Civil wars have caused tremendous human suffering in the last century, and the United Nations is often asked to send peacekeepers to stop ongoing violence. Yet despite being the most visible tool of international intervention, policymakers and scholars have little systematic knowledge about how well peacekeeping works. Peacekeeping in the Midst of War offers the most comprehensive analyses of peacekeeping on civil war violence to date. With unique data on different types of violence in civil wars around the world, Peacekeeping in the Midst of War offers a rigorous understanding of UN intervention by analysing both wars with and without UN peacekeeping efforts. It also directly measures the strength of UN missions in personnel capacity and constitution. Using large-n quantitative analyses, the book finds that UN peacekeeping missions with appropriately constituted force capacities mitigate violence in civil wars. The authors conclude by analyzing the broader context of UN intervention effectiveness, and conclude that peacekeeping is a more generally effective way to reduce the human suffering associated with civil war.

Using Force to Protect Civilians offers the first comprehensive analysis of United Nations military protection operations across time and UN missions, drawing on a novel dataset that covers 200 operations from ten UN peacekeeping missions in Africa from 1999 to 2017. Employing a mixed-methods research design, the book finds that Blue Helmets succeed as often as they fail when they employ force to protect, indicating that they can wield force effectively - under the right conditions - to achieve this priority task. Stian Kjeksrud shows that effective UN military protection operations must rest on a deep understanding of perpetrators' motivation and modus operandi for attacking civilians, facilitating tailored military responses to stop or reduce physical threats in a timely manner. Adding to existing knowledge about the conflict-reducing effect of the presence of uniformed UN personnel, he also finds that specific actions matter more than the simple presence of Blue Helmets in large numbers. While protecting civilians is a priority task for military peacekeepers, we have limited knowledge about how they fare across time and in different UN missions when they use force to protect. We also remain largely ignorant of the conditions leading to successful outcomes when they intervene militarily to protect civilians from violence. Using Force to Protect Civilians addresses both of these knowledge gaps, and provides the building blocks for a theory of the utility of force to protect civilians in UN peace operations.

The crisis in Kosovo raised many questions concerning the nature of war and international relations in a world which is now unipolar but marked by a growing role for transnational organizations. This work examines both the escalation of the Kosovo conflict to a full-scale war and the aftermath of that war. It looks at the origins and implications of the Kosovo conflict in two stages: part one deals with the background and history of the conflict. Part two gives diverse opinions on NATO's attack on Yugoslavia and the consequent occupation of Kosovo by KFOR. During the early months of World War II, Winston Churchill maneuvered to get the U.S. involved in the war to save his country from German invasion. Roosevelt, scheming to lure Hitler into a causa belli, ensnared Japan instead, resulting in the attack on Pearl Harbor and the Pacific War that followed. When the doomed U.S. garrison in the Philippines soon capitulated to the Japanese, the atrocities inflicted on the Filipino and American units that surrendered were portents for the inhabitants of Manila. The military intervention by NATO in Kosovo was portrayed in American media as a necessary step to prevent the Serbian armed forces from repeating the ethnic cleansing that had so deeply damaged the former Yugoslavia. Serbia trained its military on Kosovo because of an ongoing armed struggle by ethnic Albanians to wrest independence from Serbia. Warfare in the Balkans seemed to threaten the stability of Europe, as well as the peace and security of Kosovars, and yet armed resistance seemed to offer the only possibility of future stability. Bringing armed conflicts to an end is difficult; restoring a lasting peace can be considerably harder. Reclaiming Everyday Peace addresses the effectiveness and impact of local level interventions on communities affected by war. Using an innovative methodology to generate participatory numbers, Pamina Firchow finds that communities saturated with external interventions after war do not have substantive higher levels of peacefulness according to community-defined indicators of peace than those with lower levels of interventions. These findings suggest that current international peacebuilding efforts are not very effective at achieving peace by local standards because disproportionate attention is paid to reconstruction, governance and development assistance with little attention paid to community ties and healing. Firchow argues that a more bottom up approach to measuring the effectiveness of peacebuilding is required. By finding ways to effectively communicate local community needs and priorities to the international community, efforts to create an atmosphere for an enduring peace are possible.

Peace Support Operations: Nordic Perspectives brings together Nordic academics working in the field of peace support operations broadly defined. Contemporary practices of international peacebuilding and post-conflict reconstruction are often unsatisfactory. There is now a growing awareness of the significance of local governments and local communitites as an intergrated part of peacebuilding in order to improve quality and enhance precision of interventions. In spite of this, 'the local' is rarely a key factor in peacebuilding, hence 'everyday peace' is hardly achieved. The aim of this volume is threefold: firstly it illuminates the substantial reasons for working with a more localised approach in politically volatile contexts. Secondly it consolidates a growing debate on the significance of the local in these contexts. Thirdly, it problematizes the often too swiftly used concept, 'the local', and critically discuss to what extent it is at all feasible to integrate this into macro-oriented and securitized contexts. The book Psychosocial Perspectives on Peacebuilding offers a template for those dealing with the aftermath of armed conflict to look at peacebuilding through a psychosocial lens. There is a long history of state governments providing support to nonstate armed groups fighting battles in other countries. Examples include Syria's aid to Hamas, Ecuador's support for FARC, and Libya's donation of arms to the IRA. What motivates states to do this? And why would rebel groups align themselves with these states? In States in Disguise, Belgin San-Akca builds a rigorous theoretical framework within which to study the complex and fluid network of relationships between states and rebel groups, including ethnic and religious insurgents, revolutionary groups, and terrorists. She proves that patterns of alliances between armed rebels and modern states are hardly coincidental, but the result of systematic and strategic choices made by both states and rebel groups. San-Akca demonstrates that these alliances are the result of shared conflictual, material and ideational interests, and her theory shows how to understand these ties via the domestic and international environment. Drawing from an original data set of 455 groups, their target states, and supporters over a span of more than sixty years, she explains that states are most likely to support rebel groups when they are confronted with internal and external threats simultaneously, while rebels select strong states and democracies when seeking outside support. She also shows that states and rebels look to align with one another when they share ethnic, religious and ideological ties. Through its broad chronological sweep, States in Disguise reveals how and why the phenomenon of state and rebel group alliances has evolved over time.

This book provides a contemporary account of the linkages between the academic field of conflict resolution and the practice of military peacekeeping, through the lens of pre-deployment training for military personnel about to embark on UN peacekeeping operations. Military personnel serving on United Nations peacekeeping operations are deployed into highly challenging post-conflict environments, where the likelihood of violence remains high. Moreover, these personnel are deployed part of a wider peace process, and are thus situated as an anchor point in a transition from war to peace. This dimension of their work therefore means that a range of skills and techniques are relied upon, which come not from traditional military training, but from other, non-traditional fields. It is into this gap where the academic field of conflict resolution has made a valuable contribution to understanding international peacekeeping. Since the 1970's, studies have sought to understand international peacekeeping as a necessary stage in conflict de-escalation, and ultimately transformation. From this, there is a history of engagement including studies which seek to understand the skills peacekeepers may need to assist them in their day to day activities, and the role that international peacekeeping plays in wider projects of conflict transformation.

As Oliver Richmond explains, there is a level to peacemaking that operates in the realm of dialogue, declarations, symbols and rituals. But after all this pomp and circumstance is where the reality of security, development, politics, economics, identity, and culture figure in; conflict, cooperation, and reconciliation are at their most vivid at the local scale. Thus local peace operations are crucial to maintaining order on the ground even in the most violent contexts. However, as Richmond argues, such local capacity to build peace from the inside is generally left unrecognized, and it has been largely ignored in the policy and scholarly literature on peacebuilding. In Peace and Political Order, Richmond looks at peace processes as they scale up from local to transnational efforts to consider how to build a lasting and productive peace. He takes a comparative and expansive look at peace efforts in conflict situations in countries around the world to consider what local voices might suggest about the inadequacy of peace processes engineered at the international level. As well, he explores how local workers act to modify or resist peace processes headed by international NGOs, and to what degree local actors have enjoyed success in the peace process (and how they have affected the international peace process).

Recent developments such as Sweden's' Feminist Foreign Policy, the "Hillary Doctrine," and the integration of women into combat roles in the U.S. have propelled gender equality to the forefront of international politics. The UN Department of Peacekeeping Operations, however, has been integrating gender equality into peacekeeping missions for nearly two decades as part of the women, peace and security agenda that has been most clearly articulated in UNSC Resolution 1325. To what extent have peacekeeping operations achieved gender equality in peacekeeping operations and been vehicles for promoting gender equality in post-conflict states? While there have been major improvements related to women's participation and protection, there is still much left to be desired. Sabrina Karim and Kyle Beardsley argue that gender power imbalances between the sexes and among genders place restrictions on the participation of women in peacekeeping missions. Specifically, discrimination, a relegation of women to safe spaces, and sexual exploitation, abuse, harassment, and violence (SEAHV) continue to threaten progress on gender equality. Using unique cross-national data on sex-disaggregated participation of peacekeepers and on the allegations of SEAHV, as well as original data from the UN Mission in Liberia, the authors examine the origins and consequences of these challenges. Karim and Beardsley also identify and examine how increasing the representation of women in peacekeeping forces, and even more importantly through enhancing a more holistic value for "equal opportunity," can enable peacekeeping operations to overcome the challenges posed by power imbalances and be more of an example of and vehicle for gender equality globally.

This volume provides a framework for analyzing security sector reform under international tutelage. Following violent conflict and military interventions, international organizations or coalitions of countries increasingly engage in post-conflict reconstruction. Part of the international post-conflict agenda is the 'reconstruction' or 'reform' of the security sector (SSR). In post-conflict situations, the security sector is often characterized by politicization, ethnicization, corruption of the security services, excessive military spending, lack of professionalism, poor oversight and inefficient allocation of resources. At the same time, there is great need for effective and efficient (re-)establishment of a legitimate monopoly of force. While initially this is in the purview of the external intervention forces, they also face the task of the building up of effective, efficient accountable and democratically legitimized security forces as quickly as possible. The contributors analyze six pertinent cases: Afghanistan, Bosnia-Herzegovina, Haiti, Kosovo, Sierra Leone and Timor Leste, focusing on issues such as priorities for security and for security sector reform, sequencing of reconstruction and reform, tensions between requirements of security and security governance and the interaction of domestic and external actors in security sector reform. Since its establishment, the UN's Peacebuilding Architecture (PBA) has been involved in peacebuilding processes in more than 20 countries. This edited volume takes stock of the overall impact of the PBA during its first decade in existence, and generates innovative recommendations for how the architecture can be modified and utilized to create more synergy and fusion between the UN's peace and development work. The volume is based on commissioned research and independent evaluations as well as informed opinions of several key decision-makers closely engaged in shaping the UN's peacebuilding agenda. It seeks to find a balance between identifying the reality and constraints of the UN's multilateral framework, while being bold in exploring new and innovative ways in which the UN can enhance the results of its peace and development work through the PBA. The research and writing of each chapter has been guided by four objectives: to assess the overall impact of the PBA; to generate innovative ideas for how the PBA can be made more effective post-2015; to analyze the PBA's role at the nexus of the UN's peace and development work; and to consider what would be required for the PBA to increase and improve its impact in future.
