By conservative estimates about 50 million migrants are currently living outside of their home communities, forced to flee to obtain some measure of safety and security. The book examines the conceptual, economic, and fiscal impact(s) of the Social Protection Floor (SPF) initiative of the International Labor Organisation (ILO) and other policy influencers by first critically examining the methodologies used by the international agencies to estimate the fiscal costs of designated minimum package(s) of social protection programs. The book also briefly reviews the methodologies used and usefulness of the Social Protection Index (SPI) of the Asian Development Bank (ADB). Second, the book analyses strategies and specific initiatives used by the selected East Asian countries (China, India, Indonesia, the Philippines, Thailand, and Vietnam), designed to progress towards the social protection goals underlying the Social Development Goals (SDGs) adopted by the United Nations in September 2015, and endorsed by the countries covered in this book. Finally, the book provides a framework for generating fiscal space to fund the social protection programs and initiatives. The country chapters utilise this framework in the context of each specific country to suggest generating fiscal space.
We are often told that 'money can't buy happiness'. But if money is not the answer then what is? This book considers this question by examining empirical data stretching back almost 10 years. Whereas previous concerns of individual well-being have been drawn towards the negative outcomes of life experiences, this book provides a new approach by directly addressing the circumstances under which high subjective well-being is experienced, often with surprising results. Drawing on nine years of panel data, the book examines demographic, social, spatial, health, domain satisfaction and socio-economic circumstances in a rich and complex longitudinal study, providing previously unknown information on factors associated with improved and sustained high well-being. It shows that subjective assessments of our circumstances are more important to well-being than our objective conditions and suggests that high well-being may be the key to improvements in people's subjective experience of a wide range of adverse (and other) life events. It also highlights that high levels of well-being are more likely to be associated with our social relationships and health status than with income or personal status, and that affluence is no guarantee to high subjective well-being and indeed may have negative consequences. The 21st century is seeing the emergence of a positive science, with a new focus on subjective well-being. This research adds new knowledge to the issues and debates which support the move towards a better understanding of the factors that promote subjective well-being. Such findings will be important to the international academic field as well as the national political arena where improving well-being has become a part of the government's agenda.

Once regarded as taboo, it is now claimed that we are a death-obsessed society. Public social services are increasingly being individualised in order to better meet the differentiated needs of competent and independent citizens and to promote the effectiveness of social interventions. This book addresses this development, focusing on a new type of social services that has become crucial in the 'modernisation' of welfare states: activation services. Improving health in populations in which health is poor is a complex process. This book argues that the traditional government approach of exhorting individuals to live healthier lifestyles is not enough - action to promote public health needs to take place not just through public agencies, but also by engaging community assets and resources in their broadest sense. The book reports lessons from the experience of planning, establishing and delivering such action by the five-year Sustainable Health Action Research Programme (SHARP) in Wales. It critically examines the experience of SHARP in relation to current literature on policy; community health and health inequalities; and action research. The authors make clear how this regional development has produced opportunities for developing general concepts and theory about community-based policy developments that are relevant across national boundaries and show that complex and sustained community action, and effective local partnership, are fundamental components of the mix of factors required to address health inequalities successfully. The book concludes by indicating the connections between SHARP and earlier traditions of community-based action, and by arguing that we need to be bolder in our approaches to community-based health improvement and more flexible in our understanding of the ways in which knowledge and inform developments in health policy. The political conflict over the city of Jerusalem has resulted in the breach of Palestinian Jerusalemites' civil, political and social rights. While Israel claims sovereignty over East Jerusalem, it neglects to provide adequate services to the Palestinian residents of the city. The Israeli Jerusalem Municipality provides insufficient and highly politicised educational services to the Palestinians residents of the city, at the same time discriminating against the other Palestinian systems that provide educational services. Political Conflict and Exclusion in Jerusalem offers a detailed description of the structure of the education sector in East Jerusalem with its four main providers; the Palestinian Authority through Awqaf schools, the Israeli Authority through municipal schools, the United Nations Relief and Works Agency and private schools. Its study reveals that there is no single body that oversees the provision of educational services in the city to ensure that the services provided are sufficient and of quality. Employing a qualitative research strategy with semi-structured interviews and focus groups in Palestinian and Israeli schools, this book offers a comprehensive and revealing comparison of the educational services provided to both their students. It explores how Palestinian and Israeli students routinely receive vastly different learning opportunities, in terms of school funding, qualified staff, school facilities and school programmes, which as a result disempowers Palestinians and ensures an Israeli Jewish hegemony over the city.
