The institutional picture is complex and dynamic, this book will review the institutional context for contemporary religion, focusing on its transnational implications. This is indeed a rich topic, but it has not been treated in anything like a systematic fashion. A remarkable array of institutions are involved, many with extensive transnational structures. They take many forms, some specific to individual faiths (with Catholic institutions a complex in themselves but the most highly developed), denominations, or faiths, some with specific substantive purposes (Habitat for Humanity, Islamic Relief, for example), while others aim to promote peace and social justice through interfaith action. The United Nations and other institutions, the European Union, the World Economic Forum, and the World Bank, for example, have grappled with how to relate to both institutions and issues involving religion. However, serious gaps in knowledge and understanding have hindered efforts to navigate these institutions and this has played significant roles in tensions and failures to take advantage of opportunities for partnership, for example in achieving the Millennium Development goals. The new forms that religious institutions are taking, their fit with human rights and democratic ideals, their changing nature in plural societies, are a highly relevant part of the global institutional picture, and this volume aims to provide an accessible and rich introduction to them.
This volume is the result of an EU project involving two different European countries (Italy and Cyprus) on risk and needs assessment for juvenile violent offenders. The book is based on a longitudinal data base of juveniles who have committed violent crimes and who have been followed up after six months to measure their recidivism rate. The aim of this book is to provide practitioners who are dealing with juvenile (violent) offenders, with scientifically-based theories and knowledge derived from results about risk assessment. In particular it shows how a newly developed and tested instrument/approach, the EARN (European Assessment of Risk and Needs) works and how it can be used to help practitioners. Recidivism of violence in juveniles is based on several risk factors and is reduced on the basis of protective factors. Efficient legal intervention and treatment are more and more tailored according to the risk factors but also to the needs of juveniles. Juvenile Justice Systems in Europe tend to approach the juvenile who has committed a crime not only from a sanction point of view but more as an opportunity for the juvenile, his or her family and the social context in general, to reduce the risk of recidivism. Between 1980 and 1996 the number of arrests has increased considerably for offenders ages 12 and under. This increase is a cost to society in two ways: the cost of the crime and the cost of multiple agencies involved with these children. Several questions have developed due to this increase: How does the juvenile justice system deal with child delinquents? Is child delinquency a predictor of serious, violent, and chronic offending? How early can we predict delinquency, and what are early warning signs? In an effort to develop answers for these questions and many more, editors Rolf Loeber and David Farrington organized a study group on Very Young offenders comprising 39 experts on juvenile delinquency and child problem behavior. Juveniles who commit crimes often find themselves in court systems that do not account for their young age, but it wasn't always this way. The original aim of a separate juvenile justice system was to treat young offenders as the children they were, considering their unique child status and amenability for reform. Now, after years punishing young offenders as if they were adults, slowly the justice system is making changes that would allow the original vision for juvenile justice to finally materialize. In its original design, the founders focused on treating youth offenders separately from adults and with a different approach. The hallmarks of this approach appreciated the fact that youth cannot fully understand the consequences of their actions and are therefore worthy of reduced culpability. The original design for youth justice prioritized brief and confidential contact with the juvenile justice system, so as to avoid the stigma that would otherwise mar a youth's chances for success upon release. Rehabilitation was seen as the priority, and efforts to redirect wayward youth were to be implemented when possible and appropriate. The original tenets of the juvenile justice system were slowly dismantled and replaced with a system more like the adult criminal justice system, one which takes no account of age. In recent years, the tide has turned again. The number of incarcerated youth has been cut in half nationally. In addition, juvenile justice practices are increasingly guided by scholarship in adolescent development that confirms important differences between youth and adults. And, states and localities are choosing to invest in evidence based approaches to juvenile crime prevention and intervention rather than in facilities to lock up errant youth. This book assesses the strategies and policies that have produced these important shifts in direction. Important contributing factors include the declining incidence of youth-committed crime, advances in adolescent brain science, nationwide budgetary concerns, focused advocacy with policymakers and practitioners, and successful public education campaigns that address extreme sanctions for youth such as solitary confinement and life sentences without the possibility of parole. Yet more needs to be done. The U.S. Supreme Court has recently voiced its unfaltering conclusion that children are different from adults in a series of landmark cases. Fifty years ago, David Matza wrote Delinquency and Drift, challenging the ways people thought about the development of criminals. "The third in a series explicating the criminal mind, this volume summarizes observations, interpretations, and conclusions derived from a study of 121 criminal men who used drugs and/or alcohol to excess. Originally set in writing by Yochelson before his death in 1976, the materials were edited and updated by Samenow for publication. Systematic, probing and repeated interviews were used as the vehicle for gathering information on common mental themes among men apprehended and sentenced for criminal acts.... Yochelson and Samenow attribute crime to a series of early irresponsible choices that predate drug use among drug-using criminals. Personality and personal choice variables are conceptualized as critical in initialing and maintaining use. In what is called an indiscriminate search for excitement, drug-using criminals are characterized as expanding their criminal repertoire while excusing their actions by rationalizations sometimes invented by sociologists, psychologists, and psychiatrists. Although these ideas are of considerable interest, the real value of the text lies in its intriguing presentation of drug-user thinking. Specifically, three chapters are well worth reading. The description of mental activities associated with such constructs as 'the high, ' 'the nod, ' and 'the rush' are probably on target for many drug users, whether criminal or not. The chapter explaining drugs as facilitators offers several notions worthy of systematic inquiry, as does the one devoted to principles for encouragement of behavior change. Of perhaps greatest benefit to most readers are caveats regarding management of drug users in what may be seen as a cognitive-behavioral framework. Yochelson and Samenow contend that drug-using criminal men represent the architects of their criminal life-styles and that it is they themselves who can correct irresponsible thoughts and behaviors through application of logic over emotion." In the aftermath of Martinson's 1974 "nothing works" doctrine, scholars have made a concerted effort to develop an evidence-based corrections theory and practice to show "what works" to change offenders. Perhaps the most important contribution to this effort was made by a group of Canadian psychologists, most notably Donald Andrews, James Bonta, and Paul Gendreau, who developed a treatment paradigm called the Risk-Need-Responsivity (RNR) model, which became the dominant theory of correctional treatment. This approach was more recently challenged by a perspective developed by Tony Ward, Shadd Maruna, and others, called the Good Lives Model (GLM). Based in part on desistance research and positive psychology, this model proposes to rehabilitate offenders by building on the strengths offenders possess. GLM proponents see the RNR model as a deficit model that fixes dynamic risk factors rather than identifying what offenders value most, and using these positive factors to pull them out of crime. Through a detailed examination of both models' theoretical and correctional frameworks, The Future of Correctional Rehabilitation: Moving Beyond the RNR Model and Good Lives Model Debate probes the extent to which the models offer incompatible or compatible approaches to offender treatment, and suggests how to integrate the RNR and GLM approaches to build a new and hopefully more effective vision for offender treatment. Most incidents of violent crime occur between people who know each other, but in other cases (fortunately much less frequent) there are no obvious ties between the victim and the criminal, and these cases cause a great deal of social fear and uncertainty. They also result in large-scale, costly investigations and, increasingly, police are collaborating with other professionals in a process of offender profiling which might help their investigation. This book is a substantial, unique and critical account of the scope and practice of offender profiling, and its limitations. Professionals worldwide, from psychiatry, psychology, criminology and policing, have contributed accounts of their experience and knowledge across a range of approaches to offender profiling. Some use a clinical approach, based on the application of established theories of personality and psychopathy. Privatisation was introduced into the probation service on the 1st June 2014 whereby work with medium and low risk offenders went to a number of private and voluntary bodies, work with high risk offenders remained with the State. The National Probation Service (NPS) covered State work whilst the 35 existing Probation Trusts were replaced by 21 Community Rehabilitation Companies (CRCs). Staff were allocated to either side of the divide but all remained as probation officers. The effect was that the existing probation service lost control of all but 30,000 of the most high risk cases, with the other 220,000 low to medium risk offenders being farmed out to private firms. Privatisation was justified as the only available way of achieving important policy objectives of extending post release supervision to offenders on short sentences, a group who are the most prolific offenders with high reconviction rates yet who receive no statutory support. This book describes the process by which the probation service became privatised, assessing its impact on the probation service itself, and on the criminal justice system generally. It considers both the justifications for privatisation, as well as the criticisms of it, and asks to what extent the probation service can survive such changes, and what future it has as a service dedicated to the welfare of offenders. It demonstrates how the privatisation of probation can be seen as a trend away from traditional public service in criminal justice towards an emphasis on efficiency and cost effectiveness. This book explores the treatment of junevile offenders in modern Western history. The last few decades have witnessed major debates over youth justice policies. Juvenile and youth justice legislation has been reviewed in a number of countries. Despite the fact that new perspectives, such as restorative justice, have emerged, the debates have largely focused on issues that bring us back to the inception of juvenile justice: namely whether youth justice ought to be more akin to punitive adult criminal justice, or more sensitive to the welfare of youths.
