As Oliver Richmond explains, there is a level to peacemaking that operates in the realm of dialogue, declarations, symbols and rituals. But after all this pomp and circumstance is where the reality of security, development, politics, economics, identity, and culture figure in; conflict, cooperation, and reconciliation are at their most vivid at the local scale. Thus local peace operations are crucial to maintaining order on the ground even in the most violent contexts. However, as Richmond argues, such local capacity to build peace from the inside is generally left unrecognized, and it has been largely ignored in the policy and scholarly literature on peacebuilding. In Peace and Political Order, Richmond looks at peace processes as they scale up from local to transnational efforts to consider how to build a lasting and productive peace. He takes a comparative and expansive look at peace efforts in conflict situations in countries around the world to consider what local voices might suggest about the inadequacy of peace processes engineered at the international level. As well, he explores how local workers act to modify or resist peace processes headed by international NGOs, and to what degree local actors have enjoyed success in the peace process (and how they have affected the international peace process).
Scholars have argued that the end of the Cold War and the War on
Terror have radically changed the context of war and defense,
diminished the role of nation-states in favor of multi-lateral
defense activities, and placed a new focus on human security.
International peacekeeping has superseded the traditional act of
war-making as the most important defense strategy among wealthy,
liberal-democratic nations. And, per UN Security Council Resolution
1325, adopted in 2000, all member nations must consider the needs
of women and girls during repatriation, resettlement, and
post-conflict reconstruction efforts.
Gershon Baskin's memoir of thirty-eight years of intensive pursuit of peace begins with a childhood on Long Island and a bar mitzvah trip to Israel with his family. Baskin joined Young Judaea back in the States, then later lived on a kibbutz in Israel, where he announced to his parents that he had decided to make aliya, immigrate to Israel. They persuaded him to return to study at NYU, after which he finally immigrated under the auspices of Interns for Peace. In Israel he spent a pivotal two years living with Arabs in the village of Kufr Qara. Despite the atmosphere of fear, Baskin found that he could talk with both Jews and Palestinians, and that very few others were engaged in efforts at mutual understanding. At his initiative, the Ministry of Education and the office of right-wing Prime Minister Menachem Begin created the Institute for Education for Jewish-Arab Coexistence with Baskin himself as director. Eight years later he founded and codirected the only joint Israeli-Palestinian public policy think-and-do tank in the world, the Israel/Palestine Center for Research and Information. For decades he continued to cross borders, often with a kaffiyeh (Arab headdress) on his dashboard to protect his car in Palestinian neighborhoods. Airport passport control became Kafkaesque as Israeli agents routinely identified him as a security threat. During the many cycles of peace negotiations, Baskin has served both as an outside agitator for peace and as an advisor on the inside of secret talks-for example, during the prime ministership of Yitzhak Rabin and during the initiative led by Secretary of State John Kerry. Baskin ends the book with his own proposal, which includes establishing a peace education program and cabinet-level Ministries of Peace in both countries, in order to foster a culture of peace.
The Peace of Utrecht (1713), which brought an end to the War of the Spanish Succession, was a milestone in global history. Performances of Peace aims to rethink the significance of the Peace of Utrecht by exploring the nexus between culture and politics. For too long, cultural and political historians have studied early modern international relations in isolation. By studying the political as well as the cultural aspects of this peace (and its concomitant paradoxes) from a broader perspective, this volume aims to shed new light on the relation between diplomacy and performative culture in the public sphere. Peace operations are the UN's flagship activity. Over the past
decade, UN blue helmets have been dispatched to ever more
challenging environments from the Congo to Timor to perform an
expanding set of tasks. From protecting civilians in the midst of
violent conflict to rebuilding state institutions after war, a new
range of tasks has transformed the business of the blue helmets
into an inherently knowledge-based venture. But all too often, the
UN blue helmets, policemen, and other civilian officials have been
"flying blind" in their efforts to stabilize countries ravaged by
war. The UN realized the need to put knowledge, guidance and
doctrine, and reflection on failures and successes at the center of
the institution.
The Syrian war has been an example of the abuse and insufficient delivery of humanitarian assistance. According to international practice, humanitarian aid should be channelled through a state government that bears a particular responsibility for its population. Yet in Syria, the bulk of relief went through Damascus while the regime caused the vast majority of civilian deaths. Should the UN have severed its cooperation with the government and neglected its humanitarian duty to help all people in need? Decision-makers face these tough policy dilemmas, and often the "neutrality trap" snaps shut. This book discusses the political and moral considerations of how to respond to a brutal and complex crisis while adhering to international law and practice. The author, a scholar and senior diplomat involved in the UN peace talks in Geneva, draws from first-hand diplomatic, practitioner and UN sources. He sheds light on the UN's credibility crisis and the wider implications for the development of international humanitarian and human rights law. This includes covering the key questions asked by Western diplomats, NGOs and international organizations, such as: Why did the UN not confront the Syrian government more boldly? Was it not only legally correct but also morally justifiable to deliver humanitarian aid to regime areas where rockets were launched and warplanes started? Why was it so difficult to render cross-border aid possible where it was badly needed? The meticulous account of current international practice is both insightful and disturbing. It tackles the painful lessons learnt and provides recommendations for future challenges where politics fails and humanitarians fill the moral void.
Military organizations are cultures, and such cultures have ingrained preferences and predilections for how and when to employ force. This is the first study to use a comparative framework to understand what happened with the U.S. military endeavor in Somalia and the British effort in Bosnia up to 1995. Both regions were potential quagmires, and no doctrine for armed humanitarian operations during ongoing conflicts existed at the outset of these efforts. After detailing the impact of military culture on operations, Cassidy draws conclusions about which military cultural traits and force structures are more suitable and adaptable for peace operations and asymmetric conflicts. He also offers some military cultural implications for the U.S. Army's ongoing transformation. The first part of the study offers an in-depth assessment of the military cultural preferences and characteristics of the British and American militaries. It shows that Britain's geography, its regimental system, and a long history of imperial policing have helped embed a small-war predilection in British military culture. This distinguishes it from American military culture, which has exhibited a preference for the big-war paradigm since the second half of the 19th century. The second part of the book examines how cultural preferences influenced the conduct of operations and the development of the first post-Cold War doctrine for peace operations.
Since the end of the Cold War, United Nations peace operations have become an established and prominent feature of world politics. From Liberia to East Timor, the UN now carries out extensive governance-related functions and is a significant political force in Southern states and societies. Here Richard Al-Qaq leads us to a radical new understanding of the UN and its role in international politics. He uncovers the political and socio-economic import of such "peace" activities for subject societies, and raises important questions about the functioning and dynamics of the global political order. A critical view of the internal process of programmatic reform within the UN is elaborated by detailed studies of the politics of UN peace operations in three seminal cases of the 1990s, in Somalia, Rwanda and Angola. This book discusses the many legal aspects arising in relation to the maintenance of peace in Africa. Over the past twenty years, the majority of peace operations have been deployed on this continent, most of them established by the UN Security Council, sometimes in cooperation with the African Union and other African regional organizations, with contributions from the European Union and NATO. In some cases, the African Union has invoked its 'primary responsibility for promoting peace, security and stability in Africa', thus questioning the legal partnership between UN and regional organizations provided for in Chapter VIII of the UN Charter. The peace operations deployed in Africa have sometimes received a very robust mandate, which also includes the use of force and the protection of civilians' human rights. The implementation of this broad mandate, which goes well beyond the traditional 'peacekeeping approach', requires considerable human and economic resources. Moreover, it raises several issues of concern with regard to the impact on the economic and political systems of the states in which the operations are deployed and, more generally, on the exercise of sovereignty over their territorial communities by these states. Offering an update for lawyers in practice and in academia interested in the field of international law, the book also contributes to the theoretical studies concerning the activities of international organizations, focusing on one of the most challenging issues to emerge in recent times.
Amidst ongoing allegations of inappropriate behavior and trafficking during UN peacekeeping missions, this volume takes a step back to analyze the post-war and peacekeeping contexts in which prostitution flourishes. Using ethnographic research conducted in Kosovo from 2011 to 2015, this book offers an alternate understanding of the growth of the sex industry in the wake of war. It features in-depth interviews with the diverse women engaged in prostitution, with those facilitating it, and with police, prosecutors, and gynecologists. Drawing on the perspectives of women engaged in prostitution in the wake of war, this volume argues that the depiction of these women as victims of trafficking in the hegemonic discourse does more harm than good. Instead, it outlines the complex set of circumstances and choices that emerge in the context of a growing post-war sex economy. Extrapolating the conclusions from the study of Kosovo, this book is a valuable resources for researchers and practitioners studying the aftermath of war in the Balkans and beyond, and researchers engaged with the function of the UN and peacekeeping missions internationally.
This book provides a survey of the U.S. civilian and military agencies responsible for postconflict reconstruction and peace-building around the world and how these agencies function in the interagency process. U.S. Peacefare: Organizing American Peace-Building Operations surveys the evolution of the American peace-building apparatus during the presidencies of Bill Clinton and George W. Reintegration programmes for ex-combatants are supposed to support the wider peace process. This study, based on detailed fieldwork, looks at the way they were carried out in Sierra Leone and Liberia and assesses the degree to which they were conducted in a participatory way.
A riveting, action-filled account that sheds light on the realities of working in a war-torn country, this is the first book on the war in Iraq by a South African. Johan Raath and a security team were escorting American engineers to a power plant south of Baghdad when they were ambushed. He had first arrived in Iraq only two weeks before. This was a small taste of what was to come over the next 13 years while he worked there as a private military contractor (PMC). His mission? Not to wage war but to protect lives. Raath acted as a bodyguard for VIPs and, more often, engineers who were involved in construction projects to rebuild the country after the 2003 war. His physical and mental endurance was tested to the limit in his efforts to safeguard construction sites that were regularly subjected to mortar and suicide attacks. Key to his survival was his training as a Special Forces operator, or Recce. Working in places called the Triangle of Death and driving on the ‘Hell Run’, Raath had numerous hair-raising experiences. As a trained combat medic he also helped to save people’s lives after two suicide bomb attacks on sites he then worked at.
There have been a number of EU military operations in the last few years, evidence of a growing European military confidence, which in turn is a reflection of a developing competence in security matters. The creation of the European Union and its Common Foreign and Security Policy by the Maastricht Treaty of 1992 heralded this development, though the idea of a common defense can be traced to the beginnings of European integration. This book provides an analysis of the EU's evolving legal framework and powers on such matters, but it also recognizes that such a framework sits, sometimes uneasily, within the wider body of EU and International Law. The EU's security and defense policy also overlaps with those of other organizations such as the Organization for Security and Cooperation in Europe (OSCE), but more especially the North Atlantic Treaty Organization (NATO). EU relations with NATO have, in particular, caused some concern and are still evolving as both organizations seek to play a wider security role in the post-Cold War, and now post-9/11, era. With security now dominating political agendas at the domestic, regional and international levels, it is no surprise that the EU's concern for security has grown, and, following the Union's respect for the rule of law, has been shaped legally as well as politically. This book evaluates the progress of the Union in this regard in its international context and in its wider context of European integration generally. The analysis is in the main a legal one, but is placed squarely within wider historical and political perspectives.
The reintegration of ex-combatants after conflict is a crucial peacebuilding task, but several challenges stand in the way of efforts to successfully assist ex-combatants after war. Drawing on extensive field research including nearly 200 interviews with policy practitioners, government officials, and ex-combatants themselves, this book critically examines these challenges by analyzing reintegration policy and outcomes in Namibia, Mozambique, Sierra Leone, and Liberia.McMullin presents a troubling contradiction in the conventional wisdom about peacebuilding as it relates to ex-combatants: limited economic opportunities and short term assistance programs mean that 'reintegration' tends to be back into the poverty and marginalization that contributed to war in the first place. Can reintegration back into poverty be called successful? This book will appeal to scholars of political violence, security studies, peacekeeping and peace building, transitional justice, social policy after war, and peace and conflict studies.

Peacekeeping is a useful tool to manage international conflict and maintain truces, but it will only work in a narrow range of circumstances. Peacekeepers can order punitive airstrikes, depose elected leaders, destroy infrastructure, and enforce peace accords not drafted by the warring parties. They have overstepped their bounds, and peacekeeping is now often a euphemism for any multilateral military action. The United States and the international community intervened in a number of internal conflicts throughout the 1990s, generally justifying their actions on humanitarian grounds. In most cases, the external military intervention largely halted the fighting and allowed humanitarian assistance to be distributed. However, as Hawk makes clear, simply halting the fighting has not allowed these countries to create stable governments and harmonious societies. This study is based on the premise that if external actors--foreign governments, international organizations, and private groups--can not figure out how to lay a foundation for a stable, longer-term peace, there will be decreasing support for international intervention and peacekeeping/peacebuilding missions in the future. Although external actors have undertaken many activities in the aftermath of a military intervention in an attempt to consolidate peace, sufficient attention has not been paid to (re)constructing the state as a capable, effective, and legitimate entity. While (re)constructing the state is only a portion of what needs to be done to bring about a stable, long-term peace, it provides a necessary foundation upon which to structure the other activities. Through her examination of external actions in Somalia, Bosnia, and Kosovo, Hawk draws 23 lessons, nine of which are applicable to interventions in general and the remaining 14 specific to statebuilding efforts. This study will be of particular interest to scholars, students, and policymakers involved with conflict resolution and international relations. |
