The Indian Navy has gradually emerged as an indispensable tool of Indian diplomacy in recent years, making it imperative for Indian policy-makers and naval thinkers to think anew the role of the nation's naval forces in Indian strategy. There is a long tradition in India of viewing the maritime dimension of security as central to the nation's strategic priorities. With India's economic rise, India is trying to bring that focus back, making its navy integral to national grand strategy. Exploring British naval policy during the first two governments of Harold Wilson (1964-70), this book analyses how the Navy Department of the Ministry of Defence and the Navy's professional leadership dealt with six years of defence reviews, retrenchment and strategic re-orientation. This period witnessed a dramatic blow to the service's self image and self confidence as a result of the cancellation of the large CVA-01 aircraft carrier, and a gradual process of realignment, reorientation and adaptation to the changed political environment, resulting in a recovery of self-confidence, a new strategy and the approval in principle of a class of small aircraft carriers. Taking advantage of the recently released official records, the study highlights for the first time just how in practice Mountbatten managed to dominate the Chiefs of Staff machinery, and how his power was undermined and diminished. It also demonstrates that, contrary to widespread historical opinion, Denis Healey was not necessarily set against carrier air power from his arrival in office and was willing to consider the procurement of a medium carrier for the navy. Furthermore, the work highlights the importance of the Mediterranean in the rehabilitation and renewal of self-confidence by the navy in the late 1960s. Although focusing primarily on policy and strategic matters, the book incorporates wider historical consideration, reviewing other factors that influenced policy-making such as foreign policy, financial resources, materiel, manpower and recruitment, in addition to the administrative machinery and the cultural environment of the time. In so doing, Dr Hampshire offers a vivid insight into the interactions of government and military at a critical juncture in the changing nature of Britain's global role.

The British Pacific Fleet was formed in October 1944 and dispatched to fight alongside the USN in the Central Pacific under Admiral Nimitz. Deploying previously unpublished documents, this book reveals how relations between the UK and US forces developed from a starting point of barely repressed suspicion, to one where both navies came to understand each other and eventually find a remarkable bond. Born out of a shared experience of Kamikaze attacks, extended operations against bitterly hostile shores, the pooling of knowledge and experience, the two navies underpinned the diplomatic moves in both Washington and London. Opened in 1873, in buildings constructed by Charles II to house retired sailors, the Royal Naval College was founded with the aim of providing officers with 'the highest possible scientific instruction in all branches of study bearing upon their profession'. For more than 125 years it taught officers ranging in rank from Sub Lieutenants to Vice Admiral, providing the technical instruction that equipped a corps of naval architects to build some of the most advanced warships in the world and in later years, trained the Royal Navy's nuclear engineers. Despite the College's undoubted contribution, towards both the education of Royal Navy personnel, and technical research more broadly, this is the first book to address the history of the institution from its Victorian roots to its closure in the aftermath of the Cold War. Taking a chronological approach, the book traces the history of the College from its establishment in 1873, a period during which technical training for a steam-powered navy was increasingly vital. It then shows how, during the First World War, academic staff at the College made a vital contribution to the development of naval weapons systems, and its medical school initiated a vaccine production programme that later produced major improvements in the public health of the nation. During the Second World War, damaged by enemy action that set London's docklands ablaze, the College provided the first taste of naval life for more than 27,000 men and women called from civilian life to serve on shore and at sea. Later chapters conclude with an exploration of the College's post-war role, focusing particularly on the establishment in 1959 of the Department of Nuclear Science and Technology (DNST) which ran a nuclear reactor on site until the College was closed in 1998. As the U.S. Navy enters the twenty-first century, many of the ships, aircraft, weapons, and tactics it employed so successfully during the Cold War will no longer be cost-effective or even effective. Future battlefields will shift the locus of naval action from the high seas into littoral waters, demanding sustained operations in relatively narrow, shallow waters. Naval forces in the twenty-first century must not only meet the traditional requirements of command of the sea--ships, planes, troops, and bases--carrying out forward presence, crisis response, strategic deterrence, and sealift. They must now put these together to obtain the four key operational capabilities of littoral warfare: command, control, intelligence and surveillance, and communication; battlespace dominance; power projection; and force sustainment. The core of the new U.S. strategic concept is power projection, and it envisions naval forces directly leading Army and Air Force elements to influence events ashore, most probably in the Third World. And this navy must be cost effective.

This book examines the nature and character of naval expeditionary warfare, in particular in peripheral campaigns, and the contribution of such campaigns to the achievement of strategic victory. Naval powers, which can lack the massive ground forces to win in the main theatre, often choose a secondary theatre accessible to them by sea and difficult for their enemies to reach by land, giving the sea power and its expeditionary forces the advantage. The technical term for these theatres is 'peripheral operations.' The subject of peripheral campaigns in naval expeditionary warfare is central to the British, the US, and the Australian way of war in the past and in the future. All three are reluctant to engage large land forces because of the high human and economic costs. Instead, they rely as much as possible on sea and air power, and the latter is most often in the form of carrier-based aviation. The most eloquent and personal story of a young man at war since Geoffrey Wellum's FIRST LIGHT Until a winter evening in 1998 Nathaniel was just another history student on a comfortable career trajectory of high school to college to white collar job. Then he went to a lecture by a Wall Street Journal reporter who had just published a book on the US Marines. It brought forth a latent desire to break free of the 'seat belt and safety goggle, safety-first' culture: to be a warrior. He passed the gruelling selection course and joined the Marine Corps on graduation. Posted to a Marine Regiment in the wake of 9/11, he took part in the invasion of Afghanistan, then led a platoon of their elite Recon Battalion during the invasion of Iraq. This is not a book about the Iraq invasion as such: it is an articulate and deeply thoughtful young man's account of what it means to fight in the frontline, to risk not just death or injury, but psychological harm. He reveals some of the awful dilemmas war can bring, horrible problems to which there is no 'right' answer, but a decision had to be made quickly -- by him alone. In combat you are just one bullet away from death -- or promotion. But this doesn't focus the mind: it makes it freeze up -- unless your training is so thorough that you overcome exhaustion and terror. 'Nate' took 65 men to war and came home with all 65. He proved himself an excellent officer and won promotion, but resigned in 2003 to write this book and attend Harvard Business School.

In the summer of 1773 the 14-year old Horatio Nelson took part in an expedition to the Arctic, which came close to ending his naval career before it had begun. The expedition was to find a navigable northern passage between the Atlantic and Pacific, and was supported by the Royal Society and King George III. Two bomb vessels HMS Racehorse and Carcass were fitted out and strengthened under the command of Captain Hon. Constantine Phipps. It was an extremely cold Arctic summer and the ships became locked in ice far from Spitzbergen and were unable to cut their way out until days later when the wind changed and the ice broke up. The ships were extricated and returned home.

On the trip, the young Nelson had command of one of the smaller boats of the ships, a four-oared cutter manned by twelve seamen. In this he helped to save the crew of a boat belonging to the Racehorse from an attack by a herd of enraged walruses. He also had a more famous encounter with a polar bear, while attempting to obtain a bearskin as a present for his father, an exploit that later became part of the Nelson legend.

Drawing on the ship's journals and expedition commander Phipps' journal from the National Archives, the book creates a picture of the expedition and life on board. Using the ships' muster books it also details the ship's crews giving the different roles and ranks in the ships. The book is illustrated using some of the ship's drawings and charts and pictures of many objects used on the ship, while a navigational chart of the route taken has been created from the logbooks.

The book also looks at the overall concept of naval exploration as set in train by Joseph Banks and the Royal Society. The fact that the expedition failed as a result of poor planning with potentially tragic results demonstrates the difficulties and uncertainties of such an expedition. It also looks at a great naval commander at the earliest stage of his career and considers how the experience might have shaped his later career and attitudes. Other great captains and voyages are discussed alongside Nelson, including Captain Cook and his exploration of the south seas and the later ill-fated northern journeys of Franklin and Shackleton.
