In 2016, the International Organization for Migration (IOM) became part of the United Nations. With 173 member states and more than 400 field offices, the IOM-the new 'UN migration agency'-plays a key role in migration governance. The contributors in this volume provide an in-depth and comprehensive insight into the IOM, its transformation, current structure and projects, as well as its capacity, self-understanding and political agenda.

Drawing from ethnographic material based on long-term research, this volume considers competing forms of power at micro- and macro-levels in Guyana, where the local is marked by extensive migration, corruption, and differing levels of violence. It shows how the local is occupied and re-occupied by various powerful and powerless people and entities ("big ones" and "small ones"), and how it becomes the site of intense power negotiations in relation to external ideas of empowerment.

This simultaneously threw a spotlight on the 'Anglo-Indian problem' and sent intimate relationships between British colonials and Indian women into the shadows of history. One Scottish missionary's solution was to isolate and raise the mixed-race children of British tea planters in an institution in Kalimpong - in the foothills of the Himalayas - before permanently resettling them far from their maternal homeland as workers in New Zealand. Historian Jane McCabe leads us through a compelling research journey that began with uncovering the story of her own grandmother, Lorna Peters, one of 130 adolescents resettled in New Zealand under the scheme between 1908 and 1938. Using records from the 'Homes' in Kalimpong and in-depth interviews with other descendants in New Zealand, she crafts a compelling, evocative, and unsentimental yet moving narrative -- one that not only brings an untold part of imperial history to light, but also transforms previously broken and hushed family histories into an extraordinary collective story. This book attends to both the affective dimension of these traumatic familial disruptions, and to the larger economic and political drivers that saw government and missionary schemes breaking up Anglo-Indian families -- schemes that relied on future forgetting.

This book examines forced migration of two refugees groups in South Asia. The author discusses the claims of "belonging" of refugees, and asserts that in practice "belonging" can extend beyond the state-centric understanding of membership in South Asian states. She addresses two sets of interrelated questions: what factors determine whether refugees are relocated to their home countries in South Asia, and why do some repatriated groups re-integrate more successfully than others in "post-peace" South Asian states? This book answers these questions through a study of refugees from Sri Lanka and Bangladesh who sought asylum in India and were later relocated to their countries of origin. Since postcolonial societies have a typical kind of state-formation, in South Asia's case this has profoundly shaped questions of belonging and membership. The debate tends to focus on citizenship, making it a benchmark to demarcate inclusion and exclusion in South Asian states. In addition to qualitative analysis, this book includes narratives of Sri Lankan and Chakma refugees in post-conflict and post-peace Sri Lanka and Bangladesh respectively, and critiques the impact of macro policies from the bottom up.

At the end of the nineteenth century, Southeastern Europe became a prime sending region of emigrants to overseas countries, in particular the United States. This massive movement of people ended in 1914 but remained consequential long thereafter, as emigration had created networks, memories, and attitudes that shaped social and political practices in Southeastern Europe long after the emigrants had left. This book's main concern is to reconstruct the political and socioeconomic impact of emigration on Southeastern Europe. In contrast to migration studies' traditional focus on immigration, this book concentrates on the sending countries. The author provides a comparative analysis of the socioeconomic causes and consequences of emigration and argues that migrant networks and emulation effects were crucial for the persistence of migration inclinations. It also brings the state back in the emigration story and discusses political responses towards emigration by governments in the region before 1914. Emigration policy became closely aligned with nation-building and social engineering. These stances continued even after emigration had subsided: interwar Yugoslavia, which is studied in detail, tried to create a Yugoslav "diaspora" in America by turning emigrants from its territory into expatriate citizens. Hence, a nationalizing state exploited transnational linkages. The book closes with the emigration policies of communist Yugoslavia until the early 1960s,when experiments and experiences of the government were crucial for its eventual decision to liberalize labor migration to the West (the only communist government to do so). A paramount reason for this was the fact that emigrants, both as a place of memory and a source of remittances, continued to be significant. This book therefore presents emigration as a complex social phenomenon that requires a multifaceted historical approach in order to reveal the effects of migration on different temporal and spatial scales.

This book explores the social participation, identification and transnational practices of Somalis living in Finland and the United States. Through a multifaceted collection of chapters which are based on data ranging from legislation and policy documents to welfare indicators and interviews, this book explores how Somali migrants experience and explore their identities and belongings, and how they strive for participation as (diaspora) citizens of their sending and receiving societies. The case studies are conducted in two countries that differ greatly in terms of their social system, migration history and integration policies and as such they provide an opportunity to explore how different social, political and legal orders influence the life-courses and wellbeing of migrant populations. Furthermore, the book highlights how the fate of the Somalis as a global diaspora is routinely intertwined with the changes in the global political climate and the state-level political processes reflecting it. Few, if any phenomena affecting Western Europe as a whole since 1945 have been more far-reaching in their immediate effects or more potentially destabilizing to politics and society over the long term than the accumulative experience of immigration. Messina and his contributors analyze why the major immigrant-receiving states of Western Europe historically permitted and often abetted relatively high levels of postwar migration, and they assess how contemporary governments attempt to govern immigration flows and manage the domestic social and political fallout which it inevitably yields.

The central purpose of the volume is to address these questions within the context of the decision-making logics that have demonstratively governed postwar migration to Western Europe in each of its three distinct, but interrelated waves or phases-labor migration, family migration, and humanitarian or forced migration. Messina demonstrates that postwar migration to Western Europe, in all of its phases, has been governed by a set of mutually reinforcing and mostly compatible logics. Of these--the economic, the humanitarian, and the political--the political has predominated over time and is likely to continue doing so into the indefinite future. This book examines the experiences of seasonal, migrant sugarcane workers in Brazil, analyzing the deep-seated inequalities pervasive in contemporary Brazil. Education, employment, income, health, and relative political power are forefront in this study of the living and working conditions of the transient population. Based on ten years of qualitative research dominated by in-depth interviews with migrant sugarcane workers, this project argues that the ills of the sugarcane industry are symptomatic of an overarching problem of unequal access to opportunities by all Brazilian citizens. The project is unique in its use of a single industry as an expression of the multifarious problems of socioeconomic, regional, and racial inequality. The author explores details of the labor migration experience with a central premise that the conditions are not a direct outcome of the industry, but rather a manifestation of fundamental inequalities rooted in Brazil's colonial history.

International migration has become a major domestic political issue in many countries and a major topic of international debate. Thus far, most of the attention has centered on the plight of refugees or on ways to curb the flow of illegal immigrants. As more and more migrants cross interstate boundaries, however, governments are realizing that immigration and asylum problems cannot be separated from broader socio-economic and political issues; nor can they be resolved by countries acting unilaterally. Even with this understanding, attempts to develop multilateral strategies to ease international tensions arising from uncontrolled migration will be complicated by economic disparities, regional political tensions, and mounting population and ecological pressures. Internal migration, particularly in terms of forced resettlement and urbanization, also gives rise to a myriad of problems relating to aspects of security. The increase in other major population movements, such as tourism and business travel, also has implications for security. Until recently, the question "what is security?" was rarely asked in the context of these developments. This was because there was a perceived consensus on what the nature of security was. The nature of security was held to mean national, political, and military security. Thus security was virtually synonymous with "defense." The theoretical claim of this volume is that these developments are necessitating a redefinition of security. This volume provides major theoretical analyses of these trends as well as in-depth case studies that explore specific developments of major concern to scholars and other researchers involved with international relations, migration, and development issues.

International borders have become deadly barriers of a proportion rivaled only by war or natural disaster. Yet despite the damage created by borders, most people can't - or don't want to - imagine a world without them. What alternatives do we have to prevent the deadly results of contemporary borders? In today's world, national citizenship determines a person's ability to migrate across borders. Migration Borders Freedom questions that premise. Recognizing the magnitude of deaths occurring at contemporary borders worldwide, the book problematizes the concept of the border and develops arguments for open borders and a world without borders. It explores alternative possibilities, ranging from the practical to the utopian, that link migration with ideas of community, citizenship, and belonging. The author calls into question the conventional political imagination that assumes migration and citizenship to be responsibilities of nation states, rather than cities. While the book draws on the theoretical work of thinkers such as Ernst Bloch, David Harvey, and Henry Lefebvre, it also presents international empirical examples of policies and practices on migration and claims of belonging. In this way, the book equips the reader with the practical and conceptual tools for political action, activist practice, and scholarly engagement to achieve greater justice for people who are on the move.

This edited volume concerns childhood throughout South America after the 1990s, a period and territory of special complexity marked by the beginning-or intensification of-political neoliberalisation throughout the region. The decade also saw the ratification of the International Convention on Rights of the Child and post-dictatorial processes of political and social democratisation. The editors of this book explore the tension this juxtaposition has generated between logics and processes of dissimilar orientations. Within this framework, chapters investigate the neoliberalisation and institutionalisation of children's rights and consider similarities and differences with respect to other regions. They also explore changes in schools and educational systems, as well as the phenomenon of the internal and external child and family migration.

Between the 1933 Nazi seizure of power and their 1941 prohibition on all Jewish emigration, around 90,000 German Jews moved to the United States. Using the texts and images from a personal archive, this Palgrave Pivot explores how these refugees made sense of that experience. For many German Jews, theirs was not just a story of flight and exile; it was also one chapter in a longer history of global movement, experienced less as an estrangement from Germanness, than a reiteration of the mobility central to it. Private photography allowed these families to position themselves in a context of fluctuating notions of Germaness, and resist the prescribed disentanglement of their Jewish and German identities. In opening a unique window onto refugees' own sense of self as they moved across different geographical, political, and national environments, this book will appeal to readers interested in Jewish life and migration, visual culture, and the histories of National Socialism and the Holocaust.
