Geographic interpretations of development recently have become the subject of much renewed interest and debate within scholarly and public policy circles. Focusing on Latin America, this book examines how physical and human geography has influenced the region's potential for economic and social development.
The book assesses how geography affects differences in development between countries and more specifically between Latin America and other regions of the world. The effects of geography on regional development are examined through four channels: the productivity of land, health conditions, frequency and intensity of natural disasters, and access to markets. The book then explores how geography has influenced development within countries through case studies of Bolivia, Brazil, Colombia, Mexico, and Peru--countries significant for their geographical diversity as well as their wide socioeconomic disparities. These case studies illustrate numerous exceptions to international patterns and prove that while geography matters, it need not determine a country's destiny.
Using the knowledge gained from these two perspectives, the book concludes with recommendations for policies that can help countries overcome the limitations imposed by geography and thereby enhance their potential for economic and social development.

The resource curse is a variant of a wider rent curse that can also be driven by geopolitical rent, regulatory rent, and labour rent. Total rent can therefore be from one-tenth to two-fifths of GDP and sometimes more. Rent is detached from the activity that generates it and is up for grabs so it feeds contents for its capture and its deployment can radically impact the development trajectory for better or worse, all too often for worse. The Rent Curse: Natural Resources, Policy Choice, and Economic Development studies two rent driven models to suggest that low rent incentivizes the elite to grow the economy efficiently, whereas high rent encourages rent siphoning for immediate enrichment at the expense of long-term growth. It looks at low rent Mauritius and high rent Trinidad and Tobago to show that low rent stimulates rapid and relatively egalitarian economic growth with incremental democratization, whereas high rent inhibits competitive diversification and frequently causes protracted growth collapses. The post-war prioritization of industry has proved a double edged sword. The Rent Curse employs rent driven models to explain why low rent East Asia has closed the income gap with advanced economies; why rent rich Latin America may be de-industrializing; why agricultural neglect launched sub-Saharan Africa on a false start to economic development; why South Asia pioneers growth through export services; and why governmenets in the oil-rich Gulf states raised the incomes of nationals without conferring the skills to sustain them.

This book examines patterns of economic governance in three specific, contrasting, contexts: machinery-producing districts; declining steel cities; and clusters of high-technology activities. Building on the work of their previous book (Local Production Systems in Europe: Rise or Demise? OUP 2001), which charted the recent development of local clusters of specialized manufacturing among small and medium-sized enterprises (SMEs) in France, Germany, Italy, and the United Kingdom, the authors find patterns of economic governance far more complex and dynamic than usually described in a literature which insists on identifying simple national approaches. The machinery industries were often identified in the literature of the 1980s as prominent cases of industrial district formation, which were then considerably weakened by the crises of the mid-1990s. Did clustering help these industries and their associated districts to respond to challenge, or only weaken them further? The case studies focus on the Bologna and Modena area of Emilia-Romagna, Stuttgart in Baden-Wurttemberg, Birmingham and Coventry in the English west midlands, but generally in France where there are very few local concentrations. Even while some thought local production systems were in crisis, national governments and the European Commission continued to recommend their approach to areas experiencing economic decline. This was particularly the case for cities that had been dependent on a small number of large corporations in industries that would no longer be major employers. Political and business leaders in these areas were encouraged to diversify, in particular through SMEs. Could this be done in response to external pressure, given that successful local production systems depend on endogenous vitality? The authors ask these questions of former steel-producing cities St. Etienne, Duisburg, Piombino, and Sheffield. The idea that local production systems had had their day was challenged by clear evidence of clustering among SMEs in a number of flourishing high-tech industries in parts of the USA and western Europe. Why do scientists, other specialists and firms actively embedded in global networks, bother with geographical proximity? This question is addressed by examining the software firms at Grenoble, the mass media cluster in Cologne, the information technology sector around Pisa, and the Oxfordshire biotechnology region.

Now if unformalized knowledge is communicated personally, distance will be an important variable in this process, since the intensity of contacts between persons can be expected to be negatively correlated to the distance between them. In the discussion of section 3.3.1 (page 42) we saw that it was this aspect of localization that Marshall had in mind when he was alluding to "local trade secrets."4 Note that if this spatial dimension of communication between agents exists, it is possible to transfer it to regional aggregates of agents: the closer two regions, the more they will be able to profit from the respective pool of human capital (R&D-output etc.) of the other region. This argument gives a spatial 5 interpretation of the literature on endogenous growth. Now if these spillovers have a spatial dimension then it follows from the discussion in chapter 3 that they will be one driving force in the dynamics of agglomeration. With the model to be developed in this chapter I will investigate the hy pothesis that it is these forces of agglomeration (i.e. spatial spillovers of nonrival goods or foctors) that are responsible for the inhomogeneous pattern of growth con vergence. To analyze this phenomenon, I consider different types of regional aggregates and different distances in the model."

This research work is to commemorate all Guos' ancestor, who guarded the border for his Majesty dutifully, and who is the foremost supporter in my academic career. For the past decades, economists and geographers from both developed and developing countries have studied the economic issues either within individual countries (regions), or between countries (regions). Only a relatively small part of these efforts has been focused on the economic affairs of those countries' (regions') peripheral areas and even less attention has been given to the structural analysis of economic mechanisms of the border-regions with different political levels and compositions. My interest in border-regions more or less directly relates to some personal reasons of mine. The Chinese family name, Guo, means a guard for an outer city-wall (herein it used to be a political and military border in ancient China, e. g., the Chinese Great Wall). It is more interesting that Guo is written with a different Chinese character from that used for the like sounding "Guo" (country). The Chinese writing of the latter is a square frame inside which lies a Chinese character, Wang (king), in the centre and a point in the comer. It might be simply supposed that the "point" was used by the inventor to necessarily represent the "border guard" probably because of its vital importance to the country."
