Brazilian Mobilities presents an overview of the diversity of mobility studies developed in Brazil. This book examines the effects of media interventions in the global South, and argues for a more adaptive and context-sensitive media development. The work investigates media development as part of statebuilding and the effects that Western-led media has in, and on, a newly built state. Drawing on extensive fieldwork, including interviews, observations and social surveys, it analyses the effect media interventions has on global South countries, from the population's point of view. The findings show that in practice media development can be alien to the societies in which a free press is implemented, which can lead to unintended and negative consequences for social relations in a country. While the book uses South Sudan as a case study, it also presents different perspectives and shows that local views on the media are different from those of Western experts and policymakers. Therefore, the book advocates taking local views seriously and an adaptive media development that is sensitive to the context in which it is set up. This book will be of much interest to students of statebuilding, media studies, development studies and international relations in general.

Across Africa, digital media are providing scholars with a reason and opportunity for revisiting the question, and the analytical lens, of publics with new vigour and less normative baggage. This book brings together a rich set of empirically grounded analyses of the diverse digital spaces and networks of communication springing up across the Eastern African region. The contributions offer a plural set of reflections on whether and how we can usefully think about these spaces and networks as convening publics, where citizens come together to discuss matters of common interest. The authors make clear the need to unshackle such studies from slavish acceptance of outsiders' prescriptions on what constitutes desirable publics. They highlight the importance of being attentive to rapidly changing everyday realities across Africa in which people are coming together around the circulation of ideas in ways that include digital means of communications. In so doing, the contributions bring forward new ways of thinking about, through and with publics, alongside other heritages in Africanist scholarship that have continued salience. Looking outwards from the region, such different perspectives on our digitally mediated world offer theoretical novelty that advances how we think about the notion of publics and their political significance. A central political issue in American politics during the 1990s is the need for political campaign reform. A variety of proposals have been advanced to reform the system of congressional elections, most notably in relation to campaign financing. The authors examine U.S. Senate elections to determine the role money plays in the contests; their analysis indicates that the system of campaign finance resembles a market, with legislators serving as the recipients of financial largesse based on their institutional positions and political vulnerability. This rent-seeking relationship between economic interests and legislators has transformed the dynamic of Senate elections. Assessing the potential impact of several electoral reform proposals, Professors Regens and Gaddie argue that debates over the nature and consequences of proposed changes in election finance are often waged without an underlying point of theoretical reference. In addition, little consideration is placed upon impacts relative to each other or collectively on the political system. Spending limits and public funding proposals, they contend, will not have the effects expected by reform advocates. Term limit and public funding proposals would disrupt the rent-seeking relationship between legislators and economic interests, and these proposals would also face political and constitutional barriers to implementation.

In recent years, the city many hoped would help democratize China has instead become a research setting in which to study China's increasing intolerance of dissent. Since Hong Kong's return to Chinese sovereignty in 1997, China's treatment of Hong Kong could be divided into three stages: non-intervention, intervention, and securitization. If the July 1 march in 2003 is a watershed that marked Beijing's change from non-intervention to intervention, this book suggests that the Umbrella Movement in 2014 is another watershed that marked Beijing's change from intervention to securitization. This book is a theoretically driven case study of the Umbrella Movement, a massive sit-in that paralyzed key business and retail districts for 79 days in Hong Kong in 2014. Many Hongkongers believe that they have the right to a fair election of the chief executive, and Beijing's insistence on vetting candidates prompted the outbreak of the Umbrella Movement. Drawing insights from the securitization theory and fear appeal literature, the book proposes the framework of "security appeal." It argues that the outbreak of the Umbrella Movement resulted from a premature use of hard repression, that is, before the government convinced the general public that the Umbrella Movement was a threat. The eventual successful securitization entails a general acceptance of the threatening nature of the Umbrella Movement and agreement with its crackdown. This book concludes that one of the consequences of the securitization of the Umbrella Movement is Beijing's eventual switch to the policy of "patriotocracy" - a system that allocates power and resources based on one's professed patriotism - in lieu of One Country, Two Systems. The policy implications and theoretical and methodological contributions of this book will be of interest to scholars and students of security studies; Chinese politics; and various social science disciplines, including political science, psychology, criminology, and sociology.
