For more than a decade, the focus of information technology has been on capturing and sharing data from a patient within an all-encompassing record (a.k.a. the electronic health record, EHR), to promote improved longitudinal oversight in the care of the patient. There are both those who agree and those who disagree as to whether this goal has been met, but it is certainly evolving. A key element to improved patient care has been the automated capture of data from durable medical devices that are the source of (mostly) objective data, from imagery to time-series histories of vital signs and spot-assessments of patients. The capture and use of these data to support clinical workflows have been written about and thoroughly debated. Yet, the use of these data for clinical guidance has been the subject of various papers published in respected medical journals, but without a coherent focus on the general subject of the clinically actionable benefits of objective medical device data for clinical decision-making purposes. Hence, the uniqueness of this book is in providing a single point-of-capture for the targeted clinical benefits of medical device data--both electronic- health-record-based and real-time--for improved clinical decision-making at the point of care, and for the use of these data to address and assess specific types of clinical surveillance. Many of the world's 40,000 International NGOs (INGOs) work in places where terrorist financing, sanctions breaches, and diversion are key risks. Almost all of the top ten recipient countries of humanitarian aid alone in 2015 were high-risk jurisdictions, for example, receiving more than GBP7bn between them. When they feel safe to speak, sector workers share sobering stories about what might have happened to some of this money. As INGOs struggle to keep up with worsening humanitarian needs, diversion risks and their complexity remain daunting. The demands of internal stakeholders, donors, banks, and regulators are diverse and even contradictory. Public scrutiny has magnified, but is not always well-informed. Institutional donors transfer ever more risk to implementing partners, while some banks seek to avoid this business altogether, pushing some NGOs outside the global banking system. Looming over all of these converging pressures is a latticework of austere international sanctions and counter-terror regimes. It is no surprise that INGOs find themselves struggling to reconcile this complex set of expectations with their charitable missions. Yet the consequences of failing to do so can be severe; future funding is contingent on reputation, and serious offences litter the regulatory landscape. The implications of breaches can be existential for organisations and criminal for individuals. Public value theory speaks to the co-creation of value between politicians, citizens, and public managers, with a focus on the public manager in terms of her contributions, initiatives, and limitations in value creation. But just who are public managers? Public value regularly treats the "public manager" as synonymous with bureaucrat, government official, civil servant, or public administrator. However, the categories of public managers represent a more versatile and expansive set of agents in society than they are given credit for, and the discourse of public value has typically not delved sufficiently into the variety of possible cadres that might comprise the "public manager." The impact of the global financial crisis is still being felt today and the deeply unethical behaviour of the top level leaders at those economic and financial organizations, that were at the heart of the crisis, has served to highlight the importance of integrity, and in particular the need for servant leadership, if we are to avoid another major catastrophe in the management of both commercial and non-profit organizations. Servant leadership has many features in common with transformational leadership but is primarily focused on caring about employees and their personal development.
