Risk assessment is a highly important activity of numerous governmental health and regulatory bodies. It is on the accuracy of quantitative and qualitative measurement that the decisions of government policymakers depend. Those decisions, of course, are intended to manage risks. That management frequently involves regulations over a wide range of individual and environmental exposures. Bailar and his colleagues examine the methodological challenges faced by federal agencies involved in risk assessment and the sometimes controversial implications and consequences of methodological considerations. The authors query how, given a choice of methods, one is chosen; the role that method-related issues and problems may have in the acceptance of risk assessment findings; and what impact the controversies regarding methods have on the role of risk assessment in overall risk management. Ten hazards, as assessed by a range of federal agencies with a variety of assessment methods, give topicality and specificity to the analysis. Among the risks addressed are ethylene dibromide, formaldehyde, passive smoking, and the use of mammography for breast cancer screening. The authors conclude with a setting of priorities for risk assessment because risks to human health clearly outstrip resources available for accurate assessment.
A Job Hazard Analysis (JHA) identifies the basic job steps and
tasks and their associated hazards and risks, and then develops
safe operating procedures and hazard controls based on this
analysis. In this book, James Roughton and Nathan Crutchfield argue
that the JHA should be the centrepiece of any risk control and
occupational safety and health program and a methodical analysis is
required for the new American safety and health management standard
ANSI/AIHA Z10. However, the traditional JHA has potential problems
in gathering and analysis of task data and, with its focus on the
sequence of steps, can miss the behavioral effects and the systems
interactions between tools, equipment, materials, work environment,
management and the individual worker. The authors present a new and
improved concept for the JHA incorporating elements from
Behavior-Based Safety and Six Sigma. They take the reader through
the whole process of developing tools for identifying workplace
hazards, developing systems that support hazard recognition,
developing an effective JHA, and managing a JHA based program and
fitting it into occupational safety and health management systems,
allowing businesses to move from mere compliance to a pro-active
safety management. The book is supported by numerous examples of
JHAs, end of chapter review questions, sample checklists, action
plans and forms.

For operators of nuclear research facilities, it is of particular importance to investigate minor incidents: indeed, as safety demonstrations are generally based on the presence of several independent "lines of defence," only through attentive investigation of every occurrence, usually minor and of no consequence, can the level of trust placed in each of these defensive lines be confirmed, or the potential risks arising out of a possible weakness in the system be anticipated. The efficiency of the system is based on a rigorous procedure: stringent attention to all incidents, consideration of the potential consequences of the incidents in their most pessimistic scenarios, and promotion of a broad conception of transpositions of the events, in time and space, for experience feedback. This efficiency presumes motivation on the part of all those involved, hence the importance of dissociating from the concept of an "incident" any notion of "error" or "blame" both in internal analysis and in public communications. The nuclear industry has developed some very progressive tools for experience feedback, which could interest also management of other technological risks. Millions of laborers, from the Philippines to the Caribbean, performed the work of the United States empire. Forging a global economy connecting the tropics to the industrial center, workers harvested sugar, cleaned hotel rooms, provided sexual favors, and filled military ranks. Placing working men and women at the center of the long history of the U.S. empire, these essays offer new stories of empire that intersect with the "grand narratives" of diplomatic affairs at the national and international levels. Missile defense, Cold War showdowns, development politics, military combat, tourism, and banana economics share something in common-they all have labor histories. This collection challenges historians to consider the labor that formed, worked, confronted, and rendered the U.S. empire visible. The U.S. empire is a project of global labor mobilization, coercive management, military presence, and forced cultural encounter. Together, the essays in this volume recognize the United States as a global imperial player whose systems of labor mobilization and migration stretched from Central America to West Africa to the United States itself. Workers are also the key actors in this volume. Their stories are multi-vocal, as workers sometimes defied the U.S. empire's rhetoric of civilization, peace, and stability and at other times navigated its networks or benefited from its profits. Their experiences reveal the gulf between the American 'denial of empire' and the lived practice of management, resource exploitation, and military exigency. Foodborne illnesses caused by zoonotic pathogens associated with wildlife hosts are an emerging microbial food safety concern. Transmission of foodborne pathogens can occur through ingestion, or improper handling, of contaminated game meat. Wild and feral animals have also been investigated as potential sources of Campylobacter, Escherichia coli O157:H7 and other enteric pathogens following foodborne disease outbreaks linked to fresh fruits and vegetables (e.g., baby spinach in California, shelled-peas in Alaska, strawberries in Oregon). This book explores the range of bacterial, parasitic, and viral pathogens that have been described in wildlife populations in the United States, Europe and other parts of the world. It also addresses important challenges and solutions to balance agriculture, conservation, and public health goals. The book provides unique information on approaches in risk communication, co-management, and One Health in a wildlife-food safety context. The first five chapters review research on the detection, epidemiology and ecology of foodborne pathogens in wildlife populations including the influence of wildlife-livestock-human interactions.
