This book connects political economy perspectives with scenario planning for mapping out future trajectories of digital ecosystems. The focus is purposefully on digital ecosystems as it encompasses economic, political and social contexts on a global, national and local level. The diversity of political economy approaches allows the author to explore alternative meanings of digital ecosystem development, which is particularly useful for envisioning alternative futures. Often visions about the future of digital ecosystems suffer from a lack of imagination and confirmation bias which is favorable to the extrapolation of current trends. The scenarios identified the nature of EU cooperation and the development of digital infrastructure as key drivers. These four scenarios developed in the workshops are further operationalized in a specific context by exploring the implications for Estonia as well as for Chinese investments in European platforms. This exercise shows how scenarios of digital ecosystems can be used for stress-testing decisions and strategies. Decision-makers, students, scholars and other stakeholders in a wide range of industries ranging from academia to ride-sharing can use the scenarios for reframing different development trajectories and future-proofing their strategies. A multiplicity of factors converging together suggest the long term/post-acute care (LTPAC) provider community (e.g. nursing homes, behavioral health facilities, home health agencies, etc.) will accelerate in importance within the healthcare ecosystem during the next few years. This book looks at the state of governance in countries of Developing Asia, ie, the poorer countries in the region and those with inadequate creditworthiness and with risk of debt stress. It assesses the state of public sector management and their attempts at governance reforms in these countries. It further considers the space for these countries to initiate and sustain reforms in a few key areas of public policy, including (i) generating more resources domestically; (ii) reforming the state-owned enterprises so that primarily governments do not lose a lot of resources in the form of subsidies; (iii) strengthening local governments so that services can be provided more effectively; and (iv) strengthening the agencies of government such that public sector functions, such as service delivery, are better and more effectively delivered. The book's main conclusion is that while countries in Developing Asia have had difficulties in instituting governance and public sector reforms, the scope for doing so has never been better.

How can the public manager create and co-create value in the digital economy? While there is much exciting work being done, there is a pressing need to recontextualize public value theory (PVT), specifically in terms of its theoretical precepts, in the fluid and dynamic environment that the digital economy has produced. Much of the theoretical undergirding of PVT predates the full onset of today's digital economy, leaving aside phenomena including citizen-driven innovations, decentralized digital structures, and the algorithmic foundations of new economic life. This is why a conceptually driven exercise in contemporizing PVT would be of great value to public administration's theoreticians seeking to lead the theory in catching up to the praxis. This book seeks to answer the question of creating and co-creating public managerial value by developing chapters that revisit categories central to the functions of public managers in relation to other value-creating agents under PVT. It introduces new and important lenses to PVT that are grounded in the praxis of the digital economy, raising new questions about old problems in PVT and generating newer formulations that push PVT forward and make its debates salient to the futures that lay before the modern public manager. The US political system has come to depend upon money too much. The US health care industry spends the most on political lobbying among all the 13 industrial sectors in the US economy. The government regulatory agencies at both federal and state levels have been "captured" by the health industry interest groups meaning that the regulatory agencies respond to the interests of the industry but not those of citizens. This book employs a broad theoretical framework of crony capitalism to understand US health care system dysfunction. This framework has not been applied before in any serious manner to understand the shortcomings in the US health care system. Specifically, the book examines the role of seven key players using this framework - politicians/interest groups, pharmaceutical companies, private health insurers, hospitals/hospital networks, physicians, medical device manufacturers, and the American public. Crony capitalism is a destructive force and is rampant in US health care system, causing much waste, inefficiencies, and malaise in the system. Current efforts and initiatives, such as patient-centered medical homes and precision medicine, for improving/reforming the system are of mere academic interest and tantamount to taking aspirin to treat cancer. They do not even pretend to address the root cause of the problem, namely, crony capitalism. This book looks at what drives effective management of public-private partnerships (PPPs). It examines widely cited Singaporean cases pertaining to successful PPPs as well as those in failure (and subsequently contracted back in the public-sector provision) in diverse areas of public service, such as water services, educational services, trade and logistical data services, residential services, acquisition and maintenance of military systems, research and development services, infrastructure, and sport services. The book begins each case with an overview (e.g., project goals (motivators), types of PPPs, stakeholders, time period, assigned budget, and capital planning) and then specifically discusses critical success factors and/or risk factors pertaining to the decisions to proceed with ongoing PPPs or to return to self-operation (in-house public production) of services later, respectively. The book concludes with a discussion of lessons learned from Singaporean cases and contexts of PPPs and suggests more feasible strategies and conditions toward successful collaborative governance between public agencies and private counterparts for the new century. In recent years, nonprofit and voluntary organisations have faced challenges and unanticipated pressures as a result of increased competition for funding, technological advancements, the need to comply with government regulations, and increased social and community expectations regarding greater accountability and transparency. Cost accounting and cost management tools are considered to be a means of providing adequate and quality information for management control for all sorts of organisations, including nonprofits. Using empirical evidence from the Australian nonprofit sector, this research monograph offers insight into how nonprofit and voluntary organisations control and manage the costs of their operations and projects through cost accounting and cost management tools. Through a series of studies, the overarching aim of this book is to investigate if and how the digitalization/digital transformation process affects various welfare services provided by the public sector, and the ensuing implications thereof. Ultimately, this book seeks to understand if it is conceivable for digital advancement to result in the creation of private/non-governmental alternatives to welfare services, possibly in a manner that transcends national boundaries. This study also investigates the possible ramifications of technological development for the public sector and the Western welfare society at large. This book takes its point of departure from the 2016 Organization for Economic Co-operation and Development (OECD) report that targets specific public service areas in which government needs to adopt new strategies not to fall behind. Specifically, this report emphasizes the focus on digitalization of health care/social care, education, and protection services, including the use of assistive technologies referred to as "digital welfare." Hence, this book explores the factors potentially leading to whether state actors could be overrun by other non-governmental actors, disrupting the current status quo of welfare services. The book seeks to provide an innovative, enriching, and controversial take on society at large and how various aspects of the public sector can be, and are, affected by the ongoing digitalization process in a way that is not covered by extant literature on the market. This book takes its point of departure in Sweden given the fact that Sweden is one of the most digitalized countries in Europe, according to the Digital Economy and Society Index (DESI), making it a pertinent research case. This book reframes theoretical, methodological and practical approaches to public administration by drawing on complexity theory concepts. It aims to provide alternative perspectives on the theory, research and practice of public administration, avoiding assumptions of traditional theory-building. The contributors explain both how ongoing non-linear interactions result in macro patterns becoming established in a complexity-informed world view, and the implications of these dynamics. This book explores two contradictory aspects of the Korean culture: competitiveness and collectivism. These two major concepts describe the dynamics of Korean public organizations, which explain the Hangang River Economic Miracle and political democratization. However, not many studies have focused on how competition within the central government, that is, competition among different agencies, has led to an overall competitive government. This book attempts to do so and explains how competition contributed to the rapid economic growth of Korea.
Public Management: A Research Overview provides a structured survey of the state of the art of public management research. Looking at the enduring themes of bureaucracy, autonomy, markets and collaboration, each chapter introduces key foundational studies before reviewing contemporary research. Although originally intended to maximise efficiency, work on bureaucracy points to the problems of red tape, contested accountabilities, performance management, merit and public service motivation. Autonomy research asks whether reforms intended to free subservient agencies from red tape and political interference have delivered the goods. Are autonomous service managers more focused on the needs of citizen-consumers and more entrepreneurial in their appetite for innovation? Marketisation reforms take a further step away from bureaucratic forms of control by exposing public services to market forces of one form or another. Competitive contracting and privatisation put public services into real markets while quasi-markets and yardstick competition try to recreate these pressures without private ownership. Perhaps reacting to the fragmentation unleashed by unbundling and marketisation, collaboration promises to deliver improvement through voluntary processes of negotiation and exchange. Vertical forms of collaboration between different levels of government, or between governments and citizens, promise a better match between policies and problems. Lateral collaboration between agencies working at the same level are intended to tackle the so-called wicked issues that fall between jurisdictions or else to share services and unlock economies of scale. The book concludes by considering the new challenges facing public management from global warming to the rise of populism and affective polarisation.
