The study of institutions, a core concept in comparative politics, has produced many rich and influential theories on the economic and political effects of institutions, yet it has been less successful at theorizing their origins. In Fixing Democracy, Javier Corrales develops a theory of institutional origins that concentrates on constitutions and levels of power within them. He reviews numerous Latin American constituent assemblies and constitutional amendments to explore why some democracies expand rather than restrict presidential powers and why this heightened presidentialism discourages democracy. His signal theoretical contribution is his elaboration on power asymmetries. Corrales determines that conditions of reduced power asymmetry make constituent assemblies more likely to curtail presidential powers, while weaker opposition and heightened power asymmetry is an indicator that presidential powers will expand. The bargain-based theory that he uses focuses on power distribution and provides a more accurate variable in predicting actual constitutional outcomes than other approaches based on functionalism or ideology. While the empirical focus is Latin America, Fixing Democracy contributes a broadly applicable theory to the scholarship both institutions and democracy.
From Gandhi's movement to win Indian independence to the Arab Spring uprisings of 2011, an expanding number of citizens have used nonviolent action to win political goals. While such events have captured the public imagination, they have also generated a new surge of scholarly interest in the field of nonviolence and civil resistance studies. Revolutionaries, counter-revolutionaries, and reformers the world over appeal to democracy to justify their actions. But when political factions compete over the right to act in "the people's" name, who is to decide? Although the problem is as old as the great revolutions of the seventeenth and eighteenth centuries, events from the Arab Spring to secession referendums suggest that today it is hardly any closer to being solved. This book defends a new theory of democratic legitimacy and change that provides an answer. Christopher Meckstroth shows why familiar views that identify democracy with timeless principles or institutions fall into paradox when asked to make sense of democratic founding and change. Solving the problem, he argues, requires shifting focus to the historical conditions under which citizens work out what it will mean to govern themselves in a democratic way. The only way of sorting out disputes without faith in progress is to show, in Socratic fashion, that some parties' claims to speak for "the people" cannot hold up even on their own terms. Meckstroth builds his argument on provocative and closely-argued interpretations of Plato, Kant, and Hegel, suggesting that familiar views of them as foundationalist metaphysicians misunderstand their debt to a method of radical doubt pioneered by Socrates. Recovering this tradition of antifoundational argument requires rethinking the place of German idealism in the history of political thought and opens new directions for contemporary democratic theory. Cities bring together masses of people, allow them to communicate and hide, and to transform private grievances into political causes, often erupting in urban protests that can destroy regimes. The Chinese Communist Party (CCP) has shaped urbanization via migration restrictions and redistributive policy since 1949 in ways that help account for the regime's endurance, China's surprising comparative lack of slums, and its curious moves away from urban bias over the past decade. Cities and Stability details the threats that cities pose for authoritarian regimes, regime responses to those threats, and how those responses can backfire by exacerbating the growth of slums and cities. Cross-national analyses of nondemocratic regime survival link larger cities to shorter regimes. To compensate for the threat urban threat, many regimes, including the CCP, favor cities in their policy-making. Cities and Stability shows this urban bias to be a Faustian Bargain, stabilizing large cities today but encouraging their growth and concentration over time. While attempting to industrialize, the Chinese regime created a household registration (hukou) system to restrict internal movement, separating urban and rural areas. China's hukou system served as a loophole, allowing urbanites to be favored but keeping farmers in the countryside. As these barriers eroded with economic reforms, the regime began to replace repression-based restrictions with economic incentives to avoid slums by improving economic opportunities in the interior and the countryside. Yet during the global Great Recession of 2008-09, the political value of the hukou system emerged as migrant workers, by the tens of millions, left coastal cities and dispersed across China's interior villages, counties, and cities. The government's stimulus policies, a combination of urban loans for immediate relief and long-term infrastructure aimed at the interior, reduced discontent to manageable levels and locales.

This is a history not of an Enlightenment but rather the Enlightenment-the rights-oriented, formalist, secularizing, freedom-inspired eighteenth-century movement that defined modern Western law. Its principal protagonists, rather than members of a cosmopolitan Republic of Letters, are non-literate, poor, and enslaved litigants who sued their superiors in the royal courts of Spain's American colonies. Despite growing evidence of the Hispanic world's contributions to Enlightenment science, the writing of history, and statecraft, it is conventionally believed to have taken an alternate route to modernity. This book grapples with the contradiction between this legacy and eighteenth-century Spanish Americans' active production of concepts fundamental to modern law. The book is intensely empirical even as it is sly situated within current theoretical debates about imperial geographies of history. The Enlightenment on Trial offers readers new insight into how legal documents were made, fresh interpretations of the intellectual transformations and legal reform policies of the period, and comparative analysis of the volume of civil suits from six regions in Mexico, Peru and Spain. Ordinary litigants in the colonies-far more often than peninsular Spaniards-sued superiors at an accelerating pace in the second half of the eighteenth century. Three types of cases increased even faster than a stunning general rise of civil suits in the colonies: those that slaves, native peasants and women initiated against masters, native leaders and husbands. As they entered court, these litigants advanced a new law-centered culture distinct from the casuistic, justice-oriented legal culture of the early modern period. And they did so at precisely the same time that a few bright minds of Europe enshrined them in print. The conclusion considers why, if this is so, the Spanish empire has remained marginal to the story of the advent of the modern West.
Thirty years ago, the Chinese Communist Party (CCP) made a fateful
decision: to allow newspapers, magazines, television, and radio
stations to compete in the marketplace instead of being financed
exclusively by the government. The political and social
implications of that decision are still unfolding as the Chinese
government, media, and public adapt to the new information
environment.
At a moment when the term "Democracy " is evoked to express inchoate aspirations for peace and social change or particular governmental systems that may or may not benefit more than a select minority of the population, this book examines attempts from ancient Mesopotemia to the democratic movements of the early twenty-first century to sustain and improve their own lives and those of outsiders who have migrated into territory they regard as their own. Democratic activists have formed organizations to regulate the distribution of water, to restore the environment, and to assure that they and their children will have a future. They have organized their relations with deities and those who held secular power, and they have created particular institutions that they hoped would help them shape a good, free, and creative life for themselves and those who follow. They have also created laws and representative bodies to serve their needs on a regular basis and have written about the difficulties those they have elected to office have maintaining their ties to those who brought them to power in the first place. Since early times, proponents of direct or participatory democracy have come into conflict with the leaders of representative institutions that claim singular power over democracy. Patriots of one form or another have tried to reclaim the initiative to define what democracy should mean and who should manage it. Frequently people in small communities, trade unions, repressed, exploited, or denigrated racial, religious, political, or sexual groups have marched forward using the language of democracy to find space for themselves and their ideas at the center of political life. Sometimes they have re-interpreted the old laws, and sometimes they have formulated new laws and institutions in order to gain greater opportunities to debate the major issues of their time. Whatever conclusions they come to, they are only temporary since changing times require new solutions, assuring that democracy can only survive as a continuous process. As such and as a system of beliefs, democracy has many flaws. But looking cross-culturally and trans-historically, it still seems like democracy still holds promise for improving the lives of all the world's people.
A major question for liberal politics and liberal political theory
concerns the proper scope of government. Liberalism has always
favored limited government, but there has been wide-ranging dispute
among liberals about just how extensive the scope of government
should be. Included in this dispute are questions about the extent
of state ownership of the means of production, redistribution of
wealth and income through the tax code and transfer programs, and
the extent of government regulation.
The white nationalist movement in the United States is nothing new. Yet, prior to the 2017 "Unite the Right" rally in Charlottesville, Virginia, many Americans assumed that it existed only on the fringes of our political system, a dark cultural relic pushed out of the mainstream by the victories of the Civil Rights Movement. The events in Charlottesville made clear that we had underestimated the scale of the white nationalist movement; Donald Trump's reaction to it brought home the reality that the movement had gained political clout in the White House. Yet, as this book argues, the mainstreaming of white nationalism did not begin with Trump, but began during the Obama era. Hard White explains how the mainstreaming of white nationalism occurred, pointing to two major shifts in the movement. First, Barack Obama's presidential tenure, along with increases in minority representation, fostered white anxiety about Muslims, Latinx immigrants, and black Americans. While anti-Semitic sentiments remained somewhat on the fringes, hostility toward Muslims, Latinos, and African Americans bubbled up into mainstream conservative views. At the same time, white nationalist leaders shifted their focus and resources from protest to electoral politics, and the book traces the evolution of the movement's political forays from David Duke to the American Freedom Party, the Tea Party, and, finally, the emergence of the Alt-Right. Interestingly it also shows that white hostility peaked in 2012-not 2016. Richard C. Fording and Sanford F. Schram also show that the key to Trump's win was not persuading economically anxious voters to become racially conservative. Rather, Trump mobilized racially hostile voters in the key swing states that flipped from blue to red in 2016. In fact, the authors show that voter turnout among white racial conservatives in the six states that Trump flipped was significantly higher in 2016 compared to 2012. They also show that white racial conservatives were far more likely to participate in the election beyond voting in 2016. However, the rise of white nationalism has also mobilized racial progressives. While the book argues that white extremism will have enduring effects on American electoral politics for some time to come, it suggests that the way forward is to refocus the conversation on social solidarity, concluding with ideas for how to build this solidarity.
Since 1950, the South has undergone the most dramatic political
transformation of any region in the United States. The once
Solid-meaning Democratic-South is now overwhelmingly Republican,
and long-disenfranchised African Americans vote at levels
comparable to those of whites. In The Rational Southerner, M.V.
Hood III, Quentin Kidd, and Irwin L. Morris argue that local
strategic dynamics played a decisive and underappreciated role in
both the development of the Southern Republican Party and the
mobilization of the region's black electorate. Mobilized blacks who
supported the Democratic Party made it increasingly difficult for
conservative whites to maintain control of the Party's machinery.
Also, as local Republican Party organizations became politically
viable, the strategic opportunities that such a change provided
made the GOP an increasingly attractive alternative for white
conservatives. Blacks also found new opportunities within the
Democratic Party as whites fled to the GOP, especially in the deep
South, where large black populations had the potential to dominate
state and local Democratic Parties. As a result, Republican Party
viability also led to black mobilization.
This groundbreaking collection of essays shows that, from the
moment European expansion commenced through to the twentieth
century, indigenous peoples from America, Africa, Australia and New
Zealand drafted legal strategies to contest dispossession. The
story of indigenous resistance to European colonization is well
known. But legal resistance has been wrongly understood to be a
relatively recent phenomenon. These essays demonstrate how
indigenous peoples throughout the world opposed colonization not
only with force, but also with ideas. They made claims to territory
using legal arguments drawn from their own understanding of a law
that applies between peoples - a kind of law of nations, comparable
to that being developed by Europeans. The contributors to this
volume argue that in the face of indigenous legal arguments,
European justifications of colonization should be understood not as
an original and originating legal discourse but, at least in part,
as a form of counter-claim.
Nationalism informs our ideas about language, culture, identity,
nation, and State--ideas that are being challenged by globalization
and an emerging new economy. As language, culture, and identity are
commodified, multilingualism becomes a factor in the mobility of
people, ideas and goods--and in their value.
Why is it that some social movements engaged in contentious politics experience radicalization whereas others do not? The Dynamics of Radicalization offers an innovative reply by investigating how and when social movement organizations switch from a nonviolent mode of contention to a violent one. Moving beyond existing explanations that posit aggressive motivations, grievances or violence-prone ideologies, this book demonstrates how these factors gain and lose salience in the context of relational dynamics among various parties and actors involved in episodes of contention. Drawing on a comparative historical analysis of al-Qaeda, the Red Brigades, the Cypriot EOKA, the authors develop a relational, mechamism-based theory that advances our understanding of political violence in several important ways by identifying turning points in the radicalization process, similar mechanisms at work across each case, and the factors that drive or impede radicalization. The Dynamics of Radicalization offers a counterpoint to mainstream works on political violence, which often presume that political violence and terrorism is rooted in qualities intrinsic to or developed by groups considered to be radical.
Stephen C. Berkwitz's Buddhist Poetry and Colonialism examines five works by a single poet to demonstrate how Buddhism in Sri Lanka was shaped and transformed by encounters with Portuguese colonizers and missionaries in the sixteenth and seventeenth centuries. By following the written works of Alagiyavanna Mukaveti (1552-1625?) from the court of a powerful Sinhala king through the cultural upheavals of warfare and Christian missions and finally to his eventual conversion to Catholicism and employment under the Portuguese Crown, this book uses the poetry of a single author to reflect upon how Sinhala verse fashioned new visions of power and religious identity when many of the traditional Buddhist institutions were in retreat. Berkwitz traces the development of Alagiyavanna's poetry as a medium for celebrating the fame of rulers, devotion to the Buddha and his Dharma, morality and truth in the Buddha's religion, and the glories of Portuguese rule in Sri Lanka. Employing an interdisciplinary approach that combines Buddhist Studies, History, Literary Criticism, and Postcolonial Studies, the author constructs a picture of the effects of colonialism on Buddhist literature and culture at an early juncture in the history of the encounter between Asia and Europe.
In September of 2010, the Daily Mail Reporter announced "Anti-immigration party formed from skinhead movement seizes balance of power in Sweden." A politics of skinhead protest, expressed through White Power Music and an explicitly nationalistic subgenre known as Viking Rock, has relied on its music to voice opposition to immigration and multiculturism. Often labeled "neo-Nazis" or "right-wing extremists," these actors shook political establishments throughout Sweden, Denmark, and Norway during the 1980s and 1990s by rallying around white power music and skinhead subculture. More recently, however, these groups methodically revised their presentation in an effort to refashion themselves as upstanding, intelligent champions of love and human diversity, and once again using music to do so. In Lions of the North: Sounds of the New Nordic Radical Nationalism, author Benjamin Teitelbaum explores this transformation of anti-immigrant, anti-liberal activism in the Nordic countries as it manifests in thought and sound. As his fieldwork in Sweden overlapped with Anders Behring Breivik's attacks in 2011, Teitelbaum observed the radical nationalist movement at a particularly sensitive moment. Offering a rare ethnographic glimpse into controversial and secretive political movements, Lions of the North investigates changes in the music nationalists make and patronize, reading their surprising new music styles as attempts to escape stereotypes and fashion a new image for themselves. Teitelbaum's work reveals organized opposition to immigration and multiculturalism in Scandinavia to be a scene in flux, populated by individuals with diverse understandings of themselves, their cause, and the significance of music. Ultimately, he uncovers the ways in which nationalists use music to frame themselves as agents of justice, an image that is helping to propel these actors to unprecedented success in societies often considered the most tolerant in the world. A timely and powerful work of interdisciplinary ethnomusicology, Lions of the North will appeal to a wide audience, from scholars in the humanities to those in political science.
In 1517, the Ottoman Sultan Selim "the Grim" conquered Egypt and
brought his empire for the first time in history into direct
contact with the trading world of the Indian Ocean. During the
decades that followed, the Ottomans became progressively more
engaged in the affairs of this vast and previously unfamiliar
region, eventually to the point of launching a systematic
ideological, military and commercial challenge to the Portuguese
Empire, their main rival for control of the lucrative trade routes
of maritime Asia.
It can be said of South Asia what has long been said of its great epic poem, the Mahabharata: "there is nothing in it that cannot be found elsewhere in the world and nothing in the world that cannot be found there." South Asia's historic trans-regional connections to the wider world include the trade between its most ancient civilization with Sumer and central Asia, the diffusion beyond its shores of three of the world's major religions (Hinduism, Buddhism, and Sikhism), its cultural encounters with the Greeks, Islam, European imperialism, the spread of it cuisine (from crystalized sugar to "curry"), and its architecture (including the world's most recognized building, the Taj Mahal). While these connections have insured that South Asia has always loomed large in the consideration of the world's collective past, its societies are currently undergoing a transformation that may enable them to rival the United States and China as the world's largest economy. This study employs accessible language and an engaging narrative to provide insight into how world historical processes, from changes in environment to the movement of peoples and ideas, have shaped and continue to shape the history of South Asia and its place in the wider world.
The al-Qaeda Franchise asks why al-Qaeda adopted a branching-out strategy, introducing seven franchises spread over the Middle East, Africa, and South Asia. After all, transnational terrorist organizations can expand through other organizational strategies. Forming franchises was not an inevitable outgrowth of al-Qaeda's ideology or its U.S.-focused strategy. The efforts to create local franchises have also undermined one of al-Qaeda's primary achievements: the creation of a transnational entity based on religious, not national, affiliation. The book argues that al-Qaeda's branching out strategy was not a sign of strength, but instead a response to its decline in the aftermath of the 9/11 attacks. Franchising reflected an escalation of al-Qaeda's commitments in response to earlier strategic mistakes, leaders' hubris, and its diminished capabilities. Although the introduction of new branches helped al-Qaeda create a frightening image far beyond its actual capabilities, ultimately this strategy neither increased the al-Qaeda threat, nor enhanced the organization's political objectives. In fact, the rise of ISIS from an al-Qaeda branch to the dominant actor in the jihadi camp demonstrates how expansion actually incurred heavy costs for al-Qaeda. The al-Qaeda Franchise goes beyond explaining the adoption of a branching out strategy, also exploring particular expansion choices. Through nine case studies, it analyzes why al-Qaeda formed branches in some arenas but not others, and why its expansion in some locations, such as Yemen, took the form of in-house franchising (with branches run by al-Qaeda's own fighters), while other locations, such as Iraq and Somalia, involved merging with groups already operating in the target arena. It ends with an assessment of al-Qaeda's future in light of the turmoil in the Middle East, the ascendance of ISIS, and US foreign policy.
The Company-State rethinks the nature of the early English East India Company as a form of polity and corporate sovereign well before its supposed transformation into a state and empire in the mid-eighteenth century. Taking seriously the politics and political thought of the early Company on their own terms, it explores the Company's political and legal constitution as an overseas corporation and the political institutions and behaviors that followed from it, from tax collection and public health to warmaking and colonial plantation. Tracing the ideological foundations of those institutions and behaviors, this book reveals how Company leadership wrestled not simply with the bottom line but with typically early modern problems of governance, such as: the mutual obligations of subjects and rulers; the relationship between law, economy, and sound civil and colonial society; and the nature of jurisdiction and sovereignty over people, commerce, religion, territory, and the sea. The Company-State thus reframes some of the most fundamental narratives in the history of the British Empire, questioning traditional distinctions between public and private bodies, "commercial" and "imperial" eras in British India, a colonial Atlantic and a "trading world" of Asia, European and Asian political cultures, and the English and their European rivals in the East Indies. At its core, The Company-State offers a view of early modern Europe and Asia, and especially the colonial world that connected them, as resting in composite, diffuse, hybrid, and overlapping notions of sovereignty that only later gave way to more modern singular, centralized, and territorially- and nationally-bounded definitions of political community. Given growing questions about the fate of the nation-state and of national borders in an age of "globalization," this study offers a perspective on the vitality of non-state and corporate political power perhaps as relevant today as it was in the seventeenth century. |
