El Manual de Pruebas y Criterios contiene los criterios, metodos y procedimientos de prueba que se deben utilizar para la clasificacion de mercancias peligrosas de acuerdo con las disposiciones de las partes 2 y 3 de las Recomendaciones de las Naciones Unidas para el Transporte de Mercancias Peligrosas, Reglamentacion Modelo y para la clasificacion de los productos quimicos que presentan peligros fisicos conforme a lo dispuesto en el Sistema Globalmente Armonizado de Clasificacion y Etiquetado de productos quimicos (SGA). Por tanto, el Manual complementa los reglamentos nacionales e internacionales desarrollados a partir de la Reglamentacion Modelo o del SGA. Desde su primera version, elaborada y posteriormente adoptada por el Comite de Expertos en Transporte de Mercancias Peligrosas del Consejo Economico y Social de las Naciones Unidas (ECOSOC) en 1984, el Manual se ha ido modificando y actualizando cada dos anos. Dicha actualizacion se lleva a cabo bajo los auspicios del Comite de Expertos en Transporte de Mercancias Peligrosas y del Sistema Globalmente Armonizado de clasificacion y etiquetado de productos quimicos, que reemplaza al comite original desde el ano 2001. La sexta edicion revisada, que se publico en 2015, tiene en cuenta las recomendaciones adoptadas por el comite de expertos en su quinto y sexto periodo de sesiones que se celebraron en 2010 y 2012 (publicadas con el simbolo ST/SG/AC.10/11/Rev.5/Amend.2 y ST/SG/AC.10/11/Rev.4/Amend.2) asi como las adoptadas durante su septimo periodo de sesiones, que se celebro en 2014 (ST/SG/AC.10/42/Add.2). Las enmiendas contenidas en la presente publicacion fueron adoptadas por el Comite durante su octavo periodo de sesiones (9 de Diciembre de 2016).

Slow Cities: Conquering Our Speed Addiction for Health and Sustainability demonstrates, counterintuitively, that reducing the speed of travel within cities saves time for residents and creates more sustainable, liveable, prosperous and healthy environments. This book examines the ways individuals and societies became dependent on transport modes that required investment in speed. Using research from multiple disciplinary perspectives, the book demonstrates ways in which human, economic and environmental health are improved with a slowing of city transport. It identifies effective methods, strategies and policies for decreasing the speed of motorised traffic and encouraging a modal shift to walking, cycling and public transport. This book also offers a holistic assessment of the impact of speed on daily behaviours and life choices, and shows how a move to slow down will - perhaps surprisingly - increase accessibility to the city services and activities that support healthy, sustainable lives and cities.

The European Agreement Concerning the International Carriage of Dangerous Goods by Inland Waterways (ADN) agreed in Geneva on 26 May 2000 under the auspices of the United Nations Economic Commission for Europe (UNECE) and the Central Commission for Navigation on the Rhine (CCNR) entered into force on 28 February 2008. The Regulations annexed to the ADN: Contain provisions concerning dangerous substances and articles Provide rules concerning their carriage in packages and in bulk on board inland navigation vessels or tank vessels Include provisions concerning the construction and operation of such vessels Address requirements and procedures for inspections, the issue of certificates of approval, recognition of classification societies, monitoring, and training and examination of experts Are harmonized to the greatest possible extent with the dangerous goods agreements for other modes of transport.

As well as exploring how design impacts on an airport's success, this book investigates the relationship between small and medium airports and territories through a series of case studies. The research included herein has been compiled from the author's experiences at numerous universities. Public transit systems, which receive funding from the federal government, are vulnerable to catastrophic events, as demonstrated by the impact Hurricane Sandy and other events have had on transit systems. These events highlight our reliance on transit systems for access to jobs, medical care, and other services, as well as the cost of recovering from these events. Building resilience -- the ability to prepare for, respond to, recover from, and mitigate the risk of catastrophic events -- is one strategy to help limit the nation's fiscal exposure to catastrophic events. This book examines how DHS and DOT help transit agencies make their systems resilient; actions selected transit agencies take to make their systems resilient; and challenges transit agencies face with making their systems resilient. It also addresses the progress the Department of Transportation has made allocating, obligating, and disbursing the Disaster Relief Appropriations Act surface transportation funds; how the Federal Transit Administration's (FTA) new Public Transportation Emergency Relief program compares to the Federal Emergency Management Agency's (FEMA) and Federal Highway Administration's (FHWA) emergency relief programs; and the extent to which FTA and FEMA have implemented their memorandum of agreement to co-ordinate their roles and responsibilities when providing assistance to transit agencies.

A critical look at the political economy of urban bicycle infrastructure in the United States Not long ago, bicycling in the city was considered a radical statement or a last resort, and few cyclists braved the inhospitable streets of most American cities. Today, however, the urban cyclist represents progress and the urban "renaissance." City leaders now undertake ambitious new bicycle infrastructure plans and bike share schemes to promote the environmental, social, and economic health of the city and its residents. Cyclescapes of the Unequal City contextualizes and critically examines this new wave of bicycling in American cities, exploring how bicycle infrastructure planning has become a key symbol of-and site of conflict over-uneven urban development. John G. Stehlin traces bicycling's rise in popularity as a key policy solution for American cities facing the environmental, economic, and social contradictions of the previous century of sprawl. Public transportation in rural areas can be critical to connecting people to jobs, shopping, and health services. The Federal Transit Administration's (FTA) Formula Grants for Rural Areas Program (rural transit program) is FTA's only dedicated grant program for rural and tribal transit. FTA apportions nearly all program funds to states. This book examines FTA's funding, oversight, and other support for the rural transit program; changes in services, ridership, and costs since 2009; and challenges that rural and tribal transit providers face and possible actions to address them.

Speeding is defined as exceeding posted speed limits or driving too fast for conditions. This is a behaviour that some drivers engage in without recognising the risks or seriously considering the consequences. The most serious consequences of speeding are the fatalities and serious injuries that result from crashes. Over the last ten years, speeding has been consistently identified as a contributing factor in nearly one-third of all roadway fatalities nation-wide. Crashes involving speeding occur on all road types but are particularly prevalent on the local rural road system. This book provides information on how to develop a Speed Management Program that is tailored to meet the needs of local rural road practitioners. A Speed Management Program can be effective in lowering the number of speeding crashes and the resulting fatalities and serious injuries on local rural roads. Non-motorised modes of travel can also be expected along these roads. Non-motorised transportation is primarily comprised of biking, walking, equestrian, and horse-drawn vehicles but may also include other non-powered transportation devices. This book is also a guide to assist local rural road practitioners in making effective use of current practices and resources addressing non-motorised mobility and safety, thereby creating a more accommodating and viable transportation system for all road users.

Millions of Americans are unable to provide their own transportation or have difficulty accessing public transportation. States and local jurisdictions are increasingly discussing congestion pricing as a strategy for improving transportation system performance. This book provides an overview on congestion pricing; non-toll pricing; technologies that enable congestion pricing; technologies that complement congestion pricing; transit and congestion pricing; and income-based equity impacts of congestion pricing.

Much of recurring congestion is due to physical bottlenecks -- potentially correctable points on the highway system where traffic flow is restricted. While many of the nation's bottlenecks can only be addressed through costly major construction projects or costly transportation alternative solutions (ie: high occupancy vehicle or toll lanes, dynamic pricing, investments in transit alternatives, etc.), there is significant opportunity for the application of operational and low-cost "fixes" at spot-specific locations. This book provides guidance to state and local transportation personnel on how to overcome barriers and challenges with reference to the implementation of localised congestion relief projects.

Substantial federal assistance allowed GM and Chrysler to restructure their costs and improve their financial condition. Through federally-funded restructuring, GM and Chrysler reported lowering production costs and capacities by closing or idling factories, laying off employees, and reducing their debt and number of vehicle brands and models. These changes enabled both companies to report operating profits and reduce costs enough to be profitable at much lower sales levels than ever before. Nevertheless, to remain profitable, both companies must manage challenges affecting both their costs, including debt levels, and vehicle demand, such as launching products that are attractive to consumers amid rising fuel prices. This book examines the role of TARP assistance in the restructuring of the U.S. motor vehicle industry with a focus on unwinding the government stake in GMAC and Chrysler.

The U.S. Department of Transportation released results from an unprecedented ten-month study of potential electronic causes of unintended acceleration in Toyota vehicles. The National Highway Traffic Safety Administration (NHTSA) launched the study last spring at the request of Congress, and enlisted NASA engineers to conduct new research into whether electronic systems or electromagnetic interference played a role in incidents of unintended acceleration. NASA engineers found no electronic flaws in Toyota vehicles capable of producing the large throttle openings required to create dangerous high-speed unintended acceleration incidents. This book provides an analysis of the research by NASA engineers and the U.S. Department of Transportation into Toyota automobiles and the unintended acceleration episodes that have been reported.

Future reductions may require the Department of Transportation (DOT) to address new trends such as evolving crash-avoidance technologies and rapidly changing electronic devices that may distract drivers who use them on the road. The nation's transportation and water infrastructures play a vital role in the economy. Private commercial activities and the daily lives of individuals depend on that physical infrastructure, which is provided by all levels of government in the United States. Concerns about the nations' infrastructure and its ability to support commerce and promote public well-being have prompted calls for greater infrastructure spending. This book analyses recent developments in spending on transportation and water infrastructure, trends in spending for capital and for operations and maintenance by the various levels of government, and the rationale for public spending on infrastructure.

One of the most important factors that affect a person's risk of injury in a motor vehicle crash is the age of the person. This book investigates patterns of injury severity, location of injuries, and contact sources for the driver injuries by driver age. Also discussed in this compilation is how age-related declines in vision, cognition, and physical ability affect how older road users drive and use various other modes of transportation. Also, effective response to traffic incidents can enhance safety and mobility for both road users and responders.

To improve aviation safety, the Federal Aviation Administration (FAA) plans to have in place the initial capabilities of a risk-based approach to safety oversight, known as a safety management system (SMS), by the end of fiscal year 2010. FAA is also implementing new procedures and technologies to enhance the safety, capacity, and efficiency of the national airspace system. Data are central to SMS and FAA's ability to test the impact of these changes on safety. This book addresses the FAA's current and planned use of data to oversee safety; the preliminary information on aircraft icing and winter operations; information on modifying the age standard for commercial pilots; potential strategies to address air ambulance safety concerns; and a look at increased efforts to address runway incursions.

While Congress has been interested in high speed rail (HSR) since the 1960s, the provision of $8 billion for intercity passenger rail projects in the American Recovery and Reinvestment Act, enacted in February 2009, under the Obama administration, has invigorated the prospect of high speed passenger rail transportation in the United States. This book provides an overview of high speed rail in the United States and discusses what high speed rail would encompass, describes congressional initiatives to promote HSR and looks at high speed rail in selected other countries. Also discussed is the rationale for developing HSR, cost estimates and some of the challenges expected in implementing HSR.

The idea of designing and building quieter pavements is not new, but in recent years there has been a groundswell of interest in making this a higher priority. Various State Highway Agencies and the Federal Highway Administration have responded accordingly with both research and implementation activities that both educate on the state-of-the-practice, and advance the state-of-the-art. This book aims to educate the transportation industry, and in some cases the general public, about the numerous principles behind quieter pavements, as well as summarising the Long-Term Pavement Performance programs and its major activities.
