This book examines the significance of the 2015 elections in consolidating Nigeria's democracy, in the context of the difficulty of routinizing democracy since the attainment of nationhood in 1960 and the return to civil rule in May 1999, in particular. It offers a complete analysis of Nigeria's electoral process, outlining how the dynamics of limited changes in the constitutional, institutional, attitudinal and behavioural frameworks that underpin electoral competition played out in the elections. The authors further examine the conduct and outcome of the 2015 elections against the background of the pattern of electoralism that had been established since the return to democracy in 1999. In doing so, they draw attention to the dialectics of continuity and change that have been thrown up by the elections and how the lessons learned can be used to build a more enduring democratic system. This book studies the impact of cleavages on electoral choices. Based on a case study of Switzerland, it analyses how cleavages divide voters into voting blocs and how this influences Swiss voting behaviour and the Swiss party system. The first part examines the development of salient cleavages such as religion, social class, rural-urban, and language between 1971 and 2011. Behavioural changes among voters and changes in the size of social groups are explored as explanatory factors for the decline of cleavage voting. The second part proposes a contextual perspective analysis of the current impact of cleavages using both individual and contextual factors. These factors are also combined to examine interaction effects between the individual and the context. Finally, the third part analyses whether the impact of cleavages has harmonised across different contexts (Swiss cantons) over time.

Though many studies of contemporary campaigns focus on brief political advertisements and the growing impact of technology on contemporary campaigns, the definitive statements of most candidates are still made in public addresses. Friedenberg examines the first public address made by an American presidential candidate on his own behalf. The circumstances giving rise to William Henry Harrison's 1840 address, and the themes that he developed in that address are strikingly contemporary, serving as an appropriate prelude to the examinations of contemporary political speaking that follow. Three Scottish weavers, James Wilson, Andrew Hardie and John Baird, were hanged and beheaded for high treason in the summer of 1820. Nineteen more men were transported to the penal colony of Botany Bay. Their crime? To have taken up arms against a corrupt and nepotistic parliament, and the aristocratic government that refused to reform it. This 'Radical War' was the culmination of five years of unsuccessful mass petitioning of Westminster by working people in Scotland and England. The contempt and intransigence of the Tory government forced an escalation in tactics, and on Easter Monday of 1820, the call for a general strike was answered throughout the western counties of Scotland. Their demands were threefold: the vote for all men, annual parliaments and equal constituencies. Coupled with an armed rebellion, the strike was met by the full military might of the British state; hundreds were arrested and imprisoned without trial, while hundreds more fled the country. This Scottish general strike and insurrection is a little-known chapter of British history and yet remains an immensely important one in the long fight for democracy. In The Fight for Scottish Democracy, Murray Armstrong brings these events dramatically to life.

This book examines issues of race and policing through the lens of representative bureaucracy theory. According to representative bureaucracy theory, demographic correspondence between government employees and the local population can lead to more favorable outcomes for minority groups. It argues that police forces with higher minority composition will have more positive outcomes across measures such as fewer excessive force complaints and fewer fatal encounters with officers. Additionally, the book asserts that more representative forces will demonstrate responsiveness and accountability by implementing policies such as citizen review boards for excessive force complaints. It does this by first providing a brief overview of issues surrounding race and policing in America, documenting racial representation occurring in local police forces nationwide, and exploring the potential causes and consequences of underrepresentation. It concludes by discussing the implications of our findings and offer potential policy remedies and solutions that local law enforcements can pursue in order to reduce minority underrepresentation and improve policing outcomes.

This book explores women's campaign strategies when they ran for state and national office in California from their first opportunity after state suffrage in 1911 to the advent of modern feminism in 1970. Although only 18 won, nearly 500 women ran on the primary ballots, changing the political landscape for both men and women while struggling against a collective forgetfulness about their work. Mostly white and middle-class until the 1960s, the women discussed in this book are notable for their campaign innovations which became increasingly complex, even if not consciously connected to a usable past. They re-gendered politics as political "firsts," pursued high hopes for organizational support from their women's clubs, accommodated to opportunities created through incumbency and issue politics, and explored both separatist and integrationists politics with their parties. In bringing these campaigns to light, this study explores the history of California women legislators and the ways in which women on the ballots sought to transcend gendered barriers, supporting women's equality while also recognizing the political value of connections to men in power. Organized in a loose chronology with the state's governors, this study shows the persistent nature of women's candidacies despite a recurring historical amnesia that complicated their progress. Remembering this history deepens our understanding of women running for office today and solidifies their credibility in a long history of women politicians.

This book analyzes the National Popular Vote plan and shows that this plan may violate the Supreme Court decisions on the equality of votes cast in statewide popular elections held to choose state electors. That is, the National Popular Vote plan may violate the Equal Protection Clause of the Fourteenth Amendment. The book proposes a new election system in which the will of the states and the will of the nation as a whole are determined by direct popular elections for President and Vice President in the 50 states and in D.C. This system a) would elect President a candidate who is the choice of both the nation as a whole and of the states as equal members of the Union, b) would let the current system elect a President only if the nation as a whole and the states as equal members of the Union fail to agree on a common candidate, and c) would encourage the candidates to campaign nationwide. The second edition has been updated to include a proposal on how to make established non-major party presidential candidates and independent candidates welcome participants in national televised presidential debates with the major-party candidates.

This book analyzes the threshold candidates of immigrant background need to overcome to run for legislative office. Democratization is a sociopolitical process and the society that may grow out of it where people make decisions on matters affecting them. It is an unending struggle to win such rights and power, to hold and to extend them. The contending classes are essentially the poor and weak majority of the people and the elite of wealth, status, and power. This book begins with the study of politics in democratic Athens 508-322 BCE, and how it revolved around the divisions between an uneducated poor majority of citizens and a small, wealthy elite. All citizens were deemed equally capable of holding political office, and life in democratic Athens was itself an education through the wide political experience a citizen necessarily acquired. The second study is of Britain's centuries long and profoundly incomplete democratization, polarizing usually the urban poor, unequally against the Grandees, the oligarchy, and subsequent elites. A third exemplifier is South Africa, beginning in the 1970s-80s when two big processes were going on simultaneously: an external armed struggle led by the African National Congress (ANC), and a path-breaking domestic democratization represented by the United Democratic Front and the trade unions. The democratization that emerges here is a matter of aspiration and impulse by determined men and women, which fail more often than they succeed, yet appear again in other times and places. Two main models of democracy are in contention. A representative from revolving around free elections, in which competing elites "get themselves elected" utilizing their wealth and celebrity. The liberal form achieved preeminence in Britain and the United States over some 150 years, but is now under serious threat from its own dysfunctionalities and the alienation of its citizens from its institutions and their elitist, self-serving values. And there is the participatory model, now being approached again since the mid-1970s in many places, from Portugal, Poland and Czechoslovakia, to South Africa, Tunisia, Egypt, and Iceland. Many such impulses will fail, but they offer hope, and on the record, immense satisfaction to their participants.

This book discusses voting procedures in collective decision-making. Drawing on well-established election processes from all over the world, the author presents a voting procedure that allows for the speedy but fair election of a proportional, all-party coalition. The methodology - a matrix vote - is accurate, robust and ethno-color blind. In the vote, the counting procedure encourages all concerned to cross the gender as well as any party and/or sectarian divides. While in the resulting executive each party will be represented fairly and, at best, with the consensus of parliament, every minister will be the one most suited to his/her new portfolio.
