Genocide--the deliberate destruction, usually through mass murder, of an ethnic, racial or religious group--is the ultimate crime against humanity. Drawing upon a wide variety of disciplines, this study assesses ways to prevent this crime. While most books about genocide focus on the history of a particular event, such as the Holocaust, or compare case studies to derive empirical theories, this book outlines many practical aspects of genocide prevention. Heidenrich covers a broad spectrum of expert opinions, from Stanley Hoffmann to Henry Kissinger, as well as political opinions regarding genocide that range from Ronald Reagan to Bill Clinton. Topics include international law, humanitarian intervention, early warning measures, and the effectiveness of such methods as diplomacy, economic pressure, and nonviolent resistance. Preventing genocide in a tense socio-political environment is no easy task, but such prevention is easier and more cost-effective than trying to put an end to genocide once it is already occurring.
This book examines expectations for justice in transitional societies and how stakeholder expectations are ignored, marginalized and co-opted by institutions in the wake of conflict. Focusing on institutions that have adopted international criminal trials, the authors encourage us to ask not only whether expectations are appropriate to institutions, but whether institutions are appropriate expectations. Drawing upon a wide variety of sources, this volume demonstrates that a profound 'expectation gap' - the gap between anticipated and likely outcomes of justice - exists in transitional justice systems and processes. This 'expectation gap' requires that the justice goals of local communities be managed accordingly. In proposing a perspective of enhanced engagement, the authors argue for greater compromise in the expectations, goals and design of transitional justice. This book will constitute an important and valuable resource for students of scholars of transitional justice as well as practitioners, particularly with regards to the design of transitional justice responses.
This book explores how photography and documentary film have participated in the representation of the 1994 genocide in Rwanda and its aftermath. This in-depth analysis of professional and amateur photography and the work of Rwandan and international filmmakers offers an insight into not only the unique ability of images to engage with death, memory and the need for evidence, but also their helplessness and inadequacy when confronted with the enormity of the event. Focusing on a range of films and photographs, the book tests notions of truth, evidence, record and witnessing - so often associated with documentary practice - in the specific context of Rwanda and the wider representational framework of African conflict and suffering. This book uses in-depth interview data with victims of conflict in Northern Ireland, South Africa and Sri Lanka to offer a new, sociological conceptualization of everyday life peacebuilding. It argues that sociological ideas about the nature of everyday life complement and supplement the concept of everyday life peacebuilding recently theorized within International Relations Studies (IRS). It claims that IRS misunderstands the nature of everyday life by seeing it only as a particular space where mundane, routine and ordinary peacebuilding activities are accomplished. Sociology sees everyday life also as a mode of reasoning. By exploring victims' ways of thinking and understanding, this book argues that we can better locate their accomplishment of peacebuilding as an ordinary activity. The book is based on six years of empirical research in three different conflict zones and reports on a wealth of interview data to support its theoretical arguments. This data serves to give voice to victims who are otherwise neglected and marginalized in peace processes.
In The Genocide Contagion, Israel W. Charny asks uncomfortable questions about what allows people to participate in genocide-either directly, through killing or other violent acts, or indirectly, by sitting passively while witnessing genocidal acts. Charny draws on both historical and current examples such as the Holocaust and the Armenian Genocide, and presses readers around the world to consider how they might contribute to genocide. This book is a frank and hopeful meditation on the recurring tragedy of genocide that should be read by anybody who cares about its prevention. Hirsch argues if we are to successfully confront, prevent, or control the most egregious aspects of genocidal violence, we must create containing political institutions and social mechanisms. But ultimately human nature must change to temper the worst excesses of genocidal violence, given its long and intractable historical presence. Hirsch looks hard at complex realities and proposes how to build a politics of prevention. Focusing on the United States, a political movement must be built that supports the politics of prevention in the international realm. Long-term prevention depends on changing how humans view each other, though. Creating a new ethic of life-enhancing behavior based on the ideology of universal human rights that is passed on from generation to generation via the process of political socialization ultimately is our best hope of preventing future genocides. This book begins with the fact that there is apparently nothing historically unique about human beings killing one another in relatively large numbers. Genocide appears to be a phenomenon that has been a part of human history since we began to record our worst excesses. Certainly it has been in the forefront of human consciousness as the last century came to its bloody conclusion. It is not an intractable problem. A mass movement to prevent genocide can be built, and once created it should pressure the federal government to focus its foreign policy on the prevention of genocide.

This book examines proclivity to genocide in the protracted killings that have continued for decades in the northern Nigeria ethno-religious conflict, spanning from the 1966 northern Nigeria massacres of thousands of Ibos up to the present, ongoing killings between extremist Muslims and Christians or non-Muslims in the region. It explores the ethnic and religious dimensions of the conflict over five phases to investigate genocidal proclivity to the killings and the extent to which religion foments and escalates the conflict. This book adopts a conceptual analytic approach of establishing similarity of genocidal patterns to the northern Nigeria ethno-religious conflict by examining genocidal occurrences and massacres in history, particularly the twentieth-century contemporary genocides, for an understanding of genocide. With this reference frame, the study structures a Genocide Proclivity Model for identifying inclinations to genocide and derives a substantive theory using the Strauss and Corbin (1990) approach. By identifying genocidal intent as underlying the various manifestations and causes of genocide in specific genocide cases, the book establishes that genocidal proclivity or the intent to exterminate the "other" on the basis of religion and/or ethnicity underlies most of the northern Nigerian episodic, but protracted, killings. The book's analytic framework and approach are grounded in identifiable and provable evidences of specific intent to annihilate the "other," mostly involving extremist Muslims intent to 'cleanse' northern Nigeria of Christians and other non-Muslims through the 'exclusionary ideology' of imposition of the Sharia Law, and to 'force assimilation' or 'extermination' through massacres and genocidal killings of those who refuse to assimilate or adopt the Muslim ideology. The study establishes that the genocidal inclinations to the conflict have remained latent because of the intermittent but protracted nature of the killings and lends credence to the conception of genocidal intent and its covertness in situations of genocidal intermittency. The book unearths the latency of episodic genocide in the northern Nigeria ethno-religious conflict, prescribes recommendations, and launches a clarion call for international intervention to stop the genocide.
In the wake of unthinkable atrocities, it is reasonable to ask how any population can move on from the experience of genocide. Simply remembering the past can, in the shadow of mass death, be retraumatizing. So how can such momentous events be memorialized in a way that is productive and even healing for survivors? Genocide memorials tell a story about the past, preserve evidence of the violence that occurred, and provide emotional support to survivors. But the goal of amplifying survivors' voices can fade amid larger narratives entrenched in political motivations.In After Genocide,Nicole Fox investigates the ways memorials can shape the experiences of survivors decades after mass violence has ended. She examines how memorializations can both heal and hurt, especially when they fail to represent all genders, ethnicities, and classes of those afflicted. Drawing on extensive interviews with Rwandans, Fox reveals their relationships to these spaces and uncovers those voices silenced by the dominant narrative-arguing that the erasure of such stories is an act of violence itself. Exploring one of the least studied genocides in post-conquest South America, Robins calls into question many of the central assumptions currently held by genocide scholars. Victims of genocide usually lack the organization and weaponry to battle their enemies. During the 1780-1782 Great Rebellion in Peru and Upper Peru (now Bolivia), however, the Indian revolutionaries faced the better-organized and armed loyalist army. Whereas genocidal policies are usually characterized by centralized leadership, the Great Rebellion was highly fragmented and confederational in nature, undercutting the widely-held assumption that only the State is capable of committing genocide. The Rebellion is one of the rare cases when the victims of genocide emerged victorious. Focusing on the events occurring in the region south of La Paz, Robins examines how a native millennial movement evolved into an Indian-led attempt at genocide, dealing an unprecedented challenge to Spanish rule in the Americas. In the eyes of the rebels, this revolt fulfilled prophecies of an inevitable, divinely assisted, and long-awaited return of native rule. Just like at the dawn of the colonial period, this new era was to be born of "pachacuti," or cataclysm. But this time the Spanish interlopers and their culture would be targeted for destruction.
