This volume re-examines the evidence surrounding the rise and fall of peacekeeping policy during the first Clinton Administration. Specifically, it asks: what happened to cause the Clinton Executive to abandon its previously favoured policy platform of humanitarian multilateralism? Clinton, Peacekeeping and Humanitarian Interventionism aims to satisfy a large gap in our understanding of events surrounding 1990s peacekeeping policy, humanitarian intervention and the Rwandan genocide, as well as shedding some light on US policy on Africa, and the issues surrounding the current peacekeeping debate. Leonie Murray takes an unorthodox stance with regard to the role of public opinion on peacekeeping policy, and delves deeper into the roles that the legislature, the military, and in particular, the executive had to play in the development of US peacekeeping policy in the 1990s. The conclusions reached concerning the role of the United States and the International Community in the face of the Rwandan Genocide are of particular note in their departure from the accepted wisdom on the subject. This book will be of interest to students of peacekeeping, international relations, US foreign policy and humanitarian intervention.
The extent to which humanitarian intervention has become a legitimate practice in post-cold war international society is the subject of this book. It maps the changing legitimacy of humanitarian intervention by comparing the international response to cases of humanitarian intervention in the cold war and post-cold war periods. While there are studies of each individual case of intervention--in East Pakistan, Cambodia, Uganda, Iraq, Somalia, Rwanda, Bosnia and Kosovo--there is no single work that examines them comprehensively in a comparative framework.
Token forces - tiny national troop contributions in much larger coalitions - have become ubiquitous in UN peacekeeping. This Element examines how and why this contribution type has become the most common form of participation in UN peace operations despite its limited relevance for missions' operational success. It conceptualizes token forces as a path-dependent unintended consequence of the norm of multilateralism in international uses of military force. The norm extends states' participation options by giving coalition builders an incentive to accept token forces; UN-specific types of token forces emerged as states learned about this option and secretariat officials adapted to state demand for it. The Element documents the growing incidence of token forces in UN peacekeeping, identifies the factors disposing states to contribute token forces, and discusses how UN officials channel token participation. The Element contributes to the literatures on UN peacekeeping, military coalitions, and the impacts of norms in international organizations.
Civil wars have caused tremendous human suffering in the last century, and the United Nations is often asked to send peacekeepers to stop ongoing violence. Yet despite being the most visible tool of international intervention, policymakers and scholars have little systematic knowledge about how well peacekeeping works. Peacekeeping in the Midst of War offers the most comprehensive analyses of peacekeeping on civil war violence to date. With unique data on different types of violence in civil wars around the world, Peacekeeping in the Midst of War offers a rigorous understanding of UN intervention by analysing both wars with and without UN peacekeeping efforts. It also directly measures the strength of UN missions in personnel capacity and constitution. Using large-n quantitative analyses, the book finds that UN peacekeeping missions with appropriately constituted force capacities mitigate violence in civil wars. The authors conclude by analyzing the broader context of UN intervention effectiveness, and conclude that peacekeeping is a more generally effective way to reduce the human suffering associated with civil war.

The crisis in Kosovo raised many questions concerning the nature of war and international relations in a world which is now unipolar but marked by a growing role for transnational organizations. This work examines both the escalation of the Kosovo conflict to a full-scale war and the aftermath of that war. It looks at the origins and implications of the Kosovo conflict in two stages: part one deals with the background and history of the conflict. Part two gives diverse opinions on NATO's attack on Yugoslavia and the consequent occupation of Kosovo by KFOR. There is also a separate section of documents relating to Kosovo, and a chronology of events.
Using Force to Protect Civilians offers the first comprehensive analysis of United Nations military protection operations across time and UN missions, drawing on a novel dataset that covers 200 operations from ten UN peacekeeping missions in Africa from 1999 to 2017. Employing a mixed-methods research design, the book finds that Blue Helmets succeed as often as they fail when they employ force to protect, indicating that they can wield force effectively - under the right conditions - to achieve this priority task. Stian Kjeksrud shows that effective UN military protection operations must rest on a deep understanding of perpetrators' motivation and modus operandi for attacking civilians, facilitating tailored military responses to stop or reduce physical threats in a timely manner. Adding to existing knowledge about the conflict-reducing effect of the presence of uniformed UN personnel, he also finds that specific actions matter more than the simple presence of Blue Helmets in large numbers. While protecting civilians is a priority task for military peacekeepers, we have limited knowledge about how they fare across time and in different UN missions when they use force to protect. We also remain largely ignorant of the conditions leading to successful outcomes when they intervene militarily to protect civilians from violence. Using Force to Protect Civilians addresses both of these knowledge gaps, and provides the building blocks for a theory of the utility of force to protect civilians in UN peace operations.
Peacebuilding Paradigms focuses on how seven paradigms from the Comparative Politics, International Relations, and Policy Analysis subfields - Realism, Liberalism, Constructivism, Cosmopolitanism, Critical Theories, Locality, and Policy - analyze peacebuilding. The contributors explore the arguments of each paradigm, and then compare and contrast them. This book suggests that a hybrid approach that incorporates useful insights from each of these paradigms best explains how and why peacebuilding projects and policies succeed in some cases, fail in others, and provide lessons learned. Rather than merely using a theoretical approach, the authors use case studies to demonstrate why a focus on just one paradigm alone as an explanatory model is insufficient. This collection directly at how peacebuilding theory affects peacebuilding policies, and provides recommendations for best practices for future peacebuilding missions.
During the early months of World War II, Winston Churchill maneuvered to get the U.S. involved in the war to save his country from German invasion. Roosevelt, scheming to lure Hitler into a causa belli, ensnared Japan instead, resulting in the attack on Pearl Harbor and the Pacific War that followed. The rule of law is indispensable for sustained peace, good governance, and economic growth, especially in countries recovering from civil war. Yet despite its importance, we know surprisingly little about how to restore the rule of law in the wake of conflict. In this book, Robert A. Blair proposes a new theory to explain how the international community can help establish the rule of law in the world's weakest and most war-torn states, focusing on the crucial but often underappreciated role of the United Nations. Private military and security companies (PMSCs) have been used in every peace operation since 1990, and reliance on them is increasing at a time when peace operations themselves are becoming ever more complex. This book provides an essential foundation for the emerging debate on the use of PMSCs in this context. Peacekeeping has been the technique most frequently used by, and associated with, the United Nations to end conflicts and to preserve peace. In addition, international and regional organizations have also performed peacekeeping functions. Since the establishment of the first UN peacekeeping mission, UNEF I, in 1956, international lawyers have raised questions about the legal aspects of these operations. Traditionally, they analyzed the constitutional basis for peacekeeping and tried to allocate the authority under the UN Charter for peacekeeping among the Security Council, the General Assembly and the Secretary General. They discussed the use of force by peacekeepers, the applicability of international humanitarian law, as well as the responsibilities and liabilities of peacekeepers. Since the end of the cold war, peacekeeping operations have become more complex. In the first forty years, peacekeepers functioned mainly as buffer zones between warring parties and monitored cease-fires. Nowadays, they are increasingly engaged in internal rather than international conflicts and perform a multitude of tasks. Among others, they act as civilian administrators, oversee elections and monitor human rights. These changes have raised new legal problems. Which human rights obligations exist for peacekeepers? Do peacekeepers have to intervene if they witness war crimes and acts of genocide? How are they protected under international law? What is the legal framework of UN administrations like in Kosovo and East Timor? In order to enhance a better understanding of these legal issues arising from peacekeeping operations, a collection of articles written by the leading experts in the field have been compiled in the volume, International Peacekeeping.

Bringing armed conflicts to an end is difficult; restoring a lasting peace can be considerably harder. Reclaiming Everyday Peace addresses the effectiveness and impact of local level interventions on communities affected by war. Using an innovative methodology to generate participatory numbers, Pamina Firchow finds that communities saturated with external interventions after war do not have substantive higher levels of peacefulness according to community-defined indicators of peace than those with lower levels of interventions. These findings suggest that current international peacebuilding efforts are not very effective at achieving peace by local standards because disproportionate attention is paid to reconstruction, governance and development assistance with little attention paid to community ties and healing. Firchow argues that a more bottom up approach to measuring the effectiveness of peacebuilding is required. By finding ways to effectively communicate local community needs and priorities to the international community, efforts to create an atmosphere for an enduring peace are possible.
This book analyzes both NATO's and the EU's military crisis management operations and provides an explanation for the fact that it is sometimes NATO, sometimes the EU, and sometimes both international organizations that intervene militarily in a conflict. Religious dimension of contemporary conflicts and the rise of faith-based movements worldwide require policymakers to identify the channels through which religious leaders can play a constructive role.
