More than ever before, ethnic struggle finds expression in the growing incidence and scale of displaced persons and refugee flows, as well as in exacerbated levels of ethnic minority abuse and involuntary assimilation. Demographic and political sources of instability in multi-ethnic societies assure the continuing significance of ethnic strife and the potential for intrastate ethnic violence far into the next millennium. While not all disagreements between ethnic groups can be expected to escalate into violence, more than a few have produced intractable and destructive conflicts, and one or more of these conflicts could ultimately reach levels that overwhelm international resources and capabilities.

Carment and Harvey examine how regional and international security organizations can prevent destructive ethnic conflict and manage cases in which violence already is at hand. First they develop a conceptual framework for advancing basic research on the prevention and management of intrastate ethnic violence. This volume honors the lifetime achievements of the distinguished activist and scholar Elise Boulding (1920-2010) on the occasion of her 95th birthday. Known as the "matriarch" of the twentieth century peace research movement, she made significant contributions in the fields of peace education, future studies, feminism, and sociology of the family, and as a prominent leader in the peace movement and the Society of Friends. She taught at the University of Colorado, Boulder from 1967 to 1978 and at Dartmouth College from 1978 to 1985, and was instrumental in the development of peace studies programs at both institutions. She was a co-founder of the International Peace Research Association (1964), the Consortium on Peace Research Education and Development (1970), and various peace and women's issues-related committees and working groups of the American Sociological Association and International Sociological Association.

Adonis' influence on Arabic literature has been likened to that of T. S. Eliot in the English-speaking world. Yet alongside this spearheading of a modernist literary revolution, the secular Syrian-born poet is also renowned for his persistent and staunch attacks on despotism across the Arab world. In these conversations with the psychoanalyst Houria Abdelouahed, Adonis brings into sharp relief the latest wave of violence and war to engulf Arabic countries, tracing the cause of ongoing tensions back to the beginnings of Islam itself. Since the death of the prophet Muhammad, Islam has been used as a political and economic weapon, exploiting and reinforcing tribal divisions to aid the pursuit of power. Harle maintains that two major approaches to establishing and maintaining social order exist in all levels and types of social relations: moral principles and political power. According to the principle-oriented approaches, social order will prevail if and when people follow strict moral principles. According to the contending power-oriented approach, orderly relations can only be based on the application of power by the ruler over the ruled. The principle-oriented approaches introduce a comprehensive civil society of individuals; the power-oriented approaches give major roles to the city-state, its government and relationships between them. The question of morality can be recognized also within the power-oriented approaches which either submit politics to morality or maintain that politics must be taken as nothing else than politics. This book is a contribution to peace and international studies as well as political theory and international relations.

Reintegration programmes for ex-combatants are supposed to support the wider peace process. This study, based on detailed fieldwork, looks at the way they were carried out in Sierra Leone and Liberia and assesses the degree to which they were conducted in a participatory way.

In settler societies, some conflicts have roots that are both ethnic and colonial in nature. These are conflicts between an indigenous ethnic group and groups and between an ethnic group and groups of settlers who have been transplanted to a territory by a colonial power as part of a colonizing effort. This study examines the role that liberal parties have played and can play in recent conflicts in Israel/Palestine, Northern Ireland, and South Africa. Typically, such parties reject the conventional wisdom of the settler population regarding the nature of the conflict. They also reject the radical thinking of the liberation movements and offer, instead, a third alternative. Mitchell hopes that this study will provide useful information for current liberal parties in Central and Eastern Europe and Israel.

Ultimately, many of the liberal party's ideas are adopted by the main settler parties, allowing for a resolution of the conflict, generally through a compromise between the liberal and indigenous positions. However, before such resolution can occur, the liberals must achieve an electoral breakthrough that gives them a minimum of between five and ten percent of votes; they must also obtain significant stable representation in parliament. Liberal leadership must be innovative, offering new solutions that depart from the conventional wisdom of both sides. Mitchell provides the most detailed account yet published on the Alliance Party of Northern Ireland. In recent decades the world has experienced the rise of so-called 'low intensity conflicts'. Unlike conventional wars these very bloody armed conflicts are no longer the affair of state governments and their armies. In their place appear police-like armed units,security services and secret services, groups and organizations of religious, political and social fanatics ready to resort to violence, 'militias', bands of mercenaries, or just gangs of thugs, led by the condottiere of the 21st century, consisting of militant charismatics, militia 'generals', 'drug barons' and 'warlords' of various kinds. They conduct wars in which the soldiers no longer wear uniforms and there is no meeting of armies in open battle. The armed organizations fight in urban agglomerations and in difficult, inaccessible regions. The combatants fight for religion and quasi-religious ideologies, for the 'rights of the people' or 'national liberation', for power, gain, and booty, and above all for recognition. For the practice of peace, this kind of war has far-reaching consequences. In this book the authors examine various paths to peace and reconciliation in low intensity conflicts. They look at processes of peace making from South Africa and the North of Mali to Indonesia and South East Asia. Common to most studies is that they stress the particular local contexts of peace making tied to the highly localized nature of most low intensity conflicts. The logic of peace has become a logic of local and regional power. The articles shed new light not only on ways and chances of interventions by the international community but also on the role of nongovernmental organisations in violent conflicts.

The law on the use of force in relation to the maintenance of international peace remains one of the most important areas of international law and international relations to date. This study explores corruption in Rwanda and highlights the necessity of developing anti-corruption education as a way of combating corruption. It argues that an effective campaign against corruption should consider promoting anti-corruption education with the aim of enabling present and future generations to maintain and live out the Ubupfura (meaning "trust/respect") ethical values. Considering the link between anti-corruption and peacebuilding efforts, as explained in this study, it is underlined that continuous efforts to raise such generations could undoubtedly move Rwandan society toward a sustainable peace. Peacebuilders, anti-corruption agents, and public policymakers are the primary beneficiaries of the study.

Focusing on Greater Khartoum following South Sudanese independence in 2011, In-Betweenness in Greater Khartoum explores the impact on society of major political events in areas that are neither urban nor rural, public nor private. This volume uses these in-between spaces as a lens to analyze how these events, in combination with other processes, such as globalization and economic neo-liberalization, impact communities across the region. Drawing on original fieldwork and empirical data, the authors uncover the reshaping of new categories of people that reinforce old dichotomies and in doing so underscore a common Sudanese identity.

Environmental and natural resource policy decision making is changing. Increasingly citizens and management agency personnel are seeking ways to do things differently; to participate meaningfully in the decision making process as parties work through policy conflicts. Doing things differently has come to mean doing things collaboratively.

Daniels and Walker examine collaboration in environmental and natural resource policy decision making and conflict management. They address collaboration by featuring a method collaborative learning, that has been designed to address decision making and conflict management needs in complex and controversial policy settings. As they illustrate, collaborative learning differs in some significant ways from existing approaches for dealing with policy decision making, public participation, and conflict management. First, it is a hybrid of systems thinking and alternative dispute resolution concepts. Second, it is grounded explicitly in experiential, team-or organizational-and adult learning theories. It is a theory-based framework through which parties can make progress in the management of controversial environmental policy situations. They discuss both the theory and technique of collaborative learning and present cases where it has been applied. This is a professional and teaching tool for scholars, students, and researchers involved with environmental issues as well as dispute resolution.

David and Mady Segal analyze the adaptation of American soldiers assigned to the Multinational Force and Observers (MFO) in the Sinai Desert in support of the Camp David Accords, in the context of the evolution of multinational peacekeeping forces as mechanisms for achieving international security. The reactions of soldiers and their wives to the peacekeeping assignment are considered from the perspective of the social construction of reality, in which the role of the military has been defined as war-fighting. The press has ignored peacekeeping until very recently, and it falls to military organizations, to soldiers and their families, to make sense of the mission. Lessons learned from the Sinai MFO experience should be used to help U.S. troops better prepare for their increasing role in multinational peacekeeping.
