This book explores the question of whether peacekeeping commanders can be held accountable for a failure to protect the civilian population in the mission area. This requires an assessment of whether peacekeeping commanders have an obligation to act against such serious crimes being committed under domestic and international law. The work uses the cases of the Dutch and Belgian peacekeeping commanders in Srebrenica and Kigali as examples, but it also places the analysis into the context of contemporary peacekeeping operations. It unfolds two main arguments. First, it provides a critical note to the contextual interpretation given to international law in relation to peacekeeping. It is argued that establishing a specific paradigm for peacekeeping operations with clear rules of interpretation and benchmark criteria would benefit peacekeeping and international law by making the contextual interpretation of international law redundant. Second, it is held that alternative options to the existing forms of criminal responsibility for military commanders should be considered, possibly focusing more clearly on failing to fulfil a norm of protection that is specific to peacekeeping and distinct from protective obligations under international human rights law and international humanitarian law.
U.S. military forces are increasingly involved in peacekeeping missions around the world, and this new role raises the prospect of confrontation with guerrilla movements, combat for which troops are largely untrained. This book contains analyses of past and present conflicts involving the American military, not only the Vietnam experience but also more recent involvement in El Salvador and Somalia, each of which has provoked great controversy on the domestic front. The contributors also consider the experiences of other countries in meeting such threats: Russia's dangerously unstable democracy, Peru's successful efforts to defeat a notorious insurgency, and Japan's continuing reluctance to send even token military forces outside its own borders. These issues will continue to engage and challenge American society long into the next millennium.
This book offers an in-depth study on the deployment of military operations in the framework of the European Union's Common Security and Defence Policy (ESDP/CSDP). While existing studies of the subject are either descriptive or focused on a single level of analysis, this book incorporates factors from three different levels of analysis to explain the deployment of ESDP military operations. First, the international level, where the emergence of events that threaten certain values held dear by EU member states, catalyses the process leading to an operation; second, the national level, where the member states formulate their initial national preferences towards a prospective deployment based on national utility expectations; and third, the EU level, where the member states come to negotiate and seek compromises to accommodate their different national preferences towards a deployment. The strength of this multi-level collective action approach is demonstrated by four in-depth military case studies, which analyse the preference formation of France, Germany, and the UK towards the deployments of Operation Althea in Bosnia and Herzegovina, Operation Artemis and EUFOR RD Congo in the Democratic Republic of the Congo (DRC), and Operation Atalanta off the coast of Somalia, respectively. The author draws on a wealth of primary sources, including over 50 semi-structured interviews conducted with national and EU officials during 2011-15, and provides an up-to-date overview and critique of the existing theoretical literature on the deployment of ESDP/CSDP military operations. This book will be of much interest to students of European security, EU politics, military and strategic studies, and International Relations in general.
Peace operations are the UN's flagship activity. Over the past
decade, UN blue helmets have been dispatched to ever more
challenging environments from the Congo to Timor to perform an
expanding set of tasks. From protecting civilians in the midst of
violent conflict to rebuilding state institutions after war, a new
range of tasks has transformed the business of the blue helmets
into an inherently knowledge-based venture. But all too often, the
UN blue helmets, policemen, and other civilian officials have been
"flying blind" in their efforts to stabilize countries ravaged by
war. The UN realized the need to put knowledge, guidance and
doctrine, and reflection on failures and successes at the center of
the institution.
This book critically examines peacebuilding, humanitarian intervention and peace operation practices and experiences in francophone spaces. Francophone Africa as a specific space is relatively little studied in the peace and security literature, despite the fact that almost half of all peacekeepers are deployed or were deployed in this part of Africa during the last decade. It is an arena for intervention that deserves more serious attention, if only because it provides fertile ground for exploring the key questions raised in the peacekeeping and peacebuilding literature. For instance, in 2002 a French operation (Licorne) was launched and in 2003 a UN force was deployed in Cote d'Ivoire alongside the French force there. Filling a gap in the current literature, Peace Operations in the Francophone World critically examines peacekeeping and peacebuilding practices in the francophone world, including but not limited to conflict prevention and resolution, security sector reform (SSR), francophone politics, and North-South relations. The book explores whether peace and security operations in francophone spaces have exceptional characteristics when compared with those carried out in other parts of the world and assesses whether an analysis of these operations in the francophone world can make a specific and original contribution to wider international debates about peacekeeping and peacebuilding. This book will be of much interest to students of peacekeeping, peacebuilding, peace and conflict studies, African politics, security studies, and IR in general.
With the end of the Cold War, many believed that a new, more stableinternational legal order would emerge. But an enormous gap in values-most noticeably concerning armed intervention-has prevented that from happening. One group of nations continues to cling to the United Nations Charter's ban against intervention, while another group-led by NATO and the UN Security Council itself-openly violates that prohibition. In fact, the ban has been breached so often that it can no longer be regarded as authoritative. Whether the resulting legal vacuum can be filled is the overriding international question of the era.
International security must be understood in much broader terms in the aftermath of the Cold War. This extensively revised edition retains the valuable descriptions and analyses of the United Nations' achievements and failures, while placing them in the context of the ever-broadening definition of international security and of changing attitudes toward national sovereignty and humanitarian intervention. In order to deal with the internal struggles that are now the prevalent form of conflict, it is necessary to allay the root causes of tensions within societies. Development assistance to fragile states and conflict-affected areas can be a core component of peacebuilding, providing support for the restoration of government functions, delivery of basic services, the rule of law, and economic revitalization. What has worked, why it has worked, and what is scalable and transferable, are key questions for both development practice and research into how peace is built and the interactive role of domestic and international processes therein. Despite a wealth of research into these questions, significant gaps remain. This volume speaks to these gaps through new analysis of a selected set of well-regarded aid interventions. Drawing on diverse scholarly and policy expertise, eight case study chapters span multiple domains and regions to analyse Afghanistan's National Solidarity Programme, the Yemen Social Fund for Development, public financial management reform in Sierra Leone, Finn Church Aid's assistance in Somalia, Liberia's gender-sensitive police reform, the judicial facilitators programme in Nicaragua, UNICEF's education projects in Somalia, and World Bank health projects in Timor-Leste. Analysis illustrates the significance of three broad factors in understanding why some aid interventions work better than others: the area of intervention and related degree of engagement with state institutions; local contextual factors such as windows of opportunity and the degree of local support; and programme design and management. This is the first introduction to the United Nation's activities during the Cold War period. It combines a history of the UN with a broader account of east-west diplomacy during the Cold War and after. Norrie MacQueen begins by looking at the formation, structure and functions of the UN. Then, within a chronological framework, he assesses its contribution to international security from the emergence of the UN's peacekeeping role in 1945-56 right through to UN operations in the 1990s in Angola, Somalia and Bosnia.

This edited volume provides a detailed and nuanced analysis of UN peacekeeping and the use of force, to inform a better understanding of the complex and interconnected issues at stake for the UN community. Peacekeeping is traditionally viewed as a largely passive military activity, governed by the principles of impartiality, consent, and the minimum use of force. Today, most large UN Peacekeeping Operations are only authorized to use force in defence of their mandates and to protect civilians under imminent threat of physical violence. Recently, with the deployment of the Force Intervention Brigade in the DRC, the UN has gone beyond peacekeeping and into the realm of peace-enforcement. These developments have brought to the fore questions regarding the use of force in the context of peacekeeping. The key questions addressed in this book examine not only the utility of force, but also the dilemmas and constraints inherent to the purposive use of force at a strategic, operational and tactical level. Governance and Security in Jerusalem is the second in a series of three books which collectively present in detail the work of the Jerusalem Old City Initiative, or JOCI, a major Canadian-led Track Two diplomatic effort, undertaken between 2003 and 2014. The aim of the Initiative was to find sustainable governance solutions for the Old City of Jerusalem, arguably the most sensitive and intractable of the final status issues dividing Palestinians and Israelis. This book presents a collection of studies commissioned by the Initiative in aid of its work on the Special Regime. It is split into three parts, Part I provides background papers on governance and security issues; Part II presents Palestinian and Israeli partner perspectives on governance options for a special regime, and the Part III delivers partner perspectives on security studies for a special regime. The studies written by the Israeli and Palestinian partners provide important background and historical context for JOCI's work on security and governance. The position papers, presented in their original form, greatly influenced the development of the Special Regime governance model. This book examines human rights provisions in peace agreements and through them the role of human rights protection in peace processes. It focuses on peace agreements in South Africa, Northern Ireland, Israel/Palestine, and Bosnia, and also draws on a review of peace agreements in over 40 countries. It compares the realpolitik of what parties agree to in peace agreements with international law provisions relating to human rights.

How and why does order emerge after conflict? What does it mean in the context of the twenty-first century post-colonial city? From Kabul, Kigali and Kinshasa to Baghdad and Basra, people, abandoned by the state, make their own rules.With security increasingly ghettoised, survival becomes a matter of manipulation and hustling. In this book, Alice Hills discusses the interface between order and security. While analysts and donors emphasise security, Hills argues that order is much more meaningful for people's lives. Focusing on the police as both providers of order and a measure of its success, the book shows that order depends more on what has gone before than on reconstruction efforts and that tension is inevitable as donors attempt to reform brutal local policing. Policing Post-Conflict Cities provides a powerful critique of the failure of liberal orthodoxy to understand the meaning of order.
This book presents a theory and empirical evidence for how security forces can identify militant suspects during counterinsurgency operations. A major oversight on the part of academics and practitioners has been to ignore the critical antecedent issue common to persuasion and coercion counterinsurgency (COIN) approaches: distinguishing friend from foe. This book proposes that the behaviour of security forces influences the likelihood of militant identification during a COIN campaign, and argues that security forces must respect civilian safety in order to create a credible commitment to facilitate collaboration with a population. This distinction is important as conventional wisdom has wrongly assumed that the presence of security forces confers control over terrain or influence over a population. Collaboration between civilian and government actors is the key observable indicator of support in COIN. Paradoxically, this theory accounts for why and how increased risk to government forces in the short term actually improves civilian security in the long run. Counterinsurgency, Security Forces, and the Identification Problem draws on three case studies: the Huk Rebellion in the Philippines post-World War II; Marines Corps' experiences in Vietnam through the Combined Action Program; and Special Operations activities in Iraq after 2003. For military practitioners, the work illustrates the critical precursor to establishing "security" during counterinsurgency operations. The book also examines the role and limits of modern technology in solving the identification problem. This book will be of interest to students of counterinsurgency, military history, strategic studies, US foreign policy, and security studies in general.
The international community has followed up its 2001 invasion of Afghanistan with a complex, multi-faceted peacebuilding project. However, informed observers believe that this Western-led mission in Afghanistan has failed to address the inherent peacebuilding needs of Afghanistan and has hindered the formation of a locally experienced sustainable peace. In response, emerging peacebuilding theories and rhetoric have pointed to an urgent need for revised peacebuilding paradigms and strategies that hold local, Afghan ownership of peacebuilding activities as a central concern. This book responds to this need for revised peacebuilding paradigms and: (1) introduces the topic of local ownership of peacebuilding in Afghanistan; (2) surveys current shifts in peacebuilding theory and practice that are only starting to be realized on the ground; (3) sets the context for a discussion of local ownership of peacebuilding; (4) reports on the perceptions of foreign and Afghan peacebuilding leaders working in Afghanistan in regards to the journey towards local ownership of peacebuilding; and (5) suggests the creation of a locally designed and led conflict transformation system that might help restructure local-foreign relations and advance the journey towards Afghan ownership of peacebuilding.
Studies in International Mediation brings together a number of prominent scholars in the field of international relations. The central concern of the contributors is mediation effectiveness and how best to achieve it. Within these parameters, three major themes are highlighted—the determinants of mediation success, the range and diversity of mediation in the contemporary environment, and new strategies of intervention. The contributors take a systematic approach to analyzing some significant aspects of mediation and consider the process in the overall context of conflict management.
Contemporary practices of international peacebuilding and post-conflict reconstruction are often unsatisfactory. There is now a growing awareness of the significance of local governments and local communitites as an intergrated part of peacebuilding in order to improve quality and enhance precision of interventions. In spite of this, 'the local' is rarely a key factor in peacebuilding, hence 'everyday peace' is hardly achieved. The aim of this volume is threefold: firstly it illuminates the substantial reasons for working with a more localised approach in politically volatile contexts. Secondly it consolidates a growing debate on the significance of the local in these contexts. Thirdly, it problematizes the often too swiftly used concept, 'the local', and critically discuss to what extent it is at all feasible to integrate this into macro-oriented and securitized contexts. This is a unique volume, tackling the 'local turn' of peacebuilding in a comprehensive and critical way. This book was published as a special issue of Third World Quarterly.
Combining the insights of a seasoned practitioner with the academic rigor of a meticulous policy and risk analyst, del Castillo discusses the major obstacles to peacebuilding that need to be removed before war-torn countries can move towards peace, stability, and prosperity. As Secretary-General Antonio Guterres assumes leadership in January 2017, a top priority must be to address the bleak peacebuilding record where over half of the countries under UN watch relapse back into conflict within a decade. While policy debate and the academic literature have focused on the security, political, and social aspects of the war-to-peace transition, this book focuses on "the economic transition"-that is, "economic reconstruction" or "the political economy of peace"-which, in the author's view, is the much-neglected aspect of peacebuilding. The book argues that rebuilding war-torn states effectively has acquired a new sense of urgency since extremist groups increasingly recruit people by providing jobs and services to those deprived of them due to government and economic failures. Based on past lessons and best practices of the last quarter of a century, the author makes recommendations to move forward and improve the record. Scholars have argued that the end of the Cold War and the War on
Terror have radically changed the context of war and defense,
diminished the role of nation-states in favor of multi-lateral
defense activities, and placed a new focus on human security.
International peacekeeping has superseded the traditional act of
war-making as the most important defense strategy among wealthy,
liberal-democratic nations. And, per UN Security Council Resolution
1325, adopted in 2000, all member nations must consider the needs
of women and girls during repatriation, resettlement, and
post-conflict reconstruction efforts.
This edited volume offers a thorough review of peacekeeping theory and reality in contemporary contexts, and aligns the two to help inform practice. Recent UN peacekeeping operations have challenged the traditional peacekeeping principles of consent, impartiality and the minimum use of force. The pace and scope of these changes have now reached a tipping point, as the new mandates are fundamentally challenging the continued validity of the UN peacekeeping's core principles and identity. In response the volume analyses the growing gap between these actual practices and existing UN peacekeeping doctrine, exploring how it undermines the effectiveness of UN operations, and endangers lives, arguing that a common doctrine is a critical starting point for effective multi-national operations. Examining the organization of everyday life inside the regiments of the French Foreign Legion, this book takes its theoretical point of departure in the notion of the voluntary total organization; that is to say, an institution that constitutes a geographically delimited place of residence and work in which inmates are voluntarily separated from the outside world, leading an enclosed, formally administered life. Informed by a modified version of Goffman's original concept of the total institution, A Sociology of the Total Organization untangles the Foreign Legion and the ways in which different kinds of social orders interplay there. With a focus on regimental life, the author characterizes the armed forces not only as a total organization, but also as a greedy one, seeking undivided loyalty and the incorporation of all social roles within its bounds. Against this understanding, the book draws on rich ethnographic work to develop the notion of atomistic unity, the ideal relational condition that exists in the military, in which individuals commit to a unit and articulate ties with individuals on an impersonal basis, grounded in the belief in a greater whole. A detailed and empirically grounded study of the mechanisms in which the Foreign Legion not only cuts members' ties to people outside the organization, but also restricts the creation and maintenance of ties among its members, this book shows how atomistic unity is not limited to greedy organizations such as the military, but applies to a variety of collectivist settings. As such, it will appeal to scholars of sociology and anthropology with interests in military life, social relations, social theory and the work of Goffman. |
