Many policy and practice initiatives that aim to prevent social exclusion focus on children and young people. This book seeks to consider new approaches to understanding the complexities of prevention, and how these new understandings can inform policy and practice. The authors use evidence from the National Evaluation of the Children's Fund to illustrate and explore the experiences of children and families who are most marginalised. They consider the historical context of approaches to child welfare, and present a new framework for understanding and developing preventative polices and practice within the context of social exclusion. Sure Start Local Programmes (SSLPs) was a major strategic effort by New Labour towards ending child poverty. By changing the way services were delivered to children under four and their families, through targeting and empowering highly-deprived small geographic areas, SSLPs were intended to enhance child, family and community functioning. Following 5 years of systemic research exploring the efficacy and impact of this grand experiment, this book pulls together, in a single volume, the results of the extensive National Evaluation of Sure Start (NESS). The book reviews the history of policies pertaining to child health and well being which preceded and set the stage for Sure Start. It provides insight into how SSLPs were expected to function and how they actually operated, both in terms of their strengths, weaknesses and costs. The contributors examine the nature of the communities in which these programmes were situated and how they changed over time; present the early effects of SSLPs on children and families, with evidence highlighting some small beneficial effects and some small deleterious ones and extract specific features of SSLPs that contributed to whether individual programmes benefited children and families, providing a guide for the revision of programmes and policies. With a foreword from Naomi Eisdenstadt, former Director of the Sure Start Programme and concluding chapter by Prof. Sir Michael Rutter, member of the government's scientific advisory board overseeing NESS, this book provides an insightful critique of SSLP policy and NESS that will be of interest to students of child development, families and communities, as well as policymakers and policy scholars, local and national providers of services to children and families and evaluation specialists.
Alongside the current media public preoccupation with high-risk offenders, there has been a shift towards a greater focus on risk and public protection in UK criminal justice policy. Much of the academic debate has centered on the impact of the risk paradigm on adult offender management services; less attention has been given to the arena of youth justice and young adults. Yet, there are critical questions for both theory - are the principles of risk management the same when working with young people? - and practice - how can practitioners respond to those young people who cause serious harm to others? - that need to be considered. The distinguished contributors to "Young people and 'risk'" consider risk not only in terms of public protection but also in terms of young people's own vulnerability to being harmed (either by others or through self-inflicted behaviour). One of the report's key objectives is to explore the links between these two distinct, but related, aspects of risk. Maggie Blyth is a member of the Parole Board for England and Wales and independent chair of Nottingham City Youth Offending Team. She also works independently as a criminal justice consultant. Kerry Baker is a researcher in the Centre for Criminology at the University of Oxford and also a consultant to the Youth Justice Board on issues of assessment, risk and public protection. Enver Solomon is Deputy Director of the Centre for Crime and Justice Studies, an independent charity affiliated to the Law School at King's College London.

In late March 1975, as the Vietnam War raged, an Australian voluntary aid worker named Rosemary Taylor approached the Australian Embassy seeking assistance to fly 600 orphans out of Saigon to safety. How can we end the inter-generational cycle of poverty and dysfunction in the US's urban ghettos?
