Do offenders have the right to be rehabilitated and should the state be responsible for their rehabilitation? Should the public expect punitive and coercive approaches to offender rehabilitation? Why should the state be interested in the reform of individuals and how can helping offenders be justified when there are other disadvantaged groups in society who are unable to access the services they desperately need? In contrast to the widespread focus on ethnicity in relation to engagement in offending, the question of whether or not processes associated with desistance - that is the cessation and curtailment of offending behaviour - vary by ethnicity has received less attention. This is despite known ethnic differences in factors identified as affecting disengagement from offending, such as employment, place of residence, religious affiliation and family structure, providing good reasons for believing differences would exist. This book seeks to address this oversight. Using data obtained from in-depth qualitative interviews it investigates the processes associated with desistance from crime among offenders drawn from some of the principal minority ethnic groups in the United Kingdom. Cultures of Desistance explores how structural (families, friends, peer groups, employment, social capital) and cultural (religion, values, recognition) ethnic differences affected the environment in which their desistance took place. For Indians and Bangladeshis, desistance was characterised as a collective experience involving their families actively intervening in their lives. In contrast, Black and dual heritage offenders' desistance was a much more individualistic endeavour. The book suggests a need for a research agenda and justice policy that are sensitive to desisters' structural location, and for a wider culture which promotes and supports desisters' efforts.

The institutional picture is complex and dynamic, this book will review the institutional context for contemporary religion, focusing on its transnational implications. This is indeed a rich topic, but it has not been treated in anything like a systematic fashion. A remarkable array of institutions are involved, many with extensive transnational structures. They take many forms, some specific to individual faiths (with Catholic institutions a complex in themselves but the most highly developed), denominations, or faiths, some with specific substantive purposes (Habitat for Humanity, Islamic Relief, for example), while others aim to promote peace and social justice through interfaith action. The United Nations and other institutions, the European Union, the World Economic Forum, and the World Bank, for example, have grappled with how to relate to both institutions and issues involving religion. However, serious gaps in knowledge and understanding have hindered efforts to navigate these institutions and this has played significant roles in tensions and failures to take advantage of opportunities for partnership, for example in achieving the Millennium Development goals. The new forms that religious institutions are taking, their fit with human rights and democratic ideals, their changing nature in plural societies, are a highly relevant part of the global institutional picture, and this volume aims to provide an accessible and rich introduction to them.
This volume is the result of an EU project involving two different European countries (Italy and Cyprus) on risk and needs assessment for juvenile violent offenders. The book is based on a longitudinal data base of juveniles who have committed violent crimes and who have been followed up after six months to measure their recidivism rate. The aim of this book is to provide practitioners who are dealing with juvenile (violent) offenders, with scientifically-based theories and knowledge derived from results about risk assessment. In particular it shows how a newly developed and tested instrument/approach, the EARN (European Assessment of Risk and Needs) works and how it can be used to help practitioners. Recidivism of violence in juveniles is based on several risk factors and is reduced on the basis of protective factors. Efficient legal intervention and treatment are more and more tailored according to the risk factors but also to the needs of juveniles. "The third in a series explicating the criminal mind, this volume summarizes observations, interpretations, and conclusions derived from a study of 121 criminal men who used drugs and/or alcohol to excess. Originally set in writing by Yochelson before his death in 1976, the materials were edited and updated by Samenow for publication. Systematic, probing and repeated interviews were used as the vehicle for gathering information on common mental themes among men apprehended and sentenced for criminal acts.... Yochelson and Samenow attribute crime to a series of early irresponsible choices that predate drug use among drug-using criminals. Personality and personal choice variables are conceptualized as critical in initialing and maintaining use. In what is called an indiscriminate search for excitement, drug-using criminals are characterized as expanding their criminal repertoire while excusing their actions by rationalizations sometimes invented by sociologists, psychologists, and psychiatrists. Although these ideas are of considerable interest, the real value of the text lies in its intriguing presentation of drug-user thinking. Specifically, three chapters are well worth reading. The description of mental activities associated with such constructs as 'the high, ' 'the nod, ' and 'the rush' are probably on target for many drug users, whether criminal or not. The chapter explaining drugs as facilitators offers several notions worthy of systematic inquiry, as does the one devoted to principles for encouragement of behavior change. Of perhaps greatest benefit to most readers are caveats regarding management of drug users in what may be seen as a cognitive-behavioral framework. Juveniles who commit crimes often find themselves in court systems that do not account for their young age, but it wasn't always this way. The original aim of a separate juvenile justice system was to treat young offenders as the children they were, considering their unique child status and amenability for reform. Now, after years punishing young offenders as if they were adults, slowly the justice system is making changes that would allow the original vision for juvenile justice to finally materialize. In its original design, the founders focused on treating youth offenders separately from adults and with a different approach. The hallmarks of this approach appreciated the fact that youth cannot fully understand the consequences of their actions and are therefore worthy of reduced culpability. The original design for youth justice prioritized brief and confidential contact with the juvenile justice system, so as to avoid the stigma that would otherwise mar a youth's chances for success upon release. Rehabilitation was seen as the priority, and efforts to redirect wayward youth were to be implemented when possible and appropriate. The original tenets of the juvenile justice system were slowly dismantled and replaced with a system more like the adult criminal justice system, one which takes no account of age. In recent years, the tide has turned again. The number of incarcerated youth has been cut in half nationally. In addition, juvenile justice practices are increasingly guided by scholarship in adolescent development that confirms important differences between youth and adults. And, states and localities are choosing to invest in evidence based approaches to juvenile crime prevention and intervention rather than in facilities to lock up errant youth. This book assesses the strategies and policies that have produced these important shifts in direction. Important contributing factors include the declining incidence of youth-committed crime, advances in adolescent brain science, nationwide budgetary concerns, focused advocacy with policymakers and practitioners, and successful public education campaigns that address extreme sanctions for youth such as solitary confinement and life sentences without the possibility of parole. While there is extensive research published concerning juvenile justice and sentencing, most of the research focuses on individual and extra-legal factors, such as age, race, and gender, with scant attention paid to the impact of macro-level factors. This book assesses how a specific contextual factor-concentrated disadvantage-impacts juvenile court outcomes and considers the relevant implications for the current state of juvenile justice processing. Using case-level data from a Southern state with a large, diverse population and contextual-level data from the 2010 US Census and American Community Survey, Maroun assesses whether youth living in neighborhoods of concentrated disadvantage experience harsher outcomes than their counterparts from other types of neighborhoods. Additionally, she examines whether concentrated disadvantage interacts with individual race/ethnicity to influence juvenile court outcomes. Results suggested a direct impact of concentrated disadvantage on diversion, adjudication, and probation type. Further, race significantly interacted with concentrated disadvantage in impacting adjudication and probation outcomes, while ethnicity significantly interacted with concentrated disadvantage in impacting disposition and commitment type. This research expands the knowledge of macrolevel influences on juvenile court outcomes, providing support for the notion that community context impacts juvenile justice processing. Results also highlight the fact that judges use discretion as well as other legal and extralegal factors in exerting social control, and do so differently at each stage of processing. Circles of Support and Accountability is a voluntary initiative that assists people with convictions for sexual offences to resettle in the community. People leaving prison with such convictions often have difficulties in resettling. They carry the burden of the conviction itself, which may be both stigmatising and isolating, and they are the subject of sex offender register requirements, parole and other supervisory conditions. Circles of Support and Accountability in the UK started over ten years ago and have slowly spread across the country. They work closely with the police and probation services but rely entirely on volunteers prepared to give up their time to work with people often otherwise shunned by communities. Circles offer support to the person concerned but also hold them accountable for their future behaviour. They aim to ensure there are 'no more victims'. This book is based on original research and provides a close-up picture of how these Circles of Support and Accountability work in practice. It brings together for the first time the voices of all the participants, from the offenders and the volunteers through to the Coordinators who link the volunteers to the professionals in the form of the police and probation services. The research was commissioned by Circles UK and funded by the Wates Foundation and the University of Leeds, School of Law.
Cyber-risks are moving targets and societal responses to combat cyber-victimization are often met by the distrust of young people. Drawing on original research, this book explores how young people define, perceive, and experience cyber-risks, how they respond to both the messages they are receiving from society regarding their safety online, and the various strategies and practices employed by society in regulating their online access and activities. This book complements existing quantitative examinations of cyberbullying assessing its extent and frequency, but also aims to critique and extend knowledge of how cyber-risks such as cyberbullying are perceived and responded to. Following a discussion of their methodology and their experiences of conducting research with teens, the authors discuss the social network services that teens are using and what they find appealing about them, and address teens' experiences with and views towards parental and school-based surveillance.
