Public social services are increasingly being individualised in order to better meet the differentiated needs of competent and independent citizens and to promote the effectiveness of social interventions. This book addresses this development, focusing on a new type of social services that has become crucial in the 'modernisation' of welfare states: activation services. The book discusses and analyses the individualisation of activation services against the background of social policy reforms on the one hand, and the introduction of new forms of public governance on the other. Critically discussing the rise of individualised social services in the light of various theoretical points of view, it analyses the way in which activation and the 'active subject' are presented in EU discourse. It compares the introduction of individualised activation services in five EU welfare states: the UK, Germany, Italy, Finland and the Czech Republic, focusing on official policies as well as policy practices. Improving health in populations in which health is poor is a complex process. This book argues that the traditional government approach of exhorting individuals to live healthier lifestyles is not enough - action to promote public health needs to take place not just through public agencies, but also by engaging community assets and resources in their broadest sense. The book reports lessons from the experience of planning, establishing and delivering such action by the five-year Sustainable Health Action Research Programme (SHARP) in Wales. It critically examines the experience of SHARP in relation to current literature on policy; community health and health inequalities; and action research. The authors make clear how this regional development has produced opportunities for developing general concepts and theory about community-based policy developments that are relevant across national boundaries and show that complex and sustained community action, and effective local partnership, are fundamental components of the mix of factors required to address health inequalities successfully. This book examines the link between poverty on the one hand and labour market participation and the distributive capacity of welfare states on the other hand. It focuses on the working-age population and the evolutions in Europe during the 'good economic years' before the financial crisis. The book provides social research in an accessible way. It introduces the reader into the various concepts of measuring poverty and exclusion and discusses data limitations. Obviously, we are not the first to observe worrying trends in poverty or inequality. The specific approach in this book may be summarized as follows. First, to gain a better understanding of the nexus of labour market participation, social redistribution and poverty, we focus on the distinction between work-poor and work-rich households. Second, we augment a traditional 'pre-post approach' of the impact of social transfers with regression analysis and policy indicators. Third, we refine the common method of measuring the redistributive effect of social expenditure, particularly for in-kind benefits . Fourth, we give due consideration to concepts and data. Most of the analyses are based on the European Statistics on Income and Living Conditions (SILC), but when relevant and feasible, we include alternative surveys (in the case of Germany, SILC and SOEP data) and additional data, i.e. administrative expenditure data and indicators that inform directly on policy. Finally, we discuss our observations with reference to the employment-centred welfare reforms that were prominent in European countries since the mid-1990s, and link the analysis with a broader perspective on the socio-economic, demographic and paradigmatic evolutions in contemporary welfare states.

The political conflict over the city of Jerusalem has resulted in the breach of Palestinian Jerusalemites' civil, political and social rights. While Israel claims sovereignty over East Jerusalem, it neglects to provide adequate services to the Palestinian residents of the city. The Israeli Jerusalem Municipality provides insufficient and highly politicised educational services to the Palestinians residents of the city, at the same time discriminating against the other Palestinian systems that provide educational services. Political Conflict and Exclusion in Jerusalem offers a detailed description of the structure of the education sector in East Jerusalem with its four main providers; the Palestinian Authority through Awqaf schools, the Israeli Authority through municipal schools, the United Nations Relief and Works Agency and private schools. First published in 1981. Professor Crowther traces the history of the workhouse system from the Poor Law Amendment Act of 1834 to the Local Government Act of 1929. At their outset the large residential institutions were seen by the Poor Law Commissioners as a cure for nearly all social ills. In fact these formidable, impersonal, prison-like buildings - housing all paupers under one roof - became institutionalised: places where routine came to be an end in itself. In the early twentieth century some of the workhouses became hospitals or homes for the old or handicapped but many continued to form a residual service for those who needed long-term care. Crowther pays attention not only to the administrators but also to the inmates and their daily life. She illustrates that the workhouse system was not simply a nineteenth-century phenomenon but a forerunner of many of today's social institutions.
