When an earthquake strikes causing a devastating accident at a nearby nuclear power plant a 20km exclusion zone is set up around the perimeter and one family is forced to evacuate while the other must stay as their home lies outwith the zone by a matter of inches. The film shows the Japanese character while dealing with the disaster and the effects it has on the community as a whole.
