides, is employed, carries on a vocation, or is a student. (See Appendix A for background information.) The Departments of Commerce, Justice and State, the Judiciary, and Related Agencies Appropriations Act of 1998 (CJSA)2 included military sex offenders under the Wetterling Act coverage and required notifications beginning 1 year after enactment. The primary objective for this evaluation was to determine whether the Department of Defense (DoD) satisfies its notification requirements for military sex offenders, including whether DoD and/or individual Service.

This manual introduces you to the military legal office-- the office of the staff judge advocate. It also discusses the law as it affects you as a soldier in the United States Army. Law in the Army does not deal with only crimes and punishments. In fact, only a few soldiers will ever undergo court-martial or appear before a disciplinary board. You might want to know about your right to take a job while off duty or to attend a political rally, however. You may need help with state or federal income tax returns, wish to be repaid for personal property damage while on duty, wish to have a will or power of attorney written, or wish to have some legal papers explained. This manual addresses many such questions. This manual will not make you an expert in the law, and you should not use it to be your own lawyer. It does, however, address various areas of law so that you can recognize whether you have a problem and in what cases you should discuss it with an attorney at the staff judge advocate's office.

This book provides a detailed examination of the issue of conformity of goods and documents under the United Nations Convention on Contracts for the International Sale of Goods 1980 (CISG). The Manual for Courts-Martial (MCM), United States (2012 Edition) updates the MCM (2008 Edition). It is a complete reprinting and incorporates the MCM (2008 Edition), including all amendments to the Rules for Courts-Martial, Military Rules of Evidence (Mil. R. Evid.), and Punitive Articles made by the President in Executive Orders (EO) from 1984 to present, and specifically including EO 13468 (24 July 2008); EO 13552 (31 August 2010); and EO 13593 (13 December 2011).
