Access to modern energy is central in addressing the major global challenges of the 21st century, including poverty, climate change and famine. However large parts of the world, especially in Sub-Saharan Africa (SSA) have poor or no access to modern energy. Victoria Nalule argues that SSA countries have many common energy challenges which could be tackled with collective efforts through regional cooperation. By means of a legal and comparative analysis and a seven-step framework, the book explores the current regional mechanisms employed in Africa to address the challenge of energy poverty and access and whether they are effective in tackling the challenge of energy access, including regional energy infrastructure and regional energy regulations. Chapters discuss the evolution of regionalism in SSA and the role of regional cooperation in the development of renewable energy as a means of confronting both energy access and climate change. Specifically the nexus between energy access, renewable energy and climate change is covered as well as the potential of fossil fuels in addressing energy poverty. The establishment and development of regional energy infrastructure as one of the mechanisms of addressing energy access challenges in SSA and regional efforts to harmonise energy regulation are explored. This book explores the role which policy networks and particularly advocacy coalitions play in EU energy policy, and the factors that account for their policy success. It captures the often neglected interaction between public and private actors in EU energy security policy and between opposing advocacy coalitions. The volume's case studies examine coalitions working on two issues central to EU energy policy debates over the last decade: fracking for shale gas and developing the Southern Gas Corridor, a pipeline system linking Europe with the gas region of the Caspian Sea. Although the coalitions studied are focused on impacting EU energy policy, they stretch beyond the EU borders. This book, based on lectures on natural and environmental resource economics, offers a nontechnical exposition of the modern theory of sustainability in the presence of resource scarcity. It applies an alternative take on environmental economics, focusing on the economics of the natural environment, including development, computation, and potential empirical importance of the concept of option value, as opposed to the standard treatment of the economics of pollution control. The approach throughout is primarily conceptual and theoretical, though empirical estimation and results are sometimes noted. Mathematics, ranging from elementary calculus to more formal dynamic optimization, is used, especially in the early chapters on the optimal management of exhaustible and renewable resources, but results are always given an economic interpretation. Diagrams and numerical examples are also used extensively. The first chapter introduces the classical economists as the first resource economists, in their discussion of the implications of a limited natural resource base (agricultural land) for the evolution of the wider economy. This book presents theoretical and practical findings on the state estimation, diagnosis and control of complex systems, especially in the mathematical form of descriptor systems. The research is fully motivated by real-world applications (i.e., Barcelona's water distribution network), which require control systems capable of taking into account their specific features and the limits of operations in the presence of uncertainties stemming from modeling errors and component malfunctions. Accordingly, the book first introduces a complete set-based framework for explicitly describing the effects of uncertainties in the descriptor systems discussed. In turn, this set-based framework is used for state estimation and diagnosis. The book also presents a number of application results on economic model predictive control from actual water distribution networks and smart grids. Moreover, the book introduces a fault-tolerant control strategy based on virtual actuators and sensors for such systems in the descriptor form.
