Heart-breaking, hopeful and horrifying, I Shall Not Hate is a Palestinian doctor's inspiring account of his extraordinary life, growing up in poverty but determined to treat his patients in Gaza and Israel regardless of their ethnic origin. A London University- and Harvard-trained Palestinian doctor who was born and raised in the Jabalia refugee camp in the Gaza Strip and 'who has devoted his life to medicine and reconciliation between Israelis and Palestinians' (New York Times), Abuelaish is an infertility specialist who lives in Gaza but works in Israel. On the strip of land he calls home (where 1.5 million Gazan refugees are crammed into a few square miles) the Gaza doctor has been crossing the lines in the sand that divide Israelis and Palestinians for most of his life - as a physician who treats patients on both sides of the line, as a humanitarian who sees the need for improved health and education for women as the way forward in the Middle East. And, most recently, as the father whose three daughters were killed by Israeli shells on 16 January 2009, during Israel's incursion into the Gaza Strip. It was his response to this tragedy that made news and won him humanitarian awards around the world. Instead of seeking revenge or sinking into hatred, Izzeldin Abuelaish called for the people in the region to start talking to each other. His deepest hope is that his daughters will be 'the last sacrifice on the road to peace between Palestinians and Israelis'.

The complexity of the twenty-first century threat landscape contrasts markedly with the bilateral nuclear bargaining context envisioned by classical deterrence theory. Nuclear and conventional arsenals continue to develop alongside anti-satellite programs, autonomous robotics or drones, cyber operations, biotechnology, and other innovations barely imagined in the early nuclear age. The concept of cross-domain deterrence (CDD) emerged near the end of the George W. Bush administration as policymakers and commanders confronted emerging threats to vital military systems in space and cyberspace. The Pentagon now recognizes five operational environments or so-called domains (land, sea, air, space, and cyberspace), and CDD poses serious problems in practice. In Cross-Domain Deterrence, Erik Gartzke and Jon R. Lindsay assess the theoretical relevance of CDD for the field of International Relations. As a general concept, CDD posits that how actors choose to deter affects the quality of the deterrence they achieve. Contributors to this volume include senior and junior scholars and national security practitioners. Their chapters probe the analytical utility of CDD by examining how differences across, and combinations of, different military and non-military instruments can affect choices and outcomes in coercive policy in historical and contemporary cases.
During the early months of World War II, Winston Churchill maneuvered to get the U.S. involved in the war to save his country from German invasion. Roosevelt, scheming to lure Hitler into a causa belli, ensnared Japan instead, resulting in the attack on Pearl Harbor and the Pacific War that followed. This volume re-examines the evidence surrounding the rise and fall of peacekeeping policy during the first Clinton Administration. Specifically, it asks: what happened to cause the Clinton Executive to abandon its previously favoured policy platform of humanitarian multilateralism? Clinton, Peacekeeping and Humanitarian Interventionism aims to satisfy a large gap in our understanding of events surrounding 1990s peacekeeping policy, humanitarian intervention and the Rwandan genocide, as well as shedding some light on US policy on Africa, and the issues surrounding the current peacekeeping debate. Leonie Murray takes an unorthodox stance with regard to the role of public opinion on peacekeeping policy, and delves deeper into the roles that the legislature, the military, and in particular, the executive had to play in the development of US peacekeeping policy in the 1990s. The conclusions reached concerning the role of the United States and the International Community in the face of the Rwandan Genocide are of particular note in their departure from the accepted wisdom on the subject. Civil wars have caused tremendous human suffering in the last century, and the United Nations is often asked to send peacekeepers to stop ongoing violence. Yet despite being the most visible tool of international intervention, policymakers and scholars have little systematic knowledge about how well peacekeeping works. Peacekeeping in the Midst of War offers the most comprehensive analyses of peacekeeping on civil war violence to date. With unique data on different types of violence in civil wars around the world, Peacekeeping in the Midst of War offers a rigorous understanding of UN intervention by analysing both wars with and without UN peacekeeping efforts. It also directly measures the strength of UN missions in personnel capacity and constitution. Using large-n quantitative analyses, the book finds that UN peacekeeping missions with appropriately constituted force capacities mitigate violence in civil wars. The authors conclude by analyzing the broader context of UN intervention effectiveness, and conclude that peacekeeping is a more generally effective way to reduce the human suffering associated with civil war.
The extent to which humanitarian intervention has become a legitimate practice in post-cold war international society is the subject of this book. It maps the changing legitimacy of humanitarian intervention by comparing the international response to cases of humanitarian intervention in the cold war and post-cold war periods. While there are studies of each individual case of intervention--in East Pakistan, Cambodia, Uganda, Iraq, Somalia, Rwanda, Bosnia and Kosovo--there is no single work that examines them comprehensively in a comparative framework.

The crisis in Kosovo raised many questions concerning the nature of war and international relations in a world which is now unipolar but marked by a growing role for transnational organizations. This work examines both the escalation of the Kosovo conflict to a full-scale war and the aftermath of that war. Civil wars are among the most difficult problems in world politics. While mediation, intervention, and peacekeeping have produced some positive results in helping to end civil wars, they fall short in preventing them in the first place. In Incentivizing Peace, Jaroslav Tir and Johannes Karreth show that considering civil wars from a developmental perspective presents opportunities to prevent the escalation of nascent armed conflicts into full-scale civil wars. The authors demonstrate that highly-structured intergovernmental organizations (IGOs such as the World Bank, IMF, or regional development banks) are particularly well-positioned to engage in civil war prevention. When such IGOs have been actively engaged in nations on the edge, their potent economic tools have helped to steer rebel-government interactions away from escalation and toward peaceful settlement. Do States, through their military forces, have legal obligations under human rights treaties towards the local civilian population during UN-mandated peace operations? It is frequently claimed that it is unrealistic to require compliance with human rights treaties in peace operations and this has led to an unwillingness to hold States accountable for human rights violations. In this book, Kjetil Larsen criticises this position by addressing the arguments against the applicability of human rights treaties and demonstrating that compliance with the treaties is unrealistic only if one takes an 'all or nothing' approach to them. He outlines a coherent and more flexible approach which distinguishes clearly between positive and negative obligations and makes treaty compliance more realistic. His proposals for the application of human rights treaties would also strengthen the legal framework for human rights protection in peace operations without posing any unrealistic obligations on the military forces.
In March 2011, NATO launched a mission hitherto entirely unthinkable: to protect civilians against Libya's ferocious regime, solely from the air. NATO had never operated in North Africa, or without troops on the ground; it also had never had to move as quickly as it did that spring. It took seven months, 25,000 air sorties, 7,000 combat strike missions, 3,100 maritime hailings and nearly 400 boardings for Tripoli to fall. This book analyzes both NATO's and the EU's military crisis management operations and provides an explanation for the fact that it is sometimes NATO, sometimes the EU, and sometimes both international organizations that intervene militarily in a conflict. Contemporary practices of international peacebuilding and post-conflict reconstruction are often unsatisfactory. There is now a growing awareness of the significance of local governments and local communitites as an intergrated part of peacebuilding in order to improve quality and enhance precision of interventions. In spite of this, 'the local' is rarely a key factor in peacebuilding, hence 'everyday peace' is hardly achieved. The aim of this volume is threefold: firstly it illuminates the substantial reasons for working with a more localised approach in politically volatile contexts. Secondly it consolidates a growing debate on the significance of the local in these contexts. Thirdly, it problematizes the often too swiftly used concept, 'the local', and critically discuss to what extent it is at all feasible to integrate this into macro-oriented and securitized contexts. Peace Support Operations: Nordic Perspectives brings together Nordic academics working in the field of peace support operations broadly defined. It contains a collection of articles that present different theoretical approaches to the study of peace support operations and contribute to enhance the knowledge of the Nordic countries' participation in such operations. The book Psychosocial Perspectives on Peacebuilding offers a template for those dealing with the aftermath of armed conflict to look at peacebuilding through a psychosocial lens. This Volume, and the case studies that are in it, starts from the premise that armed conflict and the political violence that flows from it, are deeply contextual and that in dealing with the impact of armed conflict, context matters. The book argues for a conceptual shift, in which psychosocial practices are not merely about treating individuals and groups with context and culturally sensitive methods and approaches: the contributors argue that such interventions and practices should in themselves shape social change. This is of critical importance because the psychosocial method continually highlights how the social context is one of the primary causes of individual psychological distress. The chapters in this book describe experiences within very different contexts, including Guatemala, Jerusalem, Indian Kashmir, Mozambique, Northern Ireland, South Africa and Sri Lanka. This book provides a contemporary account of the linkages between the academic field of conflict resolution and the practice of military peacekeeping, through the lens of pre-deployment training for military personnel about to embark on UN peacekeeping operations. Military personnel serving on United Nations peacekeeping operations are deployed into highly challenging post-conflict environments, where the likelihood of violence remains high. Moreover, these personnel are deployed part of a wider peace process, and are thus situated as an anchor point in a transition from war to peace. This dimension of their work therefore means that a range of skills and techniques are relied upon, which come not from traditional military training, but from other, non-traditional fields. It is into this gap where the academic field of conflict resolution has made a valuable contribution to understanding international peacekeeping. Since the 1970's, studies have sought to understand international peacekeeping as a necessary stage in conflict de-escalation, and ultimately transformation. From this, there is a history of engagement including studies which seek to understand the skills peacekeepers may need to assist them in their day to day activities, and the role that international peacekeeping plays in wider projects of conflict transformation. |
