In contemporary Japan, 85% of children in alternative care remain housed in large welfare institutions, as opposed to family-based foster care. This publication examines how Japan has been isolated from global discourse on alternative care, urging a shift in social work and alternative care policies. As the first ethnographic account from inside child guidance centres, it makes a key contribution towards understanding the closed world of Japan's social services; including the decision-making processes by which a child is removed from the family and placed into care. In addition, regional variation in policy implementation for alternative care is outlined, with reference to detailed case studies and a discussion around organisational cultures of the child guidance centres. Where foster care is constructed as anything other than professional, it is often seen as a threat to the child's family-bond with their natal parent and therefore not used. Child Guidance Centres in Japan destabilises this construction of the family-bond as singular and discrete, highlighting new practices in alternative care. Unaccompanied migrant children are the most vulnerable group of migrants and refugees. Their experiences, their contested legal status in the host countries, and their treatment before, during, and after migration call for an ethics of child migration that places unaccompanied migrant children at the center. This volume gathers international experts from the fields of social work, social science, law, philosophy, and Catholic ethics. Social science, psychological, and social work studies, analyses of US and international law of child migration, refuge and asylum policies, and several case studies regarding law enforcement highlight the more recent shifts in policies both in the United States and Europe. The current policies are confronted with two major normative frameworks that go beyond migration laws or the international refugee and asylum provisions: the United Nations Convention of the Rights of the Child, and the approach of the Catholic social ethics of migration. The authors address the challenges of childhood under the conditions of migration: the uprooting of lives, the journey and transition into foreign countries and cultures, and the transition into adulthood. They discern the legal provisions and obstacles of the immigration process, the securitization of the borders, and the criminalization of unaccompanied migrant children. Catholic social ethics, the theological authors argue, must offer more than its pastoral call for charity, solidarity, and compassion that is already in place, inspiring multiple Catholic organizations, groups, and individuals. The Christian emphasis on family rights and values, originating in the story of the Holy Family, is necessary, yet insufficient when children are separated from their parents-instead, children must be recognized as vulnerable agents in their own right, and the moral dilemmas families sometimes face be acknowledged. US and European policies must be informed by the interpretation of justice, and the principle of the common good must be held against the firewalling of the West. As a political ethics, Catholic social ethics must critique and reject the use of the Christian religion for nationalist policies and depictions of migrant children as a threat to the cultural identity of Western societies.

Over the last two decades, many changes have happened to the social welfare policies of various industrial countries. Citizens have seen their pensions, unemployment benefits, and general healthcare policies shrink as belt tightening measures are enforced. But in contrast, long-term care has seen a general growth in public financing, an expansion of beneficiaries, and, more generally, an attempt to define larger social responsibilities and related social rights. The aim of this book is to describe and interpret the changes introduced in long-term care policies in Western Europe. The volume argues that recent reforms have brought about an increasing convergence in LTC policies. Most of the new programs have developed a new general approach to long-term care, based on a better integration of social care and health care. The book explores increasing public support given to family care work (in the past, the family would take care of the elderly or infirm) and increasing growth and recognition of a extended social care market (by which care has shifted from a moral obligation based on family reciprocity to a paid, professional activity). A new social care arrangement has therefore been developing in Western countries, based on a new mix of family obligations, market provision, and public support. In order to understand such changes, this analysis will take into account the social and economical impact of these reforms."

School Food, Equity and Social Justice provides contemporary, critical examinations of policies and practices relating to food in schools across 25 countries from an equity and social justice perspective. This book focuses on the Biafran humanitarian crisis of 1967-1970 which generated a surge of human rights anxieties and attracted the attention of world humanitarian organizations. For the first time in recent history, different church groups and humanitarian activists around the world came together for the sole purpose of alleviating human suffering and saving lives regardless of theological differences, race, ethnic affiliation, nationality, and geographical distance. Despite their role in shaping the course and outcome of the conflict, most scholars of the Nigeria-Biafra War treat the humanitarian aspect of the war as a footnote, making it appear less important among other issues of interest in the conflict. Notable exceptions, however, include Joseph Thomson's American Policy and African Famine, which focuses on American policy on the humanitarian aid, and Reverend Tony Byrne's Airlift to Biafra. This study underlines that the international humanitarian aid largely contributed to the internationalization of the war. The efforts of the churches from thirty-three countries which remain virtually unexplored was not just the first of its kind in the developing world but also the largest civilian airlift in history. While the paucity of scholarship on the humanitarian aspect of the Biafra war could be attributed to the newness of this field of enquiry, the increase in conflicts in different parts of the world has just opened humanitarian aid studies as a new frontier in academic study. This book is a masterful example of scholarship in this newly emergent field.

This volume examines drug policies and the role of cooperation in the Americas. Many current and former politicians have discussed the failures of the war on drugs and the need for alternative approaches. Uruguay as well as Colorado and Washington have legalized marijuana. The Organization of American states produced a report in 2013 which discussed alternative policy options to the drug war. This work examines the nature of cooperation and drug policies in the twenty-first century in the Americas, highlighting the major challenges and obstacles. The argument is that one country cannot solve drug trafficking as it is a transnational problem. Therefore, the producing, consuming, and transit countries must work together and cooperate.

In many US courts and internationally, family law cases constitute almost half of the trial caseload. These matters include child abuse and neglect and juvenile delinquency, as well as divorce, custody, paternity, and other traditional family law issues. In this book, the authors argue that reforms to the family justice system are necessary to enable it to assist families and children effectively. The authors propose an approach that envisions the family court as a "care center," by blending existing theories surrounding court reform in family law with an ethic of care and narrative practice. Building on conceptual, procedural, and structural reforms of the past several decades, the authors define the concept of a unified family court created along interdisciplinary lines - a paradigm that is particularly well suited to inform the work of family courts. These prior reforms have contributed to enhancing the family justice system, as courts now can shape comprehensive outcomes designed to improve the lives of families and children by taking into account both their legal and non-legal needs. In doing so, courts can utilize each family's story as a foundation to fashion a resolution of their unique issues. In the book, the authors aim to strengthen a court's problem-solving capabilities by discussing how incorporating an ethic of care and appreciating the family narrative can add to the court's effectiveness in responding to families and children. Creating the court as a care center, the authors conclude, should lie at the heart of how a family justice system operates. The authors are well-known figures in the area and have been involved in family court reform on both a US national and an international scale for many years.
