'Track Two Diplomacy and Jerusalem' is the first in a series of three books which collectively present the work of the Jerusalem Old City Initiative, or JOCI, a major Canadian-led Track Two diplomatic effort, undertaken between 2003 and 2014. JOCI's raison d'etre was to find sustainable governance solutions for the Old City of Jerusalem, arguably the most sensitive and intractable of the final status issues dividing Palestinians and Israelis. 'Track Two Diplomacy and Jerusalem' includes a series of studies that place JOCI within its historical setting and explain the theoretical context of Track Two diplomacy. This book offers a detailed examination of the counter-insurgency operations undertaken by the Nigerian military against Boko Haram between 2011 and 2017. This book examines Winston Churchill's role in the creation and development of the Anglo-American special relationship. This book examines the mobilization, role, and trajectory of women rescuers and perpetrators during the 1994 genocide in Rwanda. While much has been written about the victimization of women during the 1994 genocide in Rwanda, very little has been said about women who rescued targeted victims or perpetrated crimes against humanity. This book explores and analyzes the role played by women who exercised agency as rescuers and as perpetrators during the genocide in Rwanda. As women, they took actions and decisions within the context of a deeply entrenched patriarchal system that limited their choices. This work examines two diverging paths of women's agency during this period: to rescue from genocide or to perpetrate genocide. It seeks to answer three questions: First, how were certain Rwandan women mobilized to participate in genocide, and by whom? Second, what were the specific actions of women during this period of violence and upheaval? Finally, what were the trajectories of women rescuers and perpetrators after the genocide? Comparing and contrasting how women rescuers and perpetrators were mobilized, the actions they undertook, and their post-genocide trajectories, and concluding with a broader discussion of the long-term impact of ignoring these women, this book develops a more nuanced and holistic view of women's agency and the genocide in Rwanda. Concerns about China's ambitions to return to global centre stage as a great power have recently begun to focus on the Digital Silk Road (DSR), an umbrella term for various activities - commercial and diplomatic - of interest to the Chinese government in the cyber realm. Part of (or a spin-off from) the 2013 Belt and Road Initiative, by 2020 the DSR had become a focal point of China's foreign policy. But the DSR remains ill-defined and poorly understood. At the heart of such concerns is not that Chinese technology companies are becoming globally competitive, but rather that Beijing could use them to 'rewire' the global digital architecture, from physical cables to code. Dominance by Chinese technology could shift global norms from a free cyber commons to competing systems of cyber sovereignty or cyber freedom. This Adelphi book brings together eight experts to examine the development of the DSR, explore its impact on economics, security and governance in recipient countries, and assess the broader impact on patterns of economic and technological dependence, on the emerging rules and norms of tech globalisation, and on global geopolitics and great-power relations. US enthusiasm for peace operations' has fluctuated markedly in the post-Cold War era. In the early 1990s, the first Bush Administration's interest in a "new world order" and the Clinton Administration's policy of "assertive multilateralism" opened the door to direct engagement in Somalia and support to UN operations in the former Yugoslavia. Failures in both places led to a loss of enthusiasm for UN peacekeeping (manifest most tragically in Rwanda), but not NATO operations, which took over from UNPROFOR in Bosnia and later deployed to Kosovo and Afghanistan. Concern about failed states in Africa prompted the US to seek ways of bolstering the capacity of African states and organizations. Meanwhile, the US has actively supported recent operations in Haiti and East Timor, and is taking the lead in pushing for a major new UN operation in Darfur. The post-9/11 environment, combined with difficulties faced in Iraq, has led to a significant policy shift in the Bush Administration, from initial disdain for peace operations, to new understanding of this important strategic instrument. This book investigates the ways in which the war on terror has transformed the postcolonial state in Africa. Taking American intervention in Islamic education in Uganda as the entry point, the book demonstrates how state control over Islamic truth production and everyday Muslim life has increased. During the colonial period, the Muslims in Uganda were governed in two ways: partly as lesser citizens within the Christian-dominated civil sphere and partly as members of a distinct Muslim domain. In this domain, a local system of Islamic education developed with a degree of autonomy that reflected the limits of the colonial state in shaping the Muslim subject. In the subsequent postcolonial period, systems of patronage and clientalistic networks dominated, and Muslim leaders were co-opted by the state, but without much real interference in the day-to-day lives of ordinary Muslims. However, as part of the war on terror, the US State Department seeks to bring the mechanisms of Islamic truth production, especially the madrasa, under direct state control and civil society scrutiny. This book argues that the "Muslim domain as a separate entity is coming to an end as it is being absorbed into the civil sphere, unifying the state’s domination of society." The book also analyzes local Ugandan Muslim initiatives to modernise and contextualize their own education and religion and how these initiatives are shaped by and transcend the dominant power. This book analyses the impact that prolonged socio-political conflict in India has had on political and social spaces for women. Focusing in particular on Assam in the North East of India, it looks at how the conflict can be restricting, and yet can also have the potential to expand these spaces for women owing to the collapsing of boundaries of gender roles, thereby creating niche areas that may be leveraged for socio-political transformation. Based on empirical material collected from in-depth interviews with individuals on both sides of the conflict, the book locates the analysis in both a legal and political context. It examines the causes, dynamics and impact of the ethno-political conflicts in Assam, as well as the efficacy and outcomes of 'capacity building' programmes aimed at rehabilitating the surrendered militants as well as assisting affected women. This book explains how colonial legacies and the postcolonial state of Pakistan negatively influenced the socio-political and cultural dynamics and the security situation in Pakistan's Pashtun 'tribal' areas, formerly known as the Federally Administered Tribal Areas (FATA). It offers a local perspective on peace and conflict resolution in Pakistan's Pashtun 'tribal' region. Discussing the history and background of the former-FATA region, the role of Pashtun conflict resolution mechanism of Jirga, and the persistence of colonial-era Frontier Crimes Regulations (FCR) in the region, the author argues that the persistence of colonial legacies in the Pashtun 'tribal' areas, especially the FCR, coupled with the overarching influence of the military on security policy has negatively impacted the security situation in the region. By focusing on the Jirga and Jirga-based Lashkars (or Pashtun militias), the book demonstrates how Pashtuns have engaged in their own initiatives to handle the rise of militancy in their region. With reference to European governance, it addresses the complex interplay of power relations, interests and framings surrounding the development of policies and strategies for the use of new security technologies.
