She couldn't have been more wanted, loved and cherished. So why was she now in foster care and living with me? It didn't make sense. Until I learned what had happened. ... Dressed only in nappies and ragged T-shirts the children were incarcerated in their cots. Their large eyes stared out blankly from emaciated faces. Some were obviously disabled, others not, but all were badly undernourished. Flies circled around the broken ceiling fans and buzzed against the grids covering the windows. The only toys were a few balls and a handful of building bricks, but no child played with them. The silence was deafening and unnatural. Not one of the thirty or so infants cried, let alone spoke.
When parents form families by reaching across social barriers to adopt children, where and how does race enter the adoption process? It also considers Court of Appeal's recent ruling on post adoption contact in Re B (A Child) (Post-Adoption Contact) [2019] EWCA Civ 29, the first case to come before the court since section 9 of the Children and Families Act 2014 amended the Adoption and Children Act 2002, with the new insertion of section 51A and 51B providing for court ordered post adoption contact. Adoption Matters: Teacher Educators Share Their Stories and Strategies for Adoption-Inclusive Curriculum and Pedagogy explores the experiences of educators inside and outside of the classroom with students who are adopted. According to the U.S. Census Bureau, there are approximately 1.5 million children in the United States who have been adopted. Adoption is not a new way to form a family, but there have been shifts in adoption practices. Two of those shifts have been the increase in open adoptions and an increased understanding of how international adoption can influence children. Since the 1970s, the work of the Adoptees' Liberty Movement Association and other organizations working on behalf of adoptees has raised public awareness about adoption and spread adoption stories. In the United States, adoption is rarely a secret any more, and many children who are adopted are aware of it. This means that professionals working with children who were adopted need to be prepared to understand the lived experiences of these children and their families. The stories in Adoption Matters describe the experiences of teacher educators and illuminate how adoption continues to shape their professional practice. Educators' narratives reveal the intricate processes they have encountered in building their own families through adoption, as well as their struggles and triumphs with individual schools and school systems. Adoption Matters hopes to disrupt the notion that adoption and adoption-related issues should be secret, taboo, or dismissed.

This book examines the attainment gap between foster youth and their peers. Specifically focusing on post-secondary access and success for foster youth, Gross points out the challenges foster youth face in the primary and secondary school context, such as being less likely to complete high school. These barriers to former foster youth continue once enrolled in post-secondary education, and can manifest as lack of institutional support, financial barriers, and limited to no familial support. The author discusses what policy makers and practitioners need to know to better support the educational attainment of former foster youth.
International media regularly features horrific stories about Chinese orphanages, especially when debating international adoption and human rights. Much of the popular information is dated and ill-informed about the experiences of most orphans in China today, Chinese government policy, and improvements evident in parts of China. Informal kinship care is the most common support for the orphaned children. The state supports orphans and abandoned children whose parents and relatives cannot be found or contacted. The book explores concrete examples about the changing experiences and future directions of Chinese child welfare policy. It is about the support to disadvantaged children, including abandoned children in the care of the state, most of whom have disabilities; HIV affected children; and orphans in kinship care. It identifies how many orphans are in China, how they are supported, the extent to which their rights are met, and what efforts are made to improve their rights and welfare provision. When our research about Chinese orphans started in 2001, these children were almost entirely voiceless. Since then, the Chinese government has committed to improving child welfare. We argue that a mixed welfare system, in which state provision supplements family and community care, is an effective direction to improve support for orphaned children. Government needs to take responsibility to guarantee orphans' rights as children, and support family networks to provide care so that children can grow up in their own communities. The book contributes to academic and policy understanding of the steps that have been taken and are still required to achieve the goal of a child welfare system in China that meets the rights of orphans to live and thrive with other children in a family.
Kinship foster care involves placing children who cannot live at home in foster care with other members of their family or close network. This book sheds light on different aspects of kinship care development and practice. Using a 20-year longitudinal research study from Norway, this book shows the historical development of kinship care in Norway, research on kinship care, and how family life and relations are negotiated and lived in the span between private and public sphere. It includes the perspectives of the children, their parents and their relatives who have functioned as foster parents. Recognising that kinship care is complex, and needs to be understood and studied from different perspectives, the book describes, analyses and discusses a number of subjects: kinship care in a child welfare historical context, families who are part of kinship care and their perspectives, the formal frameworks around kinship care, and research approaches which have dominated research into kinship care. This book will be of interest to all scholars, students and professionals working in social work and child welfare more broadly, both in the Nordic countries and in a wider international context.
Can adoptive homes be found for non-white children? Will the children and their new families be happy together though of different race? Will they feel like a family? Originally published in 1970, this book is an account of a four-year project in which International Social Service of Great Britain joined with Bedford College, London University, to provide a first-class adoption service for babies born in Britain of diverse racial origins, and to study the outcome of the adoptions. In addition, a survey sought to determine the number of these children needing adoption homes, and a nationwide Adoption Resource Exchange was established to co-ordinate the efforts of the numerous agencies seeking parents for them. The author examines the project's experience of interracial adoption and relates it to all good adoption practice. This title was a welcome addition to the literature on adoption at the time. It would have been indispensable to social work practitioners and to students and lecturers on social work courses, but it was more than a handbook for those professionally involved. The book is well-informed and written with style and compassion: many readers will be fascinated by the way in which children of Asian, African, West-Indian and mixed parentage became integrated into English families in spite of racial differences. It is a success story. Today it can be read in its historical context. This book is a re-issue originally published in 1970. The language used is a reflection of its era and no offence is meant by the Publishers to any reader by this re-publication.

Responsible decisions are continually being made in social work. In particular the decision to place a child in a foster home can have far-reaching consequences for their welfare and it is vital that we make the best possible choice on their behalf. Although in the 1960s thousands of children were boarded out every year no systematic attempt had yet been made to summarize this experience as a guide for practice. Thus important decisions lacked the help which past experience could provide. Originally published in 1966, this study assembled the past experience of foster care in one area, analysed it and presented it in such a way that predictions could be made of the outcome of a potential placement. At the time it offered an important contribution to the task of providing the best possible care for children separated from their own families. Today it can be read in its historical context.
This book explores a deeply personal aspect of globalization: the adoption of Asian children by white Americans. It is based on dozens of interviews with adoptive mothers and adoption social workers, nearly two hundred letters and essays written by Korean birth mothers who put their children up for adoption, and field work at an adoption agency in South Korea. It also includes analyses and explanations of U.S. and South Korean governments' social characteristics and policies regarding adoptions and how relations between nations have affected international adoption. The book focuses on whether the commonly held notion that adoptions are to serve children's welfare and their best interests has tended to render gendered aspects of international adoptions invisible. Factors such as gender inequality, social control of women's reproductive power, patriarchic family structure, and social beliefs concerning womanhood and motherhood that affect international adoptions are revealed in this book. The multiple ways in which adoptive, birth, and foster mothers experience gender oppression from their different social positions of class, race, and nationality are explored and the interdependencies and inequalities of the motherhoods of these three groups of women are brought to light.
It's no secret that tens of thousands of Chinese children have been adopted by American parents and that Western aid organizations have invested in helping orphans in China-but why have Chinese authorities allowed this exchange, and what does it reveal about processes of globalization? Countries that allow their vulnerable children to be cared for by outsiders are typically viewed as weaker global players. However, Leslie K. Wang argues that China has turned this notion on its head by outsourcing the care of its unwanted children to attract foreign resources and secure closer ties with Western nations. She demonstrates the two main ways that this "outsourced intimacy" operates as an ongoing transnational exchange: first, through the exportation of mostly healthy girls into Western homes via adoption, and second, through the subsequent importation of first-world actors, resources, and practices into orphanages to care for the mostly special needs youth left behind. Outsourced Children reveals the different care standards offered in Chinese state-run orphanages that were aided by Western humanitarian organizations. Wang explains how such transnational partnerships place marginalized children squarely at the intersection of public and private spheres, state and civil society, and local and global agendas. While Western societies view childhood as an innocent time, unaffected by politics, this book explores how children both symbolize and influence national futures.
Based on field studies and in-depth interviews across rural and urban China, this book presents a socio-legal analysis of non-state organised care for some of China's most vulnerable children. The first full-length book to examine non-state organised care of modern China's 'lonely children' (gu'er), this book describes the context in which abandonment occurs and the care provided to children unlikely to be adopted because of their disability. It also explores the various faith groups and humanitarian workers providing this care in private orphanages and foster homes in response to perceived deficiencies in the state orphanage system, in the context of a broader societal shift from 'welfare statism' to 'welfare pluralism'. Formal law and policy has not always kept pace with this shift. This study demonstrates that, in practice, state regulation of these unauthorised care providers has mostly centred on local-level negotiations, hidden rules, and discretion, with mixed outcomes for children. However there has also been a recent shift towards tighter state control and clearer laws, policies, and standards. This timely research sheds light on the life paths and stories of today's 'lonely children' and the changing terrain of civil society, humanitarianism, policy-making, and state power in modern China. As such, this book will appeal to students and scholars of Asian and Chinese studies, law and society, NGOs, and comparative social and child welfare.

This title was first published in 2001. A systematic study of non-relative adoption in Hong Kong. It examines the changing profile of non-relative adoption between 1987 and 1993, from the author's analysis of 486 case files. Characteristics of the adoptive parents, adopted children and their birth parents are presented in descriptive statistics. Three predictors of adoption stresses are identified. Adjustment in adoption and threat to parental entitlement were positively related to adoption stress; parental education was negatively related to it. Apart from being more stressful, Chinese adopters were found to be significantly different from non-Chinese for having a lower level of acknowledgement of difference. They are more worrisome over the relationship with birth parents, are less ready to reveal adoption, have better adoptive parent-child relationship, and possess higher levels of personal qualities. The findings of the study suggest that a post-legal adoption service is urgently needed.

This book investigates the experiences of South Koreans adopted into Western families and the complexity of what it means to "feel identity" beyond what is written in official adoption files. Korean Adoptees and Transnational Adoption is based on ethnographic fieldwork in South Korea and interviews with adult Korean adoptees from the United States, Australia, Canada, Switzerland and Sweden. It seeks to probe beneath the surface of what is "known" and examines identity as an embodied process of making that which is "unknown" into something that can be meaningfully grasped and felt. Furthermore, drawing on the author's own experiences as a transnational, transracial Korean adoptee, this book analyses the racial and cultural negotiations of "whiteness" and "Korean-ness" in the lives of adoptees and the blurriness which results in-between.
