Originally published in 1981 The Emergence of the Welfare State in Britain and Germany 1850-1950 is an edited collection on the history and future prospects of the modern welfare state. It attempts to pave the way for an analysis of the problems of the welfare state and its historical origins, and the likely future that transcends the nation-state orientated historical accounts. This collection of essays seeks to promote an interdisciplinary approach to the problems of the welfare state in two industrial societies. So far historians and social scientists concerned with this field of research have tended to work in isolation from one another, without mutual exchange of knowledge and using different methods. This book attempts to give equal scope to both perspectives.
Originally published in 1976, Welfare State and Welfare Society breaks away from the prevailing notion that the welfare state is mainly concerned with the well-being of the entire nation. The book distinguishes the welfare state from the welfare society, and shows that there is often a yawning gulf between public policy and how people feel, think and behave. The book examines critically, the policies which have been adopted or advocated as relevant to a welfare state, and inquires how far the hopes and expectations centred on it have been realised.
Originally published in 1976, Freedom and the Welfare State, critiques the Welfare State in Britain and analyses the relationship between freedom and welfare. The book considers philosophical, literary and political expressions of the ideals of liberty, and relates them to present-day issues in social policy and the social services. It tackles the major questions emerging in the current welfare debate such as, does state assistance destroy individual initiative and independence and, are welfare institutions agencies of social control which reinforce the dominant economic order?

Philosophical interest in disability is rapidly expanding. Philosophers are beginning to grasp the complexity of disability-as a category, with respect to well-being and as a marker of identity. However, the philosophical literature on justice and human rights has often been limited in scope and somewhat abstract. Not enough sustained attention has been paid to the concrete claims made by people with disabilities, concerning their human rights, their legal entitlements and their access to important goods, services and resources. This book discusses how effectively philosophical approaches to distributive justice and human rights can support these concrete claims. It argues that these approaches often fail to lend clear support to common disability demands, revealing both the limitations of existing philosophical theories and the inflated nature of some of these demands. Moving beyond entitlements, the author also develops a unique conception of dignity, which she argues illuminates the specific indignities experienced by people with disabilities in the allocation of goods, in the common experience of discrimination and in a wide range of interpersonal interactions. Disability with Dignity offers an accessible and extended philosophical discussion of disability, justice and human rights. Since the beginning of the 1990s, the gradual widening of scientific and policy debates on poverty from a narrow focus on income poverty to a more inclusive concept of social exclusion, has made poverty research both more interesting and more complicated. This book explores the tensions between the competing social rights and social control functions of the modern Australian welfare state. By critically examining the history and rhetoric of the Australian welfare state from 1972 to the present day, and using the author's long-standing research on the Australian Council of Social Service and other welfare advocacy groups, it analyses the transformation from rights-based to conditional welfare. The Labor Party Government from 1972-75 is identified as the only clear cut example of Australia positively using welfare payments and services as an instrument to promote greater social equity, inclusion and participation. Since the mid-1970s, the Australian welfare state has gradually retreated from the social rights agenda conceived by the Whitlam Government. Australia has followed other Anglo-Saxon countries in adopting increasingly conditional and paternalistic measures that undermine the protection of social citizenship outside the labour market. In contrast, this text makes the case for an alternative participatory and decentralized welfare state model that would prioritize social care by empowering and supporting welfare service users at a local community level. This book will be of interest to academics, students and policy-makers working within social policy, social work and political sociology.

This book explores care-leavers' access to their personal records. People who grew up in care in previous decades may know little about their family nor understand why they were placed in care nor how decisions were made about their lives. Personal records can be a source of this information. Murray posits that it is crucial that those releasing these records understand their significance. Taking a person-centred approach, the book is based on the moving life history accounts of people who have sought their records. Finding Lost Childhoods highlights the importance of records to their identity formation, recounts what they discovered about themselves and their family, and discusses the consequences of finding this information. Black Americans continue to lag behind on many measures of social and economic well-being. Conventional wisdom holds that these inequalities can only be eliminated by eradicating racism and providing well-funded social programs. In Race, Wrongs, and Remedies, Amy L. Wax applies concepts from the law of remedies to show that the conventional wisdom is mistaken. She argues that effectively addressing today's persistent racial disparities requires dispelling the confusion surrounding blacks' own role in achieving equality. The evidence overwhelmingly suggests that discrimination against blacks has dramatically abated. The most important factors now impeding black progress are behavioral: low educational attainment, poor socialization and work habits, drug use, criminality, paternal abandonment, and non-marital childbearing. Although these maladaptive patterns are largely the outgrowth of past discrimination and oppression, they now largely resist correction by government programs or outside interventions. Wax asserts that the black community must solve these problems from within. Self-help, changed habits, and a new cultural outlook are, in fact, the only effective tactics for eliminating the present vestiges of our nation's racist past. This book is in essence concerned with the quest for rationality in decision-making, and is founded on the premise that improvements in the machinery of decision-making can actually lead to better decisions. The numerous initiatives of the 1960s and 1970s established specifically to foster greater policy coordination (notably the Central Policy Review Staff or 'Think Tank') had, by the beginning of the 1980s, fallen foul of an altogether changed political climate, in which policy formation was increasingly determined by the pressures of the marketplace, rather than by the pursuit of rationally-determined consensual goals. Paradoxically, however, this process has led, in turn, to renewed interest in the possibilities of interdepartmental policy coordination, at both centre and periphery, and in Joint Approaches to Social Policy the authors seek to provide a clear understanding of what the reality, rather than the rhetoric, of policy coordination actually entails. Prison. Just reading the word conjures up mental images of harshness and negativity. While the word 'criminal' summons feelings of fear, disgust, anger, aggression, and revenge. These near-universal feelings about criminals are the foundation of prisons as places where harm, through neglect, indifference, and paucity, festers and replicates like a virus. For this reason, any conversation about prison and its potential for anything other than harm must start with the people who live there. In The Shadow of Childhood Harm, Wolff, using a balance of compassion and evidence, takes readers through the lives of people who end up inside prison.
